Peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

Problem setting. On the way to the realization of Ukraine’s European integration aspirations, there are many unresolved problems related to the improper implementation of reforms that slow down the processes of economic development and social security of the population. Ukraine needs proper governmental guidelines, capable of promoting proper socio-economic development of society with the help of methods adopted in the civilized world.Recent research and publications analysis. Features of public administration in the field of socio-economic development are the subject of research by many scholars. In particular, it is necessary to mention such scientists as A. Antonenko, D. Babych, V. Bazylevych, V. Besedin, N. Voronina, V. Geiets, Z. Gerasymchuk, B. Danylyshyn, V. Kutsenko, I. Mikhasyuk, V. Myagkyi, Y. Pakhomov, O. Panukhnyk, V. Savchenko, M. Sokolov and others. These researchers study issues related to public administration and the formation of effective public policy in the field of socio-economic development, focus on the need to implement government functions with maximum effect.Highlighting previously unsettled parts of the general problem. Despite the large number of publications on the peculiarities of economic and social development of the state and public administration of these processes, there is still a need for in-depth scientific research related to the implementation of European integration aspirations of the Ukrainian state. Ukraine’s intention to be a full member of the European Union requires radical transformational changes in the field of socio-economic development and increasing the efficiency of the state’s implementation of its management functions.Paper main body. The fundamental legal framework of Ukraine provides grounds for talking about the close relationship and harmonious combination of social and economic development and determines the overall strategic course of public policy as a whole. Based on this, it is safe to say that the outcome of the functioning of economic entities in the economy of Ukraine directly depends on what are the management actions of public authorities authorized to regulate, coordinate, evaluate and control the actions of these entities and affect the welfare of life population as a whole. Thus, the state performs its functions in all spheres of socio-economic life of the country.Effective economic policy of the state directly affects the social development and well-being of citizens. Increasing the level of welfare, social protection, ensuring equal rights and opportunities for all citizens, the right to property, work and earnings, decent social security, education, health care, etc. are the result of effective management of economic processes in the country. Accordingly, it makes it possible to implement such basic tasks of social policy as improving the quality of life of the population; increasing its employment; providing an opportunity for every citizen to realize his potential to meet his needs for the development of his personality; improving the remuneration of employees in all areas; ensuring the availability of a sufficient number of social infrastructure facilities in the state.Standards of socio-economic development in Ukraine differ from their counterparts in developed European countries. Given the European integration aspirations of the Ukrainian state, it is necessary to ensure continuous and effective transformational transformations that affect this area, and to improve the institutional support of this process, which would correspond to the basic principles, standards and norms of the European Union.At present, it is difficult to talk about the adequacy of public administration actions in the field of socio-economic development of the Ukrainian state, which would meet European standards. Evidence of this is the inefficiency of public finance management, incomplete decentralization transformations, imperfection of regulatory and legal support of processes in the economic and social spheres. Conclusions of the research and prospects for further studies. Socio-economic development of the Ukrainian state has sufficient legal support, but to implement the European integration vector of Ukraine it is necessary to provide a number of tasks: to develop an effective mechanism on the basis of which will systematically and purposefully implement the strategy of socio-economic development; to unify institutional support in the field of development and implementation of strategic plans in the field of socio-economic development; to form new and improve existing approaches to the development of strategic plans for the short, medium and long term at the national and regional levels; to provide a system of monitoring and control over the implementation of those tasks that are set in the implementation of the strategy of socio-economic development; to determine the criteria for analyzing the effectiveness of the implemented measures within the strategy of socio-economic development, which will allow to assess the degree of achievement of the strategic goal. An integrated approach to the implementation of these tasks will allow to take the socio-economic development of Ukraine to a qualitatively new level and to increase the welfare of the population as a whole.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. The role of the state in economic development is one of the oldest topics in economics, yet controversies rage with similar passion and camps are divided on lines today broadly similar to the early writings. Though the authors of the papers in this symposium present different views, they all refuse to pose the question as a simple choice between the market mechanism and state intervention. Larry Westphal and Albert Fishlow evaluate the South Korean and the Latin American experience, respectively, in their essential complexity. Mrinal Datta-Chaudhuri draws upon a comparative study of the Indian and East Asian cases to bring out the contradictions and complementaries in the relationship between the state and the economy. Anne Krueger's paper reflects on how the comparative advantages and disadvantages of state action flow from its organizational and incentive characteristics.

Сivil society is a group of people excluded from the government and the army and providing a counterbalance and control of the state at the national and local levels in the country. In Bangladesh, since independence in 1971, civil society organizations have been successfully involved in social development, but they have been criticized not to be able promote democracy in Bangladesh because of their support for political parties. Therefore, it impedes strong opposition to corruption and non-democratic activities in the country. In this article, using the historical method, the author analyzes the features and role of civil society in Bangladesh.

The article examines the relationship between civil legislation and the laws of economic development, objective laws of social development and their subjective regulation, an analysis of literary sources, the history of the development of the state and ideas about the economics of law of modern authors, made it possible to conclude that the development of civil law is influenced not only by the objectivity of laws but also subjective factors, including tradition.

The research reveals that theoretical foundations, stages, driving forces, efficiency factors of modern digitalization are considered as digital economy. The key components of the term “digital economy” are presented: digital technologies, ecosystems and transformations, taking into account their interconnection and interdependence, as well as continuity with the previously developed conceptual series - informatization, intellectualization and robotization. Also, the article presents a clear understanding of the object and subject of research, the importance of the essence of the digital economy phenomenon and the stages of its development. The purpose of this study is to study the relationship between digital technologies, innovative and economic development, describe the advantages and disadvantages of digitalization for countries with different levels of economic development. It is noted that the digital economy is an integral part of the information (digital) environment, forming in accordance with the needs of the real sector of the economy and the needs of society, changing under the influence of technological innovations.

The importance of the supporting universities in each region is quite high, because the main purpose of creating them is to provide an efficient cooperation between the region and the system of higher education. Through the supporting universities it is possible to solve the most pressing problems facing not only regions but also the state as a whole. The interaction between higher education and regions is associated with the strengthening of the “third mission” of universities, the implementation of which makes university a key «player» in the economic and social development of a region and introduces significant changes in the university’s relations with its partners: industry, business, government, civil society institutions. The first section of the article focuses on the identification of the main parameters of the regional activities of Russian universities as active participants in the socio-economic development of region. The second section systematizes the experience of German universities on the implementation of the «third mission» in the regional context.

The lack of a clear structural vision of the national model of socially-oriented economy leads to significant social disparities and distortions in society. Due to the undeveloped transparent concept of social policy, the development of social processes becomes unmanageable. The key issues facing most countries, both in the short and long term, are to build an effective system of social protection and social security that can solve urgent and permanent social problems. The need for rethinking the concept of national social policy, defining a clear goal, objectives, mechanisms and stages of its implementation is most acute. This problem becomes especially relevant in light of the processes of instability of socio-economic development of the state and the military conflict in eastern Ukraine. The article substantiates the theoretical and methodological principles of the mechanism of formation and implementation of state policy in the field of employment in Ukraine; proposed directions for the development of the system of providing services in the field of employment aimed at preventing unemployment and increasing the competitiveness of citizens in the labor market; the tendencies of development of components of modern economy and society which cause transformation of structure of the employed citizens are allocated; the priorities and models of the state social policy and the directions of their changes in modern conditions are studied; generalized by systematizing the experience of functioning of models of social protection in order to identify opportunities for its application to the national economic system; the current crisis state of the national economy (in terms of deformation of the socio-economic subsystem, the risks of deepening social inequality) and the conditions of social protection are analyzed; an algorithm for improving the system of social services in the field of employment and the scientific concept of economic development in the modern transformation of the national economy on social security processes using the principle of inclusive social growth in order to form the main components of social protection.

The article discusses and analyzes the approaches available in science to the formation of threshold values of indicators of economic security. The author conducts a comparative study of the existing methods for determining threshold values, examines the advantages and disadvantages of each of the approaches. On the basis of the study, the threshold values for seven indicators of the security of the economic develop-ment of the region are substantiated. Further, the indicative system presented in the work is tested on the example of the Komi Republic using the indicators highlighted by the author and their threshold values using a specially developed technique based on the synthesis of the minimax approach and the indicative method, diagnostics of the state of security of economic development is carried out, the main threats arising in this area are highlighted. The application of the approach proposed in the work to the formation of threshold values of indicators, as well as the methodology used to assess threats, made it possible to diagnose threats that pose a significant danger to the development of the regional economy. The results obtained can be used by public authorities when they carry out activities to monitor the state of the region's economy.

Members of groups which are traditionally economically or socially disadvantaged tend to also suffer from additional barriers in relation to their ability to establish and control mass media outlets and from insufficiency of media output which represents them and addresses their specific needs. These inequalities in the field of mass media can help perpetuate and aggravate a situation of marginalization and are especially notable in relation to broadcasting due to the higher barriers of entry associated with the medium. The present article makes a case for the state promotion and support of third sector broadcasting as an affirmative measure which can be used to combat inequalities in broadcasting while discussing its advantages and disadvantages in comparison to alternative measures. The aim is not to negate the need for other types of measures but to explain why aiding the development of third sector broadcasting outlets is an option which warrants serious consideration by every state seeking to address situations in which specific groups have been disadvantaged in the field of mass media and broadcasting in specific.
