In spring 2017 the Zoning Rules (ZR) have come into force in Moscow – in fact, this is the main document enabling real estate development in any particular urban land plot. After the first year of the new order enactment, the author analyzes both relevant and probable economic repercussions from the ZR adoption and concludes that no positive effect anticipated by the city administration can be discerned; after the urban land development plans (ULDP) earlier issued for Moscow developers expire, the duration and cost of the preinvestment construction stage will notably rise, which, in turn, will result in the investment cost growth for all immovable property types in Moscow.

AbstractMany cities in developing countries are experiencing urbanization characterised by the continu-ous proliferation of informal settlements. In the City of Lusaka over 70 percent of residents live in informal settlements. The purpose of this paper is to provide an account of how inclusive land administration is in the City of Lusaka using the perspective of good governance principles. The sample comprised 10 key informants purposively selected from government institutions/ civil society organisations and 60 respondents conveniently drawn from informal settlements. The findings were analysed thematically and using descriptive statistics. The findings show that there is need to create policies and legislation that assists in developing viable, liveable and inclusive townships. Most indicators of the five good governance principles recorded negative responses of at least 60 per cent. Formal urban land development arrangements in the city have not been able to cope with the demands of the majority of urban residents. The study suggests that land and housing policies be revised to serve a broader purpose beyond the provision of shelter in order to suit the dynamic and contemporary needs of specific societies. Further re-search is needed on tenure responsive land use planning in order to understand existing commu-nity dynamics (economic and social support networks) and implement practical changes for tackling informality if Zambian cities and communities are to be sustainable and resilient.

Brownfields are one of the most important problems, which today’s cities have to solve. Regeneration of them and their reintegration back to the city organism are very time-consuming and expensive. New development is realized on the edges of cities for this reason. However, this situation is not in accordance with sustainable development principles, but the situation is not only about finances and brownfield regeneration can have very positive effect on many other aspects. Software tool Modified dynamic model (MDM) facilitates to model the long-term development on the defined factors basis. Thus, it can be convenient to model the land development in the case of brownfield regeneration in this software and to compare this situation with greenfield development. On the basis of results, we can find that brownfield regeneration is more effective in the long run. Then, these models can help potential investors with decision about their finances investment.

Abstract The paper presents the analysis of spatial suburbanization using a multi-indicator method. Based on features related to geodetic areas (according to the directions of their use) such as built-up areas, urbanised lands, arable lands, residential, recreation and leisure areas, road transport areas as well agricultural and forest areas transformed into local land development plans - six suburbanization indicators were developed. After the standardisation of such indicators, a summary index was obtained making it possible to determine the suburbanization degree. The validation of the proposed method was made by comparing individual municipalities with the unit type determined using the Webb method. The analysis made it clear that the only four units with spatial features of the city lying in the proximity of Warsaw, for which Polish capital could be enlarged are: Piastów, Pruszków, Marki, Józefów and possibly Sulejówek.

Abstract Shaping the spatial policy belongs to the tasks of the local commune governments, which through the acts of local law in the form of local spatial development plans establish rules of land development for specific purposes. Analyzing properties which are not significantly diversified in terms of location, because they belong to the same area of the “local market”, it can be concluded that linking land properties with the functions they can perform and with their development possibilities is the most significant attribute which shapes the level of land value. Suburbanization processes influence the decisions of communes located in the immediate vicinity of urban agglomerations as to the directions of allocating land for specific purposes, especially in the areas within the city’s range of influence. The subject of the research is real estates with commercial, service and industrial functions located in the district of Krakow, within the boundaries of communes directly adjacent to Krakow. The aim of the works is to analyze the links between the location of areas designated for commercial development and the location of main communication routes and the distance from the city borders.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

AbstractThis study aims to determine the effect of the role of the Chairperson and Cooperative Manager in the preparation and application of Financial Statements based on SAK ETAP in cooperatives in the city of Palembang. This research is a quantitative study using data obtained from questionnaires and measured using a Likert scale. The sampling technique used is purposive sampling. The sample used in this study was the Chairperson of the cooperative and the manager of the cooperative in the city of Palembang. The cooperatives studied were 203 cooperatives. The data analysis technique used is multiple linear regression test. The results showed that the role of cooperative leaders and managers had a significant positive effect on the preparation and application of SAK ETAP-based financial statements.Keywords : chairman, manager, SAK ETAP, cooperative

In 1695, Jan Teofil Plater and his wife Aleksandra founded a hospital for six impoverished nobles in Vilnius. Situated near the newly built church of the Ascension and the convent of the Congregation of Mission in the Subocz suburb beyond the city walls, this hospital was the first and, until the end of the eighteenth century, the only charitable institution providing care for individuals of particular social status. The article, based on the hospital’s registry book and other sources, examines the quantitative, as well as qualitative characteristics of the institution’s clientele, such as its fluctuations in size, its social composition, and the causes of its inmates’ impoverishment. The research revealed that, despite the demand for care, the overseers managed to maintain a stable number of inmates, rarely admitting more than one or two persons every year, and thus ensuring a steady operation of the hospital (see table 1). However, in contrast with other charitable institutions in Vilnius, the clientele of the Congregation of Mission hospital changed frequently because of expulsions (39.6 percent of all cases) and inmates leaving the hospital on their own initiative (20.1 percent) already in the first year of their stay. The mortality of inmates (27.8 percent) affected the size and turnover of the clientele to a much lesser extent than observed in other hospitals. Although there are no reliable data on the inmates’ age and health, such statistics show that they probably were younger and healthier than the clients of other charitable institutions in Vilnius. Moreover, the Congregation of Mission hospital’s inmates differed from the clients of other institutions in respect of social composition. Impoverished petty nobles, originating mainly from the districts of Lida and Oszmiana, constituted the majority (56.25 percent) of the hospital’s inmates whose social status is noted in the registry book (62.5 percent). The nobles became clients of the Congregation of Mission hospital either because of old age, disability, as well as other accidental causes, or because of increased social vulnerability outside mutual aid networks, comprised of family members, kin or neighbours. The article argues that the foundation of a hospital designated to provide care primarily for impoverished nobles shows that the poverty of nobles was recognized by contemporaries as a social problem that should be tackled. A process, called Bio-Denipho, for combined biological phosphorus and nitrogen removal in a combination of an anaerobic tank and two oxidation ditches is described. In this process the anaerobic tank consisting of three sections working in series is followed by two oxidation ditches. These too are working in series, but with both inlet to and outlet from the tanks changing in a cycle. The Bio-Denipho process is described specifically for the process itself and as a case study for the implementation of the process on a 265,000 pe wastewater treatment plant for the city of Aalborg in Denmark. The plant was designed and erected in two stages and the last stage was inaugurated October 31,1989. Lay-out and functions for the plant is described and design loads, plan lay-out and tank volumes are given in this paper together with performance data for the first year in operation.
