The role of the public service in achieving good governance cannot be underestimated. This can be gleaned from the central role it plays in the formulation and implementation of policies designed for the development of the society. In Nigeria, the role of public service has come under severe criticisms within the context of the gap that exists between its anticipated role and its actual output in guiding the society along the course leading to the desired goal as a result of corruption. This article observes that the fact that Nigeria is still grappling with the problems of bad governance goes to show the level of non-accountability and ever present manifestation of crude corruption that is open, naked, undisguised and yet legally untameable because of the system. The article also reveals that many of the anti-corruption efforts are part of the liberal reforms that are based on the assumption that corruption is an individual act or personal misuse of public office for private gain. It points out that as laudable as the intentions of government in putting in place institutions and laws meant to curb corruption, the enforcement of these laws has left much to be desired. In fact, the various reform efforts of the Nigerian government are of limited value because they fail to take into account much of the dynamics that support corruption in the country. Thus, people now regard the law as paper tigers, meant only to the enforced when breached by low-level public officers. While successive administrations have taken partially successful steps to control corruption, these efforts have not fundamentally undermined the supporting environmentfor corruption in the country. The article therefore recommends the need for greater transparency in the management of public funds by the public office holders as well as the need for political will and commitment from governments at Federal, State and Local, including bureaucracies at various levels of governance in the country. The article concludes that there is a need to transform social values as well as state institutions that work as enabling environments for corruption.  The also has enormous responsibility in controlling corruption and restoring the hope to the citizenry goodgovernance. Unless good governance is in place with accountability carefully observed, sustainable development cannot be realized.

Federal, state, and local governments are converting public records to computer formats at a rapid pace, creating novel issues with respect to public access. Record requesters are finding access laws, written when most documents were on paper and stored in file cabinets, inadequate when applied to requests for records held in government computers. As a result, requesters have turned to the courts to define the contours of public access in the computer age. Several court cases suggest government agencies are using the fact information is in a computer as an excuse to withhold records. This paper underlines the need to rewrite access laws to acknowledge the pervasive role of computers in government. It proposes a fifteen-point approach to computerized information to help guide the public and media in their quest to ensure computers are used to enhance public access, not undermine it.

To temper both national and international concerns, Mexico's Lower House has been working to pass a raft of anti-corruption measures. In February, it passed the National Anticorruption System, an attempt to coordinate federal, state, and local anti-corruption efforts, while in March the Senate ratified the General Law of Transparency, aimed at clarifying how public funds are spent. Impacts Mexico's (and particularly the PRI's) poor record on limiting corruption does not generate optimism over the measures' efficacy. Sitting politicians still appear to be lacking the political will to stop corruption. The administration's increasing control of the public sphere will constrain the exposure of corruption.

With the increasing interest in the concept of governance, this research aims to draw attention the role of corporate governance for modernization the companies administration and its impact on the development of the economy. especially that the concept of good governance is of great importance, especially in view of the transformations and developments that have afflicted the states and societies in recent decades, through a set of reforms that have affected many areas and that aim to Modernization and development administration in institutions, which suffers from a set of problems and which constitute an obstacle to achieving the objectives of the public service to raise the quality of services and development of the economy. The results showed that that applying the concept of good governance as a tool or a system for the modernization administration and development of economy , will inevitably have an effective impact on modernizing of corporate administration and achieving economic development, by making the administration impartial and at the service of society.

<p>Decentralization gave new hopes to the local government for restructuring. Moreover, the reformation era gave more power to the locals to implement good governance by their own. Good governance itself can be achieved by conducting administrative reform in public services. This article describes the administrative reform of the public service in Bali Province, focusing particularly in the health sector. The administrative reformation of public service in Bali Province requires the role of local governments along with public and non-governmental organization participation. As part of the administrative reformation of health service in Bali Province, Governor released public policy about health assurance namely “<em>JaminanKesehatan Bali Mandara</em> (JKBM)”, that ensures citizens health. This article describes the implementation of <em>JKBM</em> program as an effort of Bali Province government towards Good Governance.</p><p><strong><br /></strong></p><p><strong>Key Words</strong>: Administrative Reformation, Health services, and Good Governance.</p>

In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.

The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting In view of the discussion about the future position of public service broadcasting, this research investigates the expectations of Flemings regarding their public service broadcasting institution VRT. Based on the current task description of the VRT, a survey was effectuated among a representative sample of Flemings (N=1565). Questions were asked about the content (broad or complementary to commercial broadcasting), audience (broad or niche) and distinctive nature of public service broadcasting. The analysis shows that, overall, Flemings are in favour of a broad public service broadcasting institution with a strong focus on entertainment (besides information), oriented towards a broad audience. At the same time, they believe the institution should distinguish itself from its competitors, through quality, social responsibility, cultural identity and (particularly creative) innovation, among other things. Cluster analysis shows that the call to prioritize culture and education over entertainment, which dominates public debate, is representative of only a minority (20%) of highly educated Flemings.

The study analyses strategies and persuasive appeals in the public service messages aired on Pakistani TV channels during 2016-2018, that measures the effects of PSMs on audience behaviour. The PSMs fails to deliver messages due to dissimilar socio-economic backdrop and scope of the audience understanding. The purposive sampling of six selected PSM is on the bases of health themed PSM’s. Objective is to investigate the characteristics of ads, role of the message, major health issues, sources of the message and appeals. The AIDA model, persuasion theory and social responsibility theory used to filter the textual analysis of the selected PSMs. It was found that the PSMs presented health issues while using celebrity endorsement and persuasive message appeals as persuasive techniques. The PSMs such as breast cancer persuaded women for self-care, calcium deficiency PSM to calcium intakes, heat stroke PSM to precautionary measures during emergency situations, the malnutrition PSM to women healthy diet during pregnancy. The study recommends that advertisers, producers and TV channels should adopt audience perception based important strategies for social welfare, while the state must promote them.

Is there anything left to say about public value and public service broadcasting (PSB) without lapsing into boosterism, special pleading, or wildly unsubstantiated claims about the role of PSB in making citizens and democracy? This article develops an alternative approach, one that considers publicness not as a pre-given or static value, but as something that has to be continually enacted or performed. Using recent debates in political theory, it examines the processes and ontological effects of what Latour calls ‘making things public’. It makes two assumptions. The first is that there is no such thing as ‘the public’ out there waiting to be addressed; rather, publics have to be called into being The second is that there are a multiplicity of ways in which publicness can be assembled, and the challenge for PSB is to establish why its strategies are better. The example used is the ABC's current affairs discussion show Q&A, which is investigated to see how it generates an ontology of publicness. In what ways is the notion of public address and assembly mobilised? How does the experience of a public as a form of what Warner calls ‘Stranger sociability’ extend from the live audience to the household viewer? In what ways are the notions of public reason and rational discussion enacted and disrupted? And how does this enactment of publicness generate a sometimes poetic, anarchic or ribald shadow reality tweeted in from anonymous participants competing for public attention? Finally, how does it both reproduce and reinvent existing institutional regimes of value within the ABC?

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration».
