The terminal illness or death of a parent due to HIV and AIDS has a disastrous effect on the surviving children. The purpose of this study was to explore and describe the needs of HIV and AIDS orphans and pre-orphans. A qualitative method using indepth interviews with 10 children affected by their parent’s illness or death was carried out. Results indicate that there was a marked reduction in financial capital paving the way for basic physical needs such as food, clothing, fuel and shelter. Lack of school fees, uniforms and transport money together with biased teachers and rigid school policies were affecting school attendance and performance. On the psychosocial level needs expressed were for family and community support, friendship, acceptance by the group as well as love and belonging. It seems as if stigmatisation and resulting ostracism by important-others is a drawback at all levels of interaction for AIDS orphans and pre-orphans.

The aim of this study is to explain the role of remuneration in improving the performance of library employees. This study uses the qualitative method which the population is all employees numbering 17 people. Based on interactive analysis methods and ethnographic techniques, its took In-depth interview and observations. Using this analysis, the result showed that the remuneration has an important role in improving employees performance. Some internal and external factors influence it so that optimal performance is obtained. Generally, employees expect that the remuneration has been high to be accepted like as expected. Most employees demands such remuneration to meet their daily needs. External factors also has a strong role so the employees demand high, but not balanced with high performance.

Poverty is a miserable condition. Efforts to reduce poverty have been done by the government, but the results are not satisfied. Therefore, we need the involvement of other parties, such as religious institutions. This study aims to assess the involvement of Wahidiyah Struggle Foundation in tackling the problem of poverty through economic empowerment. The study focuses on the concept, implementation, and results of economic empowerment. Research uses qualitative method and collect data through observation, indepth interview, and documentation. Research found that Wahidiyah builds micro finance organizations as a central concept in economic empowerment. Their function is not only to increase financial capital, but also create solidarity among members. Strong solidarity among members was utilized to assist strengthening economic empowerment among themselves. This increase Wahidiyah member’s income significantly.

Indonesia's small and medium enterprises (SMEs) are considered the backbone of the national economy. However, the fact that SMEs still contribute less to the national gross domestic product (GDP) in terms of value-added, need to be addressed. While previous studies mainly focused on financial (access) constraints as one of the major constraints faced by small enterprises which affect their growth and performances, this study aims to extend the relationship between capital and financial performance of Indonesia SMEs with the moderating effect of financial constraints and partners. This study is different from others as it uses a bigger panel dataset which is about 4.36 million SMEs in Indonesia and is the first to explore the role of financial partners comprehensively. Moreover, the panel regression model with geographic analysis unit uses as a data analysis method. The results of the study show that financial capital has a positive and significant effect on the financial performance of SMEs. Furthermore, while the moderation role of financial partners on the relationship between financial capital and financial performance of Indonesia SMEs was failed to prove, the negative moderation effect of financial constraints was able to prove in this study.

<p><strong>RESUMEN</strong></p><p>Interpretamos la tradición y simbolismo en la feria Alasita Puno: 2014. La agencia organizadora de la feria Alasita, fue el Municipio y la Asociación de Artesanos en Miniaturas, llevados del 1° al 10 de mayo. Los agentes de acción, fueron: los comerciantes, las personas adquiriendo miniaturas, la misa religiosa de la “Stma, Cruz de Bellavista”; los rituales de los “Callawayos”, “Yatiris” y “Paqos” (curanderos-pagadores). Los materiales de investigación, fueron la observación, la entrevista y, el método cualitativo. La tradición comercial Alasita, fue el campo adquisitivo de miniaturas: billetes dinero, sapos, casas, carros, amuletos, títulos, etc.; para el éxito.   Hubo cuatro mecanismos de surgimiento de la feria Alasita: transmitida “desde abajo”, el  “funcional”, impuesta “desde arriba” y, por “herencia personal”. El símbolo expresivo Iqiqu, deidad de la fortuna en la feria Alasita, fue traído e imitado, de efecto bipolar fasto-nefasto. Abstract Background: Community Health Workers (CHWs) are critical players in fragile settings, where staff shortages are particularly acute, health indicators are poor and progress towards Universal Health Coverage is slow. Like other health workers, CHWs need support to contribute effectively to health programmes and promote health equity. Yet the evidence base of what kind of support works best is weak. We present evidence from three fragile settings - Sierra Leone, Liberia and Democratic Republic of Congo on managing CHWs, and synthesise recommendations for best approaches to support this critical cadre.Methods: We used a qualitative study design to explore how CHWs are managed, the challenges they face and potential solutions. We conducted interviews with decision makers and managers (n=37), life history interviews with CHWs (n=15) and reviewed policy documents. Results: Fragility disrupts education of community members so that they may not have the literacy levels required for the CHW role. This has implications for the selection, role, training and performance of CHWs. Policy preferences about selection need discussion at the community level, so that they reflect community realities. CHWs scope of work is varied and may change over time, requiring ongoing training. The modular, local, and mix of practical and classroom training approach worked well, helping to address gender and literacy challenges and developing a supportive cohort of CHWs. A package of supervision, community support, regular provision of supplies, performance rewards and regular remuneration is vital to retention and performance of CHWs. But there are challenges with supervision, scarcity of supplies, inadequate community recognition and unfulfilled promises about allowances. Clear communication about incentives with facility staff and communities is required as is their timely delivery.Conclusions: This is the first study that has explored the management of CHWs in fragile settings. CHWs interface role between communities and health systems is critical because of their embedded positionality and the trusting relationships they (often) have. Their challenges are aligned to those generally faced by CHWs but chronic fragility exacerbates them and requires innovative problem solving to ensure that countries and communities are not left behind in reforming the way that CHWs are supported.

Artikel ini bertujuan untuk menganalisis sejauh mana spending review berbasis Performance-Based Budgeting (PBB) terhadap APBD Kabupaten Sleman tahun 2017-2018. Selanjutnya, artikel ini menggunakan metode kualitatif yaitu untuk mengidentifikasi dan menafsirkan sebuah konteks terkait spending review yang perlu di identifikasi secara mendalam. Kemudian, perolahan data dilakukan melalui studi kajian literature (online dan offline). Sebagaimana penggunaan teknik analisis data dalam penelitian ini dilakukan dengan tahapan kodifikasi data, penyajian data dan hasil data penelitian. Hasil penelitin ini menunjukan bahwa kondisi anggaran belanja daerah Pemerintah Kabupaten Sleman Tahun 2017 dan 2018 mengalami kenaikan, namun ditinjau pada sektor anggaran belanja pegawai Pemerintah Kabupaten Sleman mengalami penurunan. Selanjutnya hasil review alokasi yang dilakukan terhadap realisasi anggaran belanja daerah terjadi penghematan anggaran belanja dari tahun 2017 ke 2018. Kemudian, untuk review tolak ukur dan kinerja melalui layanan kesehatan dan pendidikan menunjukan adanya peningkatan angka indeks pembangunan manusia. Lebih lanjut, Analisis Deviasi Kebutuhan menunjukkan dalam dua tahun anggaran Pemerintah Kabupaten Sleman yakni tahun 2017 dan 2018 memiliki tingkat rata-rata deviasi kebutuhan dengan alokasi anggaran belanja daerah sebesar (11,85%).Abstract: This article aims to analyze the extent of spending based on Performance-Based Budgeting (PBB) based Regional Expenditure Budget (APBD) of Sleman Regency in 2017-2018. Furthermore, this article uses a qualitative method to identify and interpret a context related to spending review that needs to be identified in depth. Therefore, data processing through literature studies (online and offline). As the use of data analysis techniques in this study carried out with the stages of data codification, data presentation and results of research data. The results of this research indicate that condition of regional expenditure budgets of the Sleman Regency Government in 2017 and 2018 has increased, but in terms of expenditure budget sector the Sleman Regency Government employees have decreased. Furthermore, the results of a review of the allocations made to the realization of the regional expenditure budget savings spending occurred from 2017 to 2018. In addition, for a review of benchmarks and performance through health and education services showed an increase in the index of human development. Moreover, the Need Deviation Analysis shows that in the two fiscal years the Sleman Regency Government, namely 2017 and 2018, has an average deviation of needs with a regional budget allocation of (11.85%).Keywords: Spending Review; Performance-based Budget; Regional Expenditure Budget; Sleman Regency

The growth of the population requires space to accommodate human activities. The development aims to provide a space for humans, but it has an impact on the decreasing green open space. The majority of previous research examines the policy, policy implementation, community support/ involvement, and the need for green open space. While this study examines the management and the factors of the management of public green open space, the research uses a descriptive qualitative method by utilizing primary data through interviews and observations and is supported by secondary data, such as reports, rules, and research results. This study found that the management of green open space, and regulations were available at the regional level; however, for the fulfilment of public green open space only reached 10.76% while still lacking 9.24% because the management faces the substance and technical problems. To fix these deficiencies requires a master plan and a strong leadership commitment to realize these deficiencies.

Background of the study: The college library is the heart of higher education. In the era of information technology today the needs and desires of the settlers vary and change. Librarians are required to be creative and have competence when managing libraries and serving the users. Librarians must develop better performance by paying attention to the quality of service to users. Purpose: The research aims to determine creativity to improve the service and performance of the librarian. Method: This research uses qualitative method. Findings: The results of this research are the efforts of the librarian in increasing the creativity of the librarian's performance, which can be seen from the skills and abilities gained by the librarians through a formal education of the libraries D3, S1 and S2. In addition to increasing the knowledge and insight of librarians write scientific works. Librarians also participate in and hold training, workshops, socialization and book reviews. Conclusion: The organizational environment encourages creativity such as awards given to librarians that can be seen in the performance and aspects of librarian behavior used to calculate incentives. In addition, the support of the leadership and the good team work also affects the creativity of the librarians.

Purpose The Expanded Program on Immunization (EPI) has still been found to offer services that do not comply with standards. The purpose of this paper is to ascertain competency in terms of the knowledge and skills of the EPI staff. Design/methodology/approach The research design was a mixed-methods approach. The quantitative method employed a questionnaire survey on the perceived competency of 382 EPI staffs from six regions in Thailand. This was paired alongside of the qualitative method, where four staffs were in-depth interviewed, and the performance of the EPI staffs was observed. Findings The overall perceived competency in the work of immunization was at a high level. A comparative analysis between the quantitative and qualitative data showed findings in three categories. First, the perception of competency was high, and performance conformed to standards in the preparation of the setting and equipment for providing the service; second, the perception of competency was high, but in the performance of their work the participants did not comply completely with standards for scheduling the immunization appointments or for vaccine storage; and third, the perception of competency was either moderate or low, and the performance of work was inadequate for vaccine estimations, registering reports, and dealing with adverse events following immunization. Originality/value The findings showed a gap between perception of knowledge-and-skill competency and actual practice in EPI service. Effective cooperation among involved organizations in order to improve the standard of performance in expanding the quality of EPI service provision in Thailand is suggested.
