Character building is one of the goals of national education. In the National Education System Law no. 20 of 2003 states that the goal of national education is to develop the potential of students to have intelligence, personality and noble character. The purpose of this research is to form the character of students from an early age through outdoor activities by forming the character of a spirit of leadership, discipline, mutual respect and being able to make decisions in any case so that students are more independent and ready to face a better future and challenges. It is hoped that this outdoor activity game can be a means for students to express and appreciate better behavior and make students become individuals who are able to compete so that in the future. The specific objective of this research is to develop an outdoor activity game model in character building for SDN 067250 Mabar students using the R & D research method carried out by small-scale testing at SDN 060952 Medan Labuhan by distributing questionnaires and applying game forms to obtain 10 forms of play with testing from experts and ready to be tested on a large scale at SDN 067250 Mabar. With the result that the outdoor activity game is able to change the student's character as desired, it is evident from the questionnaire or questionnaire distributed to students and sports teachers who are at SDN 067250 Mabar. Abstrak Pembentukan karakter merupakan salah satu tujuan dari pendidikan nasional. Dalam UU Sisdiknas No. 20 tahun 2003 menyatakan bahwa tujuan pendidikan nasional adalah mengembangkan potensi peserta didik untuk memiliki kecerdasan, kepribadian dan akhlak mulia. Tujuan dari penelitian ini adalah membentuk karakter siswa dari sejak dini melalui permainan outdoor activity dengan membentuk karakter jiwa kepemimpinan, kedisiplinan, saling menghargai dan mampu mengambil keputusan dalam hal apapun sehingga siswa lebih mandiri dan siap mengadapi masa depan dan tantangan yang lebih baik lagi. Diharapkan dengan permainan outdoor activity ini dapat menjadi sarana bagi siswa dalam meluapkan dan mengapresiasikan prilaku yang lebih baik lagi dan menjadikan siswa menjadi pribadi yang mampu bersaing sehingga dimasa yang akan datang. Tujuan khusus dari penelitian ini adalah untuk mengembangkan model permainan outdoor activity dalam pembentukan karakter pada siswa SDN 067250 Mabar dengan menggunakan metode penelitian R & D yang dilakukan dengan pengujian skala kecil di SDN 060952 Medan Labuhan dengan menyebarkan kuesioner dan menerapkan bentuk permainan didapat 10 bentuk permainan dengan pengujian dari para ahli dan siap diuji diskala besar di SDN 067250 mabar. Dengan hasil bahwa permainan outdoor activity mampu mengubah karakter siswa sesuai yang diinginkan terbukti dari kuesioner atau angket yang disebarkan kepada siswa dan guru olahraga yang berada di SDN 067250 Mabar.

Kemendiknas telah melakukan investasi cukup besar berupa pembangunan Jejaring komputer pendidikan nasional yang disebut Jaringan Pendidikan Nasional (Jardiknas), pada sekolah menengah kejuruan (SMK) di seluruh Indonesia yang dikenal dengan nama ICT center. Penelitian ini bertujuan untuk menemukan model manajemen ICT center sesuai karakteristik SMK sehingga dapat memberikan kontribusi mutu pada SMK tersebut. Penelitian ini merupakan penelitian pengembangan atau Research and Development yang dikembangkan oleh Borg and Gall. Hasil secara keseluruhan penelitian menunjukkan berdasarkan uji coba keefektivan kinerja manajemen pada skala terbatas dan lebih luas menunjukkan bahwa model manajemen ICT center memenuhi kriteria sangat efektif. DEVELOPING A MODEL OF ICT CENTER MANAGEMENTAbstractDeveloping a Model of ICT Center Management. The Ministry of National Education has made considerable investments in building National Education Computer Networks in vocational high schools (VHSs) all over Indonesia, well-known as ICT Centers. This study aims to develop a model of ICT Center management in accordance with the characteristics of VHSs so that it can give contributions to the quality of VHSs. This study was a research and development study using a model by Borg and Gall. The results for all of the study is small-scale and large-scale tryouts on the effectiveness of the management performance show that the model of the ICT center management is very effective.

Special attention is given to participants in outdoor activities to remain safe. Preparation is the main thing to keep our health physically and psychologically. Therefore we need an instrument to assess personal health condition easily and precisely. The results obtained are used to make a decision to continue the activity or consult with the doctor first before doing the activities. The aim of this research is to see the effectiveness the self-screening instrument that developed. This research did in three step as: (1) preliminary study phase, (2) Expert validation phase, (3) testing phase. The number of participant that contributed in this research were 826 participants consist of three expert, 100 participants in small scale test and 723 participants in large scale test. The result of expert’s judgment showed that self-screening instrument has content validity. The result of small-scale test showed that 19 questions were valid and in large-scale test, information was obtained in a short time about the condition of the participants, that 97.1% of the total participants who did not have problems. While 2.9% of the total participants has problems that needed consultation and recommendations from doctors. Based on these results, it can be seen that effectiveness of self screening instrument in screening participants quickly and precisely so that they can prevent the occurrence of problems related to the situation of participants.

Egypt and Kuwait are currently executing a large-scale transformation in the national education system. On such time, school leadership capacity building and development is crucial and fundamental. Therefore, the current research seeks to scrutiny leadership components presented in the Education Administration Master program offered in Assiut and Kuwait Faculties of Education to cross match the presented knowledge and competencies with international requirements of highly credited leadership master programs. A comparative analytical study was implemented to compare the leadership models presented in the Assiut and Kuwait master’s programs in educational administration. <p>This report is the result of fieldwork in Iceland, Northern Norway and Finnish Lapland, undertaken by tourism researchers from the three countries in 2014. One aim of the study was to establish comparative knowledge on Northern Lights tours. The research is part of the ‘Winter tourism’<a title="" href="file:///Y:/Septentrio_Academic_Publishing/Tidsskriftene/Septentrio%20Reports/2015-1/Report-ver2.docx">[1]</a> project at UiT The Arctic University of Norway.</p><p> </p><p>During the last decade Northern Lights tourism has boomed in the case study areas. Important destinations for Aurora tourism are: Reykjavik and Akureyri in Iceland, Tromsø and Alta in Norway, and Rovaniemi and the region around Muonio in Finland. A common feature of this type of tourism is the increased interest from international tourists, mainly from Europe, Northern America and Asia. Moreover, these tourists travel to both large scale and small scale destinations. In common are also the development of mass tourism in the bigger cities, in regards of the number of tour providers and number of tourists, and a more moderate development in the smaller cities. In spite of commonalities several factors also separate the tours and destinations. The Norwegian Northern Lights tours, for instance, tend to be more expensive and they often last longer. In Finland most of the tours are in combination with other outdoor activities and mass tourism is the most noticeable in Reykjavik. Thus, there the tours are the cheapest. Furthermore, in Iceland and Alta mostly local guides are employed, whereas in Finnish Lapland and Tromsø many workers are from other Europeans countries.</p><p> </p>The researchers participated in 17 tours in total. Consequently this report gives only a glimpse of various ways of guiding and how skills, knowledge, equipment, weather and so on affect Aurora Borealis performances in a toured setting. This report continues with a presentation of the Northern Lights tourism development and offers in each country. In the description of each country we also point to guiding practices that enhance and diminish the experiences with the tours. In the last section we discuss the Northern Lights tourism in the three countries, and reflect upon the importance of the guide, safety and infrastructure and some other aspects of the tours.

Issues of intolerance in Indonesia, even involving children, have become the concerns of all related agencies, particularly those in children’s education. Although character building has been mainstreamed in the national education system, little is known how preschool teachers contribute to the nurturance of tolerant young children as future global citizens. This study explores priority sustainable character values and their building strategies in counselling practices of pre-school teachers in West Java Province of Indonesia. Analysis of questionnaire, classroom observation and interview results by criteria of Global Citizenship Education (UNESCO, 2017) and character education in the 21st century of Bialik, Bogan, Fadel and Horvathova (2015) show that counselling topics of the participating teachers have included sustainable values of global partnership, independence, nationalism, integrity, and religiosity exercised through individual and team works. By involving social agencies such as parents, principals, and religious leaders, teachers involved their students in various characterbuilding activities. The study also recommends more detail indicators and activities for teachers to improve their students’ sense of tolerance as future global citizens.

<p><em>The study was conducted through two stages: (1) pre-development stage, which  includes; (a) review of relevant literature and research, and (b) field studies, (2) the development stage,which includes; (a) drafting, (b) validation expert, (c) testing of small-scale models, (d) testing large-scale models, and (e) of the final product.The small-scale tryout was conducted by involving 30 students of upper grades. The large-scale tryout was conducted by involving 130 students of upper grades. The data collecting instruments were an interview guideline, a questionnaire to assess characters of traditional games, a questionnaire to assess the traditional game development, a questionnaire for the assessment by the media expert, and a questionnaire for the evaluation by students. Based on the assessment by experts andteachers of physical, sports, and health education, it was  concluded that the developed models of traditional games were effective to be used in the learning for the students of upper grades.</em></p>

Efforts to build youth character based on local cultural wisdom from an early age through education are considered as the right step. School is a formal institution that is the foundation for education. Education in schools is part of the national education system which has a very important role in increasing human resources. Through education in schools, it is hoped that it will produce quality Indonesian human resources. If you look at the goals of national education, quality humans are not only limited to the cognitive level, but also affective and psychomotor. In practice, local content subjects are seen as second-class lessons and are only considered as a complement.

Character building is major issue in education. The concept of national character building refers to an effort to build nation’s character as stated in National Education system Decree Number 20 of 2003 chapter 3. National education aims to develop life skill and good character building of human. Thus, as compulsory and newly published handbook with regards to the implication of 2013 Curriculum, the ninth grade students’ handbook Think Globally Act Locally should promote character values. This study aimed at exploring character values promoted in the handbook. The document analysis as one of branches in qualitative method is used in this study. The finding of this study reveals that the handbook has already promoted national character building.

Education is one of the elements of character building and human self-development. Education is expected to provide learning so that learners are able to understand themselves, others, the community environment and all the differences that exist in the environment and be tolerant to all the differences that exist in society. Multicultural education is expected to be one of the ways in which learners develop tolerant attitudes toward different racial, ethnic, social and cultural groups, religions, etc.   According to UU No. 20 Year 2003 about the National Education System mentions "Education is conducted in a democratic and fair and non-discriminatory way by upholding human rights, religious values, cultural values, and national pluralism". From article 4 it can be concluded that multicultural education becomes one of the attention in the national education system in Indonesia. Through a multicultural education, learners are able to appreciate the diversity of cultural diversity that exists in Indonesia, increasing the spirit of tolerance to the differences given that the culture of Indonesian society is very diverse.   Multicultural education is given to learners in the hope that they have the knowledge and understanding that in the country Indonesia is synonymous with plurality and prone to conflict. Multicultural education is expected to reduce the potential for conflict caused by various pluralism. Through the integration of curriculum and approaches in the learning process. In this case the school has a significant role in supporting the formation of a multicultural education society culture while the teacher also has a role in integrating and linking materials that lead to understanding and awareness of multiculturalism in Indonesia. Through multicultural education, learners are expected to have good competence, to behave and apply democratic values, humanism and pluralism in school and out of school. Thus, multicultural education system will be very possible to held with the cooperation of various parties that support the education process in Indonesia.

Character building is one of the most important issues in education. The Government of Indonesia states clearly the issue of preparing responsible citizens in the regulations of its national education system. This research aims at investigating what teachers should do in classroom in order to prepare students to become responsible citizens. It is a qualitative research in which the data is gathered through library research. It can be concluded that teachers should develop democratic classroom rules and clear expectations, share responsibility, set clear goals and plans, take aproblem-solving approach, encourage students to care for others, encourage students to compete with themselves to achieve their personal best, involve students in community activities, and keep a journal to evaluate in order to prepare students to become responsible citizens through well prepared classroom management.
