New media brings its own challenges to the concept of audiences and penetrates the immersion membrane of sociographic and psychographic audiences that were previously fenced off by constraints on conventional media. Technological developments also utilized by the government of DKI Jakarta by adopting Jakarta Smart City Concept by launching Qlue as a social media application. This paper will discuss Qlue as an interactive social media application and elaborate on how the acceleration of Qlue changes the interactivity of the public and becomes a public sphere for the citizens of DKI Jakarta, furthermore how the tendency of the dynamics of the implementation of Qlue. First, this paper will explain the development and mobile internet that dominates in Indonesia. Second, how approach of Media Ecology Theory sees the presence of Qlue affecting everyday human life. Third Qlue offers as a new social media for the citizens of DKI so as to change the characteristics, dimensions of the audience, and information flows. In the fourth section it will explain the Qlue as the approach of public space perspective and the fifth will highlight the dynamics of Qlue versus cultural lag potential in society. However there are still many factors affecting the implementation of Qlue, because society towards smart city which must be smart society.  Keywords: new media, Qlue, smart city,media convergence, public sphere, cultural lag   ABSTRAK Media baru membawa tantangan tersendiri pada konsep audiensi dan menembus membran imersi penonton sosiografi dan psikografis yang sebelumnya dipagari oleh kendala pada media konvensional. Perkembangan teknologi juga dimanfaatkan oleh pemerintah DKI Jakarta dengan mengadopsi Jakarta Smart City Concept dengan meluncurkan Qlue sebagai aplikasi media sosial. Penelitian ini akan membahas Qlue sebagai aplikasi sosial media interaktif dan menguraikan tentang bagaimana percepatan Qlue mengubah interaktivitas publik dan menjadi ruang publik bagi warga DKI Jakarta, lebih jauh bagaimana kecenderungan dinamika pelaksanaan Qlue. Pertama, tulisan ini akan menjelaskan perkembangan dan mobile internet yang mendominasi di Indonesia. Kedua, bagaimana pendekatan Teori Ekologi Media melihat keberadaan Qlue mempengaruhi kehidupan manusia sehari-hari. Qlue Ketiga menawarkan sebagai media sosial baru bagi warga DKI sehingga dapat mengubah karakteristik, dimensi audiens, dan arus informasi. Pada bagian keempat ini akan menjelaskan Qlue sebagai pendekatan perspektif ruang publik dan kelima akan menyoroti dinamika Qlue versus potensi ketertinggalan budaya dalam masyarakat. Namun masih banyak faktor yang mempengaruhi pelaksanaan Qlue, karena masyarakat menuju kota pintar yang harus cerdas masyarakat Kata Kunci: media baru, qlue, smart city, konvergensi media, ruang publik, ketertinggalan budaya

The development of technology that has brought big changes in human life, one of which is the presence of new media that makes it easier for humans to carry out communication activities. New media has a positive impact if it wisely chooses information, news and impressions as needed. Instagram social media includes new media, which is a platform for sharing photos, videos as well as a means of building relationships between people. However, the lack of control and strict sanctions by Instagram and the government have made some users free to upload pornographic content. The @pompa.kaka account includes Instagram users who are suspected of containing a lot of pornographic content. This study aims to determine and measure how much content contains pornographic elements on the Instagram account @pompa.kaka. This study uses a quantitative approach with content analysis methods. Analysis by coding on 340 samples by coder 1 and coder 2. Coding is carried out based on 7 categories of pornography according to Law No.44 of 2008. After the coding process between coders is complete, then a reliability test is carried out to prove the validity of the data and measuring instruments. reliable. The results of this study indicate that 97% of the content uploaded to the @pompa.kaka account contains pornographic elements.Perkembangan teknologi yang membawa perubahan besar dalam kehidupan manusia, salah satunya adalah kehadiran media baru yang memudahkan manusia dalam melakukan aktivitas komunikasi. Media baru membawa dampak positif apabila digunakan secara bijak dengan memilih informasi, berita serta tayangan sesuai kebutuhan. Media sosial instagram termasuk media baru, yang menjadi platform untuk berbagi foto, video sekaligus sarana membangun hubungan antar manusia. Namun kurangnya kontrol serta sanksi tegas oleh pihak instagram dan juga pemerintah membuat beberapa pengguna bebas mengunggah konten pornografi. Akun @pompa.kaka termasuk pengguna Instagram yang diduga banyak memuat konten mengandung unsur pornografi. Penelitian ini bertujuan untuk mengetahui serta mengukur berapa banyak konten yang mengandung unsur pornografi pada akun instagram @pompa.kaka. Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis isi. Analisa dengan melakukan coding pada 340 sampel oleh coder 1 dan coder 2. Coding dilakukan berdasarkan pada tujuh kategori pornografi sesuai Undang-undang No.44 tahun 2008. Setelah proses coding antar coder selesai, kemudian dilakukan uji reliabilitas untuk membuktikan keabsahan data serta alat ukur yang reliabel. Hasil penelitian ini menunjukan bahwa 97% konten yang diunggah pada akun @pompa.kaka mengandung unsur pornografi.

The article considers the relationship between the 2020 regional elections in Indonesia under the covid-19 pandemic, public space, and political activism in the social media. The covid-19 pandemic has changed the social, political and cultural fabric of the contemporary world. First, the covid-19 threatened the countrys healthcare system, then it affected other aspects of social life, including the political sphere. The pandemic has been exacerbated by the spread of misinformation about the covid-19, which is also known as the infodemic. Thus, the covid-19 pandemic influenced the choice of holding elections or delaying it until the situation is under control. The development of the social media encourages political activism in the political public sphere and makes it more diverse in the sphere of egalitarianism. The political public sphere becomes increasingly dynamic and critical to various policies. Indonesia did not postpone the 2020 regional elections under the covid-19 crisis. According to the health protocol, this decision had its pros and cons in the digital space. The authors show that political activists in the social media called for prioritizing health rather than the process of democratization through elections, while the government supporters insisted on having elections even in the covid-19 pandemic situation. Finally, the 2020 regional elections were held but were followed by various incidents. The question is whether the governments argument to hold elections under the covid-19 pandemic was reasonable or, on the contrary, contributed to the wider spread of the covid-19 in Indonesia. Deliberative democracy should consider civil participation as the main pillar of the political system, which is relevant for the new social reality as based on the new social media technologies.

Today, we have a situation that the new media environment has reshaped our conception of reality while changing social spaces, modes of existence, and the functional mechanisms of the private sphere. In the space of new media, the boundary between privacy and publicity is redefined with the emergence of multiple network communities having become a subject of observation and evaluation, collective discussions, and even third party interventions. In the current situation, the privacy/publicity boundary can be defined both through the societal/the individual, and through such concepts as visible/invisible. The new media era sees the personification of online publicness, therefore the very sphere of private life gets consumed by the public sphere open both for being discussed and for being controlled by the government, market, and advertisement. The public sphere has fallen under the power of certain private/vested interests, which only transiently become common, coinciding with the interests of other groups, but not the public sphere. The ambivalent nature of new media, while based on personalisation and filtration, obviously determines the ambiguous and controversial relationship of the public and the private. Thus, the private not only reflects, but also represents the public, whereas the public implements privacy up to its inherent special intimate atmosphere and intonation. This fast-changing virtual reality requires the development of conceptual tools for analysing new content and forms of social and personal life, one of which is the relationship between publicity and privacy.

Abstract Background: In the case of the COVID-19 outbreak, misinformation seems to travel far faster than the outbreak itself. This study aimed to evaluate the factors affecting individuals' attitudes toward rumor-producing media in Iran.Methods: An online survey was conducted in Iran in March 2020 on the source of trusted information and misinformation along with individuals' perception of the cause of misinformation propagation during the COVID-19 pandemic. Results: The results showed that social media were considered as the primary rumor source from the perspective of a majority of the participants (59.3%). Lack of a reliable and formal news source was also introduced as the most common cause of a rumor formation by the participants (63.6%). To identify which media is the main source of rumors, the male participants who had high levels of education and were employed by the government proposed foreign media (P<0.01); however, the male participants aged 30-50 years with middle-income level believed that social media (P<0.01) were producing rumors. In this regard, the highly educated participants (P<0.001), government employees, and middle-income individuals (P<0.008) believed that national media produced rumors.Conclusion: Although these findings were obtained during the first encounter with the Corona pandemic, the authorities immediately introduced the national media as a reliable news source, which allowed the media and its journalists to reduce the gap between themselves and the public sphere. It is suggested that social networks and foreign media be more accountable in pandemics.

The existence of producer productivity practices becomes the dominant thing today, where people freely consume and distribute messages and tendencies that lead to "overload" of opinion. The purpose of this paper is argue that the development of social media in the digital age is not yet fully accompanied by media literacy and sharoening of regulation freedom of speech offered in public space shifts into negative content space. The research method using qualitative with literature review approach. The research result shows five important point, there are, a view of the development of mobile internet and social media that dominate as a trigger of freedom of opinion in Indonesia, the ecology media theory capture the dynamics of freedom of expression, the exaggeration of opinion as a producer of content malfunctions, the polemic varies models of freedom of expression from time to time vs Information and ElectronicTransaction Law and role of the country to contain negative content and media literacy movements.Keywords: freedom of speech, new media, social media, ecology media theory, produsage, negatif content, media literacy, regulation, government. ABSTRAKAdanya praktik produktivitas produsen menjadi hal yang dominan saat ini, di mana orang bebas mengkonsumsi dan mendistribusikan pesan dan kecenderungan yang mengarah pada luapan pendapat. Tujuan dari penelitian ini adalah berpendapat bahwa perkembangan media sosial di era digital belum sepenuhnya dibarengi dengan literasi media dan penyimpangan regulasi kebebasan berbicara yang ditawarkan di ruang publik bergeser ke ruang konten negatif. Metode penelitian ini menggunakan metode kualitatif dengan pendekatan kajian pustaka. Hasil penelitian ini menunjukan ada lima poin penting, yaitu, pandangan tentang perkembangan internet seluler dan media sosial yang mendominasi sebagai pemicu kebebasan berpendapat di Indonesia, media ekologi menangkap dinamika kebebasan berekspresi, pembesar-besaran pendapat sebagai produsen kerusakan konten, polemik bervariasi model kebebasan berekspresi, dan posisi serta peran negara untuk memuat konten negatif dan gerakan literasi media.Kata kunci: kebebasan berpendapat, media sosial, teori ekologi media, konten negatif, literasi media, regulasi, pemerintah.

Misleading rumors are double-edged swords arousing fear and panic on the one side and a reduction in commitment to sanitary measures and induction of wrongdoing on the other side, leading to the disruption of the mitigation measures to tackle with the pandemic. This study aimed to evaluate the factors affecting individuals’ attitudes toward rumor-producing media in Iran. Methods An online survey was conducted in Iran in March 2020 on the source of trusted information and misinformation along with individuals’ perception of the cause of misinformation propagation during the COVID-19 pandemic. Results The results showed that social media were considered as the primary rumor source from the perspective of a majority of the participants (59.3%). The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. The COVID-19 global pandemic has affected all aspects of human life, with education, not an exception. In an attempt to stop the SARS-CoV-2 spreading like wildfire, the Government of Nepal has implemented nationwide lockdowns since March 24, 2020, that have enforced schools and universities to shut down. As a consequence, more than four hundred thousand students of various levels in higher education institutions (HEIs) are in a dilemma about restoring the situation. Several HEIs, nationwide, have leaped forward from the traditional concept of learning—limited within the boundary of the classroom—to choosing digital platforms as an alternative means of teaching because of the pandemic. For this research, the descriptive and inferential analysis was carried out to investigate the effects and challenges of learning via digital platforms during this pandemic. Data were collected from students and faculty at various levels of higher education and analyzed statistically with different factors using t-test and ANOVA, and variables were found to be approximately normally distributed. The study revealed that 70% of the respondents had access to the Internet, but 36% of the Internet accessed did not continue online classes due to unexpected disturbance in Internet and electrical connectivity. Likewise, 65% of students did not feel comfortable with online classes, and among attendees of online classes, 78% of students want to meet the instructor for a better understanding of course matters. According to the analytic hierarchy process (AHP) model, three factors, such as institutional policy, internet access, and poverty, are found to be significant factors affecting the online higher education systems in Nepal. On the brighter side, this outbreak has brought ample opportunities to reform the conventional teaching-learning paradigm in Nepal.

With the development of Web 2.0, social media such as Twitter and Sina Weibo have become an essential platform for disseminating hot events. Simultaneously, due to the free policy of microblogging services, users can post user-generated content freely on microblogging platforms. Accordingly, more and more hot events on microblogging platforms have been labeled as spammers. Spammers will not only hurt the healthy development of social media but also introduce many economic and social problems. Therefore, the government and enterprises must distinguish whether a hot event on microblogging platforms is a spammer or is a naturally-developing event. In this paper, we focus on the hot event list on Sina Weibo and collect the relevant microblogs of each hot event to study the detecting methods of spammers. Notably, we develop an integral feature set consisting of user profile, user behavior, and user relationships to reflect various factors affecting the detection of spammers. Then, we employ typical machine learning methods to conduct extensive experiments on detecting spammers. We use a real data set crawled from the most prominent Chinese microblogging platform, Sina Weibo, and evaluate the performance of 10 machine learning models with five sampling methods. The results in terms of various metrics show that the Random Forest model and the over-sampling method achieve the best accuracy in detecting spammers and non-spammers.

المستخلص: تسارعت وتيرة إنشاء منظمات القطاع العام في العالم لمواقع خاصة بها لتكون نافذتها تطل من خلالها على جمهورها، وتترجم بواسطتها ما يجول في خاطرهم وتحويلها الى أفعال تلبي احتياجاتهم المتغيرة على الدوام ولم تكن المنظمات العراقية خارج المألوف. لذلك، أصبح البحث في اشباع هذه الاحتياجات ضرورة ملحة لمسايرة تلك الاحتياجات ولضـمان تفاعلهم معها الذي يعد حيويا لاستمرار رخاء مواقع المنظمات المعنية وازدهارها. ولذلك، جاء البحث الحالي محاولا الخوض في هذه الناحية مرتكزا على نظرية الاشباعات والاستخدامات واطار الفرد     المثير    الاستجابة. ولغرض الوصول الى مبتغاهما، طور الباحثان استبانة مصممة لهذا الغرض انتخبت عينة البحث ابعادها المستقلة الخمس التي تشكل الاشباعات المرغوبة من المواقع المعنية، واستمد المتغيرين الوسيطين من ادب أنظمة المعلومات، ورسم المتغير التابع ليلبي متطلبات البحث. وتضمنت ثمان ابعاد فسرتها ست وعشرين فقرة، استخدم مقياس خماسي الابعاد واختبرت صدقها وثباتها على وفق ما هو معمول به. كشفت النتائج عن قدرة المقياس على أداء المهمة المصمم لها وبينت ان عينة البحث التي تكونت من 152 طالبا من طلبة كلية الإدارة والاقتصاد في جامعة ذي قار ان زيارتهم لمواقع التواصل الاجتماعي الحكومية المنظمات الحكومية للحصول على المعلومات واستهلاك محتواها وبفعل تأثير الشبكة والتفاعل الاجتماعي اقترنت بخبرة التدفق، وان العوامل متقدمة الذكر مضاف اليها التعبير عن الذات مستبعدا منها التفاعل الاجتماعي تلازم الشعور بالانتماء. وأوضحت النتائج أيضا ان جميع المتغيرات المستقلة التي تمثل عوامل الإشباع والوسيطة التي تمثل الحالة الداخلية أثرت معنويا في المتغير التابع (النوايا) باستثناء التعبير عن الذات. اختتم البحث بأهم الاستنتاجات التي افرزتها القراءة النظرية وما استمد من الجوانب الميدانية، وأوصى المهتمين بإدارة أنظمة المعلومات والمستخدمين بما يساعد على توجيه مواقع التواصل الاجتماعي الحكومية وجعلها مثار استقطاب المستخدمين الفاعلين لضمان رخائها.
