Statistical data for 15 years on emergency situations (ES), fires and accidents on water is provided, and normalized indicators are calculated. During 2000–2014, 8588 disasters were registered in Russia, which killed 14,826 and injured 5 million 841 thousand people. There were 5097 (59,4%) man-made disasters, 2786 (32,4%) natural ESs, 587 (6,8%) biological and social ESs, and 118 (1,4%) major terrorist attacks. Local ESs count up to 4313 (50,2%), municipal — 2977 (34,7%), intermunicipal – 1069 (12,5%), regional — 191 (2,2%), inter-regional — 23 (0,3%), Federal — 12 (0,1%). Every day (1,58 ± 0,15) emergency situations happened which caused death of (2,76 ± 0,25) people. The risk of being in ES (R1) in Russia amounted to (0,40 ± 0,04) · 10–5, the risk of death in an ES was (1,82 ± 0,10) fatalities per year, individual risk of death in ES was (0,70 ± 0,06) 0183 10–5 per year. There is a significant downward trend in these indicators. The lack of continuity of representing even basic ES indicators in State reports "On the state of protection of population and territory of the Russian Federation from emergencies of natural and man-made origin" prevents their comparison.

Based on the analysis of statistical data on the state of bankruptcy procedures in the Russian Federation an analysis of the deviation of the main indicators by chain and base methods. On the basis of the results of the calculations the conclusion about the need for further development and testing of methods for predicting the number of bankruptcies at the level of economic activity is formulated. The importance of analyzing statistical data on the bankruptcy of individuals was noted, the need to develop and implement preventive measures to prevent the growth of the number of bankruptcy of citizens was substantiated.

The author gives a classification of indicators characterizing the state of the labor market in Russia, makes an assumption about the most significant indicators, including the level of quality of life of the population, determines the dynamics of statistical data on the state of labor market indicators in Russia in general. The article considers the dynamics of workers according to various criteria, including gender charac-teristics, by level of education. The dynamics of the unemployed, including in the context of education, was analyzed.

Приводятся статистические данные и примеры следственной практики. The article deals with the investigation of crimes under Article 212 of the Criminal Code of the Russian Federation - “Mass riots”. Based on the results of the generalization of investigative practice, the features of mass riots of the modern period of the development of society and the state are highlighted. The author provides statistical data and examples of investigative practice.

  The subject of this research is the effectiveness of individual investment accounts in the Russian Federation. The author analyzes the quarterly statistical data that reflect the dynamics funds of the citizens on individual investment accounts for the period from 2015 to 2019. The data on investments of the citizens in equities and corporate bonds is outlined. The advances the three hypotheses: that it is possible to establish the cost of attracting citizens' investments in equities through individual investment accounts from the perspective of the state; that B-type accounts are unpopular/ineffective; that it is necessary to reform the system of individual investment accounts. It is noted that unlike foreign countries, especially the United States, there is no research on the effectiveness of individual investment accounts in the Russian Federation. The author formulates the possible microeconomic and macroeconomic effects from implementation of individual investment accounts, including the increase in citizens ' savings and tax revenues, reduction of national debt, etc. The options for assessing the effectiveness of individual investment accounts are described. Calculation was conducted on the cost for attracting citizens’ savings within the framework of individual investment accounts from the perspective of the state based on the results of 2015-2018. Ineffectiveness of the B-type accounts and its causes are underlined. The flaws of individual investment accounts in the Russian Federation are identified. It is suggested to use individual investment accounts namely for stimulating citizens to invest in corporate securities, excluding the state and municipal securities from investment mechanisms in the context of individual investment accounts. The directions for future research are formulated.

The adoption of the UN Sustainable Development Goals until 2030 served as an impulse for development and implementation of regulatory legal acts aimed at environmental protection in the Russian Federation, including appropriate fnancial mechanisms. The task of reducing level of air pollution is highlighted in the UN program documents as one of the priorities. The most problematic in terms of air pollution in Russia are 12 cities, seven of which have ferrous metallurgy enterprises. The problems of ecological development of large industrial centers remain (despite the implementation of the state program of the Russian Federation “Environmental Protection” since 2012, and the national project “Ecology” since 2019) introduction of a quota system for pollutant emissions substances, determination of the list of compensatory measures and creation of the federal information system for atmospheric air quality monitoring. In cities such as Krasnoyarsk and Novokuznetsk, the average actual annual concentration of some pollutants, which are highly toxic and carcinogenic substances of I and II hazard classes, exceeds the permissible maximum by 5 – 6 times. We have analyzed content of the reports of the specialized state authorities at the regional level on state and protection of environment. It is concluded that there is no unity of methodological approaches to presentation of analytical information on state and quality of atmospheric air in reports, as well as untimely publication of the reports themselves. The fact of inertia of the institutional environment was revealed in terms of including irrelevant norms in the adopted legal acts, and as a consequence – emergence of expenditure obligations of budgets, without real need for them. It was established that large enterprises of ferrous metallurgy (Chelyabinsk Metallurgical Plant PJSC (Mechel) and Krasnoyarsk Metallurgical Plant LLC), operating in cities with very high levels of air pollution, did not draw up corporate non­fnancial reporting in the GRI format.

The article discusses the development of horse breeding in the Kaliningrad region. The materials are based on the analysis of the history of development and the current state of the main directions of horse breeding in the Kaliningrad region. The paper presents statistical data on the number of horses of different periods, analyzes historical information and the current state of horse breeding. Breeding achievements, problems and prospects for the development of horse breeding in the Kaliningrad region are discussed within the framework of the state strategy for the development of the industry in the Russian Federation.
