Today, in a modern market economy, one of the main factors of production is the labor market. The labor market and its mechanisms regulate the levels of employment of the population, supply and demand for labor, the level of wages, and the characteristics of the distribution of labor. To study the labor market, it is necessary to collect statistical data and analyze them. Labor market statistics are an important component of socio-economic statistics. It is closely related to other sections of socio-economic statistics, such as population statistics, statistics of economic sectors, the system of national accounts, etc. The conclusions drawn from the statistical study of the labor market characterize the state and development of the economy and are necessary for making informed economic and social decisions. The main branch of law that regulates relations in the labor market is labor law. It is one of the leading, complex and most important branches of law in the Russian Federation. In the conditions of economic recession and pandemic, new problems of the labor market of the Russian Federation and its legal support have emerged. This monograph, dedicated to modern problems of the labor market, is the result of the joint work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University.

In modern conditions, accompanied by a pandemic around the world, economic recession, a large number of threats arise that negatively affect not only the economy of individual enterprises, but also the entire state as a whole. Therefore, there is a need to maintain the economic security of the state at the proper level to eliminate potential and real threats. In a pandemic and economic recession, it is necessary to develop such directions for improving the economic security of the Russian Federation so that they meet modern realities. This monograph, devoted to the consideration of the main directions of improving the economic security of the Russian Federation in the conditions of economic recession and a pandemic, is the result of the joint work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

The goal of this research is to outline e the vectors for reducing the scale of “shadow” economy, improving control over legalization of the income of small and medium businesses in the constituent entities of the Russian Federation, and determining tax potential of the regions in separate sectors economic sectors in the current context. The subject of this research is the role and place of legalization of shadow business as the factor of stimulating the economic activity of the regions. The article examines various approaches of the experts towards the concept of “shadow” economy in the modern conditions. Analysis is carried out on the peculiarities of development of “shadow” economy in certain economic sectors (such as construction, wholesale and retail, alcohol production, etc.) in Russian regions (using the example of the Republic of Dagestan). Comparative study is conducted on various indicators in the constituent entities of North Caucasus Federal District and the Russian Federation. Special attention is given to the measures aimed at reduction of the scale of “shadow” economy and improving control over legalization of the income of entrepreneurial activity with regards to increasing tax revenues from small and medium businesses and determining tax potential of the regions. Recommendations are made for reducing the scale of the “shadow” economic sectors, increasing tax revenue from small and medium businesses, determining tax potential of the region in separate economic sectors, stimulating economic activity of small business within the limits of economic security. Based on the acquired results, the author makes  suggestions on legalization of the “shadow sector” in separate branches of the economy, as well as improvement of the effectiveness of measures of interdepartmental cooperation of tax, law enforcement and registering bodies aimed at determination of tax potential of the regions in the current context.

Overcoming the contradiction between specialists who are trained by the system of secondary vocational education, on the one hand, and the need of employers for personnel, on the other, is one of the priorities of state policy in the field of professional training. The article contains a number of provisions: understanding the problem of imbalance in the labor market, the activities of state Executive bodies to overcome this problem at the Federal and regional levels, as well as the assistance of all stakeholders and social organizations. Such a problem as an imbalance between supply and demand in the labor market of various professions, specialties and qualifications was characteristic of the Sverdlovsk region, as evidenced by its reflection in the current Strategy of socio-economic development of the region. That is why improving the training system has become one of the goals of socio-economic policy. At the Federal level, a list of the TOP 50 most popular in the labor market, new and promising professions that require secondary vocational education has been developed. This list is a guideline for structural changes in the system of secondary vocational education, but it is not enough to bridge the gaps between supply and demand in the market of these regions. To take into account regional specifics, it is necessary to develop a similar list of professions in each subject of the Russian Federation. The adoption and updating of such a list requires an organized interaction of enterprises, authorities and educational organizations. The joint managerial and sociological problems that affect the interaction of social groups and public organizations of Sverdlovsk region in the process of achieving common goals, contains a compilation of practices that can be applied in other subjects of the Russian Federation.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

The monograph, based on the identification of trends and problems of changes in the demand and supply of skills, as well as the study of modern mechanisms of their formation and actualization, substantiates the priority areas of human resources development in the Russian Federation that meet the strategic challenges of the period of digital transformation of the labor sphere. The authors identify and systematize current and future trends related to changes in the demand for professions and skills in the Russian and global labor markets. The directions of transformation of the demand for skills and professions in the conditions of digitalization of the economy, skills and professions of the future are determined. Quantitative and qualitative imbalances and trends in labor supply and demand in the Russian labor market are identified (based on statistical analysis of data from 2009-2019). The features and problems of supply and demand of professions/skills in the segments of the Russian labor market covered by Internet recruitment are identified (based on data from resume parsing and vacancies of Internet recruitment portals in 2018 and 2020). Methodological approaches to identifying widely-and poorly-demanded skills are proposed and tested during the competence analysis of labor supply and demand using Big Data technologies.the competence profile of the vacancies of the professional core and extra - skills. An innovative author's approach to assessing the potential of skills capitalization — a possible increase in the salary of an applicant due to the expansion of the set of skills that he has-is proposed and tested. The current policy directions of formation and improvement of skills of the population in the Russian Federation are identified and systematized. The strategic challenges of the period of digital transformation of the labor sphere facing the Russian Federation and the priority areas of human resources development that meet these challenges are identified. The conclusions and recommendations can be used in the work of the Ministry of Labor of Russia, Rostrud, the Ministry of Education and Science of Russia, the Ministry of Education of Russia, government authorities, employment services of the Russian regions, as well as organizations of the professional education system.

Monitoring and assessment of the state of economic security are indented for control purposes over the achievement of goals and objectives established by the Economic Security Strategy of the Russian Federation. The government policy measures aimed at reduction of negative impact of the detected challenges and threats to economic security, prevention and minimization of risks and possible damage to national economy are formed based on the results of monitoring and assessment of the state of economic security. Identification of the problems of monitoring and assessment of the state of economic security of the Russian Federation and their resolution would improve the quality and effectiveness of administrative measures aimed at overcoming the crisis phenomena and ensuring economic growth in the country, which is a relevant scientific-applied task. The article presents the results of analysis of the information-analytical materials on assessment of the state of economic security, provided by the participants of the monitoring of state of economic security (over 30 bodies of state and corporate administration). Assessment is carried out on adaptation of information and analytical materials of the state of economic security to the usage as database for explication of simulation model and conduct of simulation modeling of the state of economic security in different economic sectors. The author identifies the mistakes made by the participants of the monitoring and assessment of economic security in the context of preparation of information, and analytical materials essential for the assessment of economic security in different economic sectors and drafting a report of the Government of the Russian Federation to the President of the Russian Federation. The measures for resolving the indicated problems are proposed.

The article deals with the problems of the influence of migration flows from Tajikistan on the economic security of Russia, the contribution of Tajik labor migrants to the economy of the Russian Federation, the role of remittances and the consequences of Tajik labor migrants for the financial sector of the Russian Federation, as well as the reasons for the reorientation of Tajik labor migrants from Russia to other foreign countries. With the development of the economy, Russia has become a major migration center, a capacious labor market. With a low birth and a high mortality rates, Russia, like most European countries, needs a positive migration growth, an effective mechanism for attracting labor. As in other countries, the boundaries of migration capacity are determined by factors: trends and prospects for economic development, the situation on the labor market, and the availability of social infrastructure. The migration attractiveness of a country determines the level of migration flows to Russia. The Republic of Tajikistan is currently the second country after Uzbekistan that provides Russia with labor migrants. Tajik migrants have a big influence on the economy, financial sphere, as well as on other spheres of activity of the Russian Federation. Every year Tajik labor migrants make a big contribution to the Russian economy.
