With the emergence and development of new information and communications technologies, true, timely and complete information, as well as one’s guaranteed right to it, becomes an extremely powerful means. Also, the inevitable and omnipresent globalization process implies a picture of the world as a joint space in which the technological, political, economic and ecological threads of interdependence are woven at great speed, thereby negating geographical distances and making the democratic form of government universal. Today, media are the keepers of democratic legal and political systems of modern countries. They represent the main communications channel between the National Assembly and the citizens and the most significant means of informing the citizens about public affairs. In order for the citizens to freely elect their representatives and take part in the making of the most important decisions and the creation of policies, it is necessary that they have freedom of expression and that true, timely and complete information is made available to them, which includes information about the representative candidates, the elections procedure, the elections results, as well as the actions of their representatives during their term in office.

AbstractTransport routes are basic elements that are inextricably linked to diverse political, economic, and social factors. Transport networks may be the cause or result of complex historical conjunctions that reflect to some extent a structural conception of the political systems that govern each territory. It is for this reason that analyzing the evolution of the transport routes layout in a wide territory allows us to recognize the role of the political organization and its economic influence in territorial design. In this article, the evolution of the transport network in the Iberian Peninsula has been studied in a broad chronological framework to observe how the different political systems of each period understood and modified the transport systems. Subsequently, a second analysis of the evolution of transport networks in the northeast of the Iberian Peninsula is included in this article. This more detailed and geographically restricted study allows us to visualize in a different way the evolution and impact of changes in transport networks. This article focuses on the calculation of the connectivity to analyze the intermodal transport systems. The use of network science analyses to study historical roads has resulted in a great tool to visualize and understand the connectivity of the territories of each studied period and compare the evolution, changes, and continuities of the transport network.

This article examines and summarises judicial practice in cases related to the use of new information technologies. The study primarily focuses upon the decisions of Russian courts (general jurisdiction and arbitration) and the European Court of Human Rights (ECHR). Employing ECHR practice, the author also refers to numerous decisions by courts in Hungary and the United Kingdom. Cases related to the use of new information technologies can be distinguished between, and this article examines the judicial practice of three categories of cases: 1) blocking of internet resources; 2) employers’ control over employees’ electronic correspondence; 3) journalists’ use of hyperlinks in author’s texts and their responsibility of such placements. Within each category of cases, the rights of citizens can be seriously violated. The article highlights that in an era of rapid development of new information technologies, states, represented by special services and authorised state bodies, are making unprecedented efforts to ensure that they maintain at least partial control over the activities of new actors (bloggers, Internet media, Internet platforms, etc.). Similarly, courts often compromise with authorities when resolving such issues. Notably, national Russian courts did not consider parties’ interests, nor did they assess the need to block all sites with a particular IP address. They did not even follow the Supreme Court of the Russian Federation’s decision to apply the requirements of the European Convention on Human Rights within the framework of the ECHR. The courts limited themselves to pointing out that Roskomnadzor acted within its power. Thus, the decisions of the national courts did not offer a mechanism for protecting rights. Within the norms regulating the new sphere of relations, there are often norms of a restrictive and prohibitive nature, and these norms are dominant in the Russian Federation. In this regard, there remains grounds for concern among lawyers involved in the protection of rights related to new information technologies.

Since the 1990s, scholars around the world have focused on the complexities of governance reforms. The vicissitudes of the 21st century witnessed global waves for public administration reforms. China, a fast developing socialist country, has been building a strong, robust and modern public governance system. The Socialist Governance of China with Chinese characteristics brought considerable changes in the political, economic and social spheres, transforming the lives of people for betterment. By bringing about economic development through state intervention, introducing rule of law upholding the significance of its people, fostering new ideas, and ushering the ideology of nationalism through “China Dream”, President Xi Jinping and his socialist governance policies have created an excellent example in the world, particularly the capitalist society, demonstrating how society can be developed through socialist ways. Yet, the dynamics of Chinese governance has always been part science and part mystery to other governments that have earned legitimacy through elections, while China’s leaders earned its legitimacy through selection of the most able and their performance in delivering sustained improvements in the quality of life of the Chinese citizens and China's international standing. This paper deals with assessing the relevance of China’s Socialist governance evolution into a science of managing public affairs and the pursuit to optimizing its impact on the state’s economic, political and social spheres.

This chapter addresses recent research that identifies migration as a specific form of human movement in which social groups move into new social contexts. Migration is inherently disruptive to people’s lives, and it occurs embedded within political, economic, or social processes that make it highly context-specific. I discuss the history of theory in migration research, including recent shifts away from a concern with ethnicity in favour of communities of practice. Late Mesoamerica is a data-rich environment for the study of migration within its social context. The Classic period saw regional political systems that extended their reach economically or militarily and frequently had a demographic component. The widespread disruption of the Epiclassic or Terminal Classic periods included environmental change, political collapse, and a major reorganization of the social landscape. The Postclassic witnessed the re-emergence of complex societies claiming descent from migrant populations. The contributions to this volume come from many different disciplines and assess the timing, causes, perceptions, and impacts of migrations across a variety of social contexts. Political disruption, environmental change, and migration are frequently interrelated in ways reminiscent of our world today.

This chapter introduces the theme of cybersecurity, its importance in the actual scenario, and the challenges of the new Information Society, whose critical development factors are the technological revolution and innovation. The revolution that the information and communications technologies (ICTs) has already brought to modern society is, without doubt, more than visible and concrete, but the great challenge facing us is to harmonize two dimensions, the first relating to the culture of sharing, socialization, and transparency, and the second relating to the issues of security, confidentiality, and privacy. It gives a broad overview in tabular form of the national cybersecurity strategies of the developed countries, United States and United Kingdom, as well as describing a study case, Brazil, is taking its first steps on the path towards cybersecurity. The chapter ends by proposing a model, the key elements for formulating a Brazilian cybersecurity strategy.

A Review of: Soe, Y. (2018) Understanding politics more thoroughly: How highly engaged young citizens use the Internet for civic knowledge integration. First Monday, 23(6), 1-17. http://doi.org/10.5210/fm.v23i6.7923 Abstract Objective – To examine the process by which university students with a high interest in politics and public affairs incorporate new information into their understanding of politics and public affairs, a process referred to as civic knowledge integration. Design – This study utilized a qualitative research design that consisted of focus group interviews and essay questions. Setting – Two large four-year Midwestern public universities and two four-year East coast private universities in the United States of America in 2008 and 2010. Subjects – A total of 65 undergraduate and graduate (masters) students participated in the focus group interviews and answered essay questions by e-mail. Methods – In 2008, the researcher conducted 11 focus groups consisting of 5 to 7 participants per group. In 2010, additional data were collected from students at another large four-year Midwestern public university who responded by e-mail to essay questions that were adapted from those used in the focus groups. Recruitment of participants was achieved by contacting professors of media and political science at the universities and targeting students with interest in media, politics, and public affairs, and who were politically active. Course credit or a small monetary incentive was offered to students as compensation. Data resulting from the focus group and essay responses were combined and imported into the QDA Miner software. Data analysis, which used some techniques of grounded theory, was conducted in two phases. In the first phase, 120 analyzable subsets were identified, and open coding of 36 subsets was performed to determine themes. These themes were then modified and renamed using an axial and selective coding process. Examples of resulting topics included collaborative layering of ideas, comparison of differing viewpoints, and monitorial scanning. The second phase involved coding of the 120 subsets, and 65 subgroups that focused on civic knowledge integration were identified. Ultimately, open, thematic coding of the 65 subsets was performed to identify comments that contained the most common themes. Main Results – An analysis of the data revealed that participants used the resulting themes as self-guided learning strategies when searching the Internet for civic knowledge integration, the process by which university students with a high interest in politics and public affairs incorporate new information into their understanding of these areas. One of the strategies used was a two-step process of monitorial scanning and opinion sampling. Monitorial scanning involves the careful selection of search engines in order to scan the news and determine their potential levels of interest, and the use of online encyclopedias such as Wikipedia to locate background information and other details. Opinion sampling involves the process of sorting the sources found, such as blogs and candidates’ web pages. Another strategy used was verification (cross-checking), which consisted of checking multiple sources to find more information on a particular news item or news show, such as those watched on CNN.com. Comparison of differing and opposing viewpoints was another strategy used, that involved the comparing of information about political candidates' perspectives or views to justify their own opinions. Finally, collaborative layering of ideas was a strategy that involved participation in online forums, such as Facebook. This strategy provided participants with the opportunity to express their thoughts and opinions globally, and to contribute to a change in a set practice.    Conclusion – Through the use of strategies for self-guided learning, participants were able to add new information to their knowledge base and to develop new points of view. These students developed advanced search strategies and took pleasure in finding opposing perspectives, and as a result, enhanced their critical thinking skills. The conclusions also increased general knowledge of why young people used specific online platforms, information resources, or social media sites to enhance their understanding of politics and public affairs. These findings may also challenge media and political science to investigate the long-term effects of self-guided learning strategies for civic knowledge integration practiced by some young people.

June 2018 was an intense time in Vietnam when one saw the role of social media in revealing and facilitating the (dis)congruity between connectivism, collectivism, and conservatism. On June 12, the National Assembly of Vietnam passed the controversial Cybersecurity Law by a landslide of 86 percent agreement despite widespread public dissent, including an online petition signed by more than sixty-five thousand people. The new Cybersecurity Law was said to further restrict the already limited freedom of expression in Vietnam and grant too much power to the police in surveying and punishing online citizens.

Regional Australia continues to be the recipient of public programs premised on assumptions about the benefits of Information and Communications Technologies (ICTs) related development, at the same time as it is experiencing a reduction in basic services and problems associated with the digital divide. From a research perspective, these circumstances pose challenges on how to evaluate meaningfully the impacts of ICTs on regional development. These challenges are compounded by the considerable confusion that exists over what is meant by regional development, how it can be achieved, and how to measure and evaluate the role ICTs play in reviving and sustaining regional communities. The exploratory research reported in this chapter examines the issues surrounding what is meant by ICT-related development in a regional context. It also explores the usefulness of multiple measures, as opposed to single measures, to describe what in reality is a very complex process. In this context, the chapter outlines the preliminary development of, and the rationale behind, a holistic approach for evaluating the role of ICTs in regional development, based on insights generated from ongoing research in Tasmania. The role of ICT … in economic growth and social change has received considerable attention in recent years [but] … reliable and comprehensive indicators are needed to track developments in new information technologies and understand their impacts on our economies and societies. Strategies of Inclusion Gender and the Information Society (SIGIS) was a European study exploring initiatives to include more women in the information society.1 This article summarises its main conclusions. The work started from the premise that overall more women than men are excluded from the information society, both as users and as designers of new information and communications technologies (ICTs). Our literature review (Sørensen & Stewart, 2002) confirmed that there is still a gender gap in terms of ownership of some ICT products and, to a lesser extent, in terms of access and use. Gender cuts across other dynamics in the digital divide—income, occupation and age being generally more significant than gender—with other factors (e.g., ethnic minorities, lone parent families) also intervening. Although the trend with respect to the use of ICT products is one of a closing gender gap, it is clear that diffusion alone is not sufficient to close the gap all together; inclusion efforts are still warranted in this area. By contrast, the literature review revealed a persistent and sizeable gender gap within computer specialisms and professions designing ICTs. The proportion of women entering computer science and engineering courses in most countries is static or in decline, in spite of sustained inclusion efforts. So, the overall picture across Europe is a contradictory one: optimistic with respect to what we call women and ICT (users), and pessimistic with respect to women in ICT (professionals).
