Abstract This research was conducted to find out the impact caused by not yet being fully transferred assets, especially immovable assets, land and buildings to the new autonomous region namely the City of Kupang. This research is a qualitative descriptive study, which focuses on the study of documents, interviews and observations. The findings from the documents, interviews and observations made, inform that based on the legislation, assets in the area of expansion should be submitted. In fact these immovable assets are still owned and have not been fully transferred to the new autonomous region. The impact of this is that Kupang City development planning is constrained by a number of assets that are still owned by the parent area, chaotic city planning, population administration for residents in border areas that are still gray. The objective of this study is to analyze the meaning contained in communication symbols in the version of "New Jakarta" campaign advertisement of Joko Widodo - Tjahaja Basuki Purnama in television, how  the messages conveyed through the advertisement sets the image of Joko Widodo - Tjahaja Basuki Purnama at Jakarta election 2012, and the perception of some viewers from the author point of view. This type of study is a qualitative  descriptive using communication semiology analysis approach. As a descriptive study, it  only describes the situation or discourse, does not look for a relationship, tests hypotheses or makes predictions. This study uses qualitative data so the data are substantive categories which are then interpreted by scientific references. In the data analysis, the author uses Roland Barthes' semiotic system with the concept of denotation and connotation as the first level, mythologies (myth) as the second level, as well as metonymy and metaphor as the concept of intertextual. The result of study show that the image of Joko Widodo - Tjahaja Basuki Purnama is found in the couple’s self-claim that they are agents of change who can bring people's expectations about the city of Jakarta into real, namely for a better condition of the road in the city, regular city planning, cleanness and flood prevention.

The aims of this research were to find out the governmentality carried out by the Surabaya city government in implementing Development Plan Deliberation electronic. This was based on the Surabaya city government implementing governmentality that caused people to become apathetic. The theory used is the governmentality technique which explains that governmentality is built on three bases, namely 1) Governmentalized localities, 2) regulatory communities, and 3) Subject formation. The method of research uses a descriptive qualitative approach. Data collection methods conducted through in-depth interviews, secondary data, and field observations. The results showed that the technique of governmentalized localities is carried out by means of a development paradigm that the community is the main actor of development so that the citizens association level e- Development Plan Deliberation can decide on development proposals. Regulatory communities techniques are formed through social interaction between community representatives and village head in discussing the priorities of development planning proposals. While the formation of subjects is carried out by the village head by giving knowledge proposals so that the proposals are in accordance with the city development roadmap. In conclusion, the governmentality carried out by the Surabaya city government has had a good and bad impact on development planning. The impact is good, the community becomes more aware of the proposed development planning in the city of Surabaya, while the adverse effects of the community are apathetic because they are disappointed with their proposals which are often not approved

This research was a qualitative descriptive study, aimed at describing the application of political education received by students on campus to money politics that occurred in the Election of Mayor and Deputy Mayor at Dumai in 2020. The instrument used a questionnaire developing Guttman scale. Its population was all students who are enrolled in universities throughout Dumai. Respondents amounted to 760 people who were selected by incidental sampling technique. Some findings of this study were: (1) A total of 74.7% of students in the city of Dumai knew about money politics; (2) 71.7% of respondents knww the purpose of money politics; (3) 79.9% of respondents had experience of receiving money from the success team and/or pairs of candidates; (4) A total of 78.9% of student respondents already knew the impact of money politics on the 2020 Dumai Mayor and Deputy Mayor Election; (5) A total of 73.6% of respondents had experience receiving money from unscrupulous pairs of candidates during the previous election when the previous election was held; (5) Questions regarding the prediction of money politics during the election was 85% of respondents answered that it would not happen; (6) The statement of the respondent's attitude when receiving money and choosing the candidate pair in question would be made by 22.1% of the respondents; and (7) A total of 71.4% of respondents did not accept the money given and did not choose the candidate pair. In conclusion, from the percentage of the data above,  realization of political education received by the students in some campus in Dumai with the attitude towards the rejection of money politics in happened in Dumai on 2020 Mayor election is better.

As a developing city, Medan carries out a significant role in establishing the identity and image of the city and the development of the surrounding cities and districts. One effort to establish the identity and image of the city can be created through the existence of city gates that can produce a plot, rhythm, and balance for the city bounded. The gate of Medan City has not succeeded in becoming a city gate that meets the needs needed by migrants who pass through the city gate area. This study will address the problems discovered at the Medan City gate in Binjai, Tanjung Morawa, Tembung, and Pancur Batu and relate them to the rejuvenation of the city area through revitalization methods in supporting Metropolitan Mebidangro. The research aims to analyze predetermined variables, namely elements of the city image, namely path, edge, district, nodes, and landmark. For this reason, a qualitative descriptive study was carried out, which was realized through observation and interviews and also documentation studies. The results of the research obtained from this study can be used as a reference and solution to find out the problems that exist int the area around Medan City gate and also give functional supports to develop the area around Medan City.

City Development Planning can be described as a decision-making process to realize economic, social, cultural and environmental goals through the development of a spatial vision, strategies and plans, and the application of a set of policy principles, tools, institutional participatory mechanisms, and regulatory procedures. Connectivity between cities is needed for a Bali island which is the best tourism destination in Indonesia. Good connectivity between cities can contribute greatly to tourism destinations in each city / region. In the future it will be a great work if the development of urban areas on the island of Bali is the integrated tourism industry path connectivity in the Smart City Development system. Smart city is a dream of almost all countries in the world both in the provincial and urban spheres. With Smart City, various kinds of data and information located in every corner of the city can be collected through sensors installed in every corner of the city, analyzed with smart applications, then presented according to user needs through applications that can be accessed by various types of gadgets. Through the gadget, users can also interactively become data sources, they send information to data centers for consumption by other users.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Families of children with cancer are confronted with unexpected out-of-pocket expenses and productivity costs associated with the diagnosis. One productivity cost that falls on children is the impact of cancer on children’s school attendance, performance, and activities (eg, play, friendships, and socialization). Nested within the Childhood Cancer Cost Study, this qualitative descriptive study used convenience sampling to recruit and interview parents of children newly diagnosed with cancer. Content analysis techniques were used to inductively descriptive the semistructured interview data. Sixty-six parents of 65 children with cancer and of 73 siblings participated. The most commonly reported productivity loss in children with cancer was school absenteeism mainly due to cancer treatment. Children fell behind their classmates academically and lost important social time with peers. A few siblings also fell behind their peers primarily due to limited parental attention. Parents adopted various strategies to lessen the impact of the diagnosis on their children’s school attendance, performance, and activities. Providing parents with additional resources and support may optimize their children’s academic and social reintegration into school.

: Law Number 40 of 2004 concerning the National Social Security System (SJSN) mandates that social security is mandatory for all residents including the National Health Insurance (JKN) through a Health Social Security Administering Agency (BPJS). This study discusses how the contract system in the Mandiri Health BPJS, how the mechanism for collecting contributions to the Mandiri Health BPJS, and how the quality of BPJS Health guarantees in Parepare City for health services for Mandiri Health BPJS participants. This study included a qualitative descriptive study with an analysis of Islamic economic law in the Office of BPJS Health in the City of Parepare. The results of the study indicate that the contract system in the Independent Health BPJS in the City of Parepare is in accordance with Islamic economic law and the mechanism for collecting contributions from Mandiri Health BPJS participants is not in accordance with Islamic economic principles. Quality assurance of BPJS Kesehatan in the City of Parepare for health services for participants of the Independent Health BPJS in accordance with Islamic economic law.

Abstract Predicting the population size of a city is one of the key tasks preceding the creation of city development plans, seeing as how urban space management should be adequate to current and forecasted economic and social trends, including demographic ones. In many cities of the world, apart from capitals and metropolises, the phenomenon of depopulation and shrinking has been observed, which is due to a decrease in the fertility rate and a negative migration balance. Apart from the inhabitants registered in the city for permanent residence, there are also people living there temporary, including students. Some graduates will decide to stay in the city, thus increasing the population of the city’s residents. The purpose of the study described in this article was to attempt to determine the extent to which new-coming students are able to alleviate the effects of the adverse phenomenon of city depopulation. The city chosen as the research area - Olsztyn - has been experiencing the loss of residents for 10 years and is also the largest university center in the province. Understanding settlement / migration plans required a broad survey. As a result, it was concluded that the impact of graduates on inhibiting depopulation is relatively small as most of them planned to move out to a larger urban center, and only every fifth one declared a willingness to live in Olsztyn. Retaining graduates would require the development of the labor market towards new, well-paid jobs.
