Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

At the end of the 20th century, there was a significant movement to increase public participation in policy formulation, implementation and evaluation in developing countries.  Participation keeps community life vital and public institutions to be accountable.  When people feel that their participation in development has important value, the quality, effectiveness and efficiency of development will be increased. Therefore, the government should concern to promote  public participation in the development program  that can be enhance accountability This research was conducted in the coastal villages Takalar District South Sulawesi, Indonesia, using a case study approach with a qualitative descriptive analysis method.  This research was explore social capital can enhance coastal communities participation in public fund management.  By using in-depth interviews and focus group discussions, the study found that strategies that can be used by the government to increase community participation is to strengthening social capital in the community.

The development of narcotics in Kendari City has spread to ten sub-districts. The purpose of this research is  (1) for analyzing the spatial pattern of drug crime in Kendari City, (2) for analyze the factors causing drug crime in Kendari City; (3) for analyze the factors causing drug crime in Kendari City. The analytical method used in this research is spatial analysis and qualitative descriptive analysis. The results of the study show (1) The spatial pattern of drug crime in Kendari City spreads across ten sub-districts in Kendari City which tends to cluster. 2) Hypothesis testing states that the infrastructure development program the factors causing drug crime in Kendari City are depression factors, economic factors, education factors, trial and error factors, environmental factors, dependency factors, family factors; and (3) Efforts to overcome narcotics abuse of drug crime in Kendari City are Pre-Emtif Efforts, namely (a) Increasing self-confidence in God Almighty, (b) Providing correct and intensive information, (c) Encouraging the creation of alternative community livelihoods . Preventive Efforts are (a) Conducting Counseling on the Dangers of Narcotics Abuse, (b) Conducting Community Disease Operations (Operation Concentrated), (c) City Government Efforts. Repressive efforts are conducting investigations and investigations of perpetrators of narcotics abuse crimes. Persuasive Efforts are to provide encouragement for anti-drug villages where some of these areas are the most frequent criminal acts of narcotics abuse, curative (treatment), rehabilitative (rehabilitation), and socialization. Keywords: Spatial Pattern, Criminal, DrugsPerkembangan narkotika di Kota Kendari menyebar ke sepuluh kecamatan. Tujuan dari penelitian ini yaitu (1) menganalisis pola spasial krimalitas narkoba di Kota Kendari, (2) menganalisis faktor penyebab tindak  kriminalitas narkoba di Kota Kendari; dan (3) menganalisis upaya penanggulangan penyalahgunaan narkotika kriminalitas narkoba di Kota Kendari. Analisis data yang digunakan dalam penelitian ini adalah analisis spasial dan analisis deskriptif kualitatif. Hasil penelitian menunjukan (1) Pola spasial krimalitas narkoba di Kota Kendari menyebar disepuluh kecamatan di Kota Kendari yang cenderung mengelompok. 2) Pengujian hipotesis menyatakan bahwa program pengembangan infrastruktur faktor penyebab tindak  kriminalitas narkoba di Kota Kendari adalah faktor depresi, faktor ekonomi, faktor pendidikan, faktor coba-coba, faktor lingkungan, faktor ketergantungan, faktor keluarga; dan (3) Upaya penanggulangan penyalahgunaan narkotika kriminalitas narkoba di Kota Kendari adalah Upaya Pre - Emtif yaitu (a) Meningkatkan keimanan diri terhadap Tuhan Yang Maha Esa, (b) Memberikan informasi yang benar dan intensif, (c) Mendorong terciptanya alternative mata pencaharian masyarakat. Upaya Preventif yaitu (a) Mengadakan Penyuluhan mengenai Bahaya Tindak Pidana Penyalahgunaan Narkotika, (b) Mengadakan Operasi Penyakit Masyarakat (Operasi Pekat), (c) Usaha Pemerintah Kota. Upaya Represif yaitu melakukan penyelidikan dan penyidikan terhadap pelaku tindak pidana penyalahgunaan narkotika. Upaya Persuasif yaitu memberikan dorongan bagi kampung anti narkoba yang mana beberapa wilayah tersebut paling sering terjadi tindak pidana penyalahgunaan narkotika, Kuratif (pengobatan), Rehabilitatif (rehabilitas), serta sosialisasi. Kata Kunci : Pola Spasial, Kriminalitis, Narkoba

Comfort and security are vital factors in tourism destination of Kuta Lombok with great tourism potential. However, this potential will not be desirable if the conditions are not created by comfort and security. This proves that there are factors that affect the comfort, community understanding of tourism awareness, and community participation in comfort and security of tourists. The study was conducted aimed to determine the factors that affect comfort and safety, the level of community understanding of tourism awareness, and community participation in the comfort and security of tourists in Kuta Lombok tourism.This study examines the comfort and safety of tourists in tourism of Kuta Lombok are included in the descriptive study. Therefore, the research conducted through a qualitative approach. Methods of data collection through observation, interview and documentation. Decision is determined by the method of purposive, with 15 informants. The theory applied is the theory of structural functionalism which analyzed the factors and community participation, and motivation theory is applied to analyze the level of community understanding about tourism awareness.The analysis results of research conducted by qualitative descriptive analysis presents the results of research through a narrative supported by photographs. The results of this study suggests that the comfort and safety factor is  influenced by the low level of community understanding in the elements of tourism awareness through Sapta Pesona. The low raises community understanding of factors that affect comfort and safety as a factor of environmental aspects of parking management and environmental hygiene, factors of economic activity and the hawkers aspects trasnportation service providers as well as factors in the aspect of tourism access roads were damaged. Community participation in the comfort and security of tourists is not functioning optimally. This is caused by unsynchronization between organizations. Forms of community participation in the form of the participation into the organization and the coast guard and empowerment of communities in the festival. Based on those results of the three studies, the government of Central Lombok is expected especially for Culture and Tourism Department particular attention to the factors that affect comfort and safety, and the formation of tourism awareness with benchmarks Sapta Pesona.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

This research aims to determine the effectiveness of the realization of capital expenditure budget in the Trade and Industry Board of Musi Banyuasin. It has been reached the goal budget target in the government of Musi Banyuasin Regency. The methods of research used are qualitative methods. The data collection techniques used are interview research, documentation, and library studies. Data analysis was conducted using qualitative descriptive analysis methods and the use of capital expenditure budget data and the realization of capital spending in 2016 to 2018. The results showed that The Trade and Industry Board of Musi Banyuasin Regency in realization of the capital expenditure budget in the year 2016 to 2018 can be said to be effective and in positive growth. In 2016 to the year of 2018, The Trade and Industry Board of Musi Banyuasin Regency is still dependent on local government so that the implementation decentralization of capital expenditure budget can be said to be effective.

Abstract The study aims to determine the policy of publishing identity cards for children in Semarang. The method of approach taken in this study is normative juridical. Data collection is obtained from the results of interviews and through library research. The data analysis method used is a qualitative descriptive analysis method. The results showed that the Regional Government of Semarang City in carrying out KIA issuance made PERDA No.4 of 2016, but its implementation was in 2017. Delay in the implementation of MCH due to the lack of coverage of ownership of birth certificates for children. The preparations made by the Semarang City Government in the context of the implementation of the MCH in 2017 are collecting data on children, discussing the additional benefits of KIA with several official agencies and the private sector, conducting comparative studies in regions that have implemented KIA and the basis of its arrangements. Preparation of the Regional Government of Semarang City in the issuance of KIA experienced several obstacles, among others, the unclear distribution of KIA forms, limitations and delays in budgeting, lack of competent human resources for the operation of SIAK. For ITU, the Semarang City Government made an effort to procure KIA sheets themselves, prepare computerized system training or SIAK, and make Mayor Regulations as technical implementation of Regional Regulation No.4 of 2016 concerning Implementation of Population Administration. Keywords: Child Identity Card, Policy, City of Semarang Abstrak Penelitian bertujuan untuk mengetahui kebijakan penerbitan kartu identitas anak di kota semarang . Metode pendekatan yang dilakukan dalam penelitian ini adalah yuridis normatif, Pengumpulan data diperoleh dari hasil wawancara dan melalui penelitian kepustakaan. Metode analisis data yang digunakan adalah metode analisa deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kota Semarang dalam melaksanakan penerbitan KIA membuat PERDA No.4 Tahun 2016, namun pelaksanaannya pada tahun 2017. Keterlambatan pelaksanaan KIA karena masalah cakupan kepemilikan Akta Kelahiran anak yang masih kurang. Persiapan yang dilakukan Pemda Kota Semarang dalam rangka pelaksanaan KIA di tahun 2017 adalah mengumpulkan data anak-anak, membahas penambahan manfaat KIA dengan beberapa pihak dinas dan pihak swasta, melakukan studi banding ke daerah yang sudah melaksanakan KIA dan dasar pengaturannya.  Persiapan Pemda Kota Semarang dalam penerbitan KIA mengalami beberapa kendala antara lain ketidakjelasan pendistribusian blanko KIA, keterbatasan dan keterlambatan pemberian anggaran, kurangnya sumber daya manusia yang kompeten untuk pengoperasian SIAK. Untuk ITU Pemda Kota Semarang melakukan upaya yakni pengadaan blanko KIA sendiri, mempersiapkan pelatihan sistem komputerisasi atau SIAK, dan membuat Peraturan Walikota sebagai pelaksanaan teknis dari Perda No.4 Tahun 2016 Tentang Penyelenggaraan Administrasi Kependudukan. Kata Kunci: Kartu Identitas Anak, Kebijakan, Kota Semarang

Abstrak  Berbagai permasalahan yang terjadi pada UMKM terdampak pandemi cukup dirasakan oleh para pelaku usaha tersebut. Hal ini tentu saja berakibat pada penurunan keuntungan secara signifikan dikarenanakan tingkat produktivitas yang rendah. Langkah terkait pemulihan ekonomi, dalam hal ini pemerintah melalui kementrian keuangan membuat kebijakan luar biasa untuk memitigasi dampak covid-19 dan perlambatan ekonomi dengan membuat Program Pemulihan Ekonomi Nasional (PEN).  Metode penelitian yang digunakan dalam penulisan ini adalah teknik analisis deskriptif kualitatif. Hasil penelitian menujukkan Program Pemulihan Ekonomi Nasional (PEN) memiliki dampak positif bagi sektor UMKM pada masa pandemi covid-19 sebagai langkah kebijakan yang diambil oleh pemerintah untuk mendukung pemulihan perekonomian nasional khususnya sektor UMKM yang memiliki kontribusi cukup besar. Rekomendasi kebijkan penguatan UMKM tidak hanya pada masa pandemi tetapi juga pada masa pemulihan dan pasca pandemi sehingga percepatan pemulihan ekonomi nasional dapat mencapai kestabilannya. Kata Kunci: Program PEN, Kebijkan Pandemi, UMKM  Abstract - The various problems that occur in SMEs affected by the pandemic are quite felt by these business actors. This of course results in a significant reduction in profits due to low productivity levels. Steps related to economic recovery, in this case, the government through the ministry of finance, make extraordinary policies to mitigate the impact of covid-19 and the economic slowdown by creating the National Economic Recovery Program (PEN). The research method used in this paper is a qualitative descriptive analysis technique. The results of the study show that the National Economic Recovery Program (PEN) has a positive impact on the MSME sector during the COVID-19 pandemic as a policy step taken by the government to support the recovery of the national economy, especially the MSME sector which has a significant contribution. Recommendations for strengthening MSME policies are not only during the pandemic but also during the recovery and post-pandemic period so that the acceleration of national economic recovery can achieve stability. Keywords: PEN Program, Pandemic Policy, MSME

<p><em>The </em><em>cross of Semarang – Magelang – Yogyakarta along</em><em> </em><em>± 130 km is now connected to the highway infrastructure. This condition makes the highway based on </em><em>the </em><em>road be the only alternative modes of transportation used by people to travel. This </em><em>condition </em><em>makes some roads that cross Bawen –</em><em> </em><em>Ambarawa – Magelang – Yogyakarta experienced a density that resulted </em><em>in</em><em> congestion. The government has a policy to reactive the railroad that once operated as a mode of transport cross Semarang-Yogyakarta. If this policy is implemented, people will have a choice of alternative modes of transportation. The study aims to assess people's preferences and attitudes related to the government policies reactivation of the rail lines cross Semarang – Yogyakarta. This study was conducted using a mixture of qualitative and quantitative research. The analysis was performed by descriptive quantitative and qualitative methods, which is after scoring the analysis results obtained community preferences, cross tabulation analysis and continued with qualitative descriptive analysis. T</em><em>his </em><em>study finding </em><em>is</em><em> the variables such as travel costs, travel time, accessibility and qualitative attitude (comfort, security and safety) have</em><em> </em><em>relationships with community preferences to switch to using the railway mode. Then, when the public preference </em><em>is compared</em><em> with the attitude of the government, the result is </em><em>there is a</em><em> match between the preferences of </em><em>public </em><em>and the government's attitude </em><em>for the</em><em> </em><em>qualitative attitude </em><em>and accessibility</em><em> variables</em><em>. However, travel costs and travel time </em><em>variables are</em><em> </em><em>the </em><em>mismatch between what the preferences of the community with what the government's position.</em></p>

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Hal ini juga dialami oleh neyan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa. Pendapatan mereka semakin hari semakin menurun bahkan seringkali  mereka tidak mempunyai biaya untuk kehidupan mereka sehari-hari. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder. AbstractWhen discussing Green Open Space (RTH), of course its existence is something that is underestimated by most people even by the district/city government. This is because the mindset of the community and the government that considers the development of Green Open Spaces is not too important is carried out because of the lack of feedback provided by Green Open Spaces to the community and government so that the land of a Regency / City area is overcrowded by other infrastructure developments plus other with the increase in population, resulting in the need for new Green Open Spaces in their minds. The research method used is a qualitative approach with data collection techniques through literature or literature studies.This was only realized because of the community's need for a place to release the fatigue that afflicts due to the many demands from work, the worsening of air quality in a Regency/City area as a result of the rise of industry and motorized vehicles which make the air increasingly polluted by air pollution, and also the lack of land for accommodate water when it rains which makes many areas flooded when it rains because of the lack of water catchment areas. Keywords: Development Planning; Green Open Space; Regulation   AbstrakBila membahas Ruang Terbuka Hijau (RTH) tentunya keberadaannya bagaikan sesuatu yang dianggap remeh oleh kebanyakan orang bahkan oleh pemerintah kabupaten/kota. Hal ini dikarenakan pola pikir dari masyarakat dan pemernitah yang menganggap pembangunan Ruang Terbuka Hijau tidaklah terlalu penting itu dillakukan  karena kurangnya input balik yang diberikan oleh Ruang Terbuka Hijau kepada masyarakat maupun pemerintahan sehingga membuat lahan dari suatu wilayah Kabupaten/Kota penuh sesak oleh pembangunan infrastruktur lainnya ditambah pula dengan bertambahnya jumlah penduduk sehingga mengakibatkan kebutuhan akan Ruang Terbuka Hijau baru terpikirkan oleh mereka.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui studi literatur atau kepustakaan. Hal ini baru disadari karena kebutuhan masyarakat akan tempat untuk melepas kepenatan yang menimpa karena banyaknya tunututan dari pekerjaan, bertambah buruknya kualitas udara disuatu wilayah Kabupaten/Kota imbas dari maraknya industri dan kendaraan bermotor yang membuat udara semakin tercemar oleh polusi udara, dan juga kurangnya lahan untuk menampung air ketika hujan yang membuat banyak wilayah yang terendam banjir ketika hujan karena kurangnya wilayah resapan air.     Kata Kunci:   Perencanaan Pembangunan; Ruang Terbuka Hijau; Regulasi
