This study was intended to assess whether the bidding notices of Cerejeiras and Cabixi had put regional development foward, under the terms of Complementary Law 123/2006. The research is exploratory, quantitative, with a longitudinal cut, based on the bidding notices from the health and education departments, which were carried out in 2017 and 2018, extracted from transparency portals of the studied towns. The notices were organized and classified in a table, identifying each one of the items covered by the Complementary Law, comparing them with the law and what is contained in the notices. It was checked that the city halls apparently have little knowledge or clarification about the application of the law, since its public notices establish more tiebreakers criteria for Micro and Small Enterprises (MSEs) than other benefits allowed by law. It was also observed that the provided parts by law are not used. The construction contract notices did not provide for the subcontracting of MSEs. Most notices presented the preference for hiring local and regional companies incorrectly. There were no notices with quotas for the exclusive supply of MSEs in bids for goods of a divisible nature. In addition, it was noted that public agents from these towns need training related to the topic to apply the law and thus foster regional development correctly. Financial Support forms an important contextual environment factor for the establishment, growth and sustenance of the enterprises in Micro and Small Enterprises Sector. Absence of a positive financial support ecosystem has been reported as one of the major constraints for the overall entrepreneurship development in the MSEs Sector throughout the world economies. The present study aims to assess the existing financial support ecosystem for the Micro and Small Enterprises Sector in the state of Jammu and Kashmir against the parameters of sufficient supply of capital / funding, adequate number of financial support schemes, collateral security a big problem for MSEs in availing the finance and access to finance cumbersome due to complex procedures and formalities. And on the basis of the findings suggest measures to improve the financial support ecosystem for the robust entrepreneurship development in Micro and Small Enterprises Sector in the State. Micro and Small Enterprises are a very important sector that continues to contribute enormously for the economic development of the country and to the state of Manipur in particular. The success and failure of these enterprises depends a lot on the efficient management of its financial resources. This paper therefore attempts to study the accounting and financial management practices followed by the Micro and Small Enterprises (MSEs) in Manipur and to make an awareness about the importance of accounting and financial management practices in their business conduct. For the purpose of the study both primary and secondary data are used. Secondary data were collected from the related available literature like books, articles, magazines, MSME annual report, directory of MSME Manipur, etc. Primary data is obtained by distributing questionnaire to 100 respondents who are owner/manager of the MSEs. The collected data were analysed using various statistical tools to get meaningful conclusion. The results of the study revealed that majority of the MSEs do not maintain proper accounting records of their business which made it difficult for the owner-manager to measure the performance of their business. The main reason for the failure of the enterprises to keep proper accounting records is their lack of knowledge in accounting. The financial management practices followed by the MSEs in Manipur are only fire-fighting in nature and no standard rules or procedures are followed for managing their finance. Finally, the study suggested that both the Central and the State Government should make strict rules and regulations to adopt accounting and financial management practices to each and every MSEs operating in the state. The growth of micro and small enterprises (MSEs) in Nayarit, as well as in the country has been increasing, however, due to the same characteristics of informal and unstructured conformation of these companies, they do not grow financially and most of them spend their time subsisting as micro businesses. That is why this analysis focuses on knowing if microentrepreneurs apply marketing strategies and if so, what kind of strategies do they implement to strengthen their businesses. The main purpose of this study are the MSEs of the municipalities of Santigo Ixcuintla, Tuxpan and Ruiz of the state of Nayarit, from which relevant information was obtained by applying surveys directly with the owners or directors of the companies, regarding the application of marketing strategies. As a result, we can observe that most entrepreneurs do not implement structured or formalized strategies, however, they develop basic strategies that meet customer satisfaction according to their market segment such as: product tests prior to their launch, the creation of brands so that their clients can identify them, pricing based on competition and development of credit strategies for their customers. They develop the most appropriate strategies according to the type of product, since they sell it directly to the final consumer and a considerable percentage consider selling to intermediaries. The implementation of promotional and advertising strategies is not clear; however, entrepreneurs express that they implement strategies that allow them to stay in the minds of consumers. This does not mean that the strategies are adequate or that they have favorable results in their entirety since they are not professionally structured.

The current market is aimed at companies being vulnerable to various external factors positively or negatively as economic, technological, political, environmental, demographic or social conditions and therefore must adapt and respond to the global environment. MSMEs face a greater number of problems, because they not only face the external factors mentioned above, but also their own limitations and weaknesses, of their company, so they must make a greater effort to compete against the Products or services that have a greater technological and marketing impact. This paper refers to a study of micro and small enterprises belonging to the State of Mexico, whose objective is to study their operational management and identify the main threats and weaknesses that they face in a competitive market.

The paper analyzes models of knowledge management (KM), based on the profile of the micro and small enterprises (MSE) in the state of Sergipe, Brazil, specifically the models proposed by C. R. Silva Jr. (2006); E. E. Thiel (2002); M. C. Rumizen (2002) and G. Von Krogh and K. Ichijo and T. Nonaka (2000). The characteristics of the MSE in the Brazilian economy emphasize their place of prominence as responsible for 28% of gross revenues from the formal sector and 20% of Gross Domestic Product. However, the lack of researches which emphasize the reality of the MSE may be one reason which interferes in their more significant role in the Brazilian economy. The corpus consists of 60 (sixty) employees from 10 (ten) MSE installed in the Technological Park of Sergipe, incorporating managers, key professionals and members of the operating body. Through the techniques of interview, questionnaire and direct observation, it identifies the attributes of technology in the MSE, as well as the characteristics of the adopted processes and the ones considered ideal for employees. The most important results reveal the inadequacy of the analyzed models, because they are always elaborated by considering the reality of medium and big enterprises. It concludes, finally, that none of analyzed models are fully adequate to the reality of the MSE, and even the model of Von Kroch, Ichijo and Nonaka approaching closely to the profile of these companies, still requires modifications to its implementation. It is recommended, therefore, the creation of a model through further analysis of the activities from other adoption models to establish a new model suitable to the limitations of MSE.

Basically a natural partnership will achieve its goal if mutual requirements, mutual reinforcement, and mutual benefit can be maintained and made a strong fundamental commitment among partners. Nevertheless the development seems very slow. The cause is the presence of specific and different conditions and structure factors compared to other countries. Along with that, we still encounter various forms of gaps, such as inequality among regions, among income groups, between sectors, among economic actors, and so forth. The next problem is that in business entities including cooperatives and micro and small enterprises in running their business activities requires business partnerships with medium and large enterprises in order to improve business performance and business scale. While on the other hand our economic conditions and structures are not yet fully conducive to fostering partnerships based on purely business considerations or competitive market motivations but the business partnership of the foundation is strong enough in our country's constitution. Partnerships will work if partners are equally benefiting. Our concept of partnership is like that, although in the short term, there is a party or a party benefiting more from the other side.
