The article reveals the directions of development of the system of small enterprises as the basis of the state economy, and also focuses on a number of negative aspects that deactivate small businesses, leading to their liquidation. In a difficult crisis period, when small businesses were the first to be unprepared for economic instability, the state offers a multi-component solution in the form of financial support programs. The article identifies four groups of programs, each of which defines its priority areas for the activation of small businesses.

This study was intended to assess whether the bidding notices of Cerejeiras and Cabixi had put regional development foward, under the terms of Complementary Law 123/2006. The research is exploratory, quantitative, with a longitudinal cut, based on the bidding notices from the health and education departments, which were carried out in 2017 and 2018, extracted from transparency portals of the studied towns. The notices were organized and classified in a table, identifying each one of the items covered by the Complementary Law, comparing them with the law and what is contained in the notices. It was checked that the city halls apparently have little knowledge or clarification about the application of the law, since its public notices establish more tiebreakers criteria for Micro and Small Enterprises (MSEs) than other benefits allowed by law. It was also observed that the provided parts by law are not used. The construction contract notices did not provide for the subcontracting of MSEs. Most notices presented the preference for hiring local and regional companies incorrectly. There were no notices with quotas for the exclusive supply of MSEs in bids for goods of a divisible nature. In addition, it was noted that public agents from these towns need training related to the topic to apply the law and thus foster regional development correctly. Micro and Small Enterprises are a very important sector that continues to contribute enormously for the economic development of the country and to the state of Manipur in particular. The success and failure of these enterprises depends a lot on the efficient management of its financial resources. This paper therefore attempts to study the accounting and financial management practices followed by the Micro and Small Enterprises (MSEs) in Manipur and to make an awareness about the importance of accounting and financial management practices in their business conduct. For the purpose of the study both primary and secondary data are used. Secondary data were collected from the related available literature like books, articles, magazines, MSME annual report, directory of MSME Manipur, etc. Primary data is obtained by distributing questionnaire to 100 respondents who are owner/manager of the MSEs. The collected data were analysed using various statistical tools to get meaningful conclusion. The results of the study revealed that majority of the MSEs do not maintain proper accounting records of their business which made it difficult for the owner-manager to measure the performance of their business. The main reason for the failure of the enterprises to keep proper accounting records is their lack of knowledge in accounting. The financial management practices followed by the MSEs in Manipur are only fire-fighting in nature and no standard rules or procedures are followed for managing their finance. Finally, the study suggested that both the Central and the State Government should make strict rules and regulations to adopt accounting and financial management practices to each and every MSEs operating in the state. Purpose Promoting and supporting entrepreneurship is a critical pillar of Oman’s vision 2040. The need to understand to what extent the effectiveness of public funds given to micro and small enterprises in Oman as well as to understand the characteristics of the funds that can drive the impact of such government financial support programs on those enterprises motivated us to conduct this study. Therefore, the purpose of this study is to investigate the impact of the government loan support programs on job creation in micro and small enterprises in Oman. Design/methodology/approach Hypotheses were tested using data collected from 1,127 micro and small enterprises that received loan supports from the Government of Oman. The authors explored the impact of a set of predictors on a dependent variable (job creation) to understand to what extent do the supported micro and small enterprise characteristics significantly influence job creations in the enterprises. Multiple regression and General Linear Model Multivariate Analysis statistical techniques were used to test the hypotheses. Findings There is a positive relationship between government supported firms’ characteristics and job creation for both nationals and expatriates’ employment. The empirical results suggest that, when compared with the micro enterprises, the small enterprises were able to create more jobs for nationals than for expatriates, although the effect of the support program on job creation was significant for both groups. Originality/value This paper contributes to the literature debate on the effectiveness of Oman’s entrepreneurship policy. Using multivariate analysis, the study analyzes the public support program for enterprises in Oman and how it can be improved to support the Oman 2040 Vision.

The growth of micro and small enterprises (MSEs) in Nayarit, as well as in the country has been increasing, however, due to the same characteristics of informal and unstructured conformation of these companies, they do not grow financially and most of them spend their time subsisting as micro businesses. That is why this analysis focuses on knowing if microentrepreneurs apply marketing strategies and if so, what kind of strategies do they implement to strengthen their businesses. The main purpose of this study are the MSEs of the municipalities of Santigo Ixcuintla, Tuxpan and Ruiz of the state of Nayarit, from which relevant information was obtained by applying surveys directly with the owners or directors of the companies, regarding the application of marketing strategies. As a result, we can observe that most entrepreneurs do not implement structured or formalized strategies, however, they develop basic strategies that meet customer satisfaction according to their market segment such as: product tests prior to their launch, the creation of brands so that their clients can identify them, pricing based on competition and development of credit strategies for their customers. They develop the most appropriate strategies according to the type of product, since they sell it directly to the final consumer and a considerable percentage consider selling to intermediaries. The implementation of promotional and advertising strategies is not clear; however, entrepreneurs express that they implement strategies that allow them to stay in the minds of consumers. This does not mean that the strategies are adequate or that they have favorable results in their entirety since they are not professionally structured.

Introduction. Entrepreneurship development is particularly important in the context of the crisis of the domestic economy, the uncertainty of the state economic policy, and the increased impact of external challenges and threats. In view of the current state of the market and the risks involved in providing financial support to the development of entrepreneurship in Ukraine, the importance of research into the institutional component of its functioning is increasing. Under these conditions, the issues of implementation of a systematic approach to the development and implementation of the state policy of financial support of business structures, as well as determining the place and role of commercial institutions, in particular banks, in the process of optimizing the financial security of business entities become highly relevant. Purpose. Research of the institutional component of financial support for the development of entrepreneurship in Ukraine, determining the place and role of state and commercial institutions in its implementation, outlining the directions of intensifying their influence on the financial aspects of entrepreneurship in modern conditions. Results. The composition and structure of the institutional environment of financial support for the development of entrepreneurship are determined. The activity of individual market institutions in the context of the implementation of projects and programs of financial support to entrepreneurship in Ukraine have been analyzed. Emphasis is placed on the need to ensure a systematic approach to the implementation of state programs of financial support for entrepreneurship. Positive aspects of the activity of financial-credit institutions and banks, in particular, in the context of financial support of business structures were identified as well as the risks and limitations inherent in them. Such restrictions are due to the current state of the domestic economy and monetary sector, lack of clear business policy, high level of credit risks, low ratings of borrowers, problems of the banking sector itself, etc. In view of this, at this stage of development of the domestic financial market financial and credit institutions have limited influence on the formation of external sources of financial resources of business entities. Directions of optimization of information and consulting activity of market institutions have been offered, aimed at increasing the efficiency of implementation of projects and programs of financial support of business structures in order to strengthen their influence on regional, sectoral and macroeconomic parameters of economic growth.
