This study empirically examines the family as the basis of social capital education. Furthermore, generations need social capital to grow and develop as moderate, tolerant, and caring characters towards humanist environmental issues. The main and fundamental task of the family is to conduct educational function, which is inherently social and religious in preparing generations. Therefore, it is necessary to have the right effort or approach to actualizing social capital for effectiveness. This helps develop a religious climate and form a pattern of behavior for each family member. Religion is used as an instrument that facilitates the internalization of social capital values in children and shapes their personality with a humanist character. Therefore, families significantly counteract radicalism in social life.

The family is the first and basic institution among the various responsible social institutions for preparing the child to enter social life, to be a good and effective element in its maintenance on the basis of righteousness, goodness and effective construction. It is the starting point that affects all stages of life, positively and negatively. The first is the marital relationship through birth, nursery, pre-puberty and ending with complete independence after the self-reliance. Childhood took a large part in the Hadiths of the Messenger of God, and the scholars of Hadith who unanimously agreed on the honorable Sunnah of the Prophet took care of this aspect, and they did not neglect the provisions and manners related to the child in all of their books in the field of Hadith. We will follow in this study, the method of children's education, which was mentioned by the hadiths of the Noble Prophet. The Messenger of God, gave the birth of a child a dignified care, for he birth of a child is not an ordinary matter that passes without attention. It is the right of the newborn baby to be called and choose a good name for him, to remove the harm from him, to be tender, to be called upon, to bless him, to teach him and to watch him, and to treat him.

Read carefully: A Community national leaves his or her home state (the ‘first country’) to work in a host member state (the ‘second country’). While in the second country, he or she exercises the right to family reunification with a spouse, partner or dependent who is not a national of any EU or EEA member state (a ‘third-country’ national). When the Community national returns to the first country together with the family member, what determines the family member's right of residence in the first country? Community law – in which case the Community national would continue to enjoy the right of family reunification as before? Or the national immigration law of the first country, which could potentially dictate more restrictive conditions for family reunification?

In the political and social life of the last centuries, almost every social aspect has been debated in a context of political influences and interests, of the opposition of different groups of more or less political nature. The family has always been the most favorable environment for the birth and perfection of the human being. The procreation, care, upbringing and preparation for life of a new creature have been and are a fundamental concern of any family. Children represent the "golden fund of a people" and maintain the natural human potential, give natural and spiritual strength to a people. One of the aspects that received special attention was the right of women to have a say in their own reproduction, namely the right of women to choose whether or not to keep a pregnancy. Immoral in terms of  the Church, outlawed by the legislation of some states, the right to abortion has had a sinuous evolution on the social scene of many states. This issue has many political, moral and social connotations, being politically regulated differently by different states.

After the end of World War I and Poland regaining independence after 123 years of captivity, its situation was difficult in every respect. Entangled in various political problems, Second Polish Republic could not direct the right forces and resources to those areas of social life that were the most neglected and required quick and radical action. Lack of work after the war and increasing unemployment every year resulted in the deepening poverty of those less resourceful, inheriting poverty from generation to generation. Often the only salvation for the family was sending the children to work immediately after graduating from primary school or even earlier. The Polish government, aware of this situation, did not have the possibility to address the problem properly. The aim of the article is to show how difficult the situation of children and families can be when the national support system is ineffective. By analogy, it is also intended to emphasize the importance of activities undertaken by the present government for the benefit of children and families. Owing to the interest and various forms of support, children, regardless of their financial status, are provided with opportunities for development and a dignified life.

In Turkey, it is seen that social capital is tried to be defined as an economic term and to be discussed the most depend on economic issues. This situation is thought to lead to the neglect of the family which plays an active role in the formation of social capital cases, makes difficult to detect individual and social problems that arise due to depending on lack of family’s social capital. On the other hand, in the literature studies conducted by Parcel, and Menagh, Naples, Kaplan, Astone, Nathanson, and Schoen, Dyke, and Wilson, Morrow, İsrael, Beaulieu, and Glen, Pinkerton, and Dolan, Sorenson, Kenneth, Goodpaster, and Hedberg, Ravanera, and Rajulthan it is demonstrated that family life has contribute to formation of the basic elements of social capital such as network and adoption of trust and recprocity. In current study, moving from above mentioned studies ‘findings it is sought that how observed qualifications and change in family structure affect production of social capital. In the study, it is observed that the types of families that differ in social capital formation and has been shown to have both positive and negative aspects of social capital formation of the same family type. The observed changes in the family structure do not ever negatively affect social capital production and domestic bonding social capital and bridging social capital in the family have many important benefits for individual and social life. In this study, it is aimed to provide conceptual, theoretical and methodological framework to future practical studies in Turkey. Besides it is thought that current study will show how lack of social capital causes problems and emerging debates about family’s role on social capital generation start to weaken, and whether social capital is an individual or collective value.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.
