For the second decade, the agro-industrial complex has been receiving significant amounts of state support. At the same time, the issue of its effectiveness is becoming more and more urgent. In various sources, you can find a variety of approaches to assessing the effectiveness of budgetary funds allocated for the development of agriculture. The fact of state support in itself does not guarantee a return in the form of an increase in gross output, attraction of investments in the industry, an increase in wages in the countryside, an increase in tax revenues from enterprises in the industry. The methods of state support must adapt to modern challenges. They should stimulate recipients not for maximum development and subsequent cessation of activities, but for stable and long-term activities. This fine line usually prevents a sharp increase in the effectiveness of state support for the agro-industrial complex. The result of this study is an assessment of the rationality and effectiveness of state support for agriculture in the Chuvash Republic. The existing measures of state support in the Chuvash Republic properly support the development of the agricultural sector: investors have shown interest, fixed assets are being updated, labor productivity and production volumes are growing. But the current system does not quite cope with staffing problems in the countryside. The index of the physical volume of agricultural production, which amounted to 126.4% over the past 7 years, is far from a breakthrough rate. A significant increase in production volumes cannot be achieved with a reduction in the number of employees. Using the correlation-regression method, it was revealed that the growth of the level of wages in the countryside was largely influenced by the labor market laws, and not by state support measures. What is needed is motivating rather than compensatory measures on the part of the state, which will ensure the outstripping growth of wages in agriculture

A pesquisa teve como objetivo estudar algumas estratégias específicas de aprendizagem do aluno com paralisia cerebral, com destaque no papel da escola, professor e relação família escola. Foi desenvolvida através de pesquisa bibliográfica mediante leituras, análise e fichamento de livros, periódicos, banco de dados relacionados ao assunto em questão. Verificou-se que os agentes sociais são de suma importância na vida do educando tanto na formação intelectual quanto social. Ressalta-se que, na educação do aluno com PC, não se pode perder de vista a necessidade de garantir o desenvolvimento máximo de suas capacidades, para que ele possa alcançar boa relação com seus pares, bem como o máximo aproveitamento de seu tempo de lazer, de estudo, de forma adaptada e feliz. A criança com PC, como todas as crianças, tem o direito de ter independência, integração e vida social. Sabendo das dificuldades existentes em torno da aprendizagem da pessoa com PC, é importante que o professor esteja apto a buscar a ajuda adequada, zelando pelas particularidades de cada aluno.   This research aimed to study some specific learning strategies for students with cerebral palsy, with emphasis on the role of the school, the teacher, and the family-school relationship. It was developed through bibliographic research by reading, analyzing, and annotating books, periodicals, and databases related to the subject in question. It was verified that the social agents are of utmost importance in the life of the student both in the intellectual and social formation. It is noteworthy that, in the education of students with CP, one cannot lose sight of the need to ensure the maximum development of their capabilities, so that they can achieve a good relationship with their peers, as well as the maximum use of their leisure time and study time, in an adapted and happy way. The child with CP, like all children, has the right to independence, integration, and a social life. Knowing the difficulties surrounding the learning of a person with CP, it is important that the teacher be able to seek appropriate help, taking care of each student's particularities.

Abstract The increase in freight traffic along the Northern Sea Route necessitates the study of the ice regime of the freezing seas of Russia, including the Far Eastern ones (Bering Sea, the Sea of Okhotsk and the Sea of Japan). This paper, on the basis of the analysis of the Sea of Okhotsk’s ice cover and the location of the edges of the Sea of Okhotsk’s ice massif, evaluates the probability of an encounter with ice for the ships in transit during cargo transportation on the Northern Sea Route through the Far Eastern seas along two basic routes from the southern tip of the Kamchatka Peninsula: 1) traverse Cape Lopatka–Sea of Okhotsk–La Perouse Strait; 2) traverse Cape Lopatka–Sangarsky Strait. It was shown that at the stage of ice cover maximum development in the Sea of Okhotsk (February-March), route No. 2 was the most adequate and the safest for ships of ice class Arc4 and below. The section of route No. 1 with a 70 % ice encounter probability was 421 km long in February and 382 km long in March. That section of the route was dominated by very cohesive first-year thin ice up to 70 cm thick with inclusions of first-year ice of average thickness (up to 120 cm).

Abstract Inter-annual variations in the total number of birds in floodplains of rivers are mainly associated with their flooding. The minimum population density during the nesting period was in a year with high and prolonged spring floods. The restoration and maximum development of shrubs took place with a significant simultaneous increase in the abundance of birds in subsequent years. Drying and simplification of vegetation cover were noted in all floodplain bird habitats during low-water periods. This process was accompanied by a decline in the number of birds. We identified four groups of bird species according to the criterion of the relationship “abundance – level and duration of the flood”. In the first group of bird species, abundance increased during high floods (3 species). In the second group, the abundance decreased sharply during high and prolonged floods (7 species). In the third group, the level and duration of the spring flood did not affect the abundance (9 species). In the fourth group, a very weak tendency of the negative flood level impact on the abundance of birds was noted (6 species).

Education is the backbone of a progressive society as it is clear from the statement of Thomas Jefferson “educate the masses” as he believed that in order to make changes in a society, the whole masses should be educated. The term ‘education’ is a popular and common term used by everybody but understood by very few in its right perspective. In educational text books it is defined as a purposive, conscious or unconscious, psychological, sociological, scientific and philosophical process that brings about development of the individual to fullest extent and also the maximum development of society in such a way that both enjoy happiness and prosperity. Despite the existence of infrastructural facilities, economic status and availability of various educational courses, the attitude towards higher education and learning is not found to be positive among the Indian expat students. The ultimate objective of this study is to find out the factors that influence the attitude of the students towards higher education and recommend sufficient measures to improve it.

On 16-17 November, 2015, north and middle regions of Saudi Arabia were hit by a case of cyclogenesisassociated with heavy rainfall. This work presents a diagnostic study of this heavy rainfallcase based on the analysis of diabatic heating and potential vorticity. The synoptic analysis investigate that the important dynamical factors that causes this case are the northward extension of Red Sea Trough, anticyclone over the Arabian Peninsula, a travailing midlatitude upper trough, moisture transport pathways and strong upward motion arising from tropospheric instability. The calculation of diabatic heating by the thermodynamic equation illustrate that the contribution of vertical temperature advection and the adiabatic term are opposite to each other during the period of study. The largest contribution of the horizontal cold advection occurs during the first two days while the largest contribution of the horizontal warm advection occurs during the maximum development days. The dynamics of the studied case are also investigated in terms of isobaric Potential Vorticity. It is found that the location of the low-level Potential Vorticity anomaly and the Potential Vorticity generation estimates coincides with the heating region, which implies that condensation supports a large enough source to explain the existence of the low-level Potential Vorticity anomaly.

This study aims to analyze the strategy and development of the halal industry in the province of Aceh. This research is qualitative research, using a literature review approach from various previous studies. This study uses secondary data obtained from journals, documentation, books, and reports from related parties such as the literally Central Agency on Statistics, LPPOM MPU, LPPOM MUI, Aceh Culture and Tourism Office, and related parties.The results of the study found that Aceh Province is one of the provinces that implement sharia in all sectors. The application of Islam is not only in banking but is also applied to tourism, food, and other halal industries, however, the optimization of the halal industry cannot be felt optimally. The development of a halal industry strategy needs support from the local government. One strategy that must be done is to issue a halal certificate easily but professionally. In addition, to maximize the halal industry, especially halal tourism, local governments must also pay attention to the existing infrastructure. With the maximum development strategy carried out, it is expected to increase the halal industry, especially halal tourism in Aceh Province

В работе анализируется драма современного человека, утратившего способность к полноте и радости проживания «живой жизни» как прикосновения к вечности; раскрывается образ возможного человека, главная страсть которого — исполниться, состояться; формулируются условия достижения индивидом предельного состояния, в котором он может совершить акт превосхождения себя; прослеживается путь рождения человеческого в человеке от неосознаваемого прошлого, настоящего и будущего новорожденного до реализации им потенций своего развития, поиска смысла жизни. При написании статьи применялись диалектический, культурно-аналитический и трасндисциплинарный подходы к теоретическому анализу концепций о единой субстанции Б. Спинозы, познаваемости мира И. М. Сеченова, личности и обществе Н. А. Бердяева, человеке в культуре М. К. Мамардашвили, идеального в трактовке Э. В. Ильенкова, культурно-исторической, деятельностной парадигм (Л. С. Выготский, А. Н. Леонтьев, А. А. Леонтьев, В. В. Давыдов, Д. Б. Эльконин, В. В. Рубцов, Б. Д. Эльконин). Результаты проведенного исследования раскрывают драматизм становления возможного человека, требующего непрерывно возобновляемых и длительных усилий, живых напряжений и волевых состояний, способности к достижению бесконечно «ценностных» ценностей культуры, а также авторский взгляд на обучение и воспитание как на процесс постепенного познания воспитанника и реализации его задатков в совместно-разделительной деятельности, его движения при посредничестве взрослого к постижению смысла жизненных ситуаций, поиску смысла жизни, что определяет теоретическую и практическую значимость. The article analyzes the tragedy of modern people who have lost their ability to live a fulfilled life, to fully appreciate the joy of life, to feel the breath of eternity. The article describes human potential, i.e. an individual’s desire to reach their full potential, to achieve the maximum development of their potential. The article discusses the prerequisites for an individual’s improvement, their capacity for reaching the limit of their ability to develop their skills. The article traces a person’s path and experience as they go from a faded past and an obscure future to the present fulfilment through various activities on their pursuit of the meaning of life. The authors of the article employed dialectic, cultural-analytical and transdisciplinary approaches to the theoretical assessment of B. Spinosa’s theory of unified entity, I. M. Sechenov’s concept of the cognizability of the world, N. A. Berdayev’s interpretation of an individual and society, M. K. Mamardashvili’s theory of an individual in the cultural environment, E. V. Ilyenkov’s theory of the ideal, L’ S’ Vygotsky’s, A. N. Leontyev’s, A. A. Leontyev’s, V. V. Davyvod’s, D. B. Elkonin’s, V. V. Rubtsov’s and B. D. Elkonin’s cultural-historical activity paradigms. The results of the research reveal the dramatic nature of an individual’s fulfilment, which requires continuous mental and physical effort, an individual’s ability to fully appreciate cultural values. The theoretical and practical significance of the research consists in the fact that the article discusses the authors’ ideas about education and upbringing as a process of continuous exploration of learners’ capacities and abilities aimed at their complete fulfilment, as a process of guidance through life situations, assistance in the pursuit of the meaning of life.
