Public-Private Partnership (PPP) is an infrastructure project financing system developed to solve the limited development budget. The Makassar-Parepare railway is the first PPP project handled by the Ministry of Transportation as the PJPK. This paper aims to evaluate the preparation stage of the Makassar-Parepare project. The research method used is descriptive qualitative. Primary data was collected through interviews. The data obtained were analyzed using the ATLAS.ti application. The results of the study indicate that the PPP preparation of the Makassar-Parepare project has generally been well carried out based on regulations. However, there are some obstacles in the preparation process, such as schedule delays due to land acquisition and the lack of understanding of the person in charge of the cooperation program because of unpreparedness of human resources. Thus, good organizational coordination is needed in the preparation process of the PPP project. Abstrak Kerjasama Pemerintah dengan Badan Usaha (KPBU) merupakan suatu sistem pembiayaan proyek infrastruktur yang dikembangkan dalam rangka mengatasi keterbatasan anggaran pembangunan. Salah satu proyek strategis nasional yang menggunakan skema KPBU saat ini yaitu proyek KPBU Kereta Api (KA) Makassar-Parepare. Tulisan ini bertujuan untuk mengevaluasi tahap penyiapan proyek KPBU KA Makassar-Parepare. Metode penelitian yang digunakan adalah kualitatif deskriptif. Data primer dikumpulkan melalui proses wawancara, sedangkan data sekunder dikumpulkan melalui studi pustaka dan peraturan yang relevan dengan objek penelitian. Data yang diperoleh dianalisis dengan menggunakan aplikasi ATLAS.ti. Hasil penelitian menunjukkan bahwa penyiapan proyek KPBU KA Makassar-Parepare pada umumnya telah dilaksanakan sesuai dengan peraturan yang ada. Meski demikian, terdapat kendala dalam proses penyiapan seperti pada proses penetapan trase jalur kereta api yang mengalami kemunduran jadwal karena permasalahan pembebasan lahan, dan minimnya pemahaman penanggungjawab program kerjasama (PJPK) terhadap konsep KPBU. Hal ini terjadi karena proyek KA Makassar-Parepare merupakan proyek KPBU pertama yang ditangani oleh Kementerian Perhubungan selaku PJPK, sehingga kesiapan sumber daya manusia dan koordinasi organisasi yang baik sangat diperlukan dalam proses penyiapan proyek KPBU kereta api.

This study aims to find out and describe the implementation of garden management policies in the City of Palangka Raya through Regional Regulation No. 03 of 2006 in order to create useful gardening conditions. The research method used is descriptive qualitative. In this case, the researcher wants to describe and also explain the phenomena that occur related to gardening problems that are still lacking in management. The primary data source of this research is the people of the City of Palangka Raya and the Office of Cipta Karya, Spatial Planning and Housing. The results of this study address this shows that there is still low awareness and willingness of the community to participate together in maintaining and managing parks. In addition, the communication, supervision and human resources factors that are owned by the related Office as the implementation of the policy to the public is felt to have not run optimally

The problems faced by the Hulu Sungai Utara Regency General Election Commission (KPU) problems in terms of the implementation of the General Election Commission's (APK) Campaign Props only allow for the installation of a maximum of 5 (five) billboards, limitation of the location of billboards and APK Designs. not in accordance with the provisions made by the Candidate. The purpose of this study was to identify and analyze the implementation of PKPU 23, 28 and 33 of 2018 regarding the installation of campaign props in the Hulu Sungai Utara Regency and the factors that hindered the implementation. The research method is qualitative descriptive, type and source of data, namely primary data through observation, interviews while secondary data through data that is on the General Election Commission and related services in Hulu Sungai Utara Regency, the technique used in sampling is the purposive sampling technique is withdrawal of samples in purpose or can be determined in accordance with the requirements (characteristics, characteristics, characteristics, criteria). The results of the study show that in the Implementation of PKPU 23, 28 and 33 regarding the installation of Campaign Teaching Devices in the Upper Sungai Utara District it has been going well, where one indicator is the coordination that is always carried out by election organizers, communicating all related matters Terms of installation of Campaign Teaching Devices. This is evidenced by the lack of cases of alleged violations which were only 29 cases. And the factors that influence are factors of Communication, Human Resources, Attitudes and Bureaucracy. The suggestions given for input include the need for socialization, the implementers of election oversight in the field must also understand the rules correctly, and the authors hope that election organizers, both KPU and Bawaslu, have the same understanding of PKPU's provisions on campaign props. The purpose of this study was to see an overview of the level of job satisfaction of TPK Group employees in general from nine aspects; salary, promotion, supervision, benefits, rewards, operational procedures, co-workers, nature of work, and communication. This research is also to see aspects that affect job satisfaction and aspects that do not affect job satisfaction. The research method used is descriptive quantitative as a primary data collection tool and is supported by interviews. The subjects of this study were 43 employees of TPK Group Yogyakarta. The results showed that out of 43 employees, 16% (7 employees) had a high level of job satisfaction, 65% (28 employees) had a moderate job satisfaction level, and 19% (8 employees) had a low job satisfaction level. The supervision aspect has the highest effect value on job satisfaction, while allowances, operational procedures, and promotions get the lowest score related to employee job satisfaction at PT TPK Group. From the results of this study, it is suggested that companies/leaders need to conduct evaluations to improve systems and human resources so that the goals of the company can be achieved and improved.

Penelitian ini bertujuan untuk mengkaji potensi pemanfaatan sumber daya alam laut dan pesisir di Pulau Bebalang Kecamatan Manganitu Selatan Kabupaten Kepulauan Sangihe Propinsi Sulawesi Utara. Pengambilan data dilakukan dengan cara mengumpulkan data secara langsung melalui wawancara dan observasi di tengah masyarakat Pulau Bebalang.  Metode penelitian yang digunakan yaitu deskriptif kualitatif dan menggunakan analisis SWOT dalam pengambilan keputusan untuk pengembangan Pulau Bebalang. Pengambilan data dilakukan dengan mengumpulkan data primer di Kantor Kampung Bebalang, serta kuisioner yang dijalankan untuk 40 orang masyarakat Kampung Bebalang. Pemanfaatan sumber daya alam pesisir dan bawah laut di Pulau Bebalang merupakan gabungan aspek lingkungan, sumber daya manusia, serta faktor sosial ekonomi masyarakat. Potensi wilayah pesisir seperti pantai berpasir, serta potensi bawah laut di Pulau Bebalang seperti kekayaan terumbu karang dan lamun, dapat dikembangkan ke berbagai bidang seperti wisata bahari, tour & travel, konservasi, dan lain sebagainya. Namun, perlu juga memperhatikan adanya ancaman. Rekomendasi strategi untuk pengembangan potensi Pulau Bebalang berada pada kuadaran I artinya Progresif. Hal ini menunjukkan bahwa pengembangan potensi Pulau Bebalang dalam kondisi prima dan mantap sehingga dapat berkembang lebih maju. Kondisi ini memungkinkan dalam peningkatan pendapatan masyarakat sambil tetap menjaga kelestarian lingkungan.   This study aims to examine the potential utilization of marine and coastal natural resources in Bebalang Island, Manganitu Selatan District, Sangihe Islands Regency, North Sulawesi Province. Data was collected by collecting data directly through interviews and observations in the community of Bebalang Island. The research method used is descriptive qualitative and uses SWOT analysis in making decisions for the development of Bebalang Island. Data were collected by collecting primary data at the Bebalang Village Office, as well as a questionnaire which was run for 40 people from Bebalang Village. The utilization of coastal and underwater natural resources on Bebalang Island is a combination of environmental aspects, human resources, and community socioeconomic factors. The potential of coastal areas such as sandy beaches, as well as the underwater potential of Bebalang Island, such as the richness of coral reefs and seagrass, can be developed into various fields such as marine tourism, tours & travel, conservation, and so on. However, it is also necessary to pay attention to threats. The recommended strategy for developing the potential of Bebalang Island is in the I consciousness, which means Progressive. This shows that the development of Bebalang Island's potential is in a prime and steady condition so that it can develop more advanced. This condition makes it possible to increase people's income while maintaining environmental sustainability.

This study aims to examine and explain the Responsiveness of Emergency Unit Services (UGD) at Jabiren Health Center, Pulang Pisau Regency. The research method used is descriptive qualitative because the problems brought by researchers are still unclear in nature and are holistic (overall) sources of data in this study consisting of primary and secondary data which is the primary data is the head of Jabiren Health Center, midwife, nurse / officer- medical staff, and the community who received ED services at the Jabiren Health Center. Data collection techniques in this study are observation, interview, and documentation. Based on the results of the survey that the responsiveness of emergency services in Jabiren Health Center is known to be still not optimal because nurses/midwives often do not deliver on time in the ED services, there have been mistakes during the health care process, medicines are still lacking, human resources are still lacking, and there are still facilities for supporting facilities at the ER.

The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

Subject. The article considers the need to study the financing of investment and innovation processes and creating an effective system of project financing. Objectives. The purpose is to search for new opportunities to enhance the competitive advantages of enterprises of the dairy subcomplex, to ensure their financial stability and steady position in specialized agricultural food-product markets. Methods. The study draws on the theoretical and methodological approach to the impact of project management of innovation and investment activities on improving the efficiency of the project financing system and financial stability of enterprises operating in the dairy subcomplex. Results. The findings show that four levels can be distinguished in the formation and improvement of the system of project financing and the management of innovation and investment activities, depending on the depth of transformation. The principle that provides the integration of the said system with the current model of management of the dairy subcomplex enterprise is defined as a driver. The paper offers a number of levels of the system transformation to gain competitive advantages. Conclusions. I present a mechanism for creating and improving the system of project financing and the management of innovation and investment activities, and a mechanism for interaction of the network of automated information systems, intended to make management decisions, with the automation of information support to innovative solutions.

In banking industries, employees are entrusted with different roles and responsibilities, and training enables them to carry out these roles and responsibilities efficiently by let them to learn new things. Moreover, it will prepare them to take up higher responsibilities in the future. Therefore, this study focuses to analyze the employee perceptions on effectiveness of Training Programs in Myanmar Citizens Bank (MCB).  By using the descriptive research method, primary data are collected from the responsible persons and employees of MCB in head office, branches. Secondary data are gathered and scrutinized from relevant text books, records and annual reports from MCB. The research revealed that there are four kinds of training programs in MCB. Moreover, this paper revealed that MCB successfully delivered its training programs in year 2015 to 2018 and the trainees have positive perceptions on effectiveness of training programs in MCB. Based on these results, this paper pointed out the important facts that can give improvement actions for effective and efficient training programs in Myanmar Citizen Banks.
