The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. This study aims to find out and describe the implementation of Teacher Certification Policy in Madrasah Aliyah Negeri Sukamanah Tasikmalaya Regency. The approach used in this research is quantitative approach. The method used in this research is descriptive research method, that is research conducted to know the independent value, that is the variable of Implementation of Certification Policy at Madrasah Aliyah Negeri Sukamanah of Tasikmalaya Regency with analysis of implementation model of Edward III. The results showed that the Implementation of Certification Policy in Madrasah Aliyah Negeri Sukamanah Tasikmalaya Regency simultaneously is in the high category stage.

This study aims to describe and analyze bureaucratic reform in the Human Resources Bureau of the Central Kalimantan Regional Police in the field of human resources. The research method used is descriptive with a qualitative approach. The sources of this research consisted of the Head of the Bureau of Rena, Central Kalimantan Regional Police, and the Head of Sub-Department of Human Resources at the Central Kalimantan Regional Police. Data collection techniques used in the form of interviews, observation and documentation. Data analysis is done by collecting data, reducing data, presenting data and drawing conclusions. The results of this study indicate that the Manuia Resource Bureau of the Central Kalimantan Regional Police has implemented bureaucratic reform in the field of human resources. Berntuk for bureaucratic reform is the presence of the Quick Wins open promotion program. In general, the Quick Wins open promotion program has gone well. According to the results of the analysis using the George Edward III (1980) implementation model, results were obtained: the dimensions of communication consisting of transition, clarity, and consistency of information were good; the resource dimension consists of human / staff resources, budget, facilities, information, and good authority; dimension of disposition, implementation has shown a good attitude; while the dimensions of the bureaucratic structure consisting of SOP and fragmentation are good. But in reality in the field there are a number of interested people for open promotion programs that are still lacking

One of the efforts to obtain and increase village revenue was by running a business through a village-owned enterprise (VOEs). A policy was needed for utilizing village resources in establishing a village-owned enterprise. The Musi Rawas Regency Government had made a policy, namely Musi Rawas Regency Regional Regulation Number 10 of 2013, concerning Guidelines for the Establishment and Management of Village-Owned Enterprises (VOEs). Villages of Musi Rawas Regency had implemented this regulation. This research aimed to evaluate the implementation of this regional regulation. This research method is descriptive quantitative comprises a sample survey and descriptive analysis indicators resulting from the sample survey. The population of this research was 174 Village-Owned Enterprises (VOEs/BUMDes) in Musi Rawas Regency. At the same time, the sample was 64 VOEs which was taken by referring to the Slovin formula. There were primary data and secondary ones. Primary data came mainly from the questionnaire and field observation. Meanwhile, secondary data were sourced from documents, such as archives and reports. Data were analyzed by descriptive technique. The descriptive technique was done by displaying data, assessing them, delivering argument, quoting theory for justification and confirmation, and concluding. Implementing the Regional Regulation concerning Guidelines for the Establishment and Management of Village-Owned Enterprises (VOEs) was successful. This could be seen from several indicators, refers to Ripley & Franklin (1986), namely: 1) There existed compliance of policy implementers towards the content of the regional regulation. The degree of compliance was high and was in a good category. 2) The establishment and management of VOEs (the smoothness of routine functions) were also high and classified as good, and 3) The performance of the management of VOEs was also good. The impact of policy implementation (regional regulation of Musi Rawas Regency) was positive (good).

This study aims to find out and describe the implementation of garden management policies in the City of Palangka Raya through Regional Regulation No. 03 of 2006 in order to create useful gardening conditions. The research method used is descriptive qualitative. In this case, the researcher wants to describe and also explain the phenomena that occur related to gardening problems that are still lacking in management. The primary data source of this research is the people of the City of Palangka Raya and the Office of Cipta Karya, Spatial Planning and Housing. The results of this study address this shows that there is still low awareness and willingness of the community to participate together in maintaining and managing parks. In addition, the communication, supervision and human resources factors that are owned by the related Office as the implementation of the policy to the public is felt to have not run optimally

Abstract. The Health Social Security Agency (BPJS kesehatan) is one of the government’s efforts to provide quality healthcare for the people. To guarantee its quality and maintain efficiency, a tiered referral system is used. However, there were many problems in its implementation. One of the ways to investigate is to evaluate the non-specialist outpatient referrals (RRNS). Therefore, in March-July 2018, this research was performed in order to analyze whether the system was implemented at Beji and Depok Jaya Health Center. The method used was the qualitative research method, with primary data from in-depth interviews and secondary data from documents. It was discovered that both Centers had optimal RRNS ratios (0%). This was because the doctors at both Centers has provided referrals as indicated and there was feedback on the RRNS total. The civil servant (PNS) doctors at both centers were experienced and skillful, but the number of doctors was insufficient compared to their workload. The non-PNS doctors also were not sufficiently trained. Other problems include insufficient equipment and medication provision. Abstrak. Badan penyelenggara jaminan sosial (BPJS) kesehatan adalah salah satu upaya pemerintah untuk memberikan pelayanan kesehatan yang bermutu bagi rakyatnya. Untuk menjamin kualitas pelayanan yang diberikan sekaligus menjaga efisiensi, maka diterapkan sistem rujukan berjenjang. Tetapi ini mengalami berbagai permasalahan dalam penerapannya. Untuk melihat apa permasalahannya dapat dilihat dari rasio rujukan rawat jalan non-spesialistik (RRNS). Oleh karena itu, penelitian ini dilaksanakan untuk menganalisis apakah sistem tersebut berjalan di Puskesmas Beji dan Puskesmas Depok Jaya pada bulan Maret-Juli 2018. Penelitian ini menggunakan metode kualitatif, dengan data primer berupa wawancara mendalam dan data sekunder berupa telaah dokumen. Hasil penelitian menunjukkan bahwa di Puskesmas Beji dan Puskesmas Depok Jaya memiliki rasio RRNS yang optimal (0%). Hal ini disebabkan karena dokter di kedua puskesmas memberikan rujukan sesuai indikasi dan terdapat feedback mengenai capaian RRNS. Selain itu, dokter PNS di Puskesmas Beji dan Puskesmas Depok Jaya merupakan dokter yang cukup berpengalaman dan terampil, walaupun jumlah dokter di kedua Puskesmas tidak sesuai dengan beban kerjanya. Dokter non PNS juga belum menerima pelatihan yang memadai. Selain itu, peralatan yang tersedia masih kurang lengkap. Obat di kedua puskesmas cukup lengkap namun terkadang terjadi kekosongan obat.

The prosecutor as the recipient of the power of attorney in a special power of attorney, which in this case represents employment BPJS, handles legal issues related to entrepreneurs who have not registered themselves and staff as members of the Manpower Dependent Program. The purposes of this study are to reveal the role of state attorneys in resolving cases representing the Social Security Administering Body (BPJS) for employment in Denpasar and the efforts of state attorneys to resolve cases representing BPJS for employment in Denpasar. This type of research is sociological with an empirical juridical approach. Data collection techniques were carried out by literature study, observation, interviews related to this research. Sources of data used in the form of secondary and primary data which are then analyzed systematically. The results of the study indicate that the role of the State Attorney's Attorney in resolving cases representing BPJS Ketenagakerjaan as a legal counsel with a Special Power of Attorney to resolve the company has not recorded itself and its staff in the Manpower Dependent Program. While the efforts of State Lawyers in resolving cases representing BPJS Ketenagakerjaan, with a Special Power of Attorney from BPJS Ketenagakerjaan, State Attorneys act in terms of providing non-litigation legal assistance by mediating business entities and individuals who do not register as members of the Employment Social Security Agency or have not complied with the payment of fees

The problems faced by the Hulu Sungai Utara Regency General Election Commission (KPU) problems in terms of the implementation of the General Election Commission's (APK) Campaign Props only allow for the installation of a maximum of 5 (five) billboards, limitation of the location of billboards and APK Designs. not in accordance with the provisions made by the Candidate. The purpose of this study was to identify and analyze the implementation of PKPU 23, 28 and 33 of 2018 regarding the installation of campaign props in the Hulu Sungai Utara Regency and the factors that hindered the implementation. The research method is qualitative descriptive, type and source of data, namely primary data through observation, interviews while secondary data through data that is on the General Election Commission and related services in Hulu Sungai Utara Regency, the technique used in sampling is the purposive sampling technique is withdrawal of samples in purpose or can be determined in accordance with the requirements (characteristics, characteristics, characteristics, criteria). The results of the study show that in the Implementation of PKPU 23, 28 and 33 regarding the installation of Campaign Teaching Devices in the Upper Sungai Utara District it has been going well, where one indicator is the coordination that is always carried out by election organizers, communicating all related matters Terms of installation of Campaign Teaching Devices. This is evidenced by the lack of cases of alleged violations which were only 29 cases. And the factors that influence are factors of Communication, Human Resources, Attitudes and Bureaucracy. The suggestions given for input include the need for socialization, the implementers of election oversight in the field must also understand the rules correctly, and the authors hope that election organizers, both KPU and Bawaslu, have the same understanding of PKPU's provisions on campaign props. Based on the Village Ministerial Regulation Number 4 of 2015 concerning the establishment and management of BUMDes, each village is required to have a business entity managed by the village government. This paper aims to determine the implementation of the Pandan Ningan Village Owned Enterprise policy in providing LPG gas in Pendingan Village, Musi Rawas Regency. The problem is focused on the people of Pendingan Village who do not have gas cylinders personally. This research uses implementation theory from George C Edward III. The research method used in this research is descriptive qualitative method. Sources of data obtained from primary data and secondary data, data collection techniques through observation, interviews, documentation. The results of this study indicate that the implementation of the policy of the Pandan Ningan Village-owned business entity in providing LPG gas in Pendingan Village, Musi Rawas Regency is said to be good, this is because the Pandan Ningan Village-Owned Enterprise can meet the needs of the community. In addition, indicators from Edward III's theory are very suitable to be used and implemented in research. Of the four indicators, there are two indicators that can be said to be optimal.

Abstract: This study aims to determine the effect of implementation of human resources policies and the competence of the effectiveness of waste management in Depok. The dependent variable in this study is the effectiveness of waste management, while the independent variable in this study is the implementation of human resources policies and competence. The approach used is quantitative analysis, using primary data obtained from questionnaires. Kuisiner distributed to 60 respondents, who are civil servants (PNS) from Depok City Sanitation Department. The results were obtained by partial calculation that the implementation of human resources policies and the competence of positive and significant impact on the effectiveness of waste management. Besides, the implementation of human resources policies and the competence of the results of calculations simultaneously positive and significant impact on the effectiveness of waste management in Depok. Keywords: Policy Implementation, HR Competence, and Management Effectiveness Abstrak: Penelitian ini bertujuan untuk mengetahui pengaruh implementasi kebijakan dan kompetensi  SDM  terhadap efektivitas pengelolaan sampah di Kota Depok. Variabel dependen dalam penelitian ini adalah Efektivitas Pengelolaan Sampah, sedangkan untuk variabel independen  dalam penelitian ini adalah  Implementasi Kebijakan dan  Kompetensi SDM. Pendekatan yang dipergunakan adalah analisis Kuantitatif, dengan menggunakan data primer yang diperoleh dari penyebaran kuisioner. Kuisiner yang disebarkan kepada 60 orang responden, yang merupakan pegawai Negeri Sipil (PNS) dari  Dinas Kebersihan Kota Depok. Hasil  penelitian diperoleh perhitungan secara parsial bahwa  Implementasi Kebijakan dan Kompetensi SDM berpengaruh positif dan signifikan terhadap  Efektivitas Pengelolaan Sampah. Disamping itu  Implementasi Kebijakan dan Kompetensi SDM dari hasil perhitungan secara simultan berpengaruh positif dan signifikan terhadap Efektivitas Pengelolaan Sampah di Kota Depok.
