أثر تعزيز ثقافة الجودة بالممارسات الأخلاقية على تحقيق التميز للجامعات (دراسة تطبيقية على الجامعات الفلسطينية)

ملخص: يهدف البحث للتعرف إلى أي مدى تعزيز ثقافة الجودة بالممارسات الأخلاقية يؤثر في تحقيق التميز في الجامعات الفلسطينية في قطاع غزة، وقام الباحث بصياغة فرضيتن رئيستين، ومجموعة تساؤلات لتغطي كافة جوانب هذا البحث، واستخدم الباحث المنهج الوصفي التحليلي لهذا الغرض، واستخدم قائمة الاستقصاء كأداة رئيسة لجمع البيانات، وبلغ حجم مجتمع الدراسة (1909) مفردة، وبلغت عينة الدراسة (320) مفردة، وكانت العينة عشوائية، كما تم استخدام برنامج التحليل الإحصائي (SPSS) كرزمة إحصائية لإدخال ومعالجة وتحليل البيانات، وتوصلت نتائج البحث إلى تدني نسب توافر ثقافة الجودة، التي تتناسب مع بيئة التميز، وكذلك تدني نسب توافر الممارسات الأخلاقية، وأيضاً تدنى منسوب بيئة التميز بالجامعات الفلسطينية، وأوصت الدراسة بخفض مستويات الصراع التنظيمي، وذلك من خلال التعامل بالعدل مع جميع العاملين، وربط العمل بالنزاهة والشفافية المهنية. ABSTRACT The search is designed to identify the extent to which the organizational culture with ethical practices in achieving total quality in Palestinian universities in the Gaza Strip. The researcher formulated two major hypotheses and a range of questions covering all aspects of the research. The researcher used descriptive analytical approach for this purpose, used the survey as a tool for data collection, and the study population consisted of (1909) cases with a sample of (320) cases. A two-stage cluster sample was used by the researcher who utilized the (SPSS) as a statistical package to enter and the processing and analysis of data.The research results showed lower rates of availability of organizational culture (the culture of quality), which match the quality and environment as well as low rates of availability of ethical practices, and also the low level of overall quality with Palestinian universities. The study recommended lowering levels of organizational conflict, through the justice deal with all workers, and work with integrity and professionalism. الكلمات المفتاحية:ثقافة الجودة، الممارسات الأخلاقية، التميز

The study aimed to get to know the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations in their view, For achieving the study objectives, the researcher has developed a questionnaire consists of (62) paragraphs, whereas the study population consists of (794) students from the Palestinian Universities, and hired a researcher statistical methods (SPSS) .The study found that the Degree check of the future role of the Pre-service teachers Palestinian universities based on the employment of modern technological innovations from the perspective of students' ability (3.52), a with a relative weight (70.3%) among the study sample. The findings revealed that there were no statistically significant differences at (α≤0.05) in the future role of Pre-service teachers Palestinian universities based on the employment of modern technological innovations as seen by university Pre-service teachers the Gaza Strip due to the variable sex (male, female), and variable university in both (Al-Azhar and Al-Aqsa); while no statistically significant due to the variable university estimate differences, there is a difference in the degree of response among the study sample attributed to (excellent / very good). The study made a number of recommendations and suggestions.

The study aimed to identify the role of accounting knowledge in supporting and enhancing accounting practice in light of the internationalization of accounting education, in order to answer the questions and test the hypotheses of the study, the researchers relied on the descriptive-analytical approach, and to obtain the relevant data, a questionnaire was distributed after its evaluation to the study population. The results of the study proved that there is a role for scientific, technical and practical accounting qualification in promoting accounting practice in light of the internationalization of accounting education. The study recommended the necessity of taking into account the development plans in universities to provide time for faculty members in the accounting departments in Palestinian universities to develop their scientific knowledge in line with the internationalization of accounting education.


This study aimed at identifying the effect of alternative assessment on academic achievement, from the viewpoint of teachers in elementary schools in Gaza. To achieve the study objectives, a questionnaire developed consisting of 21 items then reliability and validity were calculated, the study population consisted of 120 teachers. The study sample consisted of 92 teachers, selected in a stratified random method, where the total of 87 valid statistical analyzes retrieved by 94.56%. The results of the study showed: The perceptions of the members of the study sample to the alternative assessment came to a high degree, the academic achievement from teachers in the basic schools in the Gaza Strip came at the macro level at a high level, and there is a statistically significant effect at the level of significance (α<=0.05) of alternative assessment on academic achievement. In light of the results, a set of recommendations were proposed, including The Directorate of Education in the Gaza Strip should be concerned with the adoption of alternative assessment methods in its affiliated schools, because of the importance of alternative assessment in improving the level of academic achievement of students

Abstract Background: The protection, promotion and support of breastfeeding is the most effective intervention to prevent child morbidity and mortality in all contexts. During the Palestine-Israel conflict that started in the middle of the 20th century, healthcare services are understaffed and lack basic resources, with frequent power cuts and stock-outs of essential drugs and equipment. This case study seeks to answer the questions: (1) How does the protracted crisis in Gaza affect the breastfeeding practices of the most vulnerable population; and (2) What is the role that midwives can play in improving breastfeeding practices?A mixed method (qualitative and quantitative) study was used to collect data. A total of 1044 respondents had a child less than 24 months at the time of the study. A total of 62.75 percent practice early initiation of breastfeeding and 42 percent confirmed that their new-borns were given liquids other than breast milk during the first three days of life. Fifty percent of mothers addressed breast milk insufficiency by drinking additional fluids and 40 percent by using infant formula. Discussion:This study confirms the need to a) implement the IYCF-E operational guidance in the Gaza strip and b) review the pre-service and in-service training for midwives. For vulnerable populations in humanitarian contexts, the impact of this cannot be underestimated. Conducting research in humanitarian settings is particularly challenging. Our experience included integration and linkage with international organizations security officers on the ground, co-ordination of activities with authorities and communities, regular supportive supervision during data collection, allocation of buffer days and geographical areas and in-country and remote assistance to data collection teams Conclusions:This research focuses on a protracted emergency in insecure populated areas. The unpredictable security situation meant that the team adopted a flexible approach during data collection. Lessons learned throughout this process include the importance of a) allocating additional research time, to account for potential interruption b) daily coordination with security officers to ensure safe access to localities c) identification of extra sites, in case escalation of conflict d) training of additional enumerators in case conflict escalation e) negotiation with authorities to ensure compliance with requirements.

The study aimed to assess the performance of the Palestinian universities administrations in the Gaza Strip match with the principles of corporate governance and some standards of excellence from the viewpoint of the faculty members, the study used a descriptive and analytical approach, were applied a questionnaire consisting of (31) items on a sample consisting of the number of study (292) faculty member teaching, selected a stratified random manner relative of universities (Al-Azhar , Islamic, and maximum), and increased by 30.2%, in the second semester 2015/2016 m. The results revealed that the study sample approval on the reality of Excellence Palestinian universities education management in the light of the application of the principles of corporate governance at universities in Gaza as a whole amounted to (3.73), as a percentage of (74.72%) significantly, came the scope of participation the first prize with a mean (4.27), and the proportion of a percentage of (85.4%) very much, and in the second area of transparency was an arithmetic mean was (3.92), and the percentage of (78.4%) significantly, and in third place the field of effectiveness and efficiency came an arithmetic mean was (3.76), and the percentage of (75.2%) significantly, and in the fourth field Rashadh The decision-making with a mean was (3.41), and the percentage of (68.2%) significantly, and in last place the field of competitiveness came with a mean was (3.32), as a percentage of (66.4 %) moderately. The findings revealed that there were no statistically significant differences in the study sample estimates of the degree of evaluating the performance of the Palestinian universities administrations in the Gaza Strip match with the principles of corporate governance and some standards of excellence from the viewpoint of faculty members attributed to the sex variable and variable universities differences, while found statistically significant differences in the sample members study estimates due to the variable years of experience for the benefit of years of experience of 11 years and above. The study made a number of recommendations.


هدفت الدراسة التعرف إلى دور الذكاء الاستراتيجي في تطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة. وقد استخدم الباحثان المنهج الوصفي التحليلي، وتم اختيار مجتمع الدراسة من موظفي المنظمات الصحية غير الحكومية بقطاع غزة حيث بلغ عددها (52) منظمة بعدد موظفين (936) موظفًا، وتم اختيار عينة عشوائية طبقية، واستخدمت الاستبانة لجمع البيانات، وبلغ حجم عينة الدراسة (246) موظفًا، وتم توزيع استبانات على عدد المبحوثين وفقًا لعينة الدراسة، وتم استرداد (234) استبانة بنسبة استرداد (95.1%). وتوصلت الدراسة إلى مجموعة من النتائج أهمها: وجود علاقة ذات دلالة إحصائية بين عناصر الذكاء الاستراتيجي وتطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة، ووجود أثر ذو دلالة إحصائية بين عناصر الذكاء الاستراتيجي (تفكير النظم، الشراكة، الدافعية) وتطوير الأداء المؤسسي في المنظمات الصحية غير الحكومية بقطاع غزة، وتبين أن باقي المتغيرات تأثيرها ضعيف. وأوصت الدراسة بمجموعة من النقاط أهمها: ضرورة اهتمام الإدارة العليا في المنظمات الصحية غير الحكومية بجميع عناصر الذكاء الاستراتيجي، والعناصر التي تساهم في تطوير الأداء المؤسسي التي أظهرت النتائج أهميتها، وأثرها في تطوير الأداء المؤسسي. This study aimed to identify the role of strategic intelligence in developing institutional performance in health NGOs in the Gaza Strip. The researchers used the descriptive analytical method, and the study population was selected from the staff of the non-governmental health organizations in the Gaza Strip, where the number of (52) organizations with the number of employees (936) employees, and a stratified random sample was used, and the questionnaire was used to collect data, and the size of the study sample was (246) Employee, questionnaires were distributed to the number of respondents according to the study sample, and (234) questionnaires were retrieved with a percentage of recovery (95.1%). The study reached a set of results, the most important of which are: a statistically significant relationship between the elements of strategic intelligence and the development of institutional performance in non-governmental health organizations in the Gaza Strip, and a statistically significant effect between the elements of strategic intelligence (systems thinking, partnership, motivation) and the development of institutional performance in organizations Non-governmental health in the Gaza Strip, and it was found that the rest of the variables have a weak effect. The study reached a set of recommendations, the most important of which are: the need for senior management in non-governmental health organizations to pay attention to all elements of strategic intelligence, and the elements that contribute to the development of institutional performance whose results have shown importance, and their impact on developing institutional performance.


ملخص: هدفت الدراسة التعرف إلى مستوى الإخلال الوظيفي وأثره على الأداء الوظيفي في الجامعات الفلسطينية الخاصة بقطاع غزة، وذلك من وجهة نظر الإدارة العليا، وباستخدام المنهج الوصفي التحليلي، وبالرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (30) فقرة موزعة على (5) مجالات، وهي (الإخلالات التنظيمية، والإخلالات السلوكية، والإخلالات المالية، والإخلالات الجنائية، والأداء الوظيفي)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من (102) موظف وموظفة، وقد توصلت الدارسة إلى أن مستوى الإخلال الوظيفي كان منخفضاً، وأن مستوى الأداء الوظيفي كان مرتفعاً، كذلك وُجِد أثر ذو دلالة إحصائية للإخلال الوظيفي في الأداء الوظيفي، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات درجات تقدير أفراد العينة لمستوى الإخلال الوظيفي والأداء الوظيفي تُعزى إلى متغيرات (الجنس، والمؤهل العلمي، والمسمى الوظيفي)، ووجود فروق تعزى لمتغير سنوات الخدمة لصالح ذوي الخبرة الأكثر من 10 سنوات، وفي ضوء تلك النتائج أوصت الدراسة بضرورة تنظيم ندوات إرشادية للعاملين حول اللوائح والأنظمة والقوانين المالية والإدارية التي يجب على الموظفين الالتزام بها، ووضع مدونات أخلاقية لضبط سلوك الموظفين عبر توضيح الإخلال الوظيفي والجزاءات التأديبية المناسبة. الكلمات المفتاحية: الإخلال الوظيفي، الأداء الوظيفي، الجامعات الفلسطينية الخاصة، قطاع غزة. Abstract The study aimed to identify the level of career deviation and its impact on job performance in the Palestinian universities of the Gaza Strip, from the senior management’s point of view, using the descriptive and analytical approach. Concerning the previous literature, a questionnaire was built, which consisted of (30) items distributed into (5) areas, namely (organizational breaches, behavioral breaches, financial breaches, criminal breaches, and job performance), and after making sure of their validity and consistency, it was applied to a sample It consists of (102) male and female employees. The study found that the level of job replacement was low, the level of job performance was high, and there was also a statistically significant effect of career deviation on job performance, and the results showed that there were no statistically significant differences between the average scores of the sample members’ grade levels on the levels of career deviation and job performance to variables (gender, academic qualification, and job title), and the existence of differences attributable to the years of service variable in favor of those with more than ten years of experience. The study recommended the necessity of organizing guidance seminars for workers about the financial and administrative regulations, rules and laws that employees must abide by, and developing ethical codes to control employee behavior by clarifying breach of employment and appropriate disciplinary sanctions. ملخص: هدفت الدراسة إلى معرفة دور أخلاقيات التسويق بأبعادها (الصدق والأمانة، المسؤولية، العدالة، المواطنة) في تعزيز الصورة الذهنية لمستخدمي شركة جوال بقطاع غزة، وقد استخدم الباحثان المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع مستخدمي شركة جوال، وكانت الاستبانة أداة جمع البيانات، وتم تطبيق أسلوب العينة العشوائية الطبقية، وبلغت عينة الدراسة 384 مبحوثاً وكانت نسبة الاسترداد 66.4% وحللت البيانات باستخدام برنامج SPSS الاحصائي، وكان من أهم النتائج أنه توجد علاقة ارتباطية قوية إيجابية بين أخلاقيات التسويق (الصدق والأمانة، المسؤولية، العدالة، المواطنة) وتعزيز الصورة الذهنية لمستخدمي شركة جوال، واتضح أن هناك درجة موافقة متوسطة بنسبة 59.90%، على أخلاقيات التسويق لدى شركة جوال، وأيضاً درجة موافقة متوسطة للصورة الذهنية لدى مستخدمي شركة جوال بنسبة 61.30%. الكلمات المفتاحية: أخلاقيات التسويق، الصورة الذهنية. Abstract The study aimed to know the role of marketing ethics with its dimensions (verity, honesty, responsibility, justice, citizenship), In enhancing the mental image of Jawwal users in the Gaza Strip, The researchers used the descriptive analytical method, The study population consists of all Jawwal users, questionnaire was the main tool for data collection, Stratified random sample method was applied , and the study sample was 384 ‎ respondents, The recovery rate was 66.4%, the data was analyzed using SPSS statistical program, one of the most important results was that there is a strong positive correlation between marketing ethics, (verity, honesty, responsibility, justice, citizenship), and enhance the mental image of Jawwal users, and an average approval level of 59.90% was found on Jawwal’s marketing ethics. Also, the average approval of the mental image of Jawwal users by 61.30%. Keywords: marketing ethics, mental image.
