The purpose of the work is to gain an understanding of the social function of the state, to understand the relationship between the social and other functions of the state, to improve the social function of the state. The article uses comparative-legal, systematic, analytical, synthesis methods. The article offers suggestions for creating a legal framework for the social function of the state.

This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. The article investigates the risks of transforming labour relations in Ukraine under the influence of digitalization processes. The relationship of the digital economy with the processes taking place in the social and labour sphere is substantiated, its impact on the state of the labor market is assessed. Positive effects of automation application are affected, and the negative consequences of digitalization in the HR sphere. The risks of rotors and employees are addressed by the issues of the impact of digital technologies and automation on social and labour relations. It is argued that in the context of increasing remote, remote work, the work rings to comply with the principle of permanence. Works become inherent in the principles of episodicity, individualism. It is determined that the result of episodic labour relations may be the risk of non-payment of taxes on the income of workers, non-receipt of funds to the budget, loss of a significant part of taxes received from the incomes of the population, and therefore - a decrease in the base of financing social functions of the state.

The study is aimed at identifying the range of problems caused by the implementation of the state social function, as well as detecting ways to solve them. In modern society, the state's implementation of a social function is gaining importance in connection with increasing social tension and the strengthening of the role of the state in solving social problems against this background. Most of them are caused by economic difficulties, since the state can realize social rights and guarantees mainly due to material support, and, for the most part, the society is not ready for the functions that are assigned to it by the modern social state: active position, participation in charity, assistance in the implementation of social functions by authorities. In this regard, it is necessary to determine the priority of the interests of society and the state, identify the main problems that arise in the implementation of the idea of a social state and determine ways to solve them. In this article, the authors consider forms of implementing the social function of the state at the state and non-state levels. Particular attention is paid to the municipal level of organization of the social function as the closest to the population, as well as the activities of trade union organizations. A significant contribution to the formation and development of the idea of the state's implementation of a social function, in particular, was made by the scientist G. Becker. Other authors mentioned in the article also point to the most common problems in the process of implementing the social function of the state at all levels.

The article deals with the social function in the system of functions of the state, namely the definition of this concept. In state functioning there is purposeful influence on various spheres of life, social processes and connections. In performing certain functions, the state affects social processes, their dynamics and directions through reforms, transformations, legal regulation of social relations. The implementation of social functions stabilizes the development of the society. The article provides an in-depth analysis of the definitions of the state social functions and provides its relevant concept. It can be argued that the definition of social functions of the state depends on a number of factors, namely legal, political, ideological, informational, etc. It is established that in the theory of the state and law much attention is paid to the study of the social functions of the state. It is determined that the social function of the state, as a dynamic one and inherent in a particular stage of development of the state determines the main activities of the state, expressing its essence and social purpose, aimed at implementing the goals and objectives. The Constitution of Ukraine, along with other tasks, sets the goal of forming a welfare state. The changes that have taken place as a result of the implementation of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, have radically changed the socio-political and socio-economic situation in the society, as well as the ideas on the purpose, priorities and methods of realization of the social function of the state. The social function of the state is one of the main activities carried out in the social sphere of public relations to provide citizens with a decent standard of living, resolve social contradictions and realize the agreed interests of citizens, based on socially recognized and legally established social standards. The purpose of this article is to study the social function of the state. Despite the significant number of scientific papers devoted to the study of issues, the harmonisation of national legislation to the requirements of the European Union initiates research on the social function of the state in the context of dynamic socio-economic changes. The article poses the problem of harmonization of freedom and justice in modern socially-oriented states. The author carries out a theoretical analysis of the relationship between freedom and justice and concludes that, despite the difference between the two concepts, they are interconnected and interdependent and, therefore, compatible. Justice is present at the level of economic freedom and is manifested in the equal labor market and in the fair distribution of state property. In politics, freedom and justice can coexist harmoniously in a narrower space at the level of general democratic demands. The author notes that this process is complicated by globalization. The countries-subjects of globalization pursue a policy of unhindered movement of capital around the world and a decrease in the social functions of the state. In these conditions, the states-objects of globalization must resist such a policy and maintain and increase their social functions. For example, the President of Kazakhstan, Kassym-Zhomart Tokayev, has proclaimed the policy of a “hearing” state ”and the economy of“ simple things ”that allow avoiding globalization risks. The author concludes that all countries of the post-Soviet space should resist globalization by all-round development, improvement of social functions of the state, achieving social justice. It is the implementation of the concept of the President of Kazakhstan “Hearing State” that will harmonize freedom and justice. If capitalism gives freedom, and socialism gives justice, then modern states have a historical chance to find harmony of freedom and justice.

Russian and foreign scientists are increasingly turning to the concept of the social state, its problems and prospects of existence. There are grounds for believing that in addressing issues related to the future of the welfare state and problems of its development, philosophical thought should contribute among others. Scientists set the task of describing and explaining significant changes in the role of the modern state in the management of public affairs (especially in the social sphere). This problem is solved by researchers from different, sometimes opposite, theoretical and methodological positions. Based on the modern scientific theory of the historical process, the paper studies the problem of the implementation of social functions by modern states. It attempts to identify the anthropological foundations of the state and its social function in terms of the philosophical concept of human nature. The author gives his own definition of the social function of the state, which is presented in a wide and narrow sense. The paper proves the idea that the problem of social functions of modern states is a consequence of the crisis of the anthropological foundations of the modern human civilization. The crisis of the homo economicus determines the revision and subsequent optimization of the social obligations of the modern state, the reduction of its social functions. The poverty of the working population, its aging and debt load, job cuts due to the introduction of automated production, deep class differentiation, and other manifestations of this crisis require new approaches to managing the affairs of society. «Departure» of the state from the social sphere inevitably leads to the increased religiosity in society, enhanced role of major international corporations that have a significant potential for the replacement of the state’s social functions. The paper provides basic recommendations and suggests the main ways to overcome the anthropological crisis in modern Russia.

Tax sovereignty is now an expression of the phenomenon of state power. In general, there is a widespread but also accepted view that a citizen is dependent on the state and the state is dependent on tax resources. The social status of a citizen in the state is of great importance; it affects the development of personality and, last but not least, reflects the degree of democracy acquired in a particular state. Various tax law measures for the benefit of the citizen are important for the identification of social behavior and are an attempt to improve certain ways of life. The aim and ambition of this article is to emphasize the tools of social policy (e.g., minimum wage, subsistence minimum, social right to work) that are related to the social function of taxing income. In this context, the authors deal with a social function of tax collection and imposing of taxes, justice in taxation, and point out social aspects of the system of taxes in the Slovak Republic. In this article, the authors present the attitudes of both critics and proponents. It also deals with tax justice, which is often a category subjective to the evaluator. The benchmarking attribute of tax collection should be that citizens will have the certainty of social justice in the state and will therefore pay attention to the minimum wage and subsistence minimum as an integral part of tax policy under the legal conditions of the Slovak Republic. All tax legislation, especially tax reform, is perceived with a certain sensitivity regarding tax subjects.

This research is aimed to describe: (1) the structure of folklore legends Inyiak Susu Sabalah in Koto Gadang Village, West Tanjung Raya, District Agam; and (2) the social function of folklore legends Inyiak Susu Sabalah in Koto Gadang Village, West Tanjung Raya, District Agam. This sort of research is a qualitative study using descriptive methods. This research data is structure and social function of folklore legends Inyiak Susu Sabalah in Koto Gadang Village, West Tanjung Raya, District Agam. Data is collected from informants through two stages, that is (1) recording folklore legends Inyiak Susu Sabalah, and (2) data collection about storytelling environment. The data were analyzed by the steps of: (1) a data inventory phase; (2) classification of data; (3) the stage of discussion or conclusion from data classification results; and (4) the stage of reporting. Based on the research, was found the following statements. (1) The structure of folklore legends Inyiak Susu Sabalah in Koto Gadang Village, West Tanjung Raya, District Agam including: (a) language style; (b) characterization; (c) background; (d) storyline; (e) theme; and (f) mandate. (2) Social functions contained in folklore is inheritance of oral traditions, owner’s society identity, and social control.Keywords: legends, Inyiak Susu Sabalah, Minangkabau
