Development of the agro-industrial complex in Kazakhstan

The article is devoted to the analysis of foreign trade in agricultural products of the Republic of Kazakhstan. The analysis of indicators of export of agricultural products of the country. In the process of studying the foreign trade turnover of agricultural products of Kazakhstan, identified the main trading partners or importers of agricultural products of the Republic. The analysis of changes in the structure of exports of agricultural products of the Republic to the countries of the Commonwealth of Independent States and the rest of the world. The main agricultural products occupying significant shares in the structure of export of the Republic are determined. For the analysis, a statistical review of the dynamics of foreign trade in agricultural products over the last five years is presented. The analysis of indicators of production of agricultural products, as well as the share of manufactured products for export (Simić, Stankov, 2020).   The study confirmed that the share of agricultural exports in the overall structure of the country's exports is insignificant. A significant part of the exported agricultural products are directed to the CIS countries and neighboring countries. A significant part of the export of agricultural products falls on cereals. The share of this category of goods in the total income from exports of food and agricultural raw materials is 90 percent. Thus, exports and foreign trade in agricultural products in General are a source of growth of the agricultural economy for the country, the external factor is important to take into account when building forecasts of economic growth and modeling the economic policy of the country in the field of agriculture.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

The development of Russia's foreign trade is facing a number of difficulties caused primarily by the instability of the external environment of the world market and its politicization, which negatively affects all participants in relations. Political tensions in 2014 and subsequent counter-restrictive measures had a negative impact on the development of export-import relations in the regions of the country, the Kursk region was no exception. The region has a significant foreign trade potential in accordance with its industrial and agricultural specialization, in connection with which the study of the features of the current development of foreign trade activity is an urgent area of analysis. In the course of the study, the features of the development of foreign trade activities of the Kursk region in 2014-2019 are considered, the prevailing trends and their causes are identified. It has been established that over the past 6 years, the foreign trade turnover of the Kursk region has varied in waves: the period of decline is due to a change in the political situation in 2014, which led to a significant decline in foreign trade activity in the period 2015-2016. However, by 2017, the pace began to recover, and in 2019 it exceeded the pre-crisis level. Since 2016, the region has a stable positive trade balance, which indicates a more active development of exports than imports and emphasizes the export orientation, as well as the implementation of the import substitution strategy. An assessment in the context of the main foreign trade directions showed that over the past 6 years there has been a structural shift: if earlier the main importing countries were the CIS countries, and the exporters were non-CIS countries, today the overwhelming share of foreign trade operations falls on the far abroad.

In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. Given the turbulence of the external and internal environment caused by the coronavirus pandemic, the agro-industrial complex is one of the few sectors that continued to show growth during the crisis of the global and Russian economies. Factors of the stability of the agro-indus-trial complex development were not only active state support, introduction of innovations, use of import substitution programs, but the fact that the sector did not stop working during the Covid19 pandemic. This has had an impact on the change in the Russian foreign trade system in terms of the geography of supplies, their volumes, and the commodity structure. The agricultural sector has become export-oriented and, in the sales structure, the traditional group of leaders, which include various types of raw materials for energetics, has given way to the sale of agricultural products. The article analyzes statistical information on foreign trade in agricultural products, concludes about the impact on the agricultural trade balance of the corona-virus pandemic, the ruble devaluation, changes in consumer demand and gap in international supply logistics due to restrictions on movement be-tween countries.

Now in the Republic of Belarus the task of diversification of commercial and geographical structure of export of production of machinery-building branch is especially actual. Directive of the President of the Republic of Belarus No. 3 “About priority directions of strengthening the economic security of the state”, approved by decree No. 26 of January 26, 2016, requires the need to ensure systematic diversification of exports to achieve equal distribution of exports between the three markets: the EAEU, the EU and other countries. The ratio between these markets by 2020 shall be a third – third – third, which will help balance foreign trade of the Republic of Belarus to develop new markets and consolidate our position, reduce the risk of dependence of economic growth from growth in individual countries and trading partners. The largest consumer of Belarusian tractors and other agricultural machinery for many years remains invariably agro-industrial complex of Russia. With Russia’s accession to the WTO and the active rise of its own mechanical engineering, Belarusian industrial enterprises are experiencing some difficulties with the sale of agricultural machinery products and first of all due to a reduction in demand for it in the Russian Federation, which is the main Belarusian foreign economic partner as well as in other CIS countries. In this regard, the leading domestic producers of agricultural machinery are forced to focus on more distant foreign markets.

For past decades the two major consumers of Ukrainian products have been the CIS countries and the EU, both making up to 55% of the foreign trade turnover. An enactment of the Deep and Comprehensive Free Trade Area in 2016 has significantly boosted the trade between Ukraine and the EU Member States and, from other hand, has indirectly contributed to the reduction of trade with key CIS partners. In result, basically, has occurred a reorientation of Ukrainian trade from Eastern partners to Western. The analysis of the foreign trade of Ukraine for the period 2010–2019 has proved the thesis that Ukraine has gained first of all quantitatively in trade integration with the EU and lost first of all qualitatively in diminished trade with the CIS.

The system of measures of public support for production of export-oriented agricultural products in Kazakhstan and the EAEU member States is considered, directions for its improvement are determined. Indicators of production of gross domestic product, gross agricultural output, the share of crop production industry in it on average for 2015-2019 are presented. The prospects for export of domestic food have been studied; for this purpose, it is necessary to strengthen agricultural specialization of each industry. The authors note that phytosanitary measures are currently not regulated, there is no unified method for calculating the level of support, unified requirements for obtaining breeding products, a unified procedure for animal identification, unified rules for laboratory research and veterinary control. It is required to systematize and harmonize the existing tools and mechanisms for the development of the branches of agroindustrial complex of the republic in order to form a single market for the States of the Eurasian Economic Union, as well as develop sectoral programs. The article substantiates the need for systematic public support for the development of agro-industrial complex, aimed at meeting the needs of the domestic market and the implementation of centralized policy to promote exports. It is shown that environmental friendliness is one of the main competitive advantages of food products in the republic, contributing to the strengthening of Kazakhstan's positions on external sales market. The structure of exports of Kazakhstani agricultural products should be focused on reducing the share of raw materials in favor of agricultural products with high added value. In industries with high export potential, large specialized commodity zones and optimal flows of goods will be formed in order to ensure the country's food security..

The development of trade, economic and investment ties with the APR countries is one of the priorities of the foreign policy of the Russian Federation. China has traditionally been Russia’s leading foreign trade partner, and Russian-Chinese foreign trade cooperation has a positive dynamic of development. At the same time, despite the growth of foreign trade turnover between countries, export supplies of raw materials from Russia, as well as import of finished industrial products from China, prevail in the commodity structure of foreign trade turnover between countries, which makes it very vulnerable to external factors. The paper examines the main trends in Russia’s foreign trade with China in 2015-2019. Conclusions are made about the most promising areas of bilateral cooperation.

The development of Russia’s foreign economic potential in the current conditions of globalization is inextricably linked with the assessment of the prospects for implementing the country’s transport and infrastructure potential. The importance of transport in the conditions of increasing instability of the world economy is a factor in the sustainability of the national economy. Implementing a cluster approach to the development of an efficient and modern transport and logistics infrastructure will help to accelerate the movement of goods and reduce costs in international trade, as well as the consistent integration of the country’s transport system into the global network of international transport corridors. Hence, the Trans-Siberian Railway occupies a leading place in the Russian state policy on the formation of international transport corridors of latitudinal striking. The Trans-Siberian Railway’s ability to provide international transit container transportation as an alternative to the traditional sea route is being considered. In this regard, consideration of the prospects for integrating the projects of international transport corridors with the participation of the Trans-Siberian Railway is most relevant. This article discusses both economic, technological and political factors that influence the potential effectiveness of this project. The prospect for the development and integration of the Trans-Siberian Railway with the Trans-Korean Railway leads to the creation of an effective transport corridor for the foreign trade of the countries of Southeast Asia and Europe, primarily the Republic of Korea with the EU countries, as well as with Russia. Analysis of the foreign trade turnover of these participants of economic cooperation shows the perspective of dynamics and the huge potential of foreign trade. Attention is focused, on the one hand, on the competitive advantages of the Trans-Siberian Railway, including an increase in throughput capacity, which is largely due to the use of the polygon management model.

Nowadays, Russian-Chinese trade and economic cooperation has positive dynamics of development. In 2018, the foreign trade turnover between Russia and China accounted for $ 108,2 bln. However, notwithstanding the achieved results, there is still a number of serious problems. The main ones are an insignificant share of Russia in the foreign trade turnover of China (approximately 2 %) and raw-material orientation of Russian export to China (the share of mineral products in the export accounts for 76 %). The basis of the export and import pattern of Russian-Chinese trade is formed at the regional level. Nowadays, China is the main foreign trade partner of the Baikal Region, the share of which in the overall volume of Russian-Chinese foreign trade accounts for 5,5 % (8,9 % in the export, and 1,9 % in the import). The Baikal Region is export-oriented. Raw materials prevail in the trade pattern of the export to China, the share of which accounts for more than 90 % of the overall export. Search for directions and modernization instruments for economy and a switch over to the innovative development have become especially significant for the regions of Siberia and the Far East under the current conditions, taking into account the predictions for the global economy. The further development of the bilateral cooperation should be based on serving the interests and economic security of Russia. Thus, an advantageous direction for expansion of the trade and economic cooperation of the Baikal Region and China is an increase of the raw materials processing depth and of the export volume of the manufactured goods.
