In public administration services almost every day requests for incoming letters, both requests for business place permits, SK Domicile and other documents. The data collection of letters requested by residents of Payaraman District will be handled directly through the admin where the data will be entered into the request list using a computer, then the letter will be printed for signature, residents have to wait for the letter with uncertain terms. This problem was raised due to the large number of public complaints in issuing a decree that had been signed by the sub-district head. This research uses extreme programming method in development by using CI framework for admin and flutter framework for users. The results of the study are that residents of Payaraman District can access the application to request a letter request which will contain identities such as ID cards and permits or decrees that will be sent back via the web admin to the application according to the request of residents who access/request a letter.

BTN Griya Amban Pantai consists of 54 families who are in the Amban district, Manokwari Regency. In carrying out data collection and recording of residents 'data, the household administrators are still doing it manually, where the household administrators carry out data collection by recording resident data using a form filled out by residents by visiting residents' homes. After the form is filled in, data recording is carried out using a notebook. The problem in carrying out the manual process of data collection and data recording of residents is that when officers come to the residents' houses, often the head of the family or family members is not at home so that the the householdmanagement cannot carry out data collection and data recording. To solve this problem, an Android-based data collection and data recording application is needed using the App Inventor application. The method used in making community data collection and data recording applications uses the extreme programming method where this method can develop applications that are more efficient, flexible, low risk and quick to solve. With this android application, it can simplify the performance of the management of the BTN Griya Amban the household in carrying out data collection and data recording without the need to visit residents' homes to collect and record data. The method used in testing this application is to use the blackbox method where testing is carried out focusing on the functional specifications of the software that has been made.

Summary The aim of WEQUAL project (WEb service centre for QUALity multidimensional design and tele-operated monitoring of Green Infrastructures) is the development of a system that is able to support a quick environmental monitoring of riparian areas subjected to the realization of new green infrastructures (GI). The Wequal’s idea is to organize a service center able to manage both the Web Platform and the whole data collection and analysis processes. Through a personal account, the final user (designer, technician, researcher) can get access to the service and requires the evaluation of alternatives GI projects. On the Web Platform, a set of algorithms runs in order to calculate, through automatic procedures, all the ecological criteria required to evaluate a quality environmental index that describes the eco-morphological value of the monitored riparian areas. For this aim, the WEQUI index was developed, which uses 15 indicators that are easy to monitor. In this paper, the approach for environmental data collection and the procedures to perform the automatic assessment of two of the ecological criteria are described. For the computation, the implemented algorithms use data including the vegetation indexes, Digital Terrain Model (DTM), Digital Surface Model (DSM) and a 3D point cloud classification. All the raw data are collected by UAVs (Unmanned Aircraft Vehicle) equipped with a 3D Lidar, multispectral camera and RGB camera. Interpreting all the raw data collected by these sensors, using a multi-attribute approach, the WEQUI index is assessed. The computed ecological index is then used to assess the riparian environmental quality at ex-ante and ex-post river stabilization works. This index, integrated with additional not-technical or not-ecological indicators such as investment required, maintenance costs or social acceptance, can be used in multicriteria analyses in order to evaluate the intervention from a wider point of view. The platform is expected to be attractive for GI designers and policy makers by providing a shared environment, which is able to integrate the method of detection and evaluation of complex indexes and a multidimensional evaluation supported by an expert guide.

This information system is used as a solution that can help to meet the requirements of the couples. The research methods are data collection, analysis and design. Data collection method implemented by surveys including interviews with 58 clients, 15 vendors, and 12 WO (Wedding Organizer) and by literature study that includes books and journal related. Object oriented is used as the method for system analysis and design. The result is a web based information system that connects vendors and clients in one online place. The web based application can be used to book the reception hall, catering food for guests, entertainments, bridal, car loan, prewed and receptions photos. The benefits of the web based applications are user can costumize or choose the packages, check the price information and get reports related to Wedding Organizer Order Management business process. The results of the qualitative interviews to 58 clients who already used the applications is the client get shorter time compare to clients who manage their own wedding reception.

Despite the policy of developing localities initiated by the Ivorian state, disparities between rural and urban populations are still obvious. The lack of interest in this process of development from localities’ native executives is highlighted. The present survey tempts to examine this lack of personal commitment from executives in relation with intersubjective factors such as sympathy, autonomy, mystical practices and communication. In so doing, a sample of 121 executives from the Ivorian public administration are selected rationally in the purpose of data collection through a questionnaire. Statistical analysis indicate that, except the autonomy to bring innovations in rural areas, the targeted intersubjective factors have a significant impact on the executives' level of commitment in their locality’s development. As regards to practical repercussions, these results underline the necessity to develop the local populations’ mind of sympathy and communication towards their executives. Local populations have also to put an end to any mystical practice able to frighten their native executives if they want them to fully take part in the development of their different localities.

Opinion mining, also known as sentimental analysis, is the analysis of sentiment (emotion, affection, experience) towards the target object. In the present era, everyone is interested to know the opinions of others before making a decision or performing a task. Hence, it is necessary to collect the information (features) from relatives, friends, or web. These opinions or feedbacks help them to decide their action. With the advent of social media and use of digital technologies, web is a huge resource for data. However, it is time-consuming to read the data collected from the web and analyze it to arrive at informed decisions. This chapter provides complete overview of tools to simplify the operations of opinion mining like data collection, data cleaning, and visualization of predicted sentiment.

This chapter discusses the potentials and constraints of using a volunteer Web survey as a worldwide data collection tool for wages. It provides a detailed description of the bias related to individual-level wages and core socio-demographic and employment-related variables across selected developed and developing countries and evaluates the efficiency of post-stratification weights in adjusting these biases. The results confirm that Web samples are particularly attractive to younger persons, part-timers, and persons working in non-manual occupations. This can be observed across countries, although the strength of the bias differs between them. With respect to the efficiency of post-stratification weights, the results are inconclusive. Whereas it is advisable to implement weights for descriptive purposes of socio-demographic variables, the contrary holds in case of wages. Additionally, weights can have the opposite effect by (moderately) increasing the difference in the estimated parameters between the reference and the Web sample.

The insertion of an e-government in the public administration infrastructure of Singapore has spawned a bureaucratic renaissance with wide-ranging ramifications in various facets of society. A single entry portal on the Web links citizens to all the government agencies as well as opens a gateway to a plethora of services needed by citizens and businesses. The process of democratic governance has been significantly strengthened with the entrenching of the e-government. This chapter elaborates on some of the important implementation policies and best practices of the Singapore experience with e-government.

In the research on interdisciplinarity (RID), measures for evaluating the interdisciplinarity of scientific entities (e.g., papers, authors, journals or research areas) have been proposed for a long time. The author interdisciplinarity is very different from the other types of interdisciplinarity because of the complex interpersonal relationships between the connected authors. However, previous work has failed to uncover the distinctiveness of author interdisciplinarity and has regarded it as equivalent to other types of interdisciplinarity. In this work, an extended Rao–Stirling diversity measure is proposed, which incorporates the co-author network and a network similarity measure to specifically evaluate the author interdisciplinarity. Moreover, betweenness centrality is used for improving network similarity measure, because of its intrinsic advantage of expressing how an entity loads on different factors in a network, which is highly in line with the characteristic of interdisciplinarity. An experiment on the papers about Public Administration in the Web of Science is conducted; based on the final results, a deeper investigation is performed into by typical authors. The work proposes a novel idea for measuring author interdisciplinarity, which can promote the study of interdisicplinarity measuring in RID.
