This study examines the understanding of the concept of diversity (pluralism and multiculturalism) in the city of Banda Aceh; the capital city of Aceh Province which is now more than 800 years old. Can the city be classified as a diversity-friendly city as it is embedded for Pematang Siantar, Manado, Kupang, or Bali, which are among the most diversity friendly regions and are tolerant to other religions and beliefs? This study adopts socio-qualitative with an ethnographic approach to present arguments about the diversity in the city of Banda Aceh. The analytical instrument seeks to empathize with Banda Aceh's value of inductivity, as well as its "particularistic" dimension so that it can be understood emphatically. This article seeks to test the hypothesis of whether or not Banda Aceh City government has sufficiently promoted the culture of minority groups, not only protecting them from violence and granting the right to live and do business. By using observation and in-depth interview techniques, this paper also shows the enigmatic side of minority groups, including the exclusion of “subaltern” groups: the weakest minority and can be called the minority of the minorities. The most apparant of this minority group is the Chinese gets a wider portion of the discussion, compared to other minorities. This is because of the complexity that this community enjoys which shapes their lives with other minority groups and builds the concept of encounters with local communities in Banda Aceh. The diversity values of this city experienced a dynamic change. In the last fifteen years, the diversity was best promoted in the city of Banda Aceh during the governance period of Mawardy Nurdin who served as mayor of Banda Aceh from 2007-2014.

Abstrak. Provinsi Aceh sebagai daerah dengan kewenangan khusus pelaksanaan syariat Islam, memberika kewenangan pendistribusi zakat melalui lembaga non struktural Baitul Mal Berdasarkan Qanun Nomor 10 Tahun 2007. Distribusi zakat produktif yang tepat sasaran menjadi salah satu target pencapaian dalam mereduksi kemiskinan diwilayah perkotaan. Untuk itu, distribusi zakat produktif perlu ditelaah dalam suatu penelitian yang spesifik dalam upaya mereduksi kemiskinan di Kota Banda Aceh. Penelitian ini menggunakan metodologi muliple regression dengan menempatkan kinerja amil zakat produktif sebagai moderating variabel. yang mereduksi tingkat kemiskinan. Pengambilan sampel dilakukan sebanyak 100 orang mustahik zakat produktif pada kelompok usaha mikro pada tahun 2017. Berdasarkan hasil penelitian ditemukan bahwa jumlah zakat produktif, pendapatan, dan kinerja amil berpengaruh secara signifikan terhadap penurunan tingkat kemiskinan mustahik zakat di Kota Banda Aceh. Penurunan kemiskinan yang diindikatorkan dengan income gap ratio, mampu turun dengan Kisaran persentase penurunan sebar 0,19% - 0,25%. Maka dapat disimpulkan penyaluran zakat produktif dapat mengurangi tingkat kesenjangan pendapatan mustahik zakat produktif.Kata kunci: Zakat, Kemiskinan, Kesenjangan Abstract. Aceh Province as an area with special authority for the implementation of Islamic law, gives the authority to distribute zakat through non-structural institutions Baitul Mal Based on Qanun Number 10 of 2007. The right distribution of productive zakat is one of the targets of achievement in reducing poverty in urban areas. For this reason, the distribution of productive zakat needs to be examined in a specific study in an effort to reduce poverty in the city of Banda Aceh. This study uses multiple regression methodology by placing productive amil zakat performance as a moderating variable. which reduces poverty. Sampling was carried out as many as 100 people mustahik productive zakat in the micro business group in 2017. Based on the results of the study found that the amount of productive zakat, income, and performance of amil significantly influence the decrease of the poverty level of mustahik zakat in the city of Banda Aceh. The decline in poverty which is indicated by the income gap ratio, is able to decrease with the range of the percentage spread of 0.19% - 0.25%. So it can be concluded that the distribution of productive zakat can reduce the level of inequality in productive zakat income. Keywords: Zakat, Poverty, Gap

During the COVID-19 pandemic and the implementation of online learning system, the pressure faced by students is far greater than before. The existence of the problems certainly requires students to be able to survive and find the right way out. Problem-solving is an indication that shows how strong a person is in facing a difficulty. Students with high self-efficacy believe that they are able to do something to change the problems around them. Therefore, this study aimed to measure the association between self-efficacy and problem-solving among college students during COVID-19 pandemic. The number of participant recruited through accidental random technique was 150 college students in the city of Banda Aceh. General Self-Efficacy Scale was employed in order to obtain the data on self-efficacy, whereas problem-solving ability was calculated through Solving Problem Survey. Pearson Correlation was used to analyze the data and it showed a positive relationship between those two variables. Besides, the analysis also displayed a significance value of 0.000 (p<0.05). This indicated that the hypothesis was accepted –there was a very significant relationship between self-efficacy and problem-solving among college students during COVID-19 pandemic.

Power Rangers is a 2017 superhero movie that was previously known in Power Rangers film series. Power Rangers attracts consumers of all ages and backgrounds, and it quickly becomes the box office in the world. This movie gets some critics and controversial responds. The urgency of this study is to respond the controversial issues toward the movie considered harmful for children. My aim to have this study is to expose some important issues which relate to minority groups. The study ascertains minority voices perceived as right equality issue despite many negative issues lingering this movie. This issue links to liberties which include freedom of life stated in US Bill of Human Right. This study applies popular literature approach and Hall representation theory. Research result shows the minority voice that reveals the positive image of minority group such as the powerful and independent individual. It also portrays, courage, confidence, humanities, cares and love, friendship and team working, trust and support, justice and anti-bullying. Those issues are gathered in the scenes from the image: the acceptance of color people and the right of LGBT represented by some characters.

This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

Penelitian ini dilaksanakan di Kota Banda Aceh, provinsi Aceh dengan mengambil sampel pada sejumlah restoran dan rumah makan berizin di Kota Banda Aceh. Tujuan utama dari penelitian ini adalah untuk mendapatkan data potensi limbah minyak jelantah yang dihasilkan dari restoran dan rumah makan di Kota Banda Aceh yang nantinya akan dipakai sebagai data awal dalam penentuan kebijakan pengelolaan limbah minyak jelantah sebagai sumber energi alternatif yaitu biodiesel. Metode yang digunakan dalam penelitian ini adalah metode deskriptif analitis dengan pendekatan kuantitatif dimana untuk mendapatkan jumlah potensi limbah minyak jelantah dilakukan dengan menggunakan metode statistik dengan pengambilan sampel populasi secara acak. Hasil dari penelitian ini adalah didapatkannya besaran jumlah potensi limbah minyak jelantah yang dihasilkan oleh sebanyak 52 restoran dan rumah makan berizin yang ada di kota Banda Aceh yaitu sebesar 184,956 liter per harinya.This research was conducted in the city of Banda Aceh, Aceh province by sampling a number of licensed restaurants in the city of Banda Aceh. The main objective of this study was to obtain data on the potential waste of used cooking oil from restaurants in the city of Banda Aceh which would later be used as preliminary data in determining the management policy of waste cooking oil as an alternative energy source, namely biodiesel. The method used in this study was a descriptive analytical method with a quantitative approach where to obtain the potential amount of waste used cooking oil is done using statistical methods with randomly population sampling technique. The results of this study are obtaining the potential amount of waste cooking oil produced by as many as 52 licensed restaurants and food court/shop in the city of Banda Aceh, amount to 184,956 liters per day.

Due to structural damage, decimation of skilled laboratory staff, and loss of critical supplies, laboratory capabilities after 26 December were essentially nil in Banda Aceh, the city centre of Aceh Province. On 15 January 2005, staff from NIHRD and NAMRU-2 were jointly given the task of establishing a reference laboratory on the grounds of the Aceh provincial health laboratory unit (Labkesda Aceh) in response to the direct need for laboratory resources. This reference laboratory, known as L3, was funded by USAID.

Multicultural societies face the challenge of advancing intergroup relations. The group status in the society determines the presence of attitudes as well as mutual intergroup relations. The outgroup contact is one of the opportunities that assists the advancement of relations in the society.The goal of this study is to examine the differences of attitudes toward multiculturalism and assimilation in the majority and minority groups, and to which level we can predict the attitudes toward multiculturalism and assimilation based on the ethnic identity and contact with outgroup members. In this esearch, 361 youngsters are included. They are eighth and ninth grade students from five elementary schools in the city of Tetova, R. Macedonia. Of them, 166 study in Macedonian language, 195 in Albanian. To see the difference between the majority and minority group regarding the multicultural and assimilation attitude, t-test was used; for the prediction of intergroup attitudes, we used regressive analysis. The findings show that the minority group favors more multiculturalism while the majority group favors assimilation. As strong predictors of intergroup attitude, except ethnic identity, ethnic identification and outgroup contact appear as well. In order to advance the intergroup attitudes and relations as well as develop a multicultural society, the presence of outgroup members contact is important.

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract The background context for this study is the relationship between the right to bear arms and the role of policing in the United States. The fact that the second amendment guarantees the right to bear arms and the correlative right to form “a well-regulated militia” have long been central to the scholarly understanding of the role of guns in American society. Yet few social scientific studies have taken the friction between militias and the burgeoning police departments of the 1800s as a point of departure for present-day debates about the police’s use of force. For the early part of US history, many citizens feared that the police would attempt to supplant militias. In some southern cities, like New Orleans, residents argued that if the city government was going to let the police patrol the city, they should do so without guns. It was the threat of slave uprisings that ended the conflict between militias and the police. A major implication of this study is that rooting the contemporary understanding of police violence in early debates about the police’s use of force can help social scientists better understand how policing is understood and experienced today. Indeed, the African Americans interviewed for this study view the gun in the hands of a police officer as a technology that is rooted in the slave patrol. This is because it is the descendants of enslaved people who are disproportionately subject to police shootings. The article demonstrates this point by exploring a 2014 police shooting. The shooting of Laquan McDonald garnered national attention when, on October 20, 2014, Chicago police Officer, Jason Van Dyke, shot the 17-year-old Black teenager 16 times. The methods employed in this study include: archival data on the early use of force debate, discourse analysis of court testimony from Van Dyke’s 2018 first degree murder trial, and semi-structured interviews with Chicago residents who discuss this case. Ultimately, this study finds that in the McDonald shooting, the gun helps to reproduce the fantasy of Black predatory violence that is rooted in slavery.

This study aims to analyze the strategy of the Department of Population and Civil Registration in the ownership of birth certificate services for orphanage children in the city of Makassar. This study uses a qualitative method through a descriptive approach in researching and analyzing the data under study. The author uses data triangulation techniques in conducting research, data acquisition using observations or observations, interviews, and documentation, and using SWOT analysis to find the right strategy in the birth certificate services for orphanage children. The results showed that the application of birth certificate ownership in orphanage children was still low so that the Makassar City government through the Department of Population and Civil Registration needs to develop a variety of service innovations to facilitate the community in taking care of birth certificate ownership. Another strategy is to increase human resource capacity and socialization activities.
