This study aims to analyze the strategy of the Department of Population and Civil Registration in the ownership of birth certificate services for orphanage children in the city of Makassar. This study uses a qualitative method through a descriptive approach in researching and analyzing the data under study. The author uses data triangulation techniques in conducting research, data acquisition using observations or observations, interviews, and documentation, and using SWOT analysis to find the right strategy in the birth certificate services for orphanage children. The results showed that the application of birth certificate ownership in orphanage children was still low so that the Makassar City government through the Department of Population and Civil Registration needs to develop a variety of service innovations to facilitate the community in taking care of birth certificate ownership. Another strategy is to increase human resource capacity and socialization activities.

The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence. The Bandung City Population and Civil Registration Service provides population services so that all elements of the Bandung City population are registered in the data base and the accuracy of the data is the most influential thing, because it relates to the voter list in elections. The quality of service in the city of Bandung has begun to enter the e-government stage where some of its activities have used technology such as using applications to obtain queue numbers, but the implementation has not run well because the server is still experiencing disruptions during rush hour and lack of public awareness about application usage procedures In addition, the facility is also a factor in reducing people's motivation to report. This research attempts to analyze the strategy of the Bandung City Population and Civil Registry Service in providing services to the community, using qualitative methods with a descriptive approach and supported by SWOT analysis. The results show that the service quality strategy in the Bandung City Population and Civil Registry Service is still not optimal due to lack of socialization and supporting facilities that provide comfort to the people who will take care of the population documents.

Title (Bahasa Indonesia): Strategi pengembangan pengawasan kapal perikanan pos pengawasan sumber daya kelautan dan perikanan di Kecamatan Kema, Kabupaten Minahasa Utara, Indonesia Fishing activities practiced by fishermen or fisheries companies to use the fisheries resources must be balanced with controlling efforts to keep the sustainability of the fisheries and marine resources and to secure the fisheries activities and the livelihood continuity of the fisher communities. SWOT analysis was used to analyze implementation of fishing vessel control. The result was an IFAS matrix score of 4.40 and the EFAS matrix score of 4.20, indicating that the Marine and Fisheries Resources Monitoring Center in Kema has the best opportunity to develop and optimize the power. The right strategies are (a) maintaining service quality in relation to fishing permit issuance, (b) strengthening monitoring community group institution, (c) coordination improvement among law enforcement agencies, (d) improving the human resource capacity in relation to monitoring activities. Aktivitas kegiatan penangkapan ikan yang dilakukan oleh nelayan maupun pengusaha perikanan dalam rangka pemanfatan sumber daya ikan harus diimbangi dengan upaya pengawasan pemanfaatan untuk menjaga kelestarian sumber daya kelautan dan perikanan, mengamankan usaha perikanan serta melindungi keberlanjutan mata pencaharian masyarakat perikanan. Metode yang digunakan dalam menganalis tingkat pelaksanaan pengawasan kapal perikanan adalah SWOT. Hasil yang diperoleh yaitu matrik IFAS sebesar 4,40 sedangkan total skor matrik EFAS sebesar 4,20. Hal ini mengartikan bahwa Pos Pengawasan Sumber Daya Kelautan Dan Perikanan Kema memiliki kemungkinan yang paling baik untuk dikembangkan dengan mengoptimalkan kekuatan serta memanfaatkan peluang. Strategi yang tepat dalam rangka pengembangan kinerja pengawasan kapal perikanan Pos Pengawasan Sumber Daya Kelautan Dan Perikanan Kema yaitu dengan (a) mempertahankan kualitas pelayanan penerbitan Surat Laik Operasi Kapal Perikanan, (b) Memperkuat kelembagaanKelompok Masyarakat Pengawas (POKMASWAS), (c) Meningkatkan koordinasi antar penegak hukum, (d) Meningkatkan kemampuan sumber daya manusia pengawas perikanan.

Batik Semanggi is one of the typical batiks in Surabaya which has economic value for the community. However, the competitiveness of the clover batik business is relatively low. This study aims to identify the internal environmental conditions (strengths-weaknesses) and external (opportunities-threats) of the clover batik craftsmen as the basis for formulating a strategy to increase competitiveness. The study used a qualitative approach with data collection techniques focus group discussions (FGD), semi-structured interviews, observation and document collection. Informants were determined using a purposive method. The data analysis uses interactive models and SWOT analysis. The results showed several strengths that can encourage the floating of clover batik, namely the ability to make a capable batik, iconic distinctive motifs and organic batik technology. The opportunities that arise, namely export opportunities, support of the city government, support of other elements of society, and online marketing opportunities. While weaknesses include the number of craftsmen, low online marketing capabilities, motives not yet registered as intellectual property rights, limited production, and marketing volumes, traditional tools, and low capital. The threat that arises namely, the emergence of other motifs as a competitor batik, and batik printing production that offers cheaper prices with a larger production scale. The map of strengths and weaknesses and threats above are very useful as a material for formulating strategies in empowering clover batik craftsmen.

The increase in population in Malang City can encourage the implementation of good population data recording, this is because population data is very important in planning and development in the evaluation stage. The purpose of this research is to analyze the policies of the population service and civil registration in the administrative services for data collection on Covid-19 social assistance recipients in Malang City. This research is a descriptive research with a qualitative approach. The population administration policy in this study is focused on administrative services for the data collection of Covid-19 Social Assistance Receipts in Malang City. The results of this study indicate that there is a policy of centralizing the management of resident identification cards, the first step to progress in the city government of Malang, especially in the field of administrative services for data collection on Covid-19 Social Assistance Recipients in Malang City so that they try to make other policies that have concrete data.

Strategy For Improving Effectiveness of Fire Care Society (MPA) in Control of Forest Fire in Bali Province. Land and forest fires seem to be an annual disaster in Indonesia. The Ministry of Environment and Forestry is initiated to form Fire Care Community Groups, called Fire Care Society (MPA). MPA in Bali has been established since 2012. The study is needed to determine the community perception who live around the forest areas, to determine the effectiveness of MPA, and to analyzed strategic increases the effectiveness of MPAregarding forest fires controlling. Research data has been collected through a closed questionnaire to compile the respond of respondents in the google form. The respondent consisted of MPA member and non-member and related stakeholders. The types of data that been collected include respondent’s perceptions, MPA participation, and implementation of Perdirjen PPI number 3, 2018. These data then analyzed with the SWOT method. The results showed that the MPA and non-MPA members have positive perception of natural factor and human behavior as a factor of forest fires. The highest value of MPA’s participation in fires-fighting is 3.71 and participation influenced by environmental factors valued at 3.84. While the implementation of Perdirjen PPI decree is 66.39%. The SWOT analysis shows the MPA in progressive strategic S-O. So this study concludes that the MPA hasn’t been fully effective. The effectiveness can be improved by providing adequate support through clear regulations, budget allocations, and increasing human resource capacity.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

The purpose of this study is to review the rights of workers to obtain protection, including informal workers, as mandated in Article 3 paragraph (2) of Law Number 32 of 1992 concerning Labor Social Security that every worker has the right to social security of workers. The hazard risk from the work environment owned by informal workers is the same as that of formal workers. So far, the occupational health services provided are still curative, while health care and improvement efforts to improve work and preventive capacity are always neglected. This study uses a juridical empirical research method with a descriptive approach; data collection is done through questionnaires. The research sample includes workers in the home or micro industries both in the Regency and in the City of Magelang. Samples are collected using a nonprobability sampling method, then analyzed using qualitative analysis with inductive methods. Based on the results of the study, the understanding of the SJSN by both employers and informal sector workers is insufficient, but the majority of respondents have a desire to join the SJSN program, with the priority of health insurance and work accident insurance programs. The ability and willingness to become a BPJS participant are influenced by the level of income, and level of education. Current informal sector workers have not been covered by guaranteed protection, both BPJS Kesehatan, and BPJS. The main factor is the non-participation of casual workers in the guarantee of protection due to financial inability to pay contributions. Besides that, it was also because of his ignorance, even though it was not significant. This is due to a lack of socialization from stakeholders regarding the importance of health and safety guarantees and protection for workers and their families in addition to regulations that also do not accommodate informal workers.

One form of bureaucratic reform in public services is to bring innovation. Since 2015 the city of Banda Aceh has implemented innovations in birth certificate services, by presenting PELANGI (direct servants). Pelangi is a mechanism for making birth certificates based on a mobile car with a proactive system. Department of Population and Civil Registration of the city of Banda Aceh visited villages in Banda Aceh City and provided birth certificate registration services on-site. The purpose of this study was to find out how the implementation of the "Pelangi" program and the extent to which the program was able to increase ownership of birth certificates in the city of Banda Aceh. The research method chosen is descriptive qualitative. With the hope of being able to answer in more detail related to Department of Population and Civil Registration's efforts in increasing the ownership of birth certificates for residents of the city of Banda Aceh through the innovation of the Pelangi. The key informants in this study came from officers and leadership elements of the Department of Population and Civil Registration of Banda Aceh and village officials who were partners. While data collection techniques are obtained through observations, interviews and documentations. Data analysis technique is done by reducing data, presentation and verification. The results of this study indicate that the implementation of the Pelangi innovation in the city of Banda Aceh based on a mobile car has become one of the innovations that is able to increase the number of birth certificate ownership in the city of Banda Aceh.
