The purpose of the research is to do the analysis of public service capacity at the Village governmentthrough the case study in the Cibuntu Village, Cibitung district, Bekasi – Regency in the province ofWest- Java. The method of research used is the method of qualitative descriptive analysis. Thecollection of data is based on the field observationand grounded research as well as in-depthinterview with a number of key infomants. The research result found is the public service capacity atthe village government is still very weak. The low public service capacity is caused by ineffectivenessof village government organization, the low competency of human resouurces of Village apparaturs.The ineffectiveness of Village financial governance and the weakness of Village governmentleadership. Based on the research result, it is suggested that the Village government organization,the incrased competence of the Village apparaturs be more effective and the selection of Vilage chiefelection based on meritorious system.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

The Population Data Utilization System (Sidampak) in Wukirsari Village, Sleman Regency is a population administration service program that has provided many benefits. The background lacks clear planning in developing services to the community and a low level of community participation in the administration of population documents which then becomes the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then led to a commitment for the village government of Wukirsari in making public service innovations. This innovation is not only the value of fast, easy, inexpensive, but more on the value of services that can be adapted to the culture of the Wukirsari community. Related, this study found that there are public services that consist of the Population Data Utilization System (Sidampak) program in Wukirsari Village which can then change service policies to better suit the social conditions of the community. Meanwhile, the research method used by researchers is a qualitative descriptive research method

This study aims to analyze the application of the Village Fund Allocation (ADD) in an effort to increase development in the Limau Manis Village, Tanjung Morawa District, Deli Serdang Regency. Data collection methods used in this research are literature study and field study. Furthermore, the results of the study were analyzed through a qualitative descriptive analysis method in which to obtain a picture in understanding and explaining the application of village fund allocations in an effort to increase development in Desa Limau Manis. The data used in this study are primary data with the subject of research is the Limau Manis Village Office of Tanjung Morawa District. The results showed that the application of the Village Fund Allocation (ADD) in an effort to increase development in Limau Manis Village, Tanjung Morawa Sub-District, Deli Serdang District had been running but the allocation was not right on target, this can be seen from the realization of the allocation of village funds that were used for social purposes had less value the remainder is for village government income and other benefits.

Revocation of the right to vote and be elected in public office as an additional penalty applied to the defendant allows corruption cases. This research aimed (1) to investigate and analyze the relevance of the annulment of the vote right for the public position election of the corruption prisoners as seen from the perspective of the criminal aims; and (2) to investigate and analyze the factors effecting the annulment of the vote rights for the public positions  of the corruption prisoners. The research was conducted in Jakarta city by choosing the institutions relevant to the problem s of this thesis; they were the corruption eradication commission (KPK), Jakarta first thesis instance court, constitutional court, and the supreme court. The method used was the empirical study of the normative law. The nature of the research was descriptive using the primary and secondary data collected from the documents and interview techniques as well as reading the materials related to the exixting problems. The collected data were the analyzed using the qualitative descriptive analysis. The research result revealed that the imposition of the right to vote and to be voted for the public positions as the additional penalty was considered relevant to the purpose of the punishment,  I,e. to give retaliation and deterrent effect against the perpetrators of corruption. The law enforcement continued to expect that this additional punishment could prevent further corruption actions in the future. The factors effecting the implementation of the annulment of the right to vote and be voted for the public positions were already stated  clearly in the  law No. 31 of 1999 about the amendment of the criminal action corruption Jo the law  No. 20 of 2001 about the amendment of the law No. 31 of 1999 about the eradication of the corruption criminal  action, and the code of criminal law. As for its legal material, the conditions and mechanism of the annulment of the right to vote and be voted for public positions should be stated more clearly.

Village government isn't delivering basic public services: education, health, and social economy. It is just levy tax land, legitimate of letters, and building infrastructure with mutual cooperation as heritage colonial policy, heerendiensten. Base on this problem, the qualitative research conduct in Loireng Village, Sayung Under District, Demak Regency/District, Central Jawa Province. The objective of this research is to analyze why the village government does not deliver basic public services. Data were collected by observation, document study, and interview. Data analyzed with qualitative descriptive. The new public service theory Denhardt and Denhardt used to analyze it. This research found that village government isn’t formal government but state corporatism which not formed to deliver citizen public services.

This study aims to determine the Management of Village Fund Management in Jungke Village Permata District Bener Meriah Regency and the factors that influence it to achieve these objectives used qualitative research methods by breaking down the data descriptively. Data collection techniques were carried out by interview, document and archive observation using qualitative descriptive analysis techniques. The results of the study show: First the management stages of Village Fund Management in Jungke Village include Planning and Implementation of Reporting and Accountability Administration. Management of Village Fund Management is carried out by the Government of Jungke Village, Permata District, Bener Meriah Regency, and has followed the technical guidelines that have been regulated in the legislation. But in the process is still not optimal. This can be seen from the process of reporting and accountability that is experiencing delays. For the Reporting Process of Realizing the Use of Village Funds not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Responsibility for the use of village funds so that the community cannot evaluate the results of the work of the village government and the Accountability to the Regional Government which is not carried out in a timely manner. Second: Factors that influence the management of village funds include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure, while the inhibiting factors are human resources, technical guidelines for managing village funds that change every year and communication.

The development of tourist village is a government policy that is expected to improve the economy of the community, expanding the employment vacancies, alleviating poverty. Expanding the employment vacancies that lead to improve the welfare of rural communities. The purpose of this study is to determine the perception and participation of local people in Paksebali in the development of smart eco-village destination in the tourist village of Paksebali, Dawan subdistrict, Klungkung regency. The approach is done by distributing to 30 respondents (Purposive sampling).The collected data were primary and secondary data with the techniques are observation, interview and documentation. The collected data were then analyzed by qualitative descriptive analysis. The results of this study shows that the public perception of the development of smart eco-village Paksebali tourist village is the the public generally has known about the development of tourist villages. The community very agree and support by implementing the sapta pesona (seven ways of enchantment). People hope that the development of tourist village can promote the village and improve the welfare of their life. Community participation in the development of tourist village is done started from planning, developing facilities and infrastructure, managing, and monitoring and evaluation.

The existence of village secretaries from civil servants is expected to make the village government management more effective, especially in the service to the community. However, as mentioned above, expectations in other perspectives need to be tested in the field. The village perspective as a community unit which is having an original autonomy based on its origin and custom, the presence of village secretaries from civil servant is certainly subjects to the norms of personnel in carrying out their duties and responsibilities. In the northern Banggai in Luwuk district, the village secretaries from civil servants are very helpful and have the ability to administer the public service administration and governance. But in the preparation of the annual work program and the village budgets, every year the village secretary is not optimal in carrying out their duties. Construction of village’s public service model is imperative since village has more authorities as has been mandated by Law Number 6 of 2014 concerning the village. The authorities allow village government to prepare RPJMDes, APBDes, and village planning independently. Therefore, village has wider opportunities to improve its services in accordance with its nature and characteristics. In rural public service perspective, it is necessary to develop a public service model. This study concludes several things: (1) Classification, types and numbers of village services are different; (2) The village’s services are mostly in the form of recommendations at first level which then should be completed at higher levels at sub district and disctrictagencies; (3) To improve the quality of village’s services, they are classified into three groups, namely: (a) recommendation letter; (b) citizenship services; and (c) rural community empowerment. Furthermore, the recommended model is a dispersed model because village service is a part of public service system at subdistrict and disctrict levels. However, only a small part of the public services are fully completed at village government, such as administrative service.Keywords: Capacity building, public services, the village governmentPembangunan model pelayanan publik desa mendesak sejalan dengan meningkatnya kewenangan Pemerintahan Desa sebagaimana diamanatkan Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Pemerintahan desa berwenang menyusun RPJMDes, APBDes, serta menyusun rencana pembangunan tahunan secara mandiri. Dengan demikian, terbuka peluang untuk memperbaiki pelayanan publik sesuai dengan sifat dan karakteristik desa. Oleh karena itu, dalam perspektif pelayanan publik desa, perlu disusun model pelayanan publik desa sesuai dengan kewenangannya. Studi tentang pengembangan model pelayanan publik desa ini telah menghasilkan kesimpulan : (1) Klasifikasi, jenis dan jumlahnya masih berbeda-beda; (2) Secara umum pelayanan publik desa masih berupa pengantar atau rekomendasi dan penyelesaian pelayanannya berada di Kantor Kecamatan atau bahkan di Dinas Teknis Pemerintah Kabupaten/Kota; (3) Untuk meningkatkan kualitas pelayanan publik desa, maka perlu dikelompokkan menjadi tiga, yaitu: (a) surat pengantar; (b) layanan kependudukan; dan (c) pemberdayaan masyarakat. Adapun model pelayanan publik desa yang direkomendasikan adalah model terpencar, mengingat pelayanan publik desa merupakan bagian yang tak terpisahkan dari sistem pelayanan publik Kecamatan dan Pemerintah Kabupaten/Kota. Hanya sebagian kecil saja pelayanan publik desa yang betul-betul dapat diselesaikan di desa, yaitu surat pengantar.Kata Kunci: Penguatan kapasitas, pelayanan publik, pemerintahan desa
