The existence of village secretaries from civil servants is expected to make the village government management more effective, especially in the service to the community. However, as mentioned above, expectations in other perspectives need to be tested in the field. The village perspective as a community unit which is having an original autonomy based on its origin and custom, the presence of village secretaries from civil servant is certainly subjects to the norms of personnel in carrying out their duties and responsibilities. In the northern Banggai in Luwuk district, the village secretaries from civil servants are very helpful and have the ability to administer the public service administration and governance. But in the preparation of the annual work program and the village budgets, every year the village secretary is not optimal in carrying out their duties. Practitioners and academics are faced with problems about why public policy fails to achieve its goals and is met with resistance from the public. This then led to the birth of an evidence-based policy (EBP) concept that is trusted and has been proven to increase policy success. Unfortunately, this concept has not yet reached the village government level. Therefore, this community service aims to socialize this concept and put it into practice by taking a case study on the environmental resilience index as one of the compilations of the village developing index (IDM). We took a case study in Desa Lorok, Kecamatan Indralaya Utara, Kabupaten Ogan Ilir for several reasons, such as governance and their readiness to accept this new concept. This community service is a model for implementing EBP by the needs and characteristics of the community because it is formulated jointly between us as academics and the community. Another result is policy recommendations for increasing environmental resilience by focusing on the criteria composing the index.

The purpose of the research is to do the analysis of public service capacity at the Village governmentthrough the case study in the Cibuntu Village, Cibitung district, Bekasi – Regency in the province ofWest- Java. The method of research used is the method of qualitative descriptive analysis. Thecollection of data is based on the field observationand grounded research as well as in-depthinterview with a number of key infomants. The research result found is the public service capacity atthe village government is still very weak. The low public service capacity is caused by ineffectivenessof village government organization, the low competency of human resouurces of Village apparaturs.The ineffectiveness of Village financial governance and the weakness of Village governmentleadership. Based on the research result, it is suggested that the Village government organization,the incrased competence of the Village apparaturs be more effective and the selection of Vilage chiefelection based on meritorious system.

Construction of village’s public service model is imperative since village has more authorities as has been mandated by Law Number 6 of 2014 concerning the village. The authorities allow village government to prepare RPJMDes, APBDes, and village planning independently. Therefore, village has wider opportunities to improve its services in accordance with its nature and characteristics. In rural public service perspective, it is necessary to develop a public service model. This study concludes several things: (1) Classification, types and numbers of village services are different; (2) The village’s services are mostly in the form of recommendations at first level which then should be completed at higher levels at sub district and disctrictagencies; (3) To improve the quality of village’s services, they are classified into three groups, namely: (a) recommendation letter; (b) citizenship services; and (c) rural community empowerment. Furthermore, the recommended model is a dispersed model because village service is a part of public service system at subdistrict and disctrict levels. However, only a small part of the public services are fully completed at village government, such as administrative service.Keywords: Capacity building, public services, the village governmentPembangunan model pelayanan publik desa mendesak sejalan dengan meningkatnya kewenangan Pemerintahan Desa sebagaimana diamanatkan Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Pemerintahan desa berwenang menyusun RPJMDes, APBDes, serta menyusun rencana pembangunan tahunan secara mandiri. Dengan demikian, terbuka peluang untuk memperbaiki pelayanan publik sesuai dengan sifat dan karakteristik desa. Oleh karena itu, dalam perspektif pelayanan publik desa, perlu disusun model pelayanan publik desa sesuai dengan kewenangannya. Studi tentang pengembangan model pelayanan publik desa ini telah menghasilkan kesimpulan : (1) Klasifikasi, jenis dan jumlahnya masih berbeda-beda; (2) Secara umum pelayanan publik desa masih berupa pengantar atau rekomendasi dan penyelesaian pelayanannya berada di Kantor Kecamatan atau bahkan di Dinas Teknis Pemerintah Kabupaten/Kota; (3) Untuk meningkatkan kualitas pelayanan publik desa, maka perlu dikelompokkan menjadi tiga, yaitu: (a) surat pengantar; (b) layanan kependudukan; dan (c) pemberdayaan masyarakat. Adapun model pelayanan publik desa yang direkomendasikan adalah model terpencar, mengingat pelayanan publik desa merupakan bagian yang tak terpisahkan dari sistem pelayanan publik Kecamatan dan Pemerintah Kabupaten/Kota. Hanya sebagian kecil saja pelayanan publik desa yang betul-betul dapat diselesaikan di desa, yaitu surat pengantar.Kata Kunci: Penguatan kapasitas, pelayanan publik, pemerintahan desa

This article highlights the importance of a dialogic relationship between government and society in the effort to build more participatory service system innovations. The idea of dialogic innovation itself arises as a logical consequence of the open government system, which replaces outdated service practices. This new idea emphasizes accountability, transparency and participation from the community as the spirit of the public service system. Thus, public service innovation is produced by absorbing bottom-up innovation. This research uses a qualitative approach with a case study model. Data collected through observation, depth interviews and documentation. The results of this study indicate that the Malang Online Service System (SINGO) implemented in the village of Sawojajar, Malang is evidence of the success of dialogic innovation between the community and the government. The android application-based public service system was conceived and created by the Sawojajar community itself, supported by the local government. SINGO’s innovations have succeeded in becoming champions and pioneers for other villages. This shows that dialogical and participatory public services have succeeded in changing the old pathological bureaucratic paradigm into emancipation. Artikel ini menyoroti pentingnya relasi dialogis antara pemerintah dengan masyarakat dalam upaya membangun inovasi sistem layanan yang lebih partisipatif. Gagasan inovasi dialogis sendiri muncul sebagai konsekuensi logis dari sistem open government, yang menggantikan praktik pelayanan yang telah usang. Ide baru ini menitikberatkan pada akuntabilitas, transparansi serta partisipasi dari masyarakat sebagai ruh dari sistem pelayanan publik. Sehingga, inovasi pelayanan publik dihasilkan dengan cara menyerap aspirasi dari bawah (bottom-up innovation). Penelitian ini menggunakan pendekatan kualitatif dengan model studi kasus. Data dikumpulkan melalui observasi, depth interview dan dokumentasi. Hasil penelitian ini menunjukan bahwa Sistem Pelayanan Malang Online (SINGO) yang diterapkan di kelurahan Sawojajar, Malang merupakan bukti dari keberhasilan inovasi dialogis antara masyarakat dengan pemerintah. Sistem pelayanan publik berbasis aplikasi android digagas dan diciptakan oleh masyarakat Sawojajar sendiri, didukung oleh pemerintah setempat. Inovasi SINGO sendiri berhasil menjadi juara sekaligus pionir bagi kelurahan lainnya. Hal ini menunjukkan bahwa pelayanan publik yang dialogis dan partisipatif berhasil mengubah paradigma birokrasi lama yang patologis menjadi emansipatif.

The purpose of this study was to determain the application of the principles of participation, responsibility, accountability, and transparancy in financial management starting from planning, implementation, administration, reporting, and accountability in  Kuala Alam Village, Bengkalis District, Bengkalis Regency. This type of research is qualitative with a case study. Data collection techniques performed consisted of observation, interviews, and documentation. The results of this study indicate that the village government of Kuala Alam is responsible to the community, the BPD, the Regent to compile a work plan that has been prepared during the village meeting. Openness in obtaining information that has been conveyed to the public consists of billboards containing information about the APBDes. At the time of planning the village government of Kuala Alam had conducted a musrenbang involving the community. When implementing Kasi and Kaur, they must be responsible for the tasks that have been given in accordance with the standards and regulations. While at the reporting and accountability stage the Kuala Alam village government has provided reports to the Regent through the Camat and BPD as community participants. In addition the village government of Kuala Alam installed billboards in front of the Kuala Alam village office to make it easier for the people of Kuala Alam to obtain information.  So that with this research both the community and the Kuala Alam Village Government can cooperate with each other in conducting supervision on village financial management in order to create good governance.Keywords: Management; Participation; Responsibility; Accountability; Transparency. AbstrakPenelitian bertujuan untuk mengungkap penerapan prinsip partisipasi, responsibilitas, akuntabilitas, dan transparansi dalam pengelolaan keuangan desa dimulai pada tahap perencanaan, pelaksanaan, Penatausahaan, Pelaporan, dan pertanggungjawaban di Desa Kuala Alam Kecamatan Bengkalis Kabupaten Bengkalis. Jenis penelitian ini adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Pemerintah desa Kuala Alam bertanggungjawab kepada masyarakat, BPD, Bupati untuk melaksanakan rencana kerja kegiatan yang telah disusun pada saat musyawarah desa. Keterbukaan dalam mendapatkan informasi yang telah disusun disampaikan kepada masyarakat berupa baliho yang berisi informasi tentang APBDesa. Pada saat perencanaan pemerintah desa Kuala Alam sudah melakukan Musyawarah Perencanaan Pembangunan melibatkan masyarakat. Pada saat pelaksanaan Kasi dan Kaur sudah bertanggungjawab atas tugas yang telah diberikan yaitu sesuai dengan standar dan aturan yang berlaku. Dalam tahap penatausahan pemerintah desa sudah melakukan pembukuan dengan tertib. Sedangkan pada tahap pelaporan dan pertanggungjawaban pemerintah desa Kuala Alam sudah memberikan laporan kepada Bupati melalui Camat dan BPD sebagai perwakilan masyarakat. Selain itu pemerintah Desa Kuala Alam memasang baliho didepan kantor desa Kuala Alam agar mempermudah masyarakat Kuala Alam untuk memperoleh informasi. Sehingga dengan adanya penelitian ini baik masyarakat maupun Pemerintah Desa Kuala Alam bisa saling bekerjasama dalam melakukan pengawasan terhadap pengelolaan keuangan desa agar terciptanya Good Governance yang baik.Kata Kunci: Pengelolaan; Partisipasi; Responsibilitas; Akuntabilitas; Transparansi.

Urban and Rural Planning Act" requests all of the village should compile planning. An unprecedented number of village planning have been formulated and come into practice in China. How is the implementation effect? This paper takes HangMin village of Xiaoshan district in Hangzhou as a case, firstly analyzes main problems of the village: Industry scattered is difficult to form scale effect; Distribution of rural settlements is scattered and small scale; The infrastructure of village is aging and not matching; The public service facilities are not perfect. Then the paper analyzes the village planning effect from the following aspects: economic development and industry planning, planning of residential area, infrastructure supporting, the distribution of public service facilities. And then put forward some considerations: Planning content indiscriminately imitated urban planning, and the results are not reasonable; Farmers' participation is not high, and the farmers' willingness is reflected inadequate.

Village government as one of the public institutions must implement public information openness on all its activities based on Law no.14 Year 2008 concerning public information openness and Village Law No. 6 Year 2014. This study used cognitive dissonance theory to analyze the meaning of public information openness on village government officials in Central Java. This research aimed at finding the meaning of messages conveyed by the village government about public information openness. Moreover, this research used qualitative approach through case study method. In addition, research data are obtained through interviews, focus group discussions and observations. Meanwhile, post positivism paradigm was used to analyze all the findings of this study. The findings of this study indicate that human resources working in the village government have not completely understood the meaning of information openness. This may due to a lack of socialization and information on public information openness. Many of them interpreted it differently. Thus, there were several village officials conducting a violation in information openness.

Enhancement public service is one goal of the village setting for the community. Therefore, this study analyzed the correlation between the dimensions of customer satisfaction and community satisfaction. The sample in this study was 83 respondents, Lumajang community who use the services of the village offices, which were analyzed using multiple linear regression. The results showed empathy variables that influence people's satisfaction significantly. The coefficient of determination in this study was 77.8%, it can do that only requires empathy Lumajang community village government in the ministry. But the village government should not rule out other dimensions of quality of service, because they have laws that regulate their work to the public.

Perceptions of government and civil servants are shaped by a variety of factors including popular culture. In the public administration literature the significant role that film and other narrative forms have on citizens’ perceptions is duly noted, and there is ample research on politicians and military heroes in film, but a focus on civil servants remains largely elusive. Among the sparse literature centered on civil servants are studies that employ a case study approach or focus on a few films. In contrast, our research employs a large sample of 150 films. These films comprise the top ten box-office grossing films from 1992 through 2006; therefore we examine the films most likely to have been seen by a majority of movie-watching Americans. More than 60 percent of the films in our sample portray government as bad, inefficient, and incompetent. However, the data on more than 300 civil servants yield intriguing findings. Surprising, in light of the negative depiction of government, is the positive depiction of individual civil servants. Half of civil servants were positively portrayed, and only 40 percent were negatively depicted. Americans may view government negatively, but they see in film positive depictions of how individual civil servants can and do make a positive difference.
