The present paper sets the task to consider the issues of public financial resources consolidation in the context of disclosing tax and budgetary policy tools to minimise disparities in the sectoral structure of the Ukrainian economy. The relevance of the study is determined by the topicality of the issues of consolidation and subsequent synchronisation of the finances of public structures in order to create the necessary conditions to minimise the differences between sectors of the Ukrainian economy. In this context, it is extremely important to consider the issues of public finance consolidation through the prism of disclosing the fiscal policy tools as a means of minimising the disparities in the sectoral structure of the Ukrainian economy. The issues of budgetary policy and the economy of Ukraine are extremely important from the standpoint of assessing the correctness of the chosen course of development of Ukrainian society in general and individual sectors of the national economy in particular. The purpose of this study is to assess the real state of the country's budgetary policy in general and in the context of the consolidation of public finances as a tool to minimise these disparities in particular, as well as to consider some aspects of the current status of the Ukrainian economy. The leading approach of the study is a combination of quantitative and qualitative analysis of the matter at hand. The main results of the study were: an assessment of the level of disparities in the distribution of funds from the state budget of Ukraine for 2020; determination of the main directions for the consolidation of public finances when planning the state budget for the current financial year. Prospects for further research in this direction are determined by the importance of various aspects of the distribution of public finances in various spheres of the national economy and the need to create optimal conditions for their proper distribution. The applied value of this study lies in the assessment of the prospects for consolidating public finance as a tool to minimise the disproportions in the sectoral structure of the Ukrainian economy and the possibility of searching for and then introducing optimal ways for a qualitative resolution of this issue

The relevance of the study is determined by theoretical definition of the essence and specification of the components of the subsystems of public finances, which allowed us reveal the need for studying the role of household finance in public finances, which have a direct connection with the state budget, local budgets and funds of social importance. As a subject of public finance, households, through participation in the formation and use of public finance, can influence the stability of this category. Analysing profitable part of the state budget, namely stake of payments from the profits of householders in a budget, and considering their personal interest in a social sphere, it was their public interest that unites interests of the state and private is certain. Due to the fact that almost a third of the expenditures of the consolidated budget is allocated for social protection and security, and one of the public finance subsystems is fully owned by non-state social funds, financial flows that are defined and guaranteed by the state for all citizens and personify public interests were considered. The analysis of the expenditures of the state and local budgets determined that the expenses on the social protection of pensioners and the social protection of the family, children and young people are of the greatest interest, and they are directly related to the finances of households. Using the indicator of the stability of public finances, articles on social protection were examined, and it was determined which areas could adversely affect the sustainability of public finances. Social protection of the retired people refers to the area with a negative impact on public finances. The obtained results require further studies of the relationship of the social sphere with household finance, which will make it possible to determine the instruments of influence and regulation in the sphere of public finances.

This article explores the current status of customs payments and the development of proposals on the prospects for their collection. It is determined what payments we attribute to customs: duty, excise tax on imported goods (products) in the customs territory of Ukraine, value added tax on goods (products) imported into the customs territory of Ukraine. The main types of customs duties used in Ukraine are indicated, namely: import duties; export duty; seasonal duty; special types of duties (special duty; anti-dumping duty; countervailing duty); additional import duty. It is noted that the organization of the levying of duties consists in three positions: determination of the heading and the country of origin of the goods; control of timely and correct payment of duties and other taxes; ensuring that the owner of the goods returns excess tax payments. The analysis of customs payments to the State Budget for 2009 (after Ukraine’s accession to the World Trade Organization) – 2018 (it has been investigated that customs revenue has been increasing since 2009). The main ways of improving the system of administration of customs payments are outlined, namely: improvement of information and educational support of the customs authorities; strengthening the control of customs authorities on the correct classification and determination of the country of origin of goods; simplification of the customs clearance system; use of electronic declaration only; development of the state program of development of foreign trade activity; promoting the implementation of European Union experience into national practice; intensifying the fight against corruption, especially in customs posts; application of the simplified procedure for customs clearance of goods; providing tax benefits and discounts; formation of effective management, creation of a system for controlling the entry into circulation of goods.

The article is devoted to the comparative analysis of the use of environmental taxes and the introduction of environmental innovations in terms of impact on the parameters of revenues and expenditures of the state budget. The study includes 10 countries of Central and Eastern Europe (Bulgaria, Czech Republic, Hungary, Estonia, Latvia, Lithuania, Poland, Romania, Slovenia and Slovak Republic). The analysis period covers 2010–2019. Systematization of scientific research proves the importance of using different tools to ensure sustainable development and greening of the national economy. The main purpose of the study is to determine a more effective form of interaction between government and business in the process of transforming the national economy in the direction of more environmentally friendly products and technologies by economic and mathematical modeling of environmental taxes and eco-innovation impact of budget revenues and expenditures. The calculations consist on the several stages: 1) determining the list of relevant control variables using correlation analysis, which eliminates the problem of multicollinearity; 2) determination of the model specification (fixed or random effects) using the Hausman test; 3) identification of the generalizing effects of the impact of environmental taxation and the eco-innovation index on the indicators of budget revenues and expenditures using a generalized least squares panel regression model with random effects; 4) study of the impact of the main components of environmental taxes and components of the eco-innovation index on the parameters of the state budget using panel regression modelling; 5) determination of short-term and long-term effects of the impact of environmental taxes and eco-innovations on the parameters of budget revenues and expenditures bt auto-regression distributive lag modelling. Stata 12/SE software tools were used for calculations. The study indicates the need to transform approaches to the implementation of state environmental policy. Thus, it has been proven that government incentives for the introduction of environmental innovations in the economy can be more effective than increasing the burden of environmental taxes.

None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

Abstract Constitution mandates that the national economy should be run by promoting people's welfare. This study intends to analyze the mechanisms and criteria for state intervention in order to provide legal protection to consumers and other businesseman in creating healthy business competition. This study uses doctrinal method research in the form of evaluative research. The approach which is used is the approach of legislation with secondary data sources in the form of primary, secondary and tertiary legal materials. From the discussion and showed that the mechanism of state intervention is likethe delimitation of the price tolerance 10 % for rice, granting subsidies (BLT), market operations, tariff Arrangement of Impor Tax, Price Determination of Government Purchase (HPP), Restrictions of food exports. While the criteria for state intervention is the production branches which are important for the country and dominate the life of many people, the production branches are arranged legislation, organized by the state or body or institution established or designated by the government.AbstrakUndang-Undang Dasar 1945 mengamanatkan bahwa perekonomian nasional harus dijalankan dengan mengedepankan kesejahteraan rakyat. Penelitian ini bertujuan untuk menganalisis mekanisme dan kriteria intervensi negaradalam rangka memberikan perlindungan hukum kepada konsumen dan pelaku usaha lainnya dalam mewujudkan persaingan usaha sehat. Penelitian ini menggunakan metode penelitian doktrinal dalam bentuk penelitian evaluatif. Pendekatan yang digunakan adalah pendekatan perundang-undangan dengan sumber data sekunder berupa bahan hukum primer, sekunder dan tersier. Dari hasil pembahasan dan penelitian diperoleh bahwa mekanisme inrevensi harga adalahseperti penetapan batas toleransi harga 10% untuk beras, Pemberian Subsidi (Harga/BLT), Operasi Pasar, Pengaturan Tarif Bea Masuk Impor, Penetapan Harga Pembelian Pemerintah (HPP), Pembatasan Ekspor Pangan. Sedangkan kriteria intervensi negara yaitu pada cabang-cabang produksi yang penting bagi negara dan menguasai hajat hidup orang banyak, cabang-cabang produksi tersebut diatur undang-undang, diselenggarakan oleh BUMN atau badan atau lembaga yang dibentuk atau ditunjuk oleh pemerintah.

In modern conditions, the role of transparency of both public and local finances is growing significantly, which is a tool to increase the efficiency of financial resources, which confirms the analysis of Ukrainian and foreign studies. In Ukraine, the level of transparency is improving every year and as of 2019 is assessed by international organizations as the minimum allowable. At the same time, the level of transparency of local budgets differs significantly in different regions. To improve the situation and implement best practices in the field of transparency of public finances at both the state and local levels, it is important to analyze the foreign experience of those countries that are leaders in ratings of transparency of public authorities and transparency of the budget process. The paper analyzes the experience of the Office of the Public Accountant of Texas (USA), the Treasury of New Zealand, and the Treasury of the Republic of South Africa, which according to the open budget rating provided by the International Budget Partnership are among the 10 most transparent countries. Analysis of the content of the information portal of the Texas Public Accounts Controller Office showed a separate section “Transparency” with a detailed presentation of information in terms of key blocks of revenues and expenditures, state budget and finances, information on the formation and use of funds in all localities, information on budget deficit as well as information on transparency at the level of individual settlements, school districts, etc. A comparative analysis with the state of transparency of Ukrainian government agencies responsible for the development and implementation of fiscal policy and identifies weaknesses and strengths in terms of their transparency. It is established that the openness of the process of using public finances in Ukraine is gradually increasing, while the positions in the world transparency rating are also improving. However, the conceptual difference between building sites in the countries analyzed is that they report to taxpayers in a form that is accessible to them, rather than simply covering available information without comment or explanation. Since January 1999 a new pension system based on the reformed Social InsuranceInstitution (ZUS) and open pension funds (OFE) has been in force. The reformsdid not concern all the insured in ZUS uniformly, due to its scope and costs. The aim of the article is to present the changes in the Polish national pension systemand their influence on the public finance including the state budget. The influenceis considerable due to the long-lasting imbalance in the state budget and theaccumulating public debt. The authors discern that the changes suggested by thegovernment can be assessed as the choice between being responsible for presentand being responsible for the future. Thus the effects of the current changesin the pension system are moved to the future generations and the sources of theirfinancing, whether they are in the form of higher taxes, smaller public expenditureor higher public debt, will depend on the future economic policy includingthe financial policy.

The article is aimed at evaluating the State debt and the State-guaranteed debt as components of ensuring the sustainability of Ukraine's public finances, identifying trends and factors that determine debt security and affect the pace of development of the country's economy. The article discloses the indicators of measuring the sustainability of public finances; indicators of effectiveness of the policy of ensuring the sustainability of Public Finances of Ukraine until 2030 are presented; the role and importance of debt security in ensuring the sustainability of public finances is determined. A factor analysis of the State debt and the State-guaranteed debt is carried out on the main grounds – the average US dollar exchange rate per year, GDP, revenues and expenditures of the State budget – in order to identify trends in changes in its structure and volumes for the period 2016-2020. The main financial risks and the degree of their impact on debt security are defined, a forecast of the State debt and the State-guaranteed debt of Ukraine for the medium term for 2021-2023 has been developed using the polynomial trend. The likelihood of a worsening the debt situation in Ukraine by 2023 and, as a result, a deterioration in the resilience of public finances due to the unfolding of the coronavirus pandemic, which can be equated with the crises of 2008-2009 and 2014-2015, is proved. Proposals to improve Ukraine's debt security in the context of the coronavirus pandemic have been substantiated. Prospect for further research in this direction is to prove the need to make managerial decisions to ensure the sustainability of public finances, taking into account not only macroeconomic, but also political and institutional factors, the impact of which increases significantly in the context of democracy.

At present, the country's economy is characterized by strong instability and this can not affect the state budget. In order to maintain an adequate standard of living for the population and adequate functioning of various sectors of the country, ensuring the tasks assigned to the state in the face of declining budget revenues, it is necessary to analyze the state budget in order to identify the potential for improving the effectiveness of budgetary policy.
