None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

The XXVI Congress of the CPSU defined the current national economic problems of the 1980s and the XI Five-Year Plan. As the General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR Comrade LI Brezhnev noted, "our country has entered a new decade, making it the main task to ensure the further growth of the welfare of Soviet people." The program for improving the well-being of the people in the XI Five-Year Plan provides for the solution of the housing problem, improvement of working, living and recreation conditions. Caring for the health of Soviet people in the coming years remains one of the most important social tasks.

The purpose of the article is to research and analyze indicators that directly effect on the level of country’s human resources development, and assessment of Ukraine’s rating place among other countries. The following methods of scientific research, such as generalization, comparison and analysis were used to achieve the goal. The attention is focused on the fact that in conditions of post-industrial economy, the role of human and its knowledge increase, resulting in implementing the human development concept. This concept is aimed at forming measures to prevent the population impoverishment, unemployment, loss of health by stimulating human development, increasing its role in society, and, at the same time, increasing responsibility to society. The main task of the concept is to ensure the welfare of the person. The article shows the comparative assessment of Ukraine’s ranking among other countries  according to the human development index and its components. The following indicators such as gross national income per capita, average and expected duration of training, average life expectancy at birth were analyzed. It was agreed that economic ability to create and use human resources to a greater extent determines human well-being and is the main criteria for assessing the social security level. Since the background for well-being is income, education, and human health, social security becomes an integrating link between the modern concept of human development and the state social policy. In this manner, everything that reduces welfare, harms a particular person and society as a whole are factors that threaten social security. In this context human resources emerged as a key resource to the state development.

The article analyzes the socio-economic context of the implementation of an inclusive system of agri-food development. The strategic goals of inclusive development at the macro level have been identified, according to which the ultimate goal is to create a society of common prosperity and well-being. It is shown that the implementation of the principles of inclusiveness involves overcoming certain disparities in development and inequality in their various manifestations. It is substantiated that for the modern agri-food sector of Ukraine the most important task is to form the sphere of employment of the rural population. The strategic directions of inclusive transformation of Ukraine are determined: social, infrastructural, economic and security. The components of the economic aspect of inclusive development are analyzed in detail, which are to create opportunities for effective business activities regardless of place of residence, which is primarily to create and maintain business infrastructure (logistics, banking, Internet). It is shown that the key role in the implementation of an inclusive development system is played by the availability of an optimal legal and regulatory framework for doing business by small businesses. The optimal mechanism of interaction of subjects of agro-food sphere concerning development of inclusive economy is defined. It is substantiated that in the conditions of institutional weakness of the state the functions on introduction of inclusive principles should be distributed between the state, community and private capital. On the basis of the conducted analysis the model of inclusive transformation of subjects of agro-food sphere is carried out. Prospects for further research are to substantiate the applied tools for the implementation of an inclusive system of agri-food development with the distribution of areas of responsibility between public authorities and private entities of different forms of ownership and scale of activity.

Introduction. In the context of the development of globalization processes and the integration of the national economy into the global financial space, the issue of forming the financial security of Ukraine becomes increasingly important. It affects and links together all sectors of the national economy, business entities, society, politics, finance, etc.Problem Statement. At the present stage of Ukraine's economic development, one of the primary task of government policy is to ensure the financial security of the state, after all, its ensuring aims at overcoming the economic crisis and improving the well-being of Ukrainian citizens.Purpose. The assessment of the financial, monetary, and banking systems of Ukraine as well as the development of practically significant proposals are necessary for ensuring the financial security of Ukraine.Materials and Methods. The analytical material is the data of the National Bank of Ukraine, which have been studied by economic and mathematical methods, statistical and indicative analysis.Results. It has been determined that the state budget imbalance is the main destabilizing factor of the crisis in public finance. The dynamics of the number of banks in Ukraine have been studied: despite a decrease in the number of banks with foreign capital, their share in recent years has increased significantly, which hinders theeffective development of the banking system of Ukraine. A significant underestimation of the domestic currency and large-scale devaluations in the previous years created unfavorable conditions for Ukrainian exporters, which resulted in a foreign trade balance deficit, an outflow of foreign currency and, accordingly, a decrease in theforeign exchange reserves.Conclusions. The financial security strategy should determine the prospects for ensuring the stability of the financial, monetary, and banking systems and the development of the national economy. The implementation of financial, currency, credit measures, the adoption of amendments to the legislative framework, and the development of a financial security strategy for Ukraine become increasingly important, given the problems that exacerbate the financial security of Ukraine.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

The article defines the essence, goals and features of development of small and medium-sized enterprises in Ukraine. Investigated the influence of macroeconomic indicators on the activity of small business is. Analyzed the correlation of the rates of growth (decrease) of the advanced capital, the volume of sales and the income before taxation for the analysis of the tendencies of the businesses’ development. Was carried out the analysis of quantitative and qualitative indicators characterizing the state and tendencies of development of small and medium-sized enterprises. Revealed the influence of small business on innovative tendencies in the economy of the country. Outlined the ways of further development of small business and its role in solving the socio-economic problems in society.

Analysis of the dynamics of the movement and structure of investment resources allows us to determine how competitive a sector of the national economy is in attracting foreign investment and identify problems before they affect the related macroeconomic indicators. The article examines the factors influencing FDI inflows and their interaction with public authorities. Based on the data of the quality of political institutions (WGI), developed with the participation of representatives of the World Bank, a basis for assessing the investment attractiveness of Ukraine was formed. As part of a study of international experience in assessing investment attractiveness, the authors analyzed current approaches to assessing the impact of political institutions on the dynamics of FDI and concluded on the qualitative characteristics of political institutions. Due to the limited supply of quality investment resources, the study of the assessment of the investment potential of the national economy is an important aspect of the implementation of domestic socio-economic policy. The study of the dynamics of macroeconomic indicators of the economy of Ukraine allowed to form a set of indices that have a significant impact on decision-making by potential investors. The authors proposed an approach to determining investment attractiveness based on the analysis of the dynamics of quantitative indicators of the state of the economy and quality indicators of public administration. The proposed model allows to assess the impact of each of the factors on the dynamics of FDI, to identify problems that demotivate the inflow of investment resources and to develop recommendations for investment policy management at the state level. Analysis of the dynamics of the movement and structure of investment resources allows us to determine how competitive a sector of the national economy is in attracting foreign investment and identify problems before they affect the related macroeconomic indicators. The authors' approach to assessing investment attractiveness takes into account most of the main determinants of FDI. In the analysis of the literature, it was decided to take into account not only quantitative statistics, but also the results of a survey of experts, which should have avoided the bias associated with the problem of non-consideration of variables. Further development of improving the assessment of investment attractiveness of the country by updating the list of determining factors and indicators influencing the movement of FDI, and ranking of indicators of investment attractiveness using the methods of expert assessments.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. For any country one of the most important social and economic problems is an unemployment. In today's conditions this problem is one of the main economic problems in Ukraine and poses a real threat to the state and social well-being. The main problem of unemployment is caused by the fact that the unemployed face the loss of qualification, social status and the lowering of the standard of living. Due to the decline in income of the population, through the loss of work, the demand for goods and services on the domestic market is decreasing, tax revenues to the state budget are decreasing, social pressure and criminality are growing. The level of unemployment is an indicator of social processes of the state, a characteristic of stability and confidence in the future of the country. The creation of an adequate predict of the level of unemployment taking into account the accidental nature of the problem provides the choice of management strategy in the employment sphere, taking into account the peculiarities of the economic situation, priorities of social development, makes it possible to assess its current state, trends and changes, as well as to take appropriate management decisions in the employment sphere. To combat this economic phenomenon, state support for business, such as subsidies for retaining employees at their workplaces, can be implemented. In general, at the level of the state it is necessary to develop new measures of a strategic nature in order not to fight against unemployment, but to prevent it. The work examines the main statistical methods of predict, which are based on the data of one time series. The peculiarities of using trend models for predicts are examined. It is noted that in the current conditions of computer software usage, the choice of trend formations for predicting is essentially simplified: different trend forms can be produced for the same time series and the one which best describes the output series by mathematical criteria can be selected. This work is devoted to the study of the problem of predict the level of unemployment in Ukraine. It is suggested to make predicts on the basis of autoregressive models of time series. In the work the models of autoregression, autoregression with a coveted average and autoregression with a trend are examined in detail. As a result, the information and analytical system for modeling and forecasting of financial processes was created. The method of prediction on the basis of auto-regressive time series model that we reviewed consists in creating a model for predicting the future events (predicting the level of unemployment) ґrunning on the known events of the past, and predicting the future data before they will be measured. The found average absolute volumetric forecast error (MAPE) and Tale coefficient allowed us to conclude that the proposed model is appropriate for making short-term forecasts of unemployment.

Relevance of the research topic. Socio-economic development, which is the main task and simultaneously an instrument for ensuring the effective functioning of the country and increasing the well-being of its population, is directly dependent on the effectiveness of fiscal policy. The choice of forms, methods and models of budget regulation allows to achieve the achieved results by allocation and redistributing the gross domestic product according to the priorities of ensuring economic growth. However, at the present stage, the danger of destructive influence on the budget system of endogenous and exogenous factors of influence increases. Thus, the analysis and characterization of the main approaches to the formation of the state budget security and determination of its increase the directions in the conditions of the country's transformation fiscal system and the limited financial resources are relevant. Formulation of the problem. Budgetary security as a component of the country's financial and economic security reflects the ability to effectively use financial resources accumulated in centralized and decentralized funds to ensure the country's financial stability, opportunities for expanded reproduction and social development. That is why it is expedient to determine the main threats to budget security, the degree of their impact on economic dynamics and possible options for their minimization. Analysis of recent research and publications. Highlighting issues become relevant in the face of increasing integration processes and financial globalization. It is important to develop the institutional framework for budget security, the expansion the system factors and indicators that characterize it, in accordance with international requirements and standards. Setting the task, the purpose of the study. The task of the study is to analyze the budget security characteristics. The aim of the study is to reveal the methodological and practical provisions of the formation Ukraine budget security in the context of the institutional modernization of the economy and to determine the directions of its increase by means of fiscal regulation. Method or methodology for conducting research. The article uses a set of methods and approaches of scientific knowledge, among which it is worth noting: systemic, structural, comparative, statistical, analysis and synthesis, synthesis and scientific abstraction. Presentation of the main material (results of work). The features of the formation of the country's budget security are determined. The main indicators of the functioning of the budget system of Ukraine are characterized and the degree of their influence on the level of budget security and socio-economic development is determined. Organization and conduct of research on the formation and improvement of the budget security. Conclusions according to the article. The country's budget security is one of the main indicators of the level of development of the financial system. Providing long-term sustainability of public finances, balancing social and economic development is a priority task of state authorities. The main indicators of Ukraine's budget security show that there are destabilizing factors, but effective budget regulation will minimize their negative impact on the pace of economic growth. It is advisable to increase the level of budgetary discipline, improve medium-term budget planning and forecasting, form an effective strategy for managing public debt and budget deficit.
