scholarly journals DEVELOPMENT OF SYSTEM OF NATURAL-SCIENCE COMPETENCES FOR THE PROFESSIONAL TRAINING QUALITY ENHANCEMENT

The main mechanism that guarantees the quality of education in Republic of Belarus is based on the state educational standards. According to the current standards, the aim of professional training is to obtain an integrat-ed result: expert (professional) skills coupled with solid general education. This education is build upon the de-velopment of a common system of competences. Therefore, the quality of professional education is strongly con-nected with the problem of the specialist (who has to possess all necessary skills and competencies) formation method. The problem includes development and advancing of the system of competences in the conditions of the current educational process and elaboration of an evaluation methodology and techniques for this system. Taking into account, that the educational process of high school professional training in Belarus includes the studying of four cycles of disciplines (socially-humanitarian, natural-science, general professional and special professional), it is essential to investigate the influence of each of the cycles on the final system of competences formation. In the present article, the capability of the natural-science disciplines cycle for the handling of the pro-fessional system of competences development is discussed in reference to military specialties. It has been found that during the professional disciplines studying, the replacement (but not integration) of the knowledge received at the previous stage of the natural-science cycle is taking place. It interferes with prin-cipal understanding of natural sciences as a fundamental basis for the professional competence; it does not pro-mote the recognition of cultural and social importance of natural sciences; and, consequently, it does not support the formation of general orientation on continuous self-education in the field of natural sciences. And that is con-sidering that insufficiency of natural-science culture of graduates of military high schools can lead to possible serious economic consequences for the country and risks in the field of national safety. In the course of the experiment, the didactic conditions have been formulated and the model of the peda-gogical process, directed to the elaboration of a persistent natural-science system of competences, has been devel-oped and approved. The incorporation of the conditions and the process does not assume an essential transfor-mation of the volume and structure of class hours allocated to the studying of natural-science disciplines. Intro-duction of the course "Fundamentals of modern natural sciences » in syllabus of the internal security troops de-partment of military academy of Belarus is essentially new. The technique of examination of the integrative abilities of students with use of the methods of fuzzy mathematics was applied for the evaluation of the developed model efficiency. The interest to this method is caused by the possibility use this approach to deal with estimations of competences, which cannot be unequivo-cally structured in an algorithm presentation by definition. The article reveals the essence of the definition of "quality of education". The essence of notion is analyzed, based on the conceptual foundations of professional education reform. The components of modern professional education are decentralization of management and funding; social partnership in the field of professional education and training and the labor market; quality of professional education. The system model of railway transport specialists education is built and substantiated. The problem of education quality in global European dimension is analyzed. The quality of education today is seen as a process and as a result. On the one hand, the "quality of education" is a process that meets human needs for knowledge and demands of society. On the other hand, "quality of education" is the result of educational institutions activities which allows to assess the level of pupils, students (future specialists) education in accordance with the requirements of educational standards, curricula, etc. The necessary steps to be taken to ensure the quality of higher (professional higher) education are considered and analyzed. The main components of the quality of education are considered and studied. The structure of the definition of "quality of education" is built and substantiated from the standpoint of a systematic approach. The role of monitoring the quality of education is revealed and their functions in professional training and in the educational process are singled out: ascertaining, controlling, strategic. The essence of qualimetry as a science is revealed, which allows to quantify the quality of objects, things, processes, phenomena. The principles of qualimetric science (quality as a synthesis of properties of the studied object or phenomenon; satisfaction of specific needs of an individual or society; degree of satisfaction of needs; specific units of measurement; absolute indicators from experimental results; calculation of relative indicators; weighting factor of each property of the studied object or process, comprehensive quantitative quality assessment). Analysis of the qualimetric model for assessing the quality of education in college was built and carried out (on the example of the Kyiv College of Transport Infrastructure).

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

The article discusses the current problems of assessing the quality of professional training of HR managers from the perspective of graduates of the HR direction working in this area.For ten years the author of the article has been assessing the quality of training university graduates as deputy vice rector for organizing practice, employment and promoting employment of graduates. The results of annual studies of satisfaction with the quality of education of all participants in the educational process: students; employers and graduates of the university were an indispensable indicator in the preparation and conduct of accreditation of the university, it has repeatedly reported at conferences and published. The accumulated experience allowed us to conduct annual monitoring studies on the problem of satisfaction with the quality of professional training of graduates of the Department of Personnel Management of the Siberian Institute of Management, a branch of the RANEPA. The article provides only some generalized results of the author's studies in 2017 - 2019 on assessing the quality of professional training and career of specialists from the position of graduates of the department. The author conducts a brief analysis of theoretical foreign and domestic sources to study the problems of assessing the quality of education and training of specialists; considers the problems of development of criteria for assessing the quality of training, external and internal assessment, and the inclusion of certain assessment objects in the assessment, relevant to universities. The practical focus of the article allows us to see both the positive aspects in the training of future specialists in the field of personnel management, and some omissions, which will improve the quality and applied nature of training, taking into account the identified needs of graduates oriented to the demands of the labor market.

It is impossible to develop a single, scientifically based system of indicators for the quality of student training, since the education system is different in all countries of the World, moreover, a different system of training students, which is one of the influencing factors on the quality of Higher Education. It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

AbstractThe category of education quality in the system of higher professional education acts as providing high competitiveness, optimal organization and management of the educational process, as well as access to the world market of educational services. We can talk about the international legal regulation of the quality of education relatively arbitrarily, bearing in mind the practical absence of normative legal acts regulating the relations of subjects of international educational law in the field of regulating the quality of education. We can talk about the international component of assessing the quality of education in the context of the Bologna Declaration, because the Bologna process strengthens the European emphasis on assessment and quality control, accreditation, takes a course towards convergence of standards and assessment procedures. Among the most important reforms proclaimed by the Bologna Declaration, the development of European cooperation based on developed comparable criteria and methods is named. In a resolution of the Congress of European Rectors of Universities (Salamanca, March 29–30, 2001), quality is defined as the “cornerstone”, the “fundamental condition” of trust, relevance, mobility, compatibility, and attractiveness. Rectors reaffirmed their intentions to seek mutually recognized mechanisms for assessing, controlling and certifying quality.

Modern higher professional education is aimed at the formation of a highly qualified competent specialist. In the conditions of the competence approach, there is an active introduction in the educational process of multimedia technologies. This is one of the most rapidly developing areas of information technology. Therefore, the training of students should be carried out with the use of various information and communication tools, ensuring the improvement of the quality of education. The purpose of the article is to present the experience of training students of pedagogical University using multimedia technologies. The analysis of the impact of these technologies on the motivation and training of students when studying discipline "technology of training teachers of the past" (media technologies have been embedded in the discipline content). For the study, we measured the motivation of students. We compared the indicators of motivation diagnostics in 2017 (before the introduction of multimedia technologies) and 2018 (after the introduction of technologies). We compared the motives of creative realization (MTR) and professional motives (PM). According to the control event on the discipline "Technologies of teaching teachers of the past", we found that the percentage of "excellent" in 2018 has increased significantly, the percentage of unsatisfactory ratings have decreased. The obtained data allowed detecting positive changes after the introduction of multimedia technologies into the educational process. The motivation of students to study the discipline has increased, their preparedness has increased, and the quality of education has increased. The high efficiency of multimedia technologies was determined, so their implementation in the training of students of pedagogical University will continue.

A comparative analysis of the ecological (environmental) educational component of the training in students of Natural Science Departments (Chemistry, Biology, Earth Sciences, Ecology) and future teachers of natural sciences has been carried out. The general and professional competences, program results of training, and applicants training educational programs on the example of several Ukrainian universities are analyzed. It is revealed that the formation of environmental competence is carried out by acquiring environmental education by means of interactive technologies, forms, and methods of organizing the educational process. The positive influence of students’ involvement in research, environmental, ecological, and naturalistic work in extracurricular time on the formation of their environmental competence has been confirmed. The role of educational and industrial practices in the process of students’ professional training and the formation of their environmental competence is emphasized.

It is substantiated that one of the effective ways to improve the quality of education is interdisciplinary integration. The interdisciplinary approach based on the new educational standards presupposes, first of all, the ability of the medical education seeker to solve problems and take responsibility; act in an unstable context; motivation of students to study a certain discipline, thorough understanding and comparison; application of the acquired knowledge in practice; broadening the horizons, increasing the independence and creativity of future medical professionals; integration of the acquired knowledge, skills and abilities into one whole and perception of the material mastered during all training as inseparable unity. Methodological aspects of training a future medical specialist in the system of higher professional education in the conditions of interdisciplinary integration are considered. The main directions of improving the professional training of medical students on the basis of integration of different approaches are identified. The importance of applying interdisciplinary integration in the training of future medical professionals on the example of a combination of clinical, bioethical and legal knowledge is substantiated. The issue of application of interdisciplinary integration in the training of medical students is covered. The factors of optimization of the process of training future medical specialists on the basis of interdisciplinary connections are considered. It is shown that the application of interdisciplinary integrative technologies provides grounds for the formation and development of future medical professionals in the field of analytical and critical thinking, which is the key to improving the quality of medical education. It is proved that the professional training of future specialists in the medical field is in dynamic development, which is due to the priority of improving the quality of medical education. It was found that the effectiveness of the integration approach in the training of future medical professionals, in order to improve the quality of their education, requires improvement of the methodological concept in the development of educational and methodological complex of professional training on the basis of interdisciplinary integration. This can be ensured by taking into account the following factors: social demands for professional activity; the specifics of training at clinical departments and the peculiarities of mastering non-core disciplines; providing scientific, informational and methodological support of the educational process; formation and development of future medical professionals of analytical and critical types of thinking. The proposed will ensure high-quality readiness of future medical professionals for their professional activities.

The article is devoted to the coverage of socio-psychological methods that contribute to ensuring the quality of education in the system of vocational training of future professionals in the medical field. The examples illustrate several types of methods that allow to achieve the effectiveness of this process, analyze the main directions of implementation of these methods in the process of training. It is noted that one of the key problems of professional education is the provision of optimal psychological conditions for their personal inclusion in the process of learning, where it is possible to distinguish internal and external factors affecting the quality and effectiveness of education. Internal factors include the system of values, motivation, individual-psychological age characteristics, the level of development of cognitive processes of the student’s personality. External factors include: 1) the circumstances of the student’s life and activities; 2) psychological and pedagogical conditions of the educational process; 3) socio-psychological conditions of the educational process; 4) used educational technologies. The article analyzes traditional and active teaching methods. The study emphasizes the need for systematic introduction of social and psychological methods, use of new forms, updating of content, means, principles and methods of training in the educational process of institutions of higher education in order to improve the quality of professional training of future specialists in the medical field.
