The research reported in this dissertation focuses on the development of a web-based frugal information system (frugal IS) that supports the financial management of very small enterprises (VSEs), with a special focus on their business transactions. In most developing countries, VSEs have some significant contributions at various socioeconomic objectives, such as fostering entrepreneurship and improving growth of employment. They represent an income opportunity to retrenched and retired entrepreneurs which is recognised to be crucial to the livelihood of many poor local households and local citizens. In addition, these enterprises have a remarkable role to play in the areas of employment and poverty alleviation. Despite this, the majority of VSEs in developing countries, especially those in rural regions are faced with miscellaneous issues and challenges, which could be ascribed to their resource scarcity. In particular, most VSEs are resource-constrained in terms of knowledge and information resources, financial resources and human resources. What also exacerbates their situation is the fact that the majority of VSEs are still ingrained in their traditional ways of running the business and they are unready to adopt new and innovative working methods. In particular, VSEs are still accustomed to manual paper-based systems which are monotonous, error-prone, highly fragmented and severely inefficient. Unfortunately, all this gravely challenges the growth and development of VSEs. In this dissertation, a concept of frugal innovation, precisely frugal IS, is applied to distinctively address specific and unique business needs of VEs in developing countries. A methodology that is employed in this research is called design science research methodology (DSRM). The DSRM helped to address the problem of VSEs through design, construction, utilization and evaluation of a web-based frugal IS prototype system. A novel system life cycle model that favours the notion of frugality was employed for the design and development of a web-based frugal IS. The evaluation of the prototype system and its design revealed quite interesting results. The design of a web-based frugal IS prototype system was characterized with low complexity which promoted reusability, maintainability and reliability. The evaluation of usability indicated that the system was fairly simple to use, reliable and effective in terms of managing financial information of VSEs. Based on the general findings of this research, the design and development of a web-based frugal IS for VSEs in developing countries promises to assist VSE owners to assess their profitability, improve their financial management, promote sound economic decisions and help them to avoid business failure.

CV. Yusti Karya as a construction company realizes that the ability to manage project finances is an important requirement for smooth project management. CV.Yusti Karya often has to manage several projects simultaneously in remote locations. This condition makes it difficult for the finance staff in the office to manage project financial allocations and also makes it difficult for project managers in the field and must report the status of project expenditures to the office. This difficulty drives CV. YustiKarya improved the project's financial management system from using spreadsheets to a web-based information system. Web-based information system will be developed using object-oriented methods. The object- oriented system development method was chosen because of its modular development capabilities and adapts to system requirements. The development of this system aims to enable Person in Charge (PIC) projects in the field to submit expenditures and can be immediately approved by the financial staff in charge. Online project finance management between project PICs and finance staff helps harmonize financial management. The Director can monitor the flow of the latest project finance developments online.

Cokroaminoto Rt 01 Rw 02 Panarukan, Situbondo District. This warehouse provides various types of marine biota. The financial management associated with this information system is the process of purchasing, selling and expending by shell-sharers in order to facilitate the recording of financial statements to find out the details of reports from income, expenses, purchases, sales, inventory to profit and loss. The data must be completely accurate in accordance with the reality. Purchasing and sales data management in the shell-pan still uses manual recording system on the book so it has not been able to facilitate the owner in managing the calculation data or income income. Creating a new web-based information system is expected to help owners in terms of financial accountability of existing workflow. In this case makes it easier in adding, deleting, and changing data and search data purchase, sales, and expenditure.

The Canadian Ice Service (CIS) has made available online access to some collections of its ice service archive. Currently, most of these historical ice information services are organized by a sort of static map images and web pages. Users can only view static result images of sea ice analyses or download raw sea ice data from the site. However, it is difficult for users to generate customized analyses without sophisticated information technology (IT). This thesis focuses on a sea ice information system (SIIS) designed specifically to improve the current CIS website with a possible method in developing web-based sea ice GIS system. The main achievements of the thesis are: (1) it accomplishes an SIIS design based on the popular web application principle known as Rich Internet Application (RIA); (2) it applies many current technologies around RIA and GIS to improve system quality; and (3) a prototype system is also developed to demonstrate how GIS may help in improving GIS-based online ice information services.

E-commerce is one of the innovations that has started to become a new norm in this millennium. Due to the time-consuming physical shopping activities, the increase in living expenses, and the increase of responsibilities, people tend to find new ways to adapt to this new norm. Thus, buying groceries online has also been the preferred way for many people nowadays as it could save time and reduce daily hassles. This paper discusses the design and development of a web-based Groceries Ordering System with QR Code that was built using the web-based applications such as PHP, HTML and MySQL. The design and development of the prototype system involves three main phases, which are the system design, system development and system testing and took into consideration five criteria of the end-user satisfaction of an online shopping system, which are the system’s content, accuracy of information, format of the information displayed, ease of use and timeliness. The prototype system will also incorporate the QR code technology where it provides functions for information of products’ purchases and transactions. Upon completion of the prototype system, testing for usability among potential end-users was conducted, where it focusses on system’s usefulness, information quality and interface quality. Forty participants have completed the usability testing, and the results have showed that the Groceries Ordering System with QR Code has fulfilled all the five criteria of end user’s satisfaction

The informal sector remains a permanent feature of all economies. It is a more pronounced component of developing country economies where it is an integral part. Literature on economic development offers diverging viewpoints on the sector’s contribution to economic growth. On the one hand, researchers view the sector with positivity as a resource to be harnessed, capable of growth and innovation and on the other hand with negativity as a pure survivalist strategy and a stumbling block to effective policy formulation and economic development. Therefore as an inconvenience to be extinguished. The ambivalent view is further compounded by the sector’s paltry contribution to national tax revenues and as such, the IS has remained unappreciated and largely on the peripheral of economic reviews and policy responsiveness. The former view suggests that the latter is a misconception and narrow recognition of the sector as merely survivalist and contributing negligibly to employment creation and poverty alleviation efforts. Failure to recognize a coexistence of both street traders and firms with potential for growth, improved productivity and innovation, has consequently resulted in misguided policies. Policymakers pay little or no attention to the potential of informal sector firms, the challenges they face, the vulnerability they are exposed to and the appropriate support they require. This gap motivates this paper, as it seeks to explore the role played by the IS in developing countries with a special focus on Zimbabwe. The study employs a mixed-method research design. The research established that the sector remains unequivocally a major source of employment for many developing countries. It also established that a single-minded focus on formalizing the sector, linked to registration for tax purposes, ignores the other arm to the equation that is the creation of job opportunities, hospitable working conditions, improved productivity and increased profits which are possible with adequate policy support. The research recommends improved policy research and support which is development focused to aid informal firms to grow and be independent institutionally and financially from their owners as well as skills capacitation to improve operational and financial management.
