The article presents the results of the qualification work “Renovation of the territory of Irkutsk Higher Military Aviation Engineering School with the development of a fragment of the military gymnasium complex in Irkutsk”. The historical context, urban planning and space location of the university campus and techniques are described. They allow increasing the density of buildings and pedestrian accessibility of infrastructure facilities, which makes the urban environment more comfortable. The definition of renovation and its main characteristics are given.

Upon the definition of the term “progress” depends the conclusions that can be reached in regard to the title of this paper. If used in the objective sense, i.e., “goings on”, there were an immense volume of goings on in the decade of 1960–1970—more millions of words written and spoken on the subject of management than in any previous decade in human history. Involved are the two processes of education and training. The former is determined by academic persons, the latter is undertaken by employers, many of whom have little contact with the “theory” to which their recruits have been submitted—this is an historical accident. The result and danger is that the thinking of the two sets of institutions will be out of phase with each other. What is needed is cooperation between the two institutions. Retired executives and consultants who have a genuine taste for and ability in teaching should not be barred from the university campus by the PhD requirement of preparing a thesis merely to qualify for an academic trade union ticket. The developing use of the computer during 1960–1970 has made a great contribution to the management process of more rational decision-making. However, we need to be wary of extravagant claims as to the effect of the computer on human groups, for the most complex part of the manager’s task is securing spontaneous co-operation of people without whose work whatever is decided cannot be done. There appears to be some evidence at the moment that the computer’s influence on people, on the climate of management, may well be reactionary rather than progressive. The most hopeful development in management thinking during 1960–1970 has been the growing recognition of the fact that while competition compels nations and businesses to try to keep ahead of each other in applying technical innovations, the changes thus brought about on ways of living impose great strains on social cohesion.

Historical research on lesbian, gay, bisexual, transgender, and queer (LGBTQ) communities in Canada has overwhelmingly focused on communities in larger urban settings. This article builds on this research by examining the experiences, histories, and defining characteristics of LGBTQ community in London, Ontario. Qualitative interviews with twenty participants were completed to acquire in-depth perspectives on how LGBTQ community is defined and experienced in the London context. Additional interviews were completed with five key informants who had lived in London for over twenty years to provide more of a historical context to the study. Archival research was conducted at the Canadian Lesbian and Gay Archives and the Hudler Archives at the University of Western Ontario Libraries. Research data was then analyzed using a priori themes and emergent categories. Four major themes of community were described by study participants: (1) support; (2) common or shared visions/goals; (3) physical spaces; and (4) LGBTQ-specific events. These resulting themes were applied retrospectively through an historical analysis of the Homophile Association of London Ontario (HALO) club. This research is important because it provides a localized definition of LGBTQ community and fills a void in the literature on LGBTQ histories in Canada by focusing on a smaller city. Furthermore, this research on HALO runs counter to arguments by other historians that suggest that homophile associations were short-lived, fragmented, and conservative. The history of the HALO club is a significant example of the ways in which community can be developed and sustained in a smaller city.

Fortresses and castles are important symbols of social and cultural identity providing tangible evidence of cultural unity in Europe. They are items for which it is always difficult to outline a credible prospect of reuse, their old raison d'être- namely the military, political and economic purposes for which they were built- having been lost. In recent years a Research Unit of the University of Bologna composed of architects from different disciplines has conducted a series of studies on fortified heritage in the Emilia Romagna region (and not only) often characterized by buildings in ruins. The purpose of this study is mainly to document a legacy, which has already been studied in depth by historians, and previously lacked reliable architectural surveys for the definition of a credible as well as sustainable conservation project. Our contribution will focus on different techniques and methods used for the survey of these architectures, the characteristics of which- in the past- have made an effective survey of these buildings difficult, if not impossible. The survey of a ruin requires, much more than the evaluation of an intact building, reading skills and an interpretation of architectural spaces to better manage the stages of documentation and data processing. Through a series of case studies of fortified buildings in ruins, we intend to describe the reasons that guided the choice of the methods and tools used and to highlight the potentials and the limits of these choices in financial terms.

Many potential students, because of distance from the University campus and/or job requirements, cannot take traditional courses on-campus. This group of learners is place-bound—a group of learners who may be employed full-time, most-likely married with job responsibilities and/or other situations demanding most of their attention. These persons are the very definition of nontraditional, and their educational needs demand non-traditional pedagogy. Their maturity and self-directedness eliminate many concerns often voiced about extending support and evaluation inherent in maintaining quality for and among students adopting Distance Education (DE). In North Carolina, the audience is large and demands that the University reach out to them. Cooperative Extension's more than 120 Horticultural Crops Extension Agents (field faculty) and over 300 other field faculty whose interests include horticultural topics constitute students identifiable as likely enrollments for credit taking hours off-campus. Distance Education can overcome these problems in several ways. First, high demand, low-seat-available classes can offer additional enrollment for credit if open to Distance students. Second, courses can be offered asynchronously or with alternative delivery. Finally, courses offered collaboratively among institutions generate a level of interest and enthusiasm that may not exist for home-grown courses. Such efforts as these are creating a Distance Education program in NCSU's Horticultural Science Department.

The subject of research-theoretical concepts of economic security managementof universities. The purpose of the article. The study of the essence of the economicsecurity management system of the university and the definition of its main tasks,the formulation of principles of economic security management of the university.Methodology. The dialectical method, methods of analysis and synthesis, methodsof structural-logical and semantic analysis were used to study and summarizescientific papers on the research topic. The results of the work. The essence of theuniversity’s economic security management system has been reviewed. The maintasks of the control system have been identified. A definition of the university’seconomic security system has been proposed. Principles of management of economicsecurity of the university have been formulated. These are: scientific andorganizational and social principles. Conclusions. The proposed principles allow totake into account the economic role and social mission of universities in managingeconomic security.

In 1980, a death squad linked to business tycoons and military commanders murdered Archbishop Oscar Romero for denouncing widespread repression and poverty in El Salvador. Romero was known as the “voice of the voiceless,” and his criticism of the oligarchs who dominated the economy and the Security Forces that tortured and murdered civilians made Romero a military target. Two decades after his assassination, the Center for Justice & Accountability (CJA) found one of the conspirators, Álvaro Saravia, living in California and launched a wide-ranging investigation into the death squad and its financiers. This book chronicles the life and death of the Catholic martyr, examining his actions and situating his years as archbishop in the broader context of the Salvadoran clergy’s embrace of Liberation Theology. It also analyzes, through excerpts from witness interviews and trial testimony, the mindset of the death squad members, their leader Roberto D’Aubuisson, and their wealthy backers, that propelled them to want Romero dead. The U.S. government played an important and contradictory role in developing the death squads and funding the military from which they sprang while also investigating their crimes and seeking to keep them in check. Within this complicated historical context, the book provides a first-hand account of the investigation and U.S. legal case that led to the only court verdict ever reached for Archbishop Romero’s murder.

This paper is devoted to presenting the methods in English communicating skills for Learners of English in general and the problems specific to University of Bahri. English language major’s graduates then; it discusses the notion of communicative competence, and defines strategic competence. It also briefly deals with the various definitions of communication strategies and taxonomies of conversation strategies. Also, I give brief definition of the word conversation, that is the act of talking together or exchange ideas, opinions, skills, and information. As accustomed, speaking is natural and automatic but communication is an art which must be learned and practiced. Also the aim of this paper is to present you with suitable suggestions about how you can solve problems while reading English? In order to comply with this objective: we considered two variables. The first one is that within our daily practice at the university we have students with different abilities while reading English. Therefore, we need to help them increase the ability in reading comprehension. However, we don’t have enough teachers and needed resources to supply them with the help they need. The second variable is related to the fact that at University there are different centers where the students’ skills can improve and their reading comprehension skills deficiencies could be overcome by getting help from the teachers. This study is small component of a larger curriculum review exercise. The findings of study in general suggest that both students and English language lecturers were in agreement that Sudanese students had a problem in writing and speaking English and due to that the conversational problems are raised.      Finally, the paper concludes by representing the pedagogical implications of conversation strategies.

It performs a theoretical analysis of the definitions of motivation and attempts to give a scientific definition of the phenomenon of motivation for practising the military profession. The results of the analysis will enable commanders to understand more clearly military motivation in order to effectively manage their subordinates.

Abstract Nontraditional student is understood as one of the older students enrolled in formal or informal studies. In the literature, there is no detailed generalisation of nontraditional student. This article aims to reveal the concept of this particular group of students. Analysing the definition of nontraditional students, researchers identify the main criteria that allow to provide a more comprehensive concept of the nontraditional student. The main one is the age of these atypical students coming to study at the university, their selected form of studies, adult social roles status characteristics, such as family, parenting and financial independence as well as the nature of work. The described features of the nontraditional student demonstrate how the unconventional nontraditional student is different from the traditional one, which features are characteristic for them and how they reflect the nontraditional student’s maturity and experience in comparison with younger, traditional students. Key features - independence, internal motivation, experience, responsibility, determination. They allow nontraditional students to pursue their life goals, learn and move towards their set goals. University student identity is determined on the basis of the three positions: on the age suitability by social norms, the learning outcomes incorporated with age, on the creation of student’s ideal image. There are four students’ biographical profiles distinguished: wandering type, seeking a degree, intergrative and emancipatory type. They allow to see the biographical origin of nontraditional students, their social status as well as educational features. Biographical profiles presented allow to comprise the nontraditional student’s portrait of different countries. Traditional and nontraditional students’ learning differences are revealed by analysing their need for knowledge, independence, experience, skill to learn, orientation and motivation aspects. To sum up, the analysis of the scientific literature can formulate the concept of the nontraditional student. Nontraditional student refers to the category of 20-65 years of age who enrolls into higher education studies in a nontraditional way, is financially independent, with several social roles of life, studying full-time or part-time, and working full-time or part-time, or not working at all.

Постановка задачи. В настоящее время формирование современной комфортной городской среды приобретает особое социально-экономическое значение и выдвигается в число приоритетных государственных масштабных программ. В связи с этим необходимо разработать концепцию благоустройства ключевого общественного пространства, а именно: определить основные и сопутствующие функции данной территории, создать эскизное предложение проекта благоустройства с учетом всех необходимых норм и стандартов, внедрить современные технологии. Результаты. Выполнен эскизный дизайн-проект «Аллеи архитекторов» по ул. Орджоникидзе г. Воронеж, включающий в себя основные элементы по зонированию территории, проектированию акцентных объектов и внедрению инновационных технологий «умного города», позволяющих повысить уровень комфорта горожан. Выводы. Благоустройство населенных мест приобретает особое значение в условиях дискомфорта среды. С выполнением комплекса мероприятий, направленных на благоустройство, и с внедрением современных технологий значительно улучшается экологическое состояние, внешний облик города. Оздоровление и модернизация среды, которая окружает человека в городе, благотворно влияет на психофизическое состояние, что особенно важно в период интенсивного роста городов. Statement of the problem. Currently the formation of the modern comfortable urban environment is gaining a special social and economic value and moving forward in the priorities of state large-scale programs. The purpose of development of the concept of improvement of public space is definition of the main and accompanying functions of this territory, design of the outline offer of the project of improvement considering all necessary norms and standards and implementation of modern technologies. Results. The conceptual project of “Alley of Architects” includes the basic elements of territory zoning, design of accent objects and implementation of technologies of a “smart-city”. These elements allow one to increase the level of comfort of inhabitants. Conclusions. Improvement of the inhabited places is of particular importance in the conditions of discomfort of the environment. Carrying out a complex of the actions directed to gardening and improvement, introducing modern technologies, the ecological condition, the physical appearance of the city considerably improves. Improvement and modernization of the environment which surrounds the person in the city influences a psychophysical state well that especially important during intensive growth of the cities.
