The quality of education in an educational institution will be greatly influenced by the potential of educational institutions and the governance system. The existing potential must be optimized to support quality improvement. Likewise, the education governance system will develop well when it is implemented through a good system by professional managers. The system has been designed in detail by the government which was stipulated by the Minister of National Education Regulation No. 19 of 2007 concerning "Education Management Standards by Primary and Secondary Education Units". This regulation was prepared by the government to regulate a good, balanced and sustainable governance system.The problem is determined to what extentthe ability of educational institutions to optimize the potential of the institution and optimizing inputs, processes, outputs and outcomes, starting from planning, organizing, actuiting, and controlling. This paper will discuss the improving educational quality through optimizing the potential of educational institutions in Indonesia in order to achieve shared ideals for a better educational future.

Education is considered to have a very important role in promoting the civilization of a nation. Good quality education can encourage the creation of a quality society, creative and productive until finally able to achieve welfare. Through this national education system, the government should be able to ensure equal distribution of educational opportunities, as well as the relevance and efficiency of education management to face challenges in line with the changing demands of local, national and global life. The budget allocation system for education in Indonesia is heavily influenced by government policies. Education financing depends on the management of educational institutions, but budget allocations used must conform to national financing standards. Education in Indonesia, implemented in accordance with educational policies that regulate the national education system, as well as the allocation of 20% education funding obtained from the state budget and APBD.

Abstract: Madrasah is one of the educational institutions of Islam to educate the next generation and the most important element is the leader. As a leader, the head of the madrasah plays an important role in determining the direction of policy. In order to make the madrasah that they lead become madrasah that have competitiveness in the melinial era, these madrasah must develop effective schools. By using descriptive methods and equipped with a qualitative approach, this paper describes the effective school that has been implemented by the Head of MTs Muhammad Basaranai Imran Sambas as stated in Minister of National Education Regulation No. 19/2007 concerning Education Management Standards by Primary and Secondary Education Units. First, program planning, including; the initial planning process, the strategy of designing program planning, standards or indicators of success in achieving goals, the influence of planning on the managerial course of the principal. Second, program implementation, including; share tasks and routine explanations about work and responsibilities, build communication with all school residents well, provide motivation to colleagues so that they can work effectively and efficiently in achieving goals, running managerial based on school management guidelines, managing human resources, managing relationships with parents and the community, overcoming managerial constraints. Third, program evaluation, including; the method used in evaluating, follow-up program, the things discussed in the evaluation, and the perceived influence after evaluation. Abstrak: Madrasah merupakan salah satu lembaga pendidikan Islam yang menjadi wadah untuk mendidik generasi penerus bangsa dan elemen terpentingnya ialah pemimpin. Sebagai seorang pemimpin, kepala madrasah memegang peranan penting dalam menentukan arah kebijakan. Untuk menjadikan madrasah yang dipimpinnya menjadi madrasah yang memiliki daya saing di era melinial, madrasah tersebut harus mengembangkan sekolah efektif. Dengan menggunakan metode deskriptif dan dilengkapi dengan pendekatan kualitatif, tulisan ini menggambarkan sekolah efektif yang telah diterapkan oleh Kepala MTs Muhammad Basiuni Imran Sambas sebagaimana yang tertuang dalam Permendiknas Nomor 19 Tahun 2007 tentang Standar Pengelolaan Pendidikan oleh Satuan Pendidikan Dasar dan Menengah. Pertama, perencanaan program, meliputi; proses awal perencanaan, strategi merancang perencanaan program, standar atau indikator keberhasilan dalam pencapaian tujuan, pengaruh perencanaan terhadap jalannya manajerial kepala sekolah. Kedua, pelaksanaan program, meliputi; membagi tugas dan penjelasan rutin mengenai pekerjaan dan tangung jawab, membangun komunikasi dengan seluruh warga sekolah dengan baik, pemberian motivasi kepada rekan-rekan kerja agar dapat bekerja secara efektif dan efisien dalam pencapaian tujuan, menjalankan manajerial berdasarkan pedoman pengelolaan sekolah, mengelola SDM, mengelola hubungan dengan orang tua dan masyarakat, mengatasi kendala-kendala dalam manajerial. Ketiga, evaluasi program, meliputi; metode yang digunakan dalam melakukan evaluasi, program tindak lanjut, hal-hal yang dibicarakan dalam evaluasi, dan pengaruh yang dirasakan setelah evaluasi.

Dayah is an Islamic educational institutions located in Aceh. This educational institution is similar to the so-called pesantren – an Islamic boarding school in the island of Java, both from the aspect of function and purpose (although there are also some important differences). In 2003, the Government of Aceh through the Governor of Nanggroe Aceh Darussalam Decree, issued a regulation, numbered 451.2 / 474/2003 on the Criteria Stipulation and Dayah Assistance in the province of Nanggroe Aceh Darussalam (NAD). One of the subject matter is to make a policy that dayah is divided into several classifications: Type A, Type B, Type C and Non Type. This classification aims to distinguish the type of assistance to be given to dayah. This qualitative study is conducted to see how effective is the government assistance to support the quality of education in dayah. By conducting interviews to four (4) different dayah (2 interviews at traditional dayah and 2 at modern dayah), this research is expected to analyze the management of education and the impact of government assistance. The results of this study concluded that the education management of dayah remain dependent on their leadership figure (teungku), so that the impact of government assistance also varies positively to dayah physical development and improvement of facilities and infrastructure, but this assistance has also interestingly changed teungku’s positive paradigm into a much more negative one.

The aim of this study is to find out child-friendly education within the framework of national education standards. This research is library research whose main sources are library data, all library data are analyzed by data analysis techniques with comparative descrip- tive techniques and critical analysis. Based on the results of educational research in Indonesia, it must at least meet the standards set by the government or known as BNSP badan nasional standar pendidikan or the minimum criteria must be met by educational institutions in conducting education, including 1) Competency Standards for Graduates, 2) Standard Contents 3 ) Process Standards, 4) Education Standards and Education Per- sonnel, 5) Facilities and Infrastructure Standards, 6) Management Standards, 7) Educa- tion Financing Standards, 8) Educational Assessment Standards, out of the eight criteria, education must fulfill the child-friendly elements, according to children's needs, providing affordable access to infrastructure for children, and providing comfort from all threats that threaten children both psychologically and physically.

Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. Therefore, as a solution to these problems is the need for the applicationof character education from an early age.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.

Abstract: The term management has many meanings, management is directing / leading something of effort through planning, organizing, coordinating and controlling human resources and materials aimed at achieving predetermined goals. In the science of management there is the concept of problem solving that is placed in the workplace, namely the P-D-C-A approach as a process of solving problems with a continuous and systematic pattern. While management can also be defined as a process of organizing and utilizing the resources of the organization through the cooperation of members to achieve organizational goals effectively and efficiently. The practice of organizing education can be analogous to the production process in a company (industry). It's just that the products produced by educational institutions in the form of services. Therefore educational institutions can be said as service companies. From this perspective, the quality and quality of services (services) produced is a measure of the quality of an educational institution. Namely the extent of customer satisfaction with the services produced. What is meant by customers here are internal customers, namely teachers and other education personnel, and external customers, namely students and related parties outside the educational institution. Thus, schools are said to be of good quality if they are able to provide services according to or even exceed the expectations of teachers, employees, students, and other related parties such as parents, funders, the government or the world of work of users of graduates. One aspect that influences the success of national education is the curriculum aspect. The curriculum is one component that has a strategic role in the education system. The curriculum is a system of learning programs to achieve institutional goals in educational institutions, so that the curriculum plays an important role in creating quality schools. The existence of several renewal programs in the field of national education is one of the efforts to prepare the Indonesian people and nation who are able to develop a stable democratic life in entering the current era of globalization and information. One aspect that can influence the success of the curriculum is the empowerment of management or curriculum management in the relevant educational institution. Curriculum management at the education unit or school level needs to be coordinated by the institution's leadership and assistant leaders who are developed integrally in the context of School Based Management (SBM) and Education Unit Level Curriculum (SBC) and adjusted to the vision and mission of the relevant educational institution.

Education is one of the organizations that aims to make someone better in a variety of things so they can compete in the times. Education is said to be successful if the education produces output or graduates who are able to answer the challenges of the times. The aim of national education is to educate the nation's life and efforts to develop the whole person. The effort to improve the intelligence of national life is in various fields of life such as economics, politics, security, health, and so forth. While the success of education can be known by the evaluation process which is currently better known as the educational evaluation. Related to the evaluation process, the evaluation process in its development does not only concern student achievement but in this case the evaluation of learning also involves all kinds of things that exist in educational institutions including the extent to which the goals in the educational institution have been achieved.
