The article discusses information sources in assessing the effectiveness of innovations, types of cash inflows, cash outflows in the context of the organization's operational, investment and financial activities. The problem of insufficient relevance of accounting data in the analysis of the effectiveness of investment in innovation is reflected. The need for systematization of the current regulatory legal acts of the Russian Federation to integrate information on the results of intellectual activity into a single mechanism for effective management of the development of innovative potential of the Russian Federation is noted. The experience of foreign companies in the investment and innovation sphere is summarized. The factors influencing the development of the scientific potential of Russian companies and the need to introduce economic incentives for innovation entities are presented. The functions of the RF authorities in the field of legal regulation of innovations for the successful development of mechanisms for interaction between business entities and the state, the protection of intellectual property and the growth of the effectiveness of the practical application of innovative developments are generalized.

Introduction. The implementation of priorities of the scientific and technological development of the Russian Federation involves an assessment of the trends in the development of human, scientific, technological and innovation potential within the framework of these directions. In modern conditions of transformation of science and technology into key factors of Russian development, it is necessary to provide the country’s economy with human resources capable of withstanding “big challenges”, but at this stage there is a shortage of highly qualified specialists in many key industries that can offer a new scientific result, taking into account the prospects for its application. The purpose of the article is to develop an approach to assess the human, scientific, technological and innovative potentials in the context of priorities in the scientific and technological development of the Russian Federation and its validation using the example of three priorities. Materials and Methods. The materials of this study draw on Rosstat and FSMNO ; Rospatent; Web of Science and Scopus. The object of research is to assess human, scientific, technological and innovative potential in the context of priorities in scientific and technological development of the Russian Federation. In the course of the research, a multiplicative model of the impact of the availability of human, scientific, technological and innovative capacity on labour intensity was developed. In the process of research, the following research and analysis methods were used: comparison, induction and deduction method, generalisation method, chain substitution method, logical structure study, system analysis, and special methods of statistical, comparative analysis. In the methodological plan, we used the system and process appro aches in the basis of the study. Results. The study revealed that the labour intensity in 2016 for all three priorities of the scientific and technological revolution of the Russian Federation has increased. Therefore, according to the priorities of the scientific and technological revolution of the Russian Federation, the availability of scientific, technological and innovative potential is not sufficient, which leads to a decrease in the reverse indicator of labour intensity - labour productivity in the markets within the framework of these priorities. Concerning the impact on labour intensity in all three priorities, one observes: the growth of “collaborations” in fundamental research, the applied effectiveness of scientific activity, “collaborations” of applied research; reduction in citations from scientific articles, low patent activity of engineering and technical workers, technological demand for patents. Therefore, against the background of emerging collaborative activity of actors in the process of research and development and the growth of the applied effectiveness of scientific activity, there is a low level of orientation of scientific and scientific-technical results to c ommercialisation. Discussion and Conclusions. On the basis of the multiplicative model developed by the authors for assessing the impact of the provision of human, scientific, technological and innovative capacities on labor intensity, it was tested on the example of the three priorities of the scientific and technological development of the Russian Federation (a, b, c). It was revealed that the labour intensity in 2016, according to the priorities of the Scientific and Technical Council of the Russian Federation, increased, and the availability of scientific, technological and innovative potential is not sufficient, which leads to a decrease in the inverse measure of labour intensity - labour productivity in high-tech markets within the framework of these priorities. Concerning the impact on labour intensity for all three priorities, it was revealed: the growth of “collaborations” of fundamental research, the applied effectiveness of scientific activity, “collaborations” of applied research; reduction in citations from scientific articles, low patent activity of engineering and technical workers, technological demand for patents. The article is devoted to the study of the innovative potential of Volgograd region in the context of developing technological and innovative entrepreneurship. The article defines the contribution of Volgograd region to the development of high-technological business in Russia carried out on the basis of the analysis of empirical data, discusses the main problems of innovative growth, and suggests a model for developing and implementing innovation potential in the territory under consideration. The methodological basis of this study is quantitative and qualitative analysis of the statistical data of the Federal Service for State Statistics, the national report “High-Technological Business in Russia”, and, moreover, the rating of innovative companies in Russia and the rating of innovative regions for the purposes of monitoring and management developed by the Association of Innovative Regions of Russia in cooperation with the Ministry of Economic Development of the Russian Federation, with the participation of representatives of regional administrations and leading country experts. The results of this study may be useful to the officials responsible for the development of entrepreneurship and innovation, both at the regional and federal levels. One of the perspective directions of developing innovative potential in the region may be creating clusters, including the unification of various participants in innovative activities. An important fact is involving all actors of the region taking into account the degree of the development of the scientific and educational sphere and innovative entrepreneurship. In this regard, the most appropriate model of the development of innovative potential for Volgograd region can be the production and scientific model.

The study is devoted to assessing the innovative potential of agriculture of the member states of the Eurasian Economic Union. As part of the work, it was revealed that the Member States of the Union were united in order to ensure sustainable development in the current and strategic perspective. The analyzed agricultural indicators led to the conclusion that the Russian Federation is the absolute leader in terms of gross output and distribution of agricultural products, the Republic of Kazakhstan occupies the second place, and the Republic of Belarus in third place. At the same time, the specific indicator reflecting the collection and production of agricultural products per capita, which indicates the innovative development of agriculture, was analyzed in the work, as a result, it was revealed that the Russian Federation ranks last in terms of certain indicators. In this connection, mechanisms were proposed in the work aimed at increasing the innovative development of agriculture in the member states of the Eurasian Economic Union.

The dynamic development of the introduction of digital technology in various industries requires searching and developing new methodological approaches to form innovative development programs of enterprises for their digital transformation. This article characterizes the main trends and problems in developing the digital transformation of fuel and energy complex enterprises, defining its worth and development vectors. The author highlights the features of implementing digital and information technology at industrial enterprises and describes the most popular information and digital technologies used in the fuel and energy complex enterprises. She provides the main obstacles to the implementation of digital transformation in the Russian Federation, including the use of domestic information products. Having defined the target benchmarks and indicators for the development of digital technologies in the industries of the fuel and energy complex of the Russian Federation, the author formulates the priority tasks for developing the innovative potential of IT in industrial enterprises. Determining the specifics of the methodological provisions for its evaluation has required defining the constituent elements of the innovative potential. A comparative characteristic of methodological tools for assessing the innovation potential and position of enterprises is provided with the description of the different necessary methods it requires. The author proposes the use of a comprehensive methodological approach to assessing the innovative potential of the digital transformation of the oil and gas enterprise. The system of evaluation indicators is presented following the recommended evaluation vectors: level of digitalization, level of development of the fuel and energy complex, and level of innovation. An assessment of the innovative potential of the digital transformation of the oil and gas enterprise is demonstrated and the main conclusions are formulated. The assessment resulted in developing a program of digital development of oil and gas enterprise with the allocation of the main innovative directions and targets for the implementation of activities. Further benchmarks of scientific research are defined and conclusions are formulated.

The paper focuses on the problem of effective innovative regional development for strengthening the country's competitive position in the world market, ensuring the economic growth and improving the living standard of the population, which is a key task of the socio-economic policy of the Russian Federation. Creating modern mechanisms for managing innovative regional development should contribute to the activation of innovative activities in the region, increase its investment attractiveness and, as a result, improve its position in the National Rating of Investment Attractiveness of the subjects of the Russian Federation. Based on the analysis of the Global Innovation Index, conclusions are drawn about the success of the implementation of the Strategy of Innovative Development of the Russian Federation until 2020, and factors that have a positive and negative impact on the effectiveness of the innovation system of the Russian Federation are identified. The conducted SWOT analysis of the innovative potential of the Astrakhan region has shown that, despite the real potential, the innovative development of the region is at a low level. The concept of mechanism of innovative development is clarified and the concept of region is specified. The mechanism of innovative development of the region is proposed, consisting of seven elements: object, center, subjects, goals, algorithms of the mechanism of innovative development of the region, including management processes, methods and tools of management, conditions and factors that can contribute to or hinder the effective functioning of the mechanism, a system for evaluating the effectiveness of its work. The purpose of the mechanism is substantiated: to provide a synergistic effect in the development of the innovative potential of the region by ensuring effective interaction of all its participants. It has been stated that the proposed mechanism of innovative development can be used in any subject of the Russian Federation, taking into account the specific features of the region.
