The purpose of this study was to investigate the weather-related disaster preparedness and response strategies of agricultural extension professionals in Trinidad during Tropical Storm Karen (TSK). Trinidad faces perennial flooding, and Trinidad extension professionals have often been involved in the management of weather-related disasters. TSK was contextualized as a case study, and a qualitative approach was used to investigate the lived experiences of the extension professionals who directly assisted with managing the event. Semi-structured interview data were collected, along with concept maps and participant-rendered drawings. Each interview was compared with the participant’s concept map and drawing, while the constant comparative technique was used to evaluate the interview data among the participants to derive themes. Data were collected remotely using internet platforms due to the COVID-19 global pandemic. Findings indicated that disaster preparedness was strategized through field activities, including collecting data and providing disaster advice to clients. Disaster responsiveness was strategized through field actions, primarily through field evaluations for subsidy claims. In addition, related to disaster response, extension professionals faced various challenges in responding to TSK, most notably, the inability to access appropriate transportation. The findings of this study can guide the government of Trinidad and Tobago in bolstering the disaster management strategies of the country, as well as inform regional disaster management plans in other Caribbean countries.

Indonesia is one of the very prone countries to disaster. The tsunami and earthquake disasters caused enormous damage to property and infrastructure as well as loss of life. An earthquake on September 30, 2009, measuring 7.9 on the Richter scale struck the west coast of Sumatra, causing loss of life and damage to infrastructure. There were around 1,115 people killed, 1,214 seriously injured and 1,688 people lightly injured. A comprehensive study of natural disaster management activities or systems should be used as learning materials to form a disaster management system. Disaster preparedness by minimizing vulnerability has been identified as a better approach to dealing with disasters than post-disaster response. Creating a culture of prevention is critical to dealing with everyday hazards and the consequences of disasters. The study is using data from a natural disaster in west Sumatra, and data from people who were involved in the process of reconstruction post disasters in west Sumatra. This study aims to obtain an accurate description of the reconstruction post-disaster and relation with responsive gender activities in West Sumatra, and identify how the gender effect on reconstruction post-disaster in the West Sumatra region.


Ogan Komering Ilir (OKI) Regency is part of the South Sumatra Province whose area is prone to flooding and fire. As for the tropical region, OKI also has two extreme seasons between the rainy and dry seasons. In the dry season is a prone period of forest and land fires, while in the raining season, its prone to flooding. This study aimed to conduct Disaster Management in Wetland Settlements at Ogan Komering Ilir Regency. The method was using qualitative study design with six informant that consist of six local community and two key informant from worker of Badan Penanggulangan Bencana Daerah and Dinas Kesehatan OKI. The result showed that disaster management was classified into four phase. First, the phase of prevention and mitigation that analyzed socialization efforts conducted in OKI were distribution of leaflets and posters. Then, phase of disaster preparedness showed preparedness program in OKI has not been implemented optimally. In disaster emergency response phase discovered no specific procedure in disaster management. Moreover, the phase of disaster recovery indicated that collaborative efforts with multi-sector stakeholders have been conducted. It can be concluded to prepare Disaster Response Village Programs in Ogan Komering Ilir.

Disaster management involves the pillars of emergency management: planning and preparation, mitigation, response, and recovery. Emergencies are serious events that threaten health, life, and property and can be managed within the capabilities of the affected organization. Disasters, on the other hand, are hypercomplex emergencies, requiring resources not immediately available. Disaster management follows the principles of emergency management, and emphasizes flexibility, collaboration, and teamwork. Lack of resources will challenge people and organizations both in effects of disasters and the ability to manage them. Poverty, climate change, governance, and education are foundations to improve capacity. Hospitals play an important role in disaster response and can prepare accordingly. Plans, to be effective, must be implemented through appropriately-targeted exercises. Building on an all-hazards approach, to more hazard-specific considerations can improve disaster preparedness as well as day-to-day efficiency. Disaster management is complex and crucial. Abstract Background Disasters, whether natural or man-made, are unpredictable. The health care systems, represented by hospitals, are on the front lines of the emergency and disaster response. Tunisian health structures, must be able to cope with a case of mass influx of victims following any disasters. Therefore, we conducted this study to describe the level of disaster preparedness of University Hospitals of Sousse - Tunisia. Methods A simple descriptive quote is the basis of a data collection, conducted between September and October 2019 and performed in both University Hospitals of Sousse - Tunisia (Farhat Hached and Sahloul). The measuring instrument used in this study is the 'Hospital Safety Index' designed by the World Health Organization in 2008. Data was analyzed using the 'Module and safety index calculator' which calculates a specific score for each module (structural safety, nonstructural safety and emergency and disaster management) and an overall score for hospital safety, and assigns an appropriate classification which can be “c/C” corresponds to a score from 0 to 0.35, “b/B” from 0.36 to 0.65, or “a/A” from 0.66 to 1. Results The overall safety index class of both hospitals was 'B'. Sahloul University Hospital was classified as 'a' in both structural and nonstructural safety modules and classified as 'c' in the emergency and disaster management module, in the other hand Farhat Hached University Hospital was classified as 'c' in structural safety module and classified as 'b' in both nonstructural safety and emergency and disaster management modules. Conclusions The hospitals' current levels of emergency and disaster management needs to be improved. Actually, both patients and staff safety as well as the hospital's ability to function during and after emergencies and disasters are potentially at risk. In both hospitals, intervention measures are needed in the short term. Key messages Appropriate disaster management should be based on a clear plan, preparedness and collaborative and effective efforts on the part of the community and the different organizations involved. A safe hospital needs to assure that its services remain accessible and functioning at maximum capacity, before, during and immediately after the impact of emergencies and disasters.

AbstractObjectiveThe Republic of Senegal Disaster Preparedness and Response Exercise was held from June 2-6, 2014, in Dakar, Senegal. The goal was to assist in familiarizing roles and responsibilities within 3 existing plans and to update the National Disaster Management Strategic Work Plan.MethodsThere were 60 participants in the exercise, which was driven by a series of evolving disaster scenarios. During the separate Disaster Management Strategic Work Plan review, participants refined a list of projects, including specific tasks to provide a “road map” for completing each project, project timelines, and estimated resource requirements. Project staff administered a survey to conference participants.ResultsA total of 86% of respondents had improved knowledge of Senegal disaster plans as a result of the exercise. A total of 89% of respondents had a better understanding of their ministry’s role in disaster response, and 92% had a better understanding of the role of the military during a pandemic. Participants also generated ideas for disaster management system improvement in Senegal through a formal “gap analysis.”ConclusionsParticipants were in strong agreement that the exercise helped them to better understand the contents of their disaster response plans, build relationships across ministerial lines, and effectively enhance future disaster response efforts. Due to rapid social change, the government does not have enough resources to manage urgent situations such as natural disasters. Recently, research on cooperative disaster management systems has increased, making it possible to respond to disasters more effectively. A "policy network" model is utilized to analyze the relationships among actors, with a particular focus on actors' behavior and network structure. Key findings are as follows: First, the participants in a disaster response network include the government sector as mandated by law, and the nongovernmental sector, which represents various interest groups. Second, the interactions especially among government departments or among NGOs, are dynamic as participations frequently engage and work with each other. Interaction between other sectors, however, is relatively low. Third, the policy network tends to form conflict-ridden relationships with low credibility. The low level of credibility among other sectors created obstacles to cooperative partnership and can increase the costs of disaster management in the long term.

This paper aims to review the disaster response strategies implemented by the Government of Zimbabwe to mitigate the effects of floods in between 2016 and 2019. The daunting impacts of climate change are manifesting through floods, hurricanes, heat waves and drought in Sub Saharan Africa. As such, Zimbabwe is on record of falling victim to floods caused by torrential rains. Floods that struck Zimbabwe had calamitous consequences recorded where hundreds of people died, thousands displaced, infrastructure was destroyed, and people left vulnerable to diseases. Despite the country’s participation in international and regional conventions that recognizes climate change impacts and the need to develop modest disaster preparedness and recovery plans, Zimbabwe has been crawling to proactively formulate and implement disaster recovery mechanisms. As such, the country has been ravaged by floods unprepared where reactive disaster response strategies would be ignited. Having said that, this paper examined how the Government of Zimbabwe responded to the unusual occurrences of flash floods in both rural and urban settlements. The empirical analysis is based largely on data from databases such as the national surveys and literature. This paper argues that there is a robust need for the country to invest in disaster risk and recovery plans and disaster early warning systems where communities are not ambushed by gruelling occurrence of floods and its associated risks.

Climate change is increasing the frequency of disasters in the world. Accordingly, disaster management strategies are also changing. The UN has focused on acknowledging the Indigenous Knowledge in disaster management strategies. In this study, the village Khursheed in District Sargodha has been focused due to facing frequent floods since decades. They have developed some methods to counter floods. The study was qualitative containing three focus group discussions and thirty interviews, reveals that villagers have devised their own flood forecast and early warning systems. The indigenous methods of constructions of buildings and agricultural techniques have rendered the village more resilient. The elevated spiritual level has enhanced their immune system to face floods. The government needs to devise local level disaster management strategies which should incorporate indigenous and modern knowledge.

Disaster management is recognized as a complex task. Despite current facilities and advancements, each disaster continues to frustrate the government and the community. Well-known issues include lack of awareness, direction, preparation and planning, response, recovery, and policy vacuum, besides many other factors. Other issues include emerging drivers of change such as globalization, climate change, technology, social construct, global finance, and education. Despite the recognition of such complex issues, the pace of disaster management strategies seems to be inadequate. This is mainly due to the lack of an approach that can integrate the myriad of issues with the roles and responsibilities of stakeholders such as governments, practitioners, and the community. This chapter identifies a spatially enabled platform as a tool to overcome the aforementioned issues. A preliminary roadmap with “stakeholder position” as the central point of integration is presented. It is anticipated that the roadmap will provide governments and decision makers with the direction needed for future planning.

A disaster is an event that threatens and disrupts people's lives and livelihoods which are caused, both by natural and / or non-natural factors as well as human factors, resulting in human casualties, environmental damage, property loss and psychological impacts. According to Law Number 24 of 2007 concerning Disaster Management, disasters are classified into three parts; natural disasters, non-natural disasters and social disasters. The impact of disasters, especially natural disasters, varies from the moment of occurrence to post-disaster. Referring to the series of earthquake events in Lombok on 29 July 2018 (M6.4), 5 August 2018 (M7.0) and 19 August 2018 (M6.9), until 1 September 2018 has claimed 564 victims and suffered losses with the total rough count reached IDR 12.15 trillion. The impact of the earthquake is a lesson for the government and related agencies, in this case the Mataram City BPBD to better prepare disaster management strategies in a mature and planned manner. This study aims to determine the disaster communication strategy of the Mataram City BPBD in building a disaster-aware Mataram community using qualitative methods. The results of the research also show, among others: (1) Determination of communicators / community leaders as a credible source; (2) Selection of messages that are easy to understand; (3) Selection of disaster reporting media; (4) Mapping communication barriers in building disaster-aware communities
