How feasible is Regional Integration for reconciling land use conflicts across the urban-rural interface? Evidence from Beijing-Tianjin-Hebei metropolitan region in China

<p>Competition among different uses for land is becoming acute under the process of urbanization, and conflicts related to this competition are becoming more frequent and more complex. This article presents a methodology for confronting this issue. By applying an integrated framework, we explore the implicit role of the Beijing-Tianjin-Hebei Regional Integration (BRI) policy in land use conflicts by focusing on the urban-rural interface, and try to address the research question: “How feasible is BRI for reconciling land use conflicts across the urban-rural interface?” An original structure of the analysis is developed based on the identification of three types of conflicts, namely, conflicts over land use structure, conflicts over land conversion and conflicts over landscape pattern. According to the interactions and relationships among these conflicts, we define broad categories of land use conflict areas. Indeed, these conflicts are all related to the unplanned use of agricultural land reserves, which competes with other more immediate uses, and the over-exploitation of land resources caused by unsustainable urban practices. This policy is clearly a critical objective for optimizing the land use structure. It, however, fails to reconcile the conflicts over land conversion and landscape pattern, especially for considerable agricultural land conversion to non-agricultural uses, and low-density development pattern with mixed residential and industrial land uses. Hence, alternative strategies involving public participation, spatial equity, rural revitalization, land-use system reform, and new type of urbanization, can be identified as viable solutions for land use conflict management, which may be complementary to regional integration. The findings of our paper may also contribute to the policy debate on BRI concerning land use planning and regional sustainability.</p>

Inadequate land use planning is one of the main driving forces leading to the occurrence of erosion and environmental degradation. The negative impacts of poor planning influence soil physical quality and fertility, agricultural productivity, water quality and availability, biodiversity and other ecosystem services. In some areas, actual land use is not consistent with potential use. When this occurs, the area is termed as being in environmental land use conflict. Many studies have demonstrated the efficiency of the ruggedness number (RN) method for determining land use potential in watersheds. The RN method is simple and can be carried out using geographic information systems (GIS). However, the absence of potential land use or agricultural land suitability assessments is recurrent in territorial management plans or integrated water resources plans (IWRP), especially for macroscale river basins. Therefore, the aim of this preliminary study is to identify possible environmental land use conflicts at the Rio Grande Basin (BHRG), Brazil, using the Ruggedness Number. The results indicate high agricultural use potential and the predominance of appropriate or acceptable soil use at the BHRG. However, class 1, 2 and 3 environmental conflicts were identified in some Rio Grande sub-basins, suggesting greater environmental degradation risks. The findings clearly indicate that more exhaustive studies on environmental quality (soil capability, water, biodiversity) are required at the BHRG, especially in environmental land use conflict areas. We emphasize that this is an important preliminary study which may be carried out in any other macroscale hydrographic basin.

The main trends in changing the land use structure in the territory of the Klyazma River basin were de-scribed in the article. Using GIS technologies and remote sensing data the areas of land with different land use regimes in the studied territory were determined in the period from 2001 to 2019. The indices of LAI and FPAR phytoproductivity for the territory of the Klyazma basin as a whole, and for each basin included in it were determined. The analysis of the dynamics of changes occurring in the structure of land use is carried out. For the territory of Vladimir region, which is a part of the Klyazma River basin, an assessment of soil types distribution over occupied area was carried out. An integral indicator of soil fertility was calcu-lated on the basis of statistical data of agrochemical indicators. The fraction of fallow lands decreased by 2019 and it amounts 33.76% of the total area of the studied territory. The fraction of mixed forests increased from 38.48% in 2001 to 44.50% in 2019 due to the formation of fast-growing tree species shoots on fallow lands. The area of meadow vegetation for the period from 2015 to 2019 decreased by 3.5%, from 4 276 to 3 121 km2, due to agriculture degradation and a significant decrease in livestock grazing. The indicator of soil fertility for the Klyazma basin was 0.74, which is a high indicator. It is established that the most active decrease in the agricultural land area occurs in the central, north-western and western parts of the river basin.

Abstrak  Pertumbuhan  penduduk dan dinamika pembangunan telah menggeser pemanfaatan lahan yang akhirnya menimbulkan kompleksitas permasalahan lahan yang semula berfungsi sebagai media bercocok tanam (pertanian), berangsur-angsur berubah menjadi multifungsi pemanfaatan. Berubahnya pemanfaatan lahan pertanian ke non pertanian dapat disebut juga sebagai alih fungsi lahan. Kabupaten Aceh Besar adalah salah satu kabupaten yang terus menghadapi permasalahan alih fungsi lahan, khususnya lahan sawah. Alih fungsi lahan ini mengakibatkan luas lahan sawah di Aceh Besar terus menurun. Lahan yang paling banyak mengalami alih fungsi lahan adalah jenis lahan sawah yang menjadi lahan non pertanian. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang menyebabkan terjadinya alih fungsi lahan sawah dan mengidentifikasi dampak sosial dan ekonomi yang dialami petani mantan pemilik lahan akibat alih fungsi lahan sawah menjadi lahan non pertanian. Berdasarkan hasil regresi secara parsial dari analisis regresi faktor harga jual, kebutuhan hidup dan kondisi lahan berpengaruh nyata terhadap konversi lahan sawah di  Kecamatan Baitussalam Kabupaten Aceh Besar. Bedasarkan hasil regresi secara serempak dari hasil regresi didapatkan bahwa harga jual, kebutuhan hidup dan kondisi lahan secara serempak mempengaruhi konversi lahan sawah di Kecamatan Baitussalam Kabupaten Aceh Besar. Berdasarkan isu dampak sosial sebagai akibat alih fungsi lahan di lihat dari keinginan kondisi lama, meningkatkan rasa kerjasama dan kekeluargaan, serta kemampuan memenuhi kebutuhan keluarga mendapatkan hasil yang positif dengan nilai ≥ 50%. Berdasarkan isu dampak ekonomi sebagai akibat alih fungsi lahan di lihat dari peningkatan pendapatan mendapatkan hasil yang positif dengan nilai ≥ 50%.Impact Of Paddy Fields Function  On Community Socio-Economic Conditions Of Baitussalam District, Aceh Besar RegencyAbstract  Population growth and the dynamics of development have shifted land use which eventually led to the complexity of the problem of land that used to function as a farming medium (agriculture), gradually becoming a multifunctional use. Changing the use of agricultural land to non-agriculture can also be referred to as land conversion. Aceh Besar District is one of the districts that continues to face the problem of land conversion, especially rice fields. The conversion of this land function has caused the area of paddy fields in Aceh Besar to continue to decline. The land that has experienced the most land use change is the type of rice field that becomes non-agricultural land. This study aims to identify the factors that cause the conversion of paddy fields and identify the social and economic impacts experienced by farmers former landowners due to the conversion of paddy fields to non-agricultural land. Based on the partial regression results from the regression analysis, the factors of selling price, life necessity and land conditions have a significant effect on the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the simultaneous regression results from the regression results, it was found that the selling price, life needs and land conditions simultaneously affected the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the issue of social impacts as a result of land use change seen from the desires of the old conditions, increasing the sense of cooperation and kinship, as well as the ability to meet family needs get positive results with a value of ≥ 50%. Based on the issue of economic impact as a result of the transfer of land functions, it can be seen from the increase in income that has a positive result with a value of ≥ 50%.

Cimanuk Subdistrict is known with rice brand called “beras cimanuk”, which is a quality rice-producing area in Pandeglang Regency, but land use due to regional development has affected the lives of farmers, especially the younger generation of local farmers. This study aims to see how the conversion of agricultural land has a significant impact on social change in society, especially in the survival of generations of farmers. Data collection was conducted from April to June 2016 with interview techniques involving 21 informants consisting of tenants, landowners, surrounding communities, and agricultural extension agents. Data analysis was carried out descriptively. The results of the study concluded that land use change affected the declining role of agriculture in the socio-economic life of the community. the fading of the meaning of agricultural land became a driver in the difficulty of realizing the regeneration of farmers in Cimanuk subdistrict

Rapid urbanization has dramatically spurred economic development since the 1980s, especially in China, but has had negative impacts on natural resources since it is an irreversible process. Thus, timely monitoring and quantitative analysis of the changes in land use over time and identification of landscape pattern variation related to growth modes in different periods are essential. This study aimed to inspect spatiotemporal characteristics of landscape pattern responses to land use changes in Xuzhou, China durfing the period of 1985–2015. In this context, we propose a new spectral index, called the Normalized Difference Enhanced Urban Index (NDEUI), which combines Nighttime light from the Defense Meteorological Satellite Program/Operational Linescan System with annual maximum Enhanced Vegetation Index to reduce the detection confusion between urban areas and barren land. The NDEUI-assisted random forests algorithm was implemented to obtain the land use/land cover maps of Xuzhou in 1985, 1995, 2005, and 2015, respectively. Four different periods (1985–1995, 1995–2005, 2005–2015, and 1985–2015) were chosen for the change analysis of land use and landscape patterns. The results indicate that the urban area has increased by about 30.65%, 10.54%, 68.77%, and 143.75% during the four periods at the main expense of agricultural land, respectively. The spatial trend maps revealed that continuous transition from other land use types into urban land has occurred in a dual-core development mode throughout the urbanization process. We quantified the patch complexity, aggregation, connectivity, and diversity of the landscape, employing a number of landscape metrics to represent the changes in landscape patterns at both the class and landscape levels. The results show that with respect to the four aspects of landscape patterns, there were considerable differences among the four years, mainly owing to the increasing dominance of urbanized land. Spatiotemporal variation in landscape patterns was examined based on 900 × 900 m sub-grids. Combined with the land use changes and spatiotemporal variations in landscape patterns, urban growth mainly occurred in a leapfrog mode along both sides of the roads during the period of 1985 to 1995, and then shifted into edge-expansion mode during the period of 1995 to 2005, and the edge-expansion and leapfrog modes coexisted in the period from 2005 to 2015. The high value spatiotemporal information generated using remote sensing and geographic information system in this study could assist urban planners and policymakers to better understand urban dynamics and evaluate their spatiotemporal and environmental impacts at the local level to enable sustainable urban planning in the future.

Bangladesh is a land scarce country where per capita cultivated land is only 12.5 decimals. It is claimed that every year about one percent of farm land in the country is being converted to non-agricultural uses. The study is based mainly on field survey covering 2 villages (Narikel Baria and Baze Silinda) from 10 sub-urban villages around Rajshahi City Corporation under Paba Upazila of Rajshahi district. The study area was selected purposively and the respondents of this research work were selected randomly. The major focus was on to mention the general land use pattern of the area, estimates the agricultural land conversion besides determining the causes and consequences affecting such conversion. Both Narikel Baria and Baze Silinda villages were selected as study area because of its relatively higher growth in infrastructure. In order to fulfill the goal of this study, primary and secondary data were collected from various sources and to analyze and process of collected data the SPSS, Excel and Arc GIS software were used. Different types of descriptive statistics were applied for representing the analyzed data. It is observed that the land conversion form agriculture to non-agriculture allied in recent time is more than the previous time due to gradually increasing land demand in housing and relevant services which invites adverse impact on agricultural land as well as its dependent population. So, it is necessary to take integrated land-use planning to offer better options for the fulfillment of land demand both of housing and agricultural sectors.
