Tujuan penelitian: (1) Untuk mengetahui dan menganalisis tentang penegakan hukum terhadap penyalahgunaan narkotika di kota makassar; (2) Untuk mengetahui dan menganalisis tentang faktor-faktor apa saja yang mempengaruhi penegakan hukum terhadap penyalahgunaan narkotika di kota makassar. Metode penelitian yang digunakan pada penulisan ini adalah penelitian empiris. Kesimpulan penelitian: (1) Penegakan hukum terhadap penyalahgunaan narkotika di kota makassar dilaksanakan dengan menggunakan sarana penal dan non penal. (2) Faktor yang mempengaruhi penegakan hukum terhadap penyalahgunaan narkotika di kota makassar adalah Faktor kesulitan terhadap saksi yang masih menghambat kepolisian dalam hal penanganan terhadap penyalahgunaan narkotika di masyarakat; Faktor kemampuan finansial menjadi salah satu faktor yang mempengaruhi penegakan hukum terhadap penyalahgunaan narkotika; Faktor mental atitude para penegak hukum juga mempengaruhi penegakan hukum terhadap penyalahgunaan narkotika karena faktanya di masyarakat ada yang beranggapan atitude para penegak hukum dalam hal pemberantasan tindak pidana narkotika terkesan tebang pilih. Research purposes: (1) To find out and analyze the law enforcement of narcotics abuse in Makassar; (2) To find out and analyze what factors influence the law enforcement of narcotics abuse in Makassar. The research method used in this paper is empirical research. Research conclusions: (1) Law enforcement against narcotics misuse in the city of Makassar is carried out by using penal and non-penal means. (2) Factors that influence law enforcement against narcotics abuse in the city of Makassar are the difficulties for witnesses who are still hampering the police in handling narcotics abuse in the community; The financial capability factor is one of the factors that influence law enforcement against narcotics abuse; Mental factor atitude of law enforcement also influences law enforcement against narcotics abuse because the fact is that there are those in the community who assume that the attitudes of law enforcers in the eradication of narcotics crime seem to be selective.

Abstrak Hukum dalam perkembangannya, mendorong para ahli hukum untuk menghasilkan suatu definisi mengenai hukum. Dapat ditemukan bahwa definisi mengenai hukum yang dihasilkan oleh para ahli memiliki karakteristik yang berbeda satu dengan yang lain. Hal ini memiliki alasan bahwa dalam proses menghasilkan definisi tersebut para ahli memiliki sudut pandang yang berbeda. Jadi, Cita hukum ini harus memiliki bentuk, baik dalam tataran teoritis hingga pada tataran praktis. Pada tataran teoritis, cita hukum berawal pada tahap interpretasi yang berujung pada tataran Praktis, yaitu implementasi. Pada tahap interpretasi, cita hukum ini berawal dari konsep hukum itu sendiri. Adapun dalam penulisan penelitian ini, penulis menggunakan metode penelitian normatif-empiris melalui studi pustaka dari beberapa bahan buku dan media lainnya serta observasi lapangan di kota Palembang melalui wawancara. Kata Kunci : Hukum, Nilai Keadilan, Pemimpin. Abstract The law in its development, encourages legal experts to get a resolution on law. Can be found with the resolution of the law produced by experts have different characteristics with the others. This has a reason in the process of producing these experts have different points of view. So, this legal ideal must have a form, from the legal level to the practical level. At the level of transition, the purpose of law starts at interpretation which ends at the practical level, namely implementation. At the interpretation stage, this legal idea starts with the concept of law itself. Regarding this research, the author uses the normative-empirical research method through library research from several book materials and other media as well as field observations in the city of Palembang through interviews.

Background. Cases of sexual violence increase every year, victims ranging from adolescents, children to toddlers. Based on data from the Indonesian Child Protection Commission, abuse and violence against children in Indonesia in 2013 were 23 cases, in 2014 there were 53 cases, in 2015 there were 133 cases, 2017 reached 1,337 cases, and as of July 2018 there were 424 cases. Purpose. Knowing the factors that influence the law enforcement process of sexy violence cases in Semarang City. Method This study uses descriptive analytical methods for cases of violence against children, based on medical record data in hospitals, documents in Mapolrestabes, the District Attorney's Office and the Semarang City Court for the period of January 2015 to December 2018. Results. Based on research results obtained 213 experimental cases section from medical record data in hospitals in the city of Semarang. Most cases of child abuse occurred in 2018 with 72 cases. Most victims are 12-14 years old age group, female. Most types of cases are cases of intercourse. The majority of violations are persons known as victims, perpetrators not working, and most of the places of occurrence are in the defendant's house. At the time of prosecution and trial, the number of cases was significantly reduced to only 8 cases. Factors related to this include lack of evidence, difficulty in obtaining information from victims, convoluted statements of coverage, lack of election, and obtaining diversion rates. Conclusion Cases of sexual violence have increased from year to year. The process of law enforcement on this problem still has many difficulties in each manufacturing process which is still difficult to overcome.

This research aimed to: (a) obtain the forms of copyright infringement of songs and/or music (with or without lyrics); (b) understand the role of the police, in this case the Police Precinct, in the law enforcement; (c) identify the factors that influenced the law enforcement. The research method used the normative-empirical legal research, with the initial stages of specifying norms in order to get the proper picture, and then specifying empirical events in order to get the real picture. The research results showed several matters: 1) The forms of copyright infringement of songs and/or music (with or without lyrics) found included: the distribution of the works or the copies, the performances of the works, and the announcements of the works; 2) Police Precinct did notultimately carry out their role as a law enforcer for the copyright infringement of songs and/or music (with or without lyrics); and 3) The factors that influenced the law enforcement on the copyright infringement of songs and/or music (with or without lyrics), namely: legislation factor, in the matter of complaint offenses; law enforcement factor, in terms of the capacity of members; less supportive factor of facilities and infrastructure; legal awareness factor, in the problem of the lack of legal counseling; and cultural factor, related to the differences in norms in the copyright law between those in society and those in regulations.

The illegal use of well-known marks for counterfeit goods is qualified as a criminal act. The act may cause damages to the owner of a well-known mark. The protection of a registered mark and a well-known mark through Law Number 15 Year 2001 on Trade Marks should be able to address issues related to mark infringement. The number of cases of illegal use of well-known marks is high because, in a business, using a well-known mark is more profitable than using own mark. Other factor which influences trade in counterfeit goods using well-known marks is the lack of public legal awareness as consumers, producers and traders. An empirical research method was applied in the research, using primary and secondary data. Maximizing trade in local goods using registered marks is one of effective ways to minimize trade in counterfeit goods using well-known marks in traditional markets in Medan. There are two possible solutions to this problem. The first solution is socializing Law on Marks to local producers, consumers and traders. The second solution is implementing a supporting program to help local producers register their rights to a mark.

�AbstractNarcotics crime is a very serious human crime, has an extraordinary impact, especially on the young generation of a nation today. The purpose of this study was to analyze the enforcement of criminal law from a criminological perspective. The research method used is empirical juridical. The results of the study are that there are many victims of narcotics crime and systematic preventive efforts such as BNN Lubuklinggau City appoint 5,500 people as anti-drug activists who are spread in 72 villages and appoint consular in eight sub-districts to invite drug addicts to consciously participate in rehabilitation to suppress rehabilitation to suppress the number of drug addicts in Lubuklinggau City. Conclusion of efforts to prevent drug trafficking that is happening right now especially in the City of Lubuklinggau, infrastructure facilities need to be improved again with a more sophisticated detection quality. Counseling and prevention is always given as in government offices, in schools, and on campuses, the supervision of the police. The enforcement system provides maximum punishment.Keywords: Law Enforcement, Narcotics, Criminology.AbstrakKejahatan Narkotika merupakan kejahatan kemanusian yang sangat berat, mempunyai dampak luar biasa, terutama pada generasi muda suatu bangsa saat ini. �Tujuan dari penelitian ini untuk menganalisis penegakan hokum tindak pidana dari prespektif kriminologi. Metode penelitian yang digunakan adalah yuridis empiris. Hasil penelitian yaitu korban tindak pidana narkotika sudah banyak dan usaha-usaha pencegahan yang sistematis yaitu seperti BNN Kota Lubuklinggau menunjuk sebanyak 5.500 orang sebagai penggiat anti narkoba yang disebar di 72 kelurahan dan mengangkat konsuler di delapan kecamatan untuk mengajak pecandu narkoba untuk sadar mengikuti rehabilitasi untuk menekan jumlah pecandu narkoba di Kota Lubuklinggau. Simpulan upaya pencegahan terhadap peredaran Narkoba yang terjadi saat ini terlebih di Kota Lubuklinggau, sarana prasarana perlu di tingkatkan lagi dengan kualitas pendeteksi yang lebih canggih. Penyuluhan dan pencegahan selalu diberikan seperti di kantor-kantor pemerintahan, di sekolah, maupun di kampus-kampus tersebut, pengawasan dari pihak kepolisian. Sistem penegakannya memberikan hukuman yang maksimal.Kata kunci : Penegakan Hukum, �Narkotika, Kriminologi.

AbstractThe form of law enforcement against brand violations in the city of Makassar has been regulated in Law No. 20 of 2016 that has been good and perfect because it has gone through several revisions and in practice, law enforcement against these violations has been carried out well by investigators of the civil service Ministry of Law and Human Rights who work closely with the Republic of Indonesia National Police investigators and Public Prosecutors. But it is needed addition to the number of civil servant investigators in the scope of ministries that specifically deal with violations of brand rights and IPR as a whole so that enforcement and implementation of the Law / 20 of 2016 is more maximal. The stipulation of laws concerning brands which constitute complaint offenses must be changed to the usual offense of enforcement of violations of Brand Rights which can be immediately processed by the authorities without waiting for a complaint.Key Words: Law Enforcement, Brand RightsAbstrakBentuk penegakan hukum terhadap pelanggaran merek di kota Makassar telah diatur didalam UU No. 20 Tahun 2016 yang telah bagus dan sempurna karena telah melalui beberapakali revisi dan dalam prakteknya, penegakan hukum terhadap pelanggaran ini telah dijalankan dengan baik oleh penyidik pegawai negeri sipil kementerian Hukum dan Ham yang berkerja sama dengan penyidik Kepolisian Negara republik Indonesia serta Penuntut Umum. Namun, diperlukan penambahan jumlah penyidik pegawai negeri sipil dilingkup kementrian yang khusus menangani pelanggaran hak merek dan HKI secara keseluruhan agar penegakan dan penerapan UU/20 tahun 2016 lebih maksimal. Penetapan UU tentang merek yang merupakan delik aduan harus diubah menjadi delik biasa sehingga penegakan terhadap pelanggaran Hak Merek dapat segera diproses oleh pihak yang berwajib tanpa menunggu adanya aduan.Kata Kunci: Penegakan Hukum, Hak Merek

The article examines the relevance of the problem of studying the phenomenon of suggestibility as a factor of exposure to information and psychological influence in the modern information society in relation to the activities of law enforcement officers. The subject of the article is the methods of psycho-diagnostic assessment of suggestibility as a factor of susceptibility to information and psychological influence. The aim of the study is to analyze the features of the theoretical and empirical research of the suggestibility phenomenon and to determine the possibilities of its psycho-diagnostic assessment within the framework of the activities of practical psychologists of the law enforcement system. The methodological basis of the work was formed by general scientific and formal-logical research methods: analysis, synthesis, induction, generalization, typology and classification. As a result of the work carried out, the terminological apparatus was clarified within the framework of the problem set and the boundaries of the concept of suggestibility with related phenomena were determined. A theoretical review of the existing psycho-diagnostic tools for determining the degree of suggestibility (hypnotizability) is made: diagnostic methods for empirical research of the phenomenon that are found in scientific literature are analyzed and presented, and the author's classification of existing methods for determining the degree of suggestibility for various grounds is made. Conclusions are drawn about the possibility of using timely diagnostics and assessment of the degree of suggestibility of law enforcement officers using the methods described in the article, as well as about further preventive and corrective work with employees aimed at reducing exposure to information and psychological impact and the formation and strengthening of information and psychological stability, which will affect positively the efficiency of the law enforcement system. Efforts to implement the implementation of the Regional Regulation regarding the retribution for waste and sanitation services in Indragiri Hilir Regency certainly require support from many parties, both from the local government and the community who are classified as obligatory levies. The problems in this study are (1) How is the Implementation of Collection of Regional Retribution in the Sector of Waste and Cleanliness Based on Regional Regulation Number 15 of 2011 Indragiri Hilir Regency, (2) What are the Inhibiting Factors in the Implementation of Collecting Regional Levies in the Sector of Waste and Cleanliness Based on Regional Regulation Number 15 of 2011 Indragiri Hilir Regency. (3) What are the Efforts in Implementing Regional Retribution Collectors in the Sector of Waste and Cleanliness Based on Regional Regulation Number 15 of 2011 Indragiri Hilir Regency This research method uses empirical/sociological legal research, the nature of this research is descriptive, that is, it provides a clear picture. It can be concluded that (1) Implementation of Collection of Regional Levies in the Sector of Waste and Cleanliness Based on Regional Regulation No. 15 of 2011 Indragiri Hilir Regency begins with collecting data and mandatory registration of user fees clearly and correctly and collecting using SKRD which is carried out once a month turns into two times in one month. month. (2) Inhibiting factors in this implementation can be seen from the lack of supervision, factors from the law itself, law enforcement factors, facilities and facilities and community factors. (3) Efforts are made by increasing the supervision carried out by DLHK together with Bapenda, issuing regulations further implementing regulations as a basis for implementing additional regulations, involving Satpol PP who act as regional regulations enforcers and the formation of PPNS as part of investigators who are authorized to take action on cases of regional regulations violations committed by retribution obligations that do not implement regulations.

An examination of the case is conducted to reveal evidence and information that the defendant is considered to have committed a criminal offense that caused the victim to loss, and that the victim is the party who was harmed by the defendant. Case examination through communication activities in the case examination agenda session as examination communication. This article aims to find a model of examination communication in the agenda of proving a case in court. The concept in this research is Examination Communication and Communication Ethnography.  The research method used is descriptive qualitative research. Researchers interviewed 15 informants, observed 3 criminal cases, and documented the research. The results of this study indicate that the audit communication activities at the Court take place in the courtroom. The case evidence agenda forms three models of examination communication based on communication participants, namely (1) the law enforcement communication model with the defendant, namely the communication activities of judges, prosecutors, and legal advisers with the defendant (2) law enforcer communication model with victims, namely communication activities of judges , legal advisers, public prosecutors with victims (3) the model of communication between law enforcers and witnesses, namely the communication activities of judges, legal advisers, prosecutors with defendants. In practice, communication activities for the examination of defendants, victims and witnesses can be carried out simultaneously, which is called the cross examination communication model. The cross-examination communication model is carried out to verify and confirm evidence, the information provided by the accused, witnesses and victims simultaneously.  Pemeriksaan perkara dilakukan untuk mengungkap bukti dan informasi bahwa terdakwadianggap melakukan tindak pidana yang merugikan korban, dan bahwa korban adalah pihak yang dirugikan oleh terdakwa. Pemeriksaan perkara melalui kegiatan komunikasi dalam sidang agenda pemeriksaan perkara sebagai komunikasi pemeriksaan. Artikel ini bertujuan untuk menemukan model komunikasi pemeriksaan dalam agenda pembuktian perkara di Pengadilan. Konsep dalam penelitian ini adalah Komunikasi Pemeriksaan dan Etnografi Komunikasi. Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif. Peneliti mewawancarai 15 informan, mengamati 3 kasus pidana, dan mendokumentasikan penelitian tersebut. Hasil penelitian ini menunjukkan bahwa kegiatan komunikasi pemeriksaan di pengadilan berlangsung di ruang sidang persidangan. Agenda pembuktian perkara membentuk tiga model komunikasi pemeriksaan berdasarkan peserta komunikasi, yaitu (1) model komunikasi penegak hukum dengan terdakwa, yaitu kegiatan komunikasi para hakim, jaksa, dan penasihat hukum dengan terdakwa (2) model komunikasi penegak hukum dengan korban, yakni kegiatan komunikasi hakim, penasihat hukum, penuntut umum dengan korban (3) model komunikasi antara penegak hukum dan saksi yakni kegiatan komunikasi hakim, penasihat hukum, jaksa, dengan terdakwa. Dalam praktiknya, kegiatan komunikasi pemeriksaan terdakwa, korban, dan saksi dapat dilakukan secara bersamaan, yang disebut model komunikasi pemeriksaan silang. Model komunikasi pemeriksaan silang dilakukan untuk memverifikasi dan mengkonfirmasi bukti, informasi yang diberikan oleh terdakwa, saksi dan korban secara bersamaan.
