Since the Government of Indonesia made deregulation in several aspect of aviation industry early of this century, the development of airline industry shows thremendestly. There are many new Low Cost Air Carrier “growing up like mushrum in the rainy season”. Some of side effect of this fast growing are concerning with flight safety, especialy in maintenance, human resources and operational aspects. Flight Safety is mandatory in all aspect of aviation industry, there is no room for relaxation or dispensation regarding safety. Air crew especialy Pilot has huges responsibility in Flight Safety during flight, their healthy condition and eligibility of technical of flight should be maintain at all times. Missuse of narcotic will jeoperdize both healthy and ability in their profesional perform.  In this journal we will focus on human resources aspect regarding legislation of missuse of narcotic among flight crew and implementation of safety management of aviation personel.

Purpose: This study investigates the relationships between service efficiency in 5 major cost centres (namely, business orientation, network coverage, physical resources, maintenance, repair and overhaul (MRO), and human resources) and profitability in the global airline industry.Design/methodology/approach: The study integrates the Slack-based Model (SBM) of Data Envelopment Analysis (DEA) with the Alternating Conditional Expectation (ACE) regression to understand the relationships between an airline’s profitability and its efficiencies in 5 identified operations areas.Findings: Based on the observational data obtained from 75 international airlines, the relationships between operational performances and profitability are found to be curvilinear and contingent on an airline’s operating model.Research limitations/implications: The omission of non-IATA airlines and many low cost carriers may hinder a holistic view of the airline industry.Practical implications: Management can influence the profitability of an airline through its strategic operations decisions that affect an airline’s cost, service quality, and financial structure after the influences of location and size have set the stage. Airlines pursuing cost leadership should seek to increase productivity especially in MRO, human resources and physical resources; whereas airlines pursuing service differentiation may choose to provide quality service at lower efficiencies or pursue an approach to improve quality and efficiencies simultaneously.Originality/value: Identifying operations practices that are consistent with a firm’s competitive priorities is important in the multifaceted service environment today. An integrated SBM-ACE regression model, which permits different input-output mix, variable return to scale and non-linear relationship, is proposed and applied to analyze the profit impact of service efficiencies in the five key operations areas.

The monograph is devoted to the expert study of the dangers of typical mistakes made by air traffic controllers in their professional activities. Taking into account the influence of the human factor on flight safety and ICAO recommendations, an up-to-date list of n = 21 typical errors was formulated and the systems of preferences of air traffic controllers on their dangers were comprehensively studied. The differential method for establishing a comparable risk of errors has been substantiated and implemented, as well as the α-method (α-coefficient) for establishing the degree of coincidence of the advantages different systems, which is based on comparing the same errors not by the ranks that they occupy in different systems of advantages, but by the corresponding these ranks of nonlinear significance coefficients. The methodology for a comprehensive assessment of error threats has been substantiated and implemented, based on the qualitative (linguistic) indicators of their hazards and frequency of manifestation recommended by ICAO. The use of a multiplicative approach contributes to obtaining more reliable results that help prevent statistical errors of the I-II kind. Using the methods of the pattern recognition theory, a multi-step technology for detecting and filtering out marginal opinions has been developed and implemented, which makes it possible to build group preference systems with the required level of the opinions consistency. The development of the methodology for the application of classical decision-making criteria as strategies for building group preference systems with different levels of risk was implemented. The normalized index of indistinguishability of error hazards was introduced. The Kemeny median for nonparametric optimization of consistent group preference systems on error hazards was applied. Defuzzification of qualitative rank estimates of error hazards by providing them with the corresponding weighted significance coefficients has been carried out. The hypothesis about the possible influence of cross-cultural factors on the attitude to the dangers of errors of Ukrainian and Azerbaijani air traffic controllers was tested. The monograph is addressed to scientists and specialists who deal with the problems of the influence of the human factor on flight safety. It can be useful in the educational process of aviation operators of the "front line" (air traffic controllers and flight crew members), as well as in providing methodological content of flight safety management systems. Given the versatility of the improved and developed methods, it can also be useful for scientists and specialists who use expert technologies in their activities.

This paper deals with airlines business models, mostly full service network carriers (FSNC) and low-cost carriers (LCC) and their position on the airline market. Covid-19 crisis causes many negative impacts on all airline industry. Hybridisation process in aviation industry is described many times in the past; now it has a stronger impact on airline business model development and it is oriented on different aspects than before. The paper emphasises the fact that low-cost carrier’s business model is much closer to the features of the FSNC carriers from the price point of view and vice versa. Furthermore, the authors introduce some other diversifications of airlines business models and the paper offers the new stimulus to move forward in this tough time for airlines business, paradoxically, thanks to Covid-19. Finally, yet importantly, the authors emphasise the important role of the state in the further direction of the airlines during and after the Covid-19 crisis

The major challenges of deregulation are lax market entry, sudden surge in new market entrants, and the intense price wars that ensue, thus causing major losses for any industry. This paper investigates whether deregulation can be structured through a controlled Mergers and Acquisitions (M&As) process by means of government intervention, and how this promotes the performance of the players in the industry. We study this in the context of the Chinese aviation industry as an ideal microcosm of our problem statement. This is because China’s civil aviation industry has witnessed many of the above challenges since its deregulation and economic reforms in 1979, which saw the beginning of a transformation from a fully state-owned machinery to a rent-seeking private sector. The post controlled deregulation process through M&As led to three dominant carriers: Air China Limited (AC), China Southern Airlines (CS), and China Eastern Airlines (CE). Using a 3-player non-cooperative perfect information Cournot oligopoly game model, the strategic efficacy of the government intervention to consolidate the industry based on operating expenses, air passenger revenue, and profit data are investigated respectively. All three airlines are better off after the exercise, with the industry facing a more sustainable growth by the intervention.

In-flight safety videos are used in the commercial aviation industry as a regulatory act set by the Federal Aviation Administration (FAA). As passenger safety is considered top priority for the government entity, it is essential that the in-flight safety briefings are presented in all commercial airlines to ensure that passengers on board are aware of safety procedures in case of an unfavorable emergency. However, passengers have reported these pre-safety briefings to be considered boring and repetitive, and are sometimes ignored. The purpose of this paper is to explore in-flight safety videos presented to passengers as a form of marketing, for numerous airlines ranging from premium to budget airlines. Given the exploratory nature of this study, secondary data will be collected using a literature search. In addition, content analysis of numerous in-flight videos from various commercial airlines will also be explored.

<p><em>The airline industry is characterized by a number of business models with the most prominent being the Full Service Network Carriers (FSNC) and Low Cost Carriers (LCC) models. The main difference between full service network carriers and low cost carriers is how the airline companies operation their revenue and cost.</em></p><p><em>The advanced developments in telecommunications, air pollutions and the competition of high rail are three new challenges for the airline industry globally while an increasing passengers and the government policies are two big issues for Asia/Pacific regional airline companies. The fuel price and human-related costs are two big issues affecting the company’s cost. Code-sharing and advertising are two possibly ways in increasing company’s revenue, cutting down the fuel cost, advertising costs, controlling the human cost and cooperating with airports are four possibly ways in reducing company’s cost.</em></p>

The number of domestic airlines operating in the Nigerian aviation industry have been on a steady decline for a number of years. This is despite a gradual increase in the average number of domestic travelers. Reasons adduced for this anomaly is related to high operational costs, debt burden and outstanding financial obligations. This study therefore examined low cost strategy as a prescription for struggling airlines in the Nigerian domestic airline industry. Stated preference theory served as the theoretical framework because it allowed the construction of realistic alternatives that respondents could choose from based on their preferences. The study was conducted in two phases using conjoint analysis. The first phase identified competitive tools relevant to Nigeria while the second phase involved respondents choosing from an orthogonal content analysis matrix based on selected factors and their attribute levels. Results indicated a high internal correlation value between observed and estimated preferences while no significant correlations was observed between the competitive tools, suggesting good model fit. Findings revealed that out of the six competitive tools, Refund policy and In-Flight Menu were the most important to passengers while Channel of ticket purchase was the least important. Based on the computer-generated path-worth utility matrix, the authors suggested a workable low-cost model that airlines could adopt to ensure survival and profitability. Implications are discussed.

Abstract. Compared with other team settings, flight crew in air transport present a unique situation where the leader or supervisor regularly engages in active control. When the captain is assigned cognitively demanding pilot flying duties, the subordinate and often less experienced first officer must perform equally crucial monitoring and support duties. Using a systematic review methodology, this study reviews the reported effect of crew role assignment on flight safety outcomes. Our review identified 18 relevant studies and suggests crew performance factors linked to flight safety are affected by crew role assignment. Findings suggest a greater number of inherent obstacles may exist for optimal crew performance with the captain as pilot flying, raising the need for further specific research and policy review in this area.

The aim of this paper are: to create a data visualization that can assist the Government in evaluating the return on the development of health facilities in the region and province area in term of human resources for medical personnel, to help community knowing the amount of distribution of hospitals with medical personnel in the regional area and to map disease indicator in Indonesia. The issue of tackling health is still a major problem that is not resolved by the Government of Indonesia. There are three big things that become problems in the health sector in Indonesia: infrastructure has not been evenly distributed and less adequate, the lack of human resources professional health workforce, there is still a high number of deaths in the outbreak of infectious diseases. Data for the research are taken from BPS, in total 10,600 records after the Extract, Transform and Loading process. Time needed to convert several publications from PDF, to convert to CSV and then to MS Excel 3 weeks. The method used is Eight-step Data Visualization and Data Mining methodology. Tableau is chosen as a tool to create the data visualization because it can combine each dasboard inside a story interactive, easier for the user to analyze the data. The result is a story with 3 dashboards that can fulfill the requirement from BPS staff and has been tested with a satisfied result in the UAT (User Acceptance Test).
