Background. In the article the authors stated about the need to use digital technologies that provide opportunities to improve the quality of education in the educational system and improve the effective management of competitive personnel training process, to make drastic quality changes in higher education and increase the indicators of employment of graduates, improving the quality of employment monitoring in higher education and other organizations. Materials and methods. The further development of our country, the formation of a high-tech economy, the rapid development of industrial sectors, small and medium-sized businesses provide new opportunities for the realization of the potential of citizens. The main purpose of all stages of education is aimed at providing excellent and high-quality training and service of competitive young specialists. Results. Wherever the transition to the "Digital economy" and "Electronic government" is taking place, it is clear that the burden on the people is reduced, government expenses is reduced, and corruption is prevented. Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

The article considers the geo-ecological situation of the Ili basin. The definition of the physical and geographical location, topography, soil and vegetation of the region was given. It was determined that the management of the efficient use of water resources in the Ili river basin depends primarily on the water resources of the rivers entering the basin and the level of Lake Balkhash. Factors determining the spring flow of the Ili River are shown. Due to the development of the middle reaches of the Ili River, the whole river ecosystem, rice fields and shangel massifs, excessive use of mineral fertilizers and chemicals has led to a decrease in the quality of river water. In addition to the shortage of water resources, anthropogenic measures related to the rapid development of agriculture affect the quality of river water. Physical and chemical studies of water samples taken from the Ili River were carried out. It was clearly observed that the content of trace elements of zinc, lead and iron in water is higher than the approved maximum allowable concentration. According to the results of the study, the effect of micronutrients on the human body was considered.

  Abstract The evolution of teaching is currently considered a very important task, both from an institutional and a moral viewpoint. The evaluation of such a domain, and its conduct, has been reported by several research studies in the literature. “Who? What? How? Drawing from which references? Which clues? Should the people assessed take part in the process? To what extent should the results be publicized?” (Demailly, 2001). For that reason, we will first draw some guidelines for the evaluation of teaching and try to define its possible objectives. Three main domains may be contemplated: teachers’ activity (teaching), the learning process (learning), and the effects of the teaching/learning process. These draw upon an enquiry carried out in three different faculties by our research team. This study is related to the VOLUBILIS project "Moroccan and European students: a comparative approach”, which aims to identify the challenges and expectations of Moroccan students. The purpose of this research is to indicate how students at Hassan II University of Casablanca judge the quality of their studies. We will be able to show that an evaluation of courses by students is both possible and profitable. As a matter of fact, this enquiry has brought up valuable information about higher education pedagogy that concerns the three fields mentioned earlier, and it also offer some suggestions to generate improvements. Rapid development and introduction of digital technologies has a significant impact on all areas of the economy. Everywhere causing a revision of existing paradigms, ways of interacting systems and aspects of business models. The author’s analysis of scientific publications shows that the recent financial crises are based on high risks of the traditional banking model, which are transferred to depositors and taxpayers. These processes have served as a driver for changes in the financial sector, changing existing concepts and paradigms towards the implementation of new digital approaches. The author, based on the analysis of the impact of technology on financial services, proposed the concept of Finance 4.0 implies a deep integration of digital technologies in the financial sector, which will lead to an increase in the quality and availability of services, as well as the formation of new rules that ensure healthy competition between market participants. As a result, the need for changes in both the economy as a whole and its branches is determined. This creates a need to develop current digital business models and methods for developing digital financial services. The purpose of the work is to offer a reasonable definition of Finance 4.0, as well as to identify the current requirements necessary for the implementation of the developed solutions within the financial environment. Which requires solving a number of research problems: 1. No definition of Finance 4.0. 2. Aspects of Finance 4.0 Are not defined. 3. It is Necessary to define the role of business models in the field of financial technologies. The relevance of the research is due to the fact that existing approaches to designing business models of financial services do not take into account the specifics of the idea of Finance 4.0 and the primacy of trust, which sometimes leads to the implementation of unprofitable solutions in the financial sector.

In order to maintain competitiveness, in order to meet the requirements of a constantly changing environment, almost any organization needs development. In this regard, there are certain problems that often require immediate solutions. And the educational organization of higher education is no exception. The main thing is to identify adverse circumstances (i.e. problems) in time and correctly, identify opportunities (favorable circumstances) and find ways to solve existing problems. At present, there are various problems of modern technical education – this is the rapid development of modern technologies (their appearance is much faster than the existing timeline for training specialists), and high competition (now knowledge-intensive and high-tech projects are preferred), and the complexity of training combined with the isolation of many teachers from real practical activities, and at the same time the graduates' reluctance to go to work on the received specialty, given the relatively low wages. The problems of higher technical education outlined in the presented material were revealed through a survey of students (future engineers, economists and managers) and suggested ways to solve them.

The tendencies of development of Ukraine’s foreign trade in services in the period of transition to postindustrial society are researched. The share of exports of Ukraine’s services in 2017 amounted to 0.2% of the world exports and 0.1% of the world imports. The foreign trade in technologically capacious services is analyzed by criterion of science intensity, according to which the Eurostat allocates 4 groups of high-tech services: the highest level of science intensity, science-intensive market services, science-intensive financial services and other science-intensive services. In foreign trade, the share of high-tech services is 42%; the share of exports is 26%. Thus, Ukraine is a net exporter on the world market of high-tech services and has over US$ 1.6 billion positive balance. Educational services, which belong to the fourth group of science-intensive services, are characterized by competitive advantages. Ukraine has a high coefficient of the population coverage with higher education. The final consumer spending of households for education in 2016 amounted to 1.3% of total expenditures in actual prices. Despite the fact that the price policy of Ukrainian higher education institutions is quite loyal, the number of students who go abroad to study increases every year. According to the CEDOS Center, the number of Ukrainian students studying in foreign universities amounted to 72 thousand in 2016-2017 academic year. According to the State Migration Service data, in 2016, 13,621 people left abroad and only 1,958 people returned. Moreover, highly qualified specialists are leaving, which negatively affects the quality of education. Ukrainian higher education institutions rank in the second half of the list of the international rankings of universities, with 5.6 out of 289. A study of the level of total per capita expenditures for health care at purchasing power parity showed that in Ukraine this level is 1.8 times lower than the world one, and 2-3.1 times lower comparing with countries of the post-Soviet space. The state and population health care expenditures increase (in 2017, they amounted to 0.02% of GDP), but are not accompanied by an increase in quality of services. No more than 6% of Ukrainians apply for personal health insurance programs. Therefore, it is necessary to develop regulatory and legal standards in the sphere of services, harmonized with international standards.

ABSTRAK Keadaan dunia pendidikan di Indonesia masih belum menggembirakan, kendala diantaranya adalah keterbatasan akses pendidikan, jumlah guru yang tidak merata serta kualitas dari guru dinilai masih kurang. Menurut survei Political and Economic Risk Consultant (PERC), kualitas pendidikan di Indonesia berada pada urutan ke-12 dari 12 negara di Asia. Posisi Indonesia berada di bawah Vietnam. Salah satu langkah pemerintah untuk menghadapi masalah ini adalah dengan mengadakan program Indonesia mengajar yaitu merekrut, melatih dan mengirimkan anak muda Indonesia yang merupakan lulusan terbaik perguruan tinggi, untuk bertugas selama satu tahun di berbagai daerah di Indonesia sebagai guru sekolah dasar. Di luar tugas dasarnya sebagai guru, para Pengajar Muda ini memiliki mandat untuk menggerakkan perubahan perilaku di tempatnya bertugas menjadi lebih baik. Dan sebagai bentuk dukungan terhadap program ini, Sekolah Tinggi Manajemen IPMI melakukan pelatihan untuk para Calon Pengajar Muda (CPM) terutama untuk kemampuan kepemimpinan dan pelatihan. Metode yang digunakan pada pelatihan ini berupa ceramah, tanya-jawab, studi kasus, dengan menjelaskan kepemimpinan secara umum, kepemimpinan dalam diri sendiri, kepemimpinan dan hubungannya dalam membangun hubungan yang efektif dengan pihak lain, bagaimana melakukan coaching yang efektif terhadap pihak lain,  dan bagaimana memberi feedback/umpan balik yang efektif kepada pihak lain. Setelah pelatihan ini, diharapkan para CPM akan memiliki dan mendemonstrasikan ketrampilan perilaku  kepemimpinan yang siap menjalani tantangan serta dapat menginspirasi peserta didik dan pihak lainnya. ABSTRACT In general, the condition of the education in Indonesia yet is not encouraging, among others many obstacles noted; limitation of education access, the number of teachers which is not evenly distributed, particularly to the remote areas and the quality of the teachers which does not yet meet the expectation. As per Political and Economic Risk Consultant (PERC) survey, the quality of education in Indonesia was ranked at number 12 out of 12 countries in Asia. Indonesia position was below Vietnam. One of the initiative, which is taken by the Indonesian government to reduce the gap is creating a program so called Indonesia teaching (Indonesia mengajar) by recruiting, training, and sending young people who are the best graduates of many universities to teach as elementary school teachers for one year from all over the places within Indonesia. Aside of their main duty to teach, they also have been mandated to change the behavior of the people around to be better. To support the said program, Sekolah Tinggi Manajemen IPMI has conducted a workshop regarding leadership and coaching for the candidates of young teachers (CPM). The methods of the workshop are lecturing, question and answer, case study, an explanation of the definition of the leadership in general, the leadership within own self, the leadership in regards to building the effective interrelationship with other people, how doing the effective coaching, how to give the effective feedback. Upon completion of the workshop it is expected that the CPMs will be able  to demonstrate the leadership behavior, ready to undergo the challenges and to inspire their students including other people surrounding.

The article is devoted to the analysis of the existential crisis of the higher school teacher in modern Russia, diagnosed by professors P. A. Orekhovsky and V. I. Razumov in the article ‘Carnival Time: Russian Higher School and Science in the Postmodern Era’. Various aspects of the activity of a higher school teacher are considered: economic, social, and psychological. The author diagnoses the inflation of higher education in modern Russia. Due to inflation, there comes its obvious devaluation. At the same time, the development of digital technologies radically simplifies access to information and thereby deprives a teacher of the traditional status of a unique carrier of knowledge. Therefore, in modern conditions, a university teacher can not only be a polymath, transmitting knowledge. It is noted that the most important professional quality of a teacher is to be an expert in their field, to possess inalienable skills that cannot be translated into an objectified form. The presence of inalienable, non-objectifiable skills is the main condition for overcoming (or mitigating) the existential crisis of a higher school teacher. One of the main tasks of the teacher is to give a personal expert assessment of the student’s activities. Personal, non-formalized interaction between the teacher and the student is the basis of education in the art field, and it could be a model for higher education in general, become one of the possible ways out of the current crisis of higher education.
