The article explores the content of the ‘information society’ concept. The concept of a political and administrative management system has been studied. The structure and features of the political and administrative system have been determined. The main threats to managing modern political and administrative systems have been identified. The essence of the interaction between public administration and communications media in the conditions of requirement to ensiring national information security has been defined. The problems of public administration in the information field of Ukraine have been highlighted.

By focusing on administrative traditions this book has emphasized the persistence of administrative patterns. But despite persistence, bureaucracies also change. They change because their tasks change, because the political and social environment changes, and perhaps most importantly because ideas about public administration change. These patterns of change lead into a discussion of convergence, and the question of whether all administrative systems are becoming alike. This chapter summarizes the findings in the book and evaluates models of change and reform when compared to models of persistence. The conclusion is that despite some changes in similar directions, administrative traditions are retaining much of their distinctiveness and they can still be used as a foundation for comparison.

This is even more so as China joins the WTO, after which domestic Internet firms will have to gain approval from the MII before they can receive foreign capital, co-operate with foreign businesses or list domestic or overseas stocks.

ResumenEl propósito de este documento es describir la orientación de la modernización administrativa promovida en las tres últimas administraciones del Gobierno del Estado de Hidalgo. Orientación dirigida a modificar el sistema de gestión administrativa haciéndolo más eficaz, eficiente y así­ reducir las dimensiones de la estructura organizacional del gobierno. Nuestro interés radica en identificar esas orientaciones por medio de la revisión documental de los tres últimos Planes Estatales de Desarrollo y los directorios de la Administración Pública Central. Sin embargo, la hipótesis que proponemos nos muestra que la incorporación de la NGP en el aparato administrativo exhibe una tendencia al incremento antes que a la reducción de la estructura gubernamental.Palabras Clave: Modernización administrativa, Planes Estatales de Desarrollo, Estructura organizacional y Aparato gubernamental. AbstractThe purpose of this document is to describe the orientation of the administrative modernization promoted in the last three administrations of the Government of the State of Hidalgo. Orientation aimed at modifying the administrative management system making it more effective, efficient and thus reduce the dimensions of the actual government's organizational structure. Our interest lies in identifying these guidelines through the documentary review of the last three State Development Plans and the directories of the Central Public Administration. The paper is set out to figure out the framework of the environmental legislation and the environment administration of China by the empirical analysis method. Environmental Legislation Framework of China is composed of various laws enacted by different legal authorities. Constitutions, Acts, Rules and Regulations are basic legal choices for China to carry out environmental legislation at both central and local levels. The Environmental Administrative Management Framework of China is very complex and far from perfect because of the overlap between different governmental branches at the same level. China decides to do something to solve the problem through reformation of the political mechanism.

Bialystok City Hall is an organ of public administration. The city of Bialystok has 280,000 inhabitants. In result of the political transformation in Poland, the new authorities have inherited a bureaucratic and inefficient management system as well as an outdated IT. In the electoral programme for 2000-2004, the following objectives have been set for the City Hall: to significantly improve the quality of operations and, in particular, to reduce time of handling affairs; to provide complex and professional customer service; to improve the management of assets. In order to improve the City Hall management system, re-engineering and TQM rules have been applied.

The present article has as its theme the decentralization of SUS in public administration, it highlights SUS as one of the infinite pillars of public policies practiced in Brazil, of which the impasse of consultation is, decentralization is real in public administration. Decentralization generates as a goal a municipalized administrative management in the area of health acts and systems, and there is thus an error of Brazilian politics in which the technocratic morphology of the centralizing State is obliged to deal with the administrative political autarchy of federated people, as art.18, caput, of CF / 88, in any case, such political formation brought positive points, as negative points in the construction of SUS. The system employed was a bibliographic review based on a legislative list (CF / 88, Law 8.080 / 90, Law 8.142 / 90, NOB-SUS 01/93, NOAS-SUS 01/2001), sources from the Ministry of Health, which is the good promoter of SUS, literature, magazines, lectures, models, scientific articles and several other materials that combined according to the theme. The database used was SciELO, the portal for theses and dissertations of UNICAMP and specialized publications suitable for the theme. organizational lines of the Brazilian State; decentralization of SUS and positive and negative SUS themes. By objective, it is identified that the administrative system of the Brazilian State is still very bureaucratic, including that political, economic and social ambitions say irregular aspects and the decentralization of the Unified Health System is proof of a concert to these oscillations.

‘The journey from Westphalia to Philadelphia’ provides a historical overview of the Anglo-American administrative traditions that have shaped contemporary administrative systems. It discusses the foundations of the modern state and the emergence of popular sovereignty, which provides the roots for the political philosophy underpinning modern democratic administrative systems in countries such as Britain, the United States, France, and India. It also explains that ‘public’ administration, as distinct from other forms of civil administration, is interconnected with democratic governance. The origins of contemporary governance and administration are popularly attributed to the birth of the modern state that emerged with the Peace of Westphalia in 1648.

In the electoral programme for 2000 - 2004, the following objectives have been set for the City Hall: to significantly improve the quality of operations and, in particular, to reduce time of handling affairs; to provide complex and professional customer service; to improve the management of assets. In order to improve the City Hall management system, reengineering and TQM rules have been applied. The new management system has been based on new IT solutions, including extranet network and integrated database. In consequence of those changes, some significant results have been achieved, e.g., an improvement of the quality of customer service and also a possibility to monitor the City Hall operational procedures. The vital result however, was a reduction of the decision-making time by the average of 30% and the reduction of the routine affairs handling time by the average of 25%.

The article discusses aspects of the formation of information security culture of college students. The relevance of the work is due to the increasing threats to the information security of the individual and society due to the rapid increase in the number of information services used. Based on this, one of the important problems of the development of the information society is the formation of a culture of information security of the individual as part of the general culture in its socio-technical aspect and as part of the professional culture of the individual. The study revealed the structural components of the phenomenon of information security culture, identified the reasons for the interest in the target group of students. It justifies the need for future mid-level specialists to form an additional universal competency that ensures the individual’s ability and willingness to recognize the need for certain information, to identify and evaluate the reliability and reliability of data sources. As a result of the study, recommendations were formulated on the basis of which a culture of information security for college students can be formed and developed and a decomposition of this process into enlarged stages is proposed. The proposals on the list of disciplines are formulated, within the framework of the study of which a culture of information security can develop. The authors believe that the recommendations developed will help future mid-level specialists to master the universal competency, consisting in the ability and willingness to recognize the need for certain information, to identify and evaluate the reliability and reliability of data sources, as well as to correctly access the necessary information and its further legitimate use, which ultimately forms a culture of information security.

From long, long time ago until nowadays information still takes a serious position for all aspect of life, fromindividual to organization. In ABC company information is somewhat very sensitive, very important. But how wekeep our information safe, well we have many ways to do that: in hard drive, removable disc etc. with otherorganizations they even have data centre to save their information. The objective of information security is to keep information safe from unwanted access. We applied Risk Mitigation Action framework on our data management system and after several months we have a result far better than before we use it: information more secure, quickly detect incidents, improve internal and external collaboration etc.
