The article contains a study in the field of interaction and dependence of constitutional guarantees of human rights in the Republic of Moldova on power, economy and capital. An example is given of the set of meanings and forms of this democracy, the measure, level and values of the citizens who make up a collective or make up the crowd, from the point of view of organizing the means by leading the people over the state. The causal relationship is analyzed between the interaction and the direct dependence of the implementation of the constitutional norms on the political will, the level of the economy, including the interest and purpose of the capital dictatorship. This prism studies the real issue of democracy in the Western sample regarding the completeness of citizens' expectations. The article provides an assessment of democratic values in their presence, ie form. The most frequent and richest opinions, ideas and doctrines are evaluated, for the general ideological purpose, in order to effectively achieve objectives, including the subsequent onset of certain consequences. A comparative analysis is made regarding the opinions of other authoritarian specialists in this field.

The author analyzes the set of meanings and forms of this democracy, the measure, level and values of citizens who make up a collective or a lot of people, from the point of view of the means and methods of applying democratic principles through the prism of citizens ' involvement in the leadership of the state. The interaction and direct dependence of the implementation of constitutional norms by the political will, the level of the economy, including the interest and purpose of the dictatorship of capital, is subject to analysis. The real problem of Western-type democracy with regard to the expectations of citizens is also analyzed. The article also provides an assessment of democratic values in their current form and content. The most common and independent opinions, ideas and doctrines are analyzed. Similarly, an analysis is carried out from the general ideological point of view and the achievement of objective effects, including the subsequent occurrence of certain consequences. A comparative analysis is made on the opinions of other famous specialists in this field.

The term human security arose mainly from the need to change the concept of security by emphasizing the special role of a person in the process of ensuring it. Another main reason in the process of emerging and substantiating the concept of human security was the need to find viable solutions to the current global crisis and the crisis of protecting and promoting human rights, initiating a change in security as a fundamental element in the relationship between the individual, society and nature. From a practical point of view, human security contributes to solving a problem of major global importance: determining the prospects for the international system and human civilization as a whole to counter the negative consequences of the global crisis associated with new needs in the field of human rights. In the Republic of Moldova, security issues, in addition to the other roles and functions they play in the political sphere, are becoming more and more acceptable ways and means of influencing the process of making strategic political decisions.

Abstract: This article discusses about a Islamic political jurisprudence’s point of view againts campaign for president and vice president election. It is carried out based on Law No. 42 year 2008 concerning with the election of president and vice president. The general election campaign is a sovereign right of the people to produce democratic government based on Pancasila and the Constitution of the Republic of Indonesia (UUD) 1945. The implementation of the general election campaign has a positive effect that is beneficial for the candidates and for the publics to know the candidates they would choose to be a leader. In Islamic political jurisprudence’s perspective, the implementation of the general election campaign for president and vice president can realize the political rights of individuals associated with the right to nominate and the right to occupy a certain post. All of the people and citizens are entitled to gain a guarantee of their human rights (Hurriyah al-shakhsiyyah) before the law and government.Keywords: Campaign, general election, president, Islamic political jurisprudence.

Human rights is an idea that have a long process in the history of human civilization. Human rights always have a correlative relationship with human duty because of the nature of human nature as individuals and social beings. Human Rights has incuded in the Constitution of the Republic Indonesia UUD-RI 1945. The history of the Indonesian nation records the occurrence of various gross human rights violations such as crimes against humanity that occurred in East Timor, Aceh, Jakarta and in some other areas that have not completed the handling, whereas in the field of legislation of the Government of Indonesia has made various efforts to make laws and ratify them from various international instruments on human rights. This is due to the unrelated legislation existing with the political will of the government. Political science is concerned with the state's governance, State’s governance deals with key officials setting policy directions including human rights policies. For the public it is important to study political science so that the public can contribute to the political will of the government in the field of law enforcement of human rights in Indonesia.

The article explores the main stages and trends of reforming the local government of Ukraine and the Republic of Moldova, explores the functions and powers of local governments. In 1997, these countries ratified the European Charter of Local Self-Government, which affects the processes of reforming the local self-government system. However, decentralization in both countries is proceeding at a rather slow pace; at the same time as the new administrative entities, the previous system of administrative-territorial division of the country functions. There is a lack of political will of the countriesʼ elite to provide autonomy to local authorities. Abstract The Wukan Incident attracted extensive attention both in China and around the world, and has been interpreted from many different perspectives. In both the media and academia, the focus has very much been on the temporal level of the Incident. The political and legal dimensions, as well as the implications of the Incident in terms of human rights have all been pored over. However, what all of these discussions have overlooked is the role played by religious force during the Incident. The village of Wukan has a history of over four hundred years, and is deeply influenced by the religious beliefs of its people. Within both the system of religious beliefs and in everyday life in the village, the divine immortal Zhenxiu Xianweng and the religious rite of casting shengbei have a powerful influence. In times of peace, Xianweng and casting shengbei work to bestow good fortune, wealth and longevity on both the village itself, and the individuals who live there. During the Wukan Incident, they had a harmonizing influence, and helped to unify and protect the people. Looking at the specific roles played by religion throughout the Wukan Incident will not only enable us to develop a more meaningful understanding of the cultural nature and the complexity of the Incident itself, it will also enrich our understanding, on a divine level, of innovations in social management.

CIVILIZATION AND POLITOLOGICAL PROBLEMS OF THE ORGANIZATION OF PUBLIC ADMINISTRATION Logically, according to historical experience, the security of the statehood of each country (nation), the efficiency of public administration are conditioned by the degree of development of the political-state administrative thought and by the level of civilization achieved. If the former is inferior to the latter, then under the influence of that factor the efficiency of public administration is significantly reduced. The statehood, the fate of the people, the possibility of living safely in its homeland are endangered. Therefore, it is necessary to prioritize the increase of public administration efficiency, in particular, to introduce scientific principles in the system of state and local selfgovernment, to develop the political culture of the society and the level of analytical thinking, to attach essential importance to the training of personnel in the fields of political science, diplomacy, international law, to conduct scientific reasearch in those areas with the aim of using the results obtained in making strategic management decisions to clarify the distribution of powers between the branches of government, and to enshrine in the necessary restraint and counterbalance structure. The so-called deep state is a guarantee of state security, effective management in the conditions of generalization, a counterbalancing factor directing the activities of the civil society. In the Republic of Armenia such a role can claim the Armenian Apostolic Church, the intellectual-mature business elite, the high-ranking officers of the army and the National Security Service.

In the present scientific approach is discussed the material/immaterial object of the crime of child pornography, in accordance with the criminal law of the Republic of Moldova, from the perspective of its compatibility with the provisions of the main international instruments in this matter (especially the Lanzarote Convention and the Budapest Convention). Likewise, is performed a comparative analysis of the national (Moldovan) provisions, being highlighted the content of some norms of incrimination from the criminal laws of some foreign states in the part concerning the material/immaterial object of the crime of child pornography.

E-voting is the next step of the Republic of Moldova evolution. The article presents advantages of e-voting, all steps of using it, and its many types. Electronic voting refers to elections using electronic means. E-voting can be managed by phones, the Internet, private computer networks or special kiosks. Reasons for accepting this kind of voting are provided. The analyzed in the article OSCE/ODIHR’s (Office for Democratic Institutions and Human Rights) activities which are related to tolerance and non-discrimination are focus on the following areas: legislation; law enforcement training; monitoring, reporting on, and following up on responses to hate-motivated crimes and incidents; as well as educational activities to promote tolerance, respect, and mutual understanding. Conclusions from all ODIHR activities which are carried out in close co-ordination and co-operation with OSCE participating States, OSCE institutions and field operations, as well as with other international organizations are given.
