The term human security arose mainly from the need to change the concept of security by emphasizing the special role of a person in the process of ensuring it. Another main reason in the process of emerging and substantiating the concept of human security was the need to find viable solutions to the current global crisis and the crisis of protecting and promoting human rights, initiating a change in security as a fundamental element in the relationship between the individual, society and nature. From a practical point of view, human security contributes to solving a problem of major global importance: determining the prospects for the international system and human civilization as a whole to counter the negative consequences of the global crisis associated with new needs in the field of human rights. In the Republic of Moldova, security issues, in addition to the other roles and functions they play in the political sphere, are becoming more and more acceptable ways and means of influencing the process of making strategic political decisions.

The article contains a study in the field of interaction and dependence of constitutional guarantees of human rights in the Republic of Moldova on power, economy and capital. An example is given of the set of meanings and forms of this democracy, the measure, level and values of the citizens who make up a collective or make up the crowd, from the point of view of organizing the means by leading the people over the state. The causal relationship is analyzed between the interaction and the direct dependence of the implementation of the constitutional norms on the political will, the level of the economy, including the interest and purpose of the capital dictatorship. This prism studies the real issue of democracy in the Western sample regarding the completeness of citizens' expectations. The article provides an assessment of democratic values in their presence, ie form. The most frequent and richest opinions, ideas and doctrines are evaluated, for the general ideological purpose, in order to effectively achieve objectives, including the subsequent onset of certain consequences. A comparative analysis is made regarding the opinions of other authoritarian specialists in this field.

The European intercultural context, especially in the current pandemic, requires the acceleration of modernization of the system of ensuring human security and safety by re-conceptualizing the personal security of the individual, as well as the culture of security and safety. In this context, the concept of human security was developed in direct connection with the theory of the society at risk, in which special role is given to the security of the person. The Republic of Moldova (RM) interacts at institutional, normative, value, civilizational level with the European intercultural space in the format determined including by the Association Agreement of the RM with the EU, signed on June 27, 2014. The priorities of the Agreement are related to the specifics of the Moldovan society, to its modernization needs. Therefore, the sustainable development of the RM, as part of the European space, with new values and perspectives determines a revaluation of the individual’s primary needs, including the need for personal safety and security and for an easier intercultural dialogue in a European intercultural space meant to become a stronghold of harmony, security, development and prosperity.

E-voting is the next step of the Republic of Moldova evolution. The article presents advantages of e-voting, all steps of using it, and its many types. Electronic voting refers to elections using electronic means. E-voting can be managed by phones, the Internet, private computer networks or special kiosks. Reasons for accepting this kind of voting are provided. The analyzed in the article OSCE/ODIHR’s (Office for Democratic Institutions and Human Rights) activities which are related to tolerance and non-discrimination are focus on the following areas: legislation; law enforcement training; monitoring, reporting on, and following up on responses to hate-motivated crimes and incidents; as well as educational activities to promote tolerance, respect, and mutual understanding. Conclusions from all ODIHR activities which are carried out in close co-ordination and co-operation with OSCE participating States, OSCE institutions and field operations, as well as with other international organizations are given.

This article examines the patterns of enterprise development that underlie the evolution of the Moldovan economy over the period 2010-2019 (10 years). The issues of personnel involvement in the economy and labor productivity, profit and profitability of enterprises from the point of view of their classification by dimension class: large, medium, small and micro-enterprises are considered. Attempts was made for identify the regularity between the economic growth of the country and the size of the enterprise carrying out financial and economic activities. The conclusions obtained in the framework of this study allow us to conclude the level of economic development and the prospects for its further growth, including through government intervention to support a particular category of enterprises.

The article describes the correlation between migration and human rights in the Republic of Moldova. Today migration is considered a great problem for Moldova. The country is facing poverty, lack of jobs, Moldovans are forced to go abroad, hoping to find not only a more profitable job, but also a safe living environment. The Republic of Moldova is facing a crisis of wage labour, which results from a combination of factors such as mass emigration for work, very low wages, undeclared payment, poor negotiation power of employees within enterprises, the feeling of injustice among employees. Violation of employees rights causes many workers to go abroad in search of a better place to work and live.

The phenomenon of the Covid-19 pandemic has affected the whole globe, the consequences of which are long lasting and difficult to estimate. The Republic of Moldova, being a developing country, could not overcome these serious consequences, caused by the reduction of public health, the reduction of the work capacity of the population, the deplorable condition of the medical system, caused by small investments in health, etc. Human society has been put to hard tests of survival of patients with this virus, the incidence rate of diseases was about 11%. Thanks to the financial aid of the European Union, Romania and other countries, the Republic of Moldova managed to cope with things in the fight against Covid. This article presents the results of the research of the authors, participants of the national project "Assessment of health of post – COVID - 19 patients in the Republic of Moldova", which aimed to develop the Electronic Register of patients with Covid - 19 (March 2020 - June 2021), which will allow monitoring the process of treatment and recovery of the consequences of this disease, by assessing the state of health and quality of life both at admission and at discharge of the respective patients. Based on the concept of quality of life as a socio-economic category and its interconnections with health, the authors proposed the system of medical indicators to assess the health and quality of life of patients affected by covid. In the authors' opinion, a special role in the treatment and treatment of comorbidities belongs to comorbidities, so the authors selected them as separate study subjects to prove their negative impact on the form of the disease and the state of health and quality of life at discharge of patients.

Purpose: The article aims to analyze human security issues in the Citarum river basin, Indonesia, by taking the threat of flood in the Majalaya District as a case study. As the case has been increasing in recent years, wave the flood has become an inevitable source of fear for people living in the Citarum river basin in the rainy season. Environmental pollution due to massive industrialization, land function change, especially in the upstream area, and the absence of proper disaster mitigation from local government are problematized in this research. Methodology: Using the Human Security point of view, the article tries to show people’s perspectives in defining security and overcoming threats, especially relating to flood in the Citarum river basin. As for the method, the research uses a qualitative approach with a study case as an analytical strategy. We interviewed some informants who live in Majalaya District and found secondary data from the government’s and society’s documents and analyze it by using the Human Security approach. Principal Findings: This article shows how the society’s recognition and feeling on the environmental threat and organizes a limited community-based disaster mitigation system, which is called the ‘JagaBalai’ community, as an effort to build internal resilience and to overcome the risk and fear coming from the flood. Implications/Applications: The findings of this research contribute to the literature on Human Security concerns, especially those related to its elements of freedom of fear related to natural disasters or any other environmental issues. Novelty/Originality of this study: The current study fills the gap in the existing body of literature by analyzing the dynamics between an individual’s perspective and the state as a source of security in the Majalaya District, Indonesia, by using Human Security approach. This approach can be useful to describe the degree of disaster victims’ perceptions of fear and security and their relationship to government policies.

The subject as per work, corruption, the challenge for Kosovo institutions, is broadly and actual theme that covers the theoretical and practical treatment. The corruption, which has been described as using the public power for certain purposes, is a very complex subject. Stands for the characteristics of many societies and states and for the last couple of years it has been understood as in great form present phenomenon within the countries in transition, within those which are undeveloped as well as with developed ones, and stands for an obstacle for democracy implementation. From a systematically point of view, corruption has caused, and it continues to do so, many concerns in all countries on Earth, and especially in Kosovo. In accordance to Transparency International report, corruption is one of the biggest challenges of contemporary world. The aim of the importance of studying of this problem through this subject is identifying the scope, structure and dynamics of this phenomenon; to analyse overall impact of general factors. In accordance to identification of corruption problems, local and international reports with of high level of this kind of criminal act, among other areas as well as per security issues, corruption has been seen as serious wound for our society. The justification of this work is logical consequence of corruption phenomenon in the Republic of Kosovo. The reason, consequences and the fight against the corruption is always the subject of numerous researches and conversation between researches, politicians and other actors dealing with this problem, not leaving aside the segment of civil society. These problems stand for the subject of study of this work from my point of view with the purpose of sharing the overall concern due to this phenomenon. During this study many different methodologies will be used, as well as the methodology of analyses of cases of corruption, method of comparative analyses, comparative methodology and statistical method of creation and fight against the corruption in Kosovo from 2012 – 2104. For fight and suppression of corruption, the society and institutions in Kosovo, among the prevention measures, would have to implement so far reached measures in criminalistics in accordance to contemporary trends in secure management. The final aim of this work is practical use of its results and statistics in society’s efforts to prevent, to limit or to eliminate the corruption phenomenon in Kosovo

Abstract Education in contemporary society is a strategic resource for sustainable human development, in a space and time determined from a historical, political, cultural, socioeconomic point of view, etc. Lifelong learning has become a fundamental requirement of society under these conditions. Learning to learn and wanting to continually improve are requirements of lifelong learning; responding to them, man learns to be receptive to change, able to anticipate and adapt to them, offering himself as a participant in the process of social evolution due to his intellectual and moral autonomy. The design, organization, functioning and development of the education system in the Republic of Moldova aims at the complementary quality of extracurricular education that takes place in educational institutions and aims to develop the cognitive, affective and action potential of children and young people, to respond to their interests and options for free and its ability to provide additional opportunities for information, documentation, communication, development, social inclusion and self-realization.
