ABSTRAK             Pandemi covid-19 berdampak pada perekonomian di Indonesia dari karyawan dirumahkan, PHK dan pengurangan pendapatan bagi mereka yang bekerja. Permasalahn tersebut membuat tingkat pengangguran semakin tinggi daripada tahun sebelumnya, maka pemerintah secara cepat membuat kebijakan untuk mengurangi tingkat pengangguran di Indonesia. Kebijakan tersebut adalah program kartu prakerja yang difokuskan kepada mereka yang telah kehilangan pekerjaan atau pengurangan penghasilan selama masa pandemi covid-19 ini. Tujuan penelitian ini yaitu untuk mengetahui bagaimana kebijakan program kartu prakerja memperdayakan masyarakat untuk mengurangi pengangguran. Penelitian ini menggunakan metode literatur review dimana sumber dari beberapa jurnal dan data yang di olah menjadi deskriptif. Dalam artikel ini juga menghasilkan bahwa kebijakan program kartu prakerja mebantu memberikan intensi bagi peserta yang lolos dan dapat mengikuti pelatihan yang disediakan sesuai dengan keadaan saat ini. Pelatihan tersebut diharapkan dapat membantu membangun perekonomian karena pelatihan tersebut dapat membuka lapangan pekerjaan bagi mereka yang mengikuti program kartu pra kerja yang di sediakan pemerintah. Kata kunci : Kebijakan, program prakerja, pengangguran abstract The COVID-19 pandemic has had an impact on the economy in Indonesia from employees being laid off, layoffs, and reduced income for those who work. This problem made the unemployment rate higher than the previous year, so the government quickly made policies to reduce the unemployment rate in Indonesia. The policy is a pre-employment card program that is focused on those who have lost their jobs or reduced their income during  pandemic COVID-19. The purpose of this study is to find out how the pre-employment card program policy empowers the community to reduce unemployment. This study uses a literature review method were sources from several journals and data are processed to be descriptive. This article  showing that the pre-employment card program policy helps provide intentions for participants who pass and can take part in the training provided according to current conditions. The training expected to help build the economy because the training can create job opportunities for those who take part in the pre-employment card program provided by the government. Keywords: Policy, pre-employment program, unemployment

Entrepreneurship has long been a topic of interest for many researchers. The economy being volatile has impeded job opportunities for many, particularly amongst youths. In Malaysia specifically, where unemployment has been increasing over the years, measures have been taken by the government to promote entrepreneurship to youth and undergraduates to make them more entrepreneurially inclined. Despite the numerous incentives and programs by the government to encourage youth to be entrepreneurial inclined, the unemployment rate is still high in many countries, particularly Malaysia. This research aims to offer a systematic literature review on the growing role of education support in promoting entrepreneurial intention amongst undergraduates in Malaysia. This research will highlight the increasing importance of education in fostering entrepreneurial intentions amongst undergraduates in Malaysia over the last five years. Through the compilation of past literature and research, this study aims to contribute to entrepreneurship research by discussing the impact of education support as well as highlighting ongoing discussions on education support in nurturing undergraduate entrepreneurial intention.

<p>Many populations in Indonesia have made various problems that arise one of the problems of unemployment that occur in Indonesia. Many unemployment certainly makes the Indonesian economy decline, of course it becomes the duty of the government in overcoming the decline in the Indonesian economy and the issue of unemployment which is surged annually especially in the year 2020. Indonesian President Joko Widodo has created a pre-work card program which is expected to suppress the unemployment rate in Indonesia. With community pre-work cards can increase productivity and competitiveness of work and improve work competence. The community who participated in the pre-employment card program will be provided with training and incentives during the pre-work card training. But the government itself does not guarantee after joining the pre-employment program, people will get a job or not. Of course again this is a government task to be able to open extensive jobs for the people of Indonesia but this also needs to get support and participation from the people of Indonesia to make this pre-work card a successful program and can suppress the unemployment rate in Indonesia.</p><p><strong>  </strong><strong>Keywords:</strong> Pre Work Cards; Unemployment; Effectiveness.</p>

Solving the unemployment issue is one of the best ways to reduce poverty. Through the provision of job opportunities, the poverty rate can be reduced. Therefore, this research explores the factors that influence the unemployment rate across 34 provinces over the 2015-2018 period using the panel regression technique. The variable used consisting of economic growth, the percentage of people with IT competence, and the average school duration. This study indicates that the unemployment rate can be reduced by increasing the average school duration. Meanwhile, the level of economic growth and the proportion of people with IT competence have an insignificant influence on Indonesia's unemployment rate. Based on these findings, the government needs to ensure that every resident in its territory can receive an adequate education.

Indonesia is experiencing the demographic bonus when the proportion of a working-age population is higher than a non-working-age population. This bonus will achieve its peak in 2030, then the proportion will decrease gradually. After that, Indonesia will face the demographic burden. Demographic bonus is very important to be utilized since it gives an opportunity to boost economic growth. However, after this bonus happens, the problems will  arise in the demographic burden period. This paper will analyze demographic phenomena and offer several policies that can be taken by the government to attain the bonus and to lessen the bad impact of the burden using literature review analysis. According to the results of this paper, the government should focus on decreasing an unemployment rate, providing social infrastructure, and educating people.

Abstract The goals of this research were to acquire overview of Regional Domestic Product (GRDP) per capita and to design inclusive and righteous economic growth (growth with equity). Toba Samosir Regency’s Gross Regional Domestic Product (GRDP) per capita at Current Market Prices 2000 in 2013 was increasing every year, meanwhile GRDP per capita in 2009-2013 at Constant Market Prices 2000 showed the economic growth increased significantly in Toba Samosir Regency and North Sumatera Province. In order to actualize inclusive and righteous economic growth in Toba Samosir Regency, the government of this regency will have to introduce mina-rice (fish-paddy) programme. Introducing thia programme with labor intensive will be potential to increase income and to provide job opportunities labor occasion as well as ti decrease overloaded fish nurture. The government of Toba Samosir Regency should invite investors to build some feed industries of corn-soybean meal.

This research discusses the concept of zakat in Abu Ubaid's Kitab Al-Amwal. The purpose of this study is to analyze the existence of social justice in zakat. The research method that I use is a qualitative method with a literature review method. The result of this research is that zakat according to Abu Ubaid has esoteric values of social justice. Zakat instruments can alleviate poverty and stabilize state finances. To create social justice, the zakat instrument provides space for those in need. The space is not only a treasure. But also capital that can be used to start a business. In addition, in order to optimize zakat, the government must take part in maximizing the potential of zakat.

The federal budget crisis has come to a boiling point and federal employees are feeling the pain as well. Motivation of federal employees is a current topic that needs to be addressed as the government is downsizing at an ever increasing rate. With pay freezes, pay cuts, and now downsizing, Herzberg’s research based on the Motivation/Hygiene theory will be looked at as a way of predicting how to motivate federal employees while the government is downsizing. There is a dearth of current research related to the motivation of federal employees during downsizing. Seminal research is reviewed as well as some recent research on motivation and downsizing. From this literature review, the gap in the research reveals that future research can be based on data from the U.S. Office of Personnel Management; however, the study should be longitudinal and specific to an agency so that a representative sample can be analyzed.

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

Abstract Indian Prime Minister Narendra Modi is a controversial figure and has polarised public debate for over a decade. He is criticised for the decline in growth rate and increase in unemployment rate. It has been five years since the Modi-led Bhartiya Janata Party (bjp) came to power, so analysing the economic performance and extremist religious behaviour of the Modi-led bjp/rss (Rastriya Sevak Sangh) is interesting. This article discusses the non-conventional views on the economic performance of the government in India, and the ideology of Hindutva and hatred towards religious minorities. This deep-rooted hatred of religious minorities and the lower caste is the core philosophy of Hindutva and is followed by the bjp and rss. Under the shadow of the rss, the Modi government has focused on Hindutva rather than the economy and the people, which has been the most important factor in the economic decline of India.

The issue of human capital by gender has been sparsely discussed in previous literature especially male labour force. The contribution of both genders to economic growth has intensified every year. Therefore, this study aims to investigate the effects of human capital by gender on economic growth in Malaysia. Data ranging from 1982 to 2018 were analysed by using the ARDL approach. The results show that higher male labour force participation rates can boost economic growth in the short run and long run in Malaysia. Higher female labour force participation rates, on the other hand, can reduce economic growth in the short run and long run in Malaysia. Therefore, the government should encourage more male labour to participate in the labour market by giving incentives. More job opportunities should be created for both genders.
