This study aims to determine the services of social welfare centers (Puskesos) in poverty reduction in Abeli Dalam Village, Puuwatu District, Kendari City. This type of research is a qualitative descriptive study. The data collection technique was carried out by means of observation, interviews, and documentation with 13 research informants. 5 people from the implementation team of the social welfare center (Puskesos), and 8 additional informants, 1 TKSK and 7 community members who are beneficiaries of Puskesmas services in Abeli Dalam Village, Puuwatu District, Kendari CityThe results showed that social welfare center services (Puskesos) are located in Abeli Dalam Village government by providing social welfare center services in the program including: Healthy Idonesia Card (KIS), Family Hope Program (PKH), Non-Tunia Food Assistance (BPNT), and Cash Social Assistance (BST). which is carried out by Puskesmas to the poor, namely: 1) making changes in the form of activities, these activities are in the form of socialization. 2) assist in overcoming problems, by providing quality service assistance to poor individuals / families / households must have clear, straightforward, easy to understand and implement procedures. These activities include; receiving complaints, checking the status of potential beneficiaries with data validation and verification processes, complaint handling services according to program needs, in this case the KIS, PKH, BPNT, BST programs, and handling referrals. With 700 KIS recipients, 77 PKH family heads, 137 BPNT family heads, and 6 BST family heads. The number of service recipients for the poor was 174 households out of 202 households. These are found in Puskesmas services as well as the benefits of puskesmas services for the community that can have a good impact on community welfare and poverty reduction, and contribute to the fulfillment of the right to access health services, education, basic food assistance, and cash social assistance can be achieved

The process of implementing the concept of a welfare state by the Indonesian government towards its people is a problem of poverty. The number of needy people in Indonesia is enormous. This is what underlies poverty to be considered a serious problem so that the Indonesian government provides specific regulations related to poverty handling through the issuance of Law no. 13 of 2001 concerning Management of the Poor. In the South Sumatra region, particularly the city of Palembang itself, the problem of poverty is a big task that must be faced by regional officials and other related agencies. The Social Service of South Sumatra Province stated that Palembang City was the city with the highest number of poor people compared to other districts / cities in South Sumatra. This of course requires the right policies in handling it, one of which is through the issuance of the Regional Regulation of South Sumatra Province Number 7 of 2017 concerning poverty reduction in South Sumatra

Poverty is an urgent national problem and it requires systematic handling steps. This study had purpose to analyze poverty alleviation efforts through the Social Welfare Center (Puskesos) from the perspective of public services. This study used descriptive qualitative method. The data included primary and secondary data and the collecting data used interviews, observation and documentation. Informants determined by using purposive sampling. Data analysis used Miles & Huberman model, that's data reduction, presentation, making conclusions and verification. Validity of the data used triangulation techniques. The results showed that the implementation of Integrated Database services (BDT) through the Social Welfare Center (Puskesos) had run optimally. This is proven by good administrative services, goods, and servicing the poor society from the process of providing goods, preparation, to the proposals. This service implementation is supported and in collaboration with social strength at the RT / RW level, social cadres, employee and village facilitators. The management of mechanism and registration are done by giving information to the society about the programs, procedures, and requirements that must be completed. Then, This data becomes the government's reference for processing data verification and validation in determining the poor society who have a right to receive the facilities will be given. The obstacles of this implementation are services such as access to distant of part area, networks, BDT processor programs, and society's apathy in completing requirements. So, it needs commitment and principle of picking up the village government by involving social cadres and youth cadets who have been given training to provide assistance to the poor society.  Keywords: Poverty, social welfare, service

The implementation of social welfare development programs in developing countries is generally focused on the empowerment program of the poor, which is more nuanced in a participatory approach involving the community, business and government. empowerment is considered appropriate to be one of the policy choices in the development of social welfare today. The development of social welfare based on the principle of empowerment is intended that in the handling of the poor, it must be done through increasing the capacity of human resources to increase independence (Law Number 13 of 2011). Regional development has an impact on national development. Poverty reduction policies realized through community empowerment programs have become the main agenda and prior development in Baleendah Subdistrict, especially Rancamanyar Village. One of the poverty alleviation programs through community empowerment carried out in Rancamanyar Village is the Housing Assistance Program for uninhabitable houses. Various local government efforts to reduce the number of uninhabitable houses are still considered uneven. With the limited management and processing of survey data in the regions, it is one of the factors that do not help the existing policies. With the construction of a geographic information system for uninhabitable homes, one of the efforts that must be taken by the local government in order to support and assist in making decisions for uninhabitable houses is to conduct geographical analysis and mapping of uninhabitable houses in Rancamanyar Village, so that help is not the wrong target.

Development of social welfare implemented to help every one who have experienced social dysfunction, including children who have abandoned to the poor households. In the year 2009, children stranded in Indonesia is still quite large numbers, its estimated 17.6 million people or 22.90 percent of the population of children. The condition has been associated with menerable because of declining quality of the young generation and the threat to the sustainability of devel- opment in the future. Therefore, the necessary handling really in the form of social protection programs for children are poor and needy. Design Vocational social protection for children re- ferred to the poor integrated with poverty reduction programs.Keyword : children of poverty, social protection, social investment,sustainable development.

ABSTRACT Objective: The purpose of this paper is to examine the extent to which the role of government in empowering marginal/poor communities through various empowerment programs. To examine and explain the extent to which the benefits of programs to empower the poor society in reducing poverty. To examine and explain the Poverty Reduction Model that is more in line with the local wisdom of the people of South Sulawesi especially in the community in Kabupaten Gowa. It is intended to find a model that fits the needs and conditions of the poor communities in South Sulawesi, especially in Gowa so that it can be applied to poverty alleviation efforts in the future. Methodology: An interview and observation were done to 20 people from the poor community, government, community leaders, and practitioners in Gowa regency. Descriptive and reflective sections were used to analyze the data and examining the poverty alleviation model through the empowerment of socio-economic institutions in South Sulawesi in Gowa regency. Result: With the method of synergizing between Social Institution and Economic Institution, the researcher found that society can develop itself creatively and productively, so gradually Poverty will decrease as expected. Implication: Based on survey results, observations and interviews on the subject in this study, it can be concluded several things: That poverty experienced by the people of Gowa  Regency is cultural and structural poverty so that people naturally experience poverty without realizing it as a problem in their lives living as they are with the non-poor community. Poverty is seen as something destiny and need not be too much of a problem, but they live their lives as they are. To empower the poor community, it is necessary to select the right strategy for the needs of the community in moving the local wisdom of the community to be able to help them out of the hardships of life. An ideal empowerment strategy is Strategy with the model of learning in addressing the problems faced in the life of the community. THE EFFICIENCY OF GENERAL SOCIAL ASSISTANCE BENEFITS AND THE ROLE OF SOCIAL WELFARE CENTERS IN COMBATING POVERTY The social work profession is rooted in combating poverty and the fight for human rights. Social welfare centers represent a key institution in that area, particularly the cash benefits departments in which social workers daily work with the poorest members of society. The system of social assistance benefits in Croatia includes the general and categorical social assistance programs. This paper is focused on general assistance programs, guaranteed minimum benefit and one-time allowance. The aforementioned rights are regulated by the Social Welfare Act which has been amended six times since 2011, thus bringing novelties to the area of realization of the right to general social assistance benefits. The paper presents the most important changes and provides an overview of their practical applicability. It also provides guidelines for improving efficiency of the two most important cash benefits with regard to the amount of the benefits and their targeting, efficiency with regard to beneficiary groups including children and retired persons and work activation of young persons (and) beneficiaries who are capable for work. Considering the crucial role of social workers in the deciding on the recognition of the right to benefits, special attention was paid to a critical overview the role of social workers n the cash benefits departments.

Rina Trisna Yanti; The purpose of this study was to determine the role of potential commodities for Employment Expansion in Seluma and To determine the role of potential commodities against Poverty Seluma. This type of research is the study deskriptifkualitatif. This study did not test the hypothesis but only describe the information is in accordance with the study. The results showed that the oil palm which is a potential commodity in Seluma absorb manpower with the data the period 2006-2011 in general has increased it is also supported by an explanation of the Department / Institution related and members of farmer groups in Seluma. With palm oil commodity Seluma poverty decreased among those who work on oil palm, it is known from Department / Institution related to channel social assistance to the poor in Seluma decline in population work as farmers palm oil.Keywords: Potential Commodities, Employment, Poverty Reduction

Rastra is one of the social aids organized by Indonesian government to help the poor reduce their burden on the household. However, in 2017 the government amended this polic, called Non-cash food Assistance (BPNT). This new policy was operative based on 5 benchmarks of the alteration in attitudes and the behavior of the public and members of the bureaucracy, the alteration in leadership style, the efficiency of using sources, and the reduction of legalistic approaches. This research was commenced in November 2018 and aimed to analyze the transformation of Rastra Policy into BPNT, especially in Kalisat village, Jember district. The author revealed that this change had aimed to manage the stock of rice and the price because the government shared the aids once a month. The research data was taken from Kalisat village administration office which received the Rastra and each e-Warung organized by BPNT. The present study employed quantitative method. The author argued that, as the endeavour for poverty reduction, this policy needed improvement related to the target, the timing, the quality of the aids, and e-Warung readiness. The author contends that this realignment should be done based on the readiness of each infrastructur. Keywords: Realignment, Implementation, Policy, Rastra, BPNT
