Abstract, This paper is intended to provide answers to some bureaucratic reform efforts related to systems and procedures in public services in Kupang City. Indonesia's public bureaucracy has undergone significant reform, which is a result of the convergence of external and internal factors in supporting change. Bureaucratic reform can be classified into three groups, namely institutional reform, apparatus resource reform and system and procedure reform. This review & review on the dimensions of Systems and procedures, which provide an evaluation of bureaucratic reforms carried out in the previous decade. The contents and spirit of bureaucratic reform reflect a new understanding of bureaucracy that is very different from the classical form of bureaucracy. As such, it has the potential to bring considerable change, not only in the role of the national public bureaucracy, but in the relations of systems and procedures. However, this study discusses the commitment of the Kupang City Government and the application of systems and procedures as a hindering factor in implementing effective bureaucratic reform.Keywords: Bureaucracy, System and procedure reform, Public Service. Abstrak, Tulisan ini dimaksudkan untuk memberikan jawaban atas beberapa upaya reformasi birokrasi terkait sistem dan prosedur dalam pelayanan publik di Kota kupang. Birokrasi publik Indonesia telah mengalami reformasi secara signifikan, yang merupakan hasil dari konvergensi faktor eksternal dan internal dalam mendukung perubahan. Reformasi birokrasi dapat diklasifikasikan menjadi tiga kelompok yaitu reformasi kelembagaan, reformasi sumberdaya aparatur dan reformasi sistem dan prosedur. Kajian & ulasan ini pada dimensi Sistem dan prosedur, yang memberikan evaluasi terhadap reformasi birokrasi yang dilakukan dalam dekade tahun sebelumnya. Isi dan semangat reformasi birokrasi mencerminkan pemahaman baru birokrasi yang sangat berbeda dari bentuk birokrasi klasik. Dengan demikian, memiliki potensi untuk membawa perubahan yang cukup besar, tidak hanya dalam peran birokrasi publik secara nasional, tetapi dalam hubungan Sistem dan prosedur. Namun demikian, kajian ini membahas komitmen Pemerintah Daerah Kota Kupang dan penerapan sistem dan prosedur sebagai faktor yang menghambat dalam pelaksanaan  reformasi birokrasi yang efektif.Kata kunci: Birokrasi, Reformasi Sistem dan prosedur, Pelayanan Publik

Generally, Indonesian bureaucracy has undergone significant reform, which is the result of convergence between external and internal factors. Bureaucracy Reform of the bureaucracy can be classified into three groups: institutional reform, personnel resources reform and systems and procedures reform. In many cases, the failure of system and procedures reform has hindered the effectiveness of bureaucracy reform as a whole. Therefore getting insight on the government commitment to promote system and procedure reform is imperative. Penelitian ini bertujuan untuk mereformasi birokrasi dalam aspek pelayanan publik dan kebebasan informasi. Rendahnya kualitas pelayanan dan kebebasan informasi yang telah diselenggarakan di birokrasi membuat beberapa masalah dalam mencapai kualitas pelayanan yang baik. Peraturan tentang pelayanan publik harus menjadi acuan yang dapat dimaksimalkan dengan baik oleh regulator ketika diimplementasikan. Hal ini membuat pelayanan publik menjadi rumit, panjang dan mahal, Hal ini juga yg menjadi pemicu penyalahgunaan dan korupsi di berbagai tingkat pemerintahan. Ditambah dengan cara berpikir birokrasi yang tidak membuat masyarakat sebagai aktor yang harus dilayani. Agenda reformasi birokrasi juga cenderung tidak memiliki orientasi yang jelas dalam berbagai masalah birokrasi terutama dalam kinerja birokrasi Kata Kunci :  Birokrasi, Pelayanan Publik, Keterbukaan Informasi Publik.This study purposes to bureaucratic reform in terms of aspects of public services and freedom of information. Low quality of services and freedom of information that has been held in the bureaucracy make some troubles in attaining a good quality service. The regulations concerning public services should become a reference that can be maximized well by the regulator in the execution. This made public services being complicated, long and expensive, this also triggers an abuse and corruption in various levels of government. Coupled with the manner of thinking of the bureaucracy that does not make the community as an actor that must be served. Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

The COVID-19 pandemic is sending shockwaves through communities and economies, and public servants have risen to the novel policy challenges in uncharted waters. This crisis comes on top of considerable turmoil for public services in recent decades, with public management reforms followed by the global financial crisis (GFC) leading to considerable change to public sector employment relations and a deprivileging of public servants. The research adopts the lens of the ‘public service bargain’ to examine the effects of the pandemic across Australian public services. How did Australian public service jurisdictions approach public employment in 2020, across senior and other cohorts of employees? How did this pandemic response compare to each jurisdictions’ response to the GFC a decade earlier? The research also reflects more broadly of the impact on public sector employment relations and to what extent pandemic responses have altered concepts of the diminished public service bargain or the notion of governments as model employers? AbstractPublic service is a measure of the performance of the government's most visible. Communities can directly assess the government's performance based on the service they received. For the quality of public services in all ministries / institutions is a fundamental thing that must be improved. Improved public services, the Ministry of Administrative Reform and Bureaucratic Reform policy that since 2014 was a year of public service innovation. All government agencies, both at central and local levels is expected to make a creative idea or an answer to how to work / public service method. Ministry of Administrative Reform and Bureaucratic Reform collect and assess the innovations that have been made in a number of agencies across Indonesia. KemenPAN RB mengumpulkan dan menilai inovasi-inovasi yang telah dilakukan di sejumlah instansi di seluruh Indonesia. The public services reform is still become an agenda of Indonesian Government. All this time, City government of Denpasar is one of the local government known by integrating public service delivery using technology (E-Government). Nevertheless, there is a new concept that has been developed to improve the government services named Open Government. This concept has three principles, they are policy principle, policy catalyst and policy outcome. Accordance with those terms, the objective of this paper is to provide an analysis of open government policies on public service in Denpasar City. This study is using qualitative method with descriptive approach. The result of this research shows that Denpasar has been achieving the principle of Open Government. The government trying to provide transparency, integrity as well as public participation in accessing public services. The government policies are part of Government of Denpasar’s strong commitment to improve their public service delivery. It’s already stipulated through the mayor’s regulation and mayor’s decree. However, there are several challenges that should be noticed by the City Government of Denpasar. For the massive implementation, they need to provide a legal framework of local regulation and a monitoring and evaluation instrument for public services

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government
