The article describes the problem of low availability and inaccessibility of new information technologies in the Kazakh language in universities, analyzes the pros and cons of electronic textbooks based on theoretical data. The textbooks used by teachers show the effectiveness and usefulness of multimedia, in order to make them more valuable, it is necessary to add digital resources, such as academic games and interactive websites. The questions of the popularity of textbooks compiled using a computer are touched upon, the analysis and testing of programs for compiling electronic textbooks is carried out. The importance of methodological support of the textbook in the creation of electronic information tools is analyzed. Automation of all the main stages of training with electronic textbooks is provided before monitoring the content of the educational material and making recommendations for final grades, thanks to which all mandatory educational materials are replaced by bright, interesting, with a share of intelligence game moves, i.e. widely used multimedia, including interactive and voice. For students and teachers of chemistry, the authors have compiled an electronic textbook in the Kazakh language, the effectiveness of the textbook has been analyzed and studied in accordance with theoretical data and surveys, according to the results of the study, positive indicators of the assimilation of educational material have been demonstrated.

The article aims to present the concept of the urban revitalization in relation with the new information technologies. The actuality of the topic relates from the importance of information tools in all processes of human activity, including the administrative and participatory one. The urban revitalization is presented as a dimension of the decisional local autonomy of public authorities of the cities/municipalities. The paper is based on the on-going activities of the bilateral Polish - Moldavian ”Revitalization Project”. The e-tools become a new dimension of the classical ”renewal” concept, transforming in this way the revitalization process in a modern one and upgrading it to a higher level. Because of the rapid development of the information society, the revitalization processes undergo changes and gains new meaning. The expectations of citizens as well as the activities of local public authorities imply new standards, especially in terms of information technologies.

The widespread introduction of information technologies makes significant changes in various spheres of human activity. The education sector is no exception. In this regard, in this article, the author considers the actual problem of developing electronic textbooks and is one of the most relevant and promising areas of informatization of the educational process. The analysis of the works of scientists A.A. Andreev, A.I. Bashmakov, T.I. Koval, V.M. Kukharenko, E.S. Polat, P.I. Serdyukov, S.S. Sysoeva, A.Yu. Uvarova was conducted. These works contain requirements for the development of electronic textbooks. Based on the results of the analysis, the author described the stages of developing electronic textbooks, the principles that they should correspond to, and also provided a list of modules that should make up an electronic textbook. From the existing variety of software packages, the author distinguishes CourseLab, Smart Builder, MOS Solo, Google Sites, iSpring Suite, TurboSite, Adobe Animate, HTML5. The development of electronic textbooks based on the technology presented by the author of the article and their subsequent application in the educational process will help to organize the educational and cognitive activities of students at a more effective level. Purpose is the description of the technology for the development of electronic textbooks, taking into account existing requirements. The article uses methods of analysis, synthesis and deduction. The analysis of requirements and principles of development of electronic textbooks is carried out on the basis of the descriptive-analytical method. The practical result of the proposed technology is the developed electronic textbook "Development of mobile applications". The results of the study, in addition to their theoretical significance, also have practical significance, which consists in the positive dynamics in resolving the contradiction between the continuously increasing flow of information and the limited opportunities of students to assimilate it. The conscious use of electronic textbooks in the educational process is one of the fundamental ways to improve the quality of education by changing the methods of teaching used in the direction of individualization and focus on the student.

Traditional accounting in modern conditions of digitalization of the economy requires significant changes in terms of the use of new information tools. One of these opportunities is the use of new information technologies in accounting. These new information technologies include cloud technologies, which are a specific environment (for storing, processing, and protecting information) that combines technical tools, software, communication channels, and technical support. Services that may be based on technology (MCloud) are software as a service (SaaS), infrastructure as services (IaaS), platform as services (PaaS). From the point of view of an accounting organization, the most convenient of these three types of services is the service as a software. Cloud technologies are the storage and processing of information on servers on the Internet. The positive aspects of using cloud technologies include the fact that accountants do not need to purchase, install the program on their computer, maintain it in working order, and ensure data protection and security. All this can be done in the cloud. Cloud storage - is online storage where information is stored on the network on servers provided by an information service provider for the use of customers. At the same time, cloud providers provide services for renting a server from various companies based on cloud technologies. The article analyzes the opportunities that cloud technologies provide in accounting, considers the advantages and disadvantages of using such technologies.

The article deals with the educational technologies used in working with children with special educational needs, in particular, technology of individual support, joint teaching, new information technologies, technologies of adaptation and modification of educational materials, project technology, portfolio, technology of projective life. The possibilities of application of these technologies in the conditions of the inclusive class are analysed. The basic principles on which the special activity of persons with special educational needs is based are outlined. The main concepts of organization of educational and educational activity of children with special educational needs and limited health opportunities are described.It is revealed that the application of various technologies in working with children with inclusive educational needs contributes to the expansion of the outlook, the development of speech, the perception and thinking of students, the integration of the child into society, reduces primary disorders and prevents the emergence of secondary deviations of development, motivates and activates the cognitive processes of schoolchildren, creates conditions for the child's acquisition of vital competencies, etc.

Introduction: The modernization of Bulgarian primary school education is directed towards the applied strategies, technologies, approaches, and methods as well as towards the introduction of new information technologies in the educational process in mathematics in primary school.  Object: The object of the present research work is to study certain specific characteristics, opportunities, the field of application and the efficiency of the electronic textbooks and their use by the teachers during the process of learning geometry content in the education of mathematics for Grades 1-4.  Methods: The experimental work includes qualitative and quantitative research of the problems specified in the above paragraph. The following methods were applied: didactical experiment, observation, test, content analysis, mathematical-statistical method for data processing. Results: The researchers performed observations and analysis of the frequency of use of electronic textbooks by the primary school teachers during geometry classes. Based on the results of the study it was found out that 86% of the teachers use electronic textbooks in their methodology work on a regular basis, 10% of them – from time to time and 4% do not use electronic textbooks at all.  The analysis of the entry and the exit diagnostic determined that all student had an equal level of knowledge at the start of the experiment. However, the results on exit level of the knowledge, the skills and the competencies showed that there is significant difference. The results on the exit level of the students from the experimental class where electronic textbooks have been systematically used are from 26% to 34% higher than the results of the students from the referent class where textbook have not been systematically used. Conclusion: The use of electronic textbooks for learning geometry content during mathematics classes in primary school must be scientifically grounded and precise. The introduction of the electronic textbooks into the educational process helps to put the students in an active cognitive position and motivates them for work during mathematics classes.

В статье рассмотрена актуальная проблема использования новых информационных технологий в процессе обучения в вузе. Авторами раскрыты особенности применения современных информационных технологий в организации учебного процесса вузовского военного учебного центра при работе в удаленном режиме в период пандемии короновируса. Доказано, что наличие визуального (электронного) канала коммуникаций при использовании разнообразных технических средств и программ и создании глубинных электронных учебников позволяет по-новому организовать плановый учебный процесс в военных учебных центрах, повышая интенсификацию труда преподавателей и обучающихся без снижения уровня их подготовки. Использование компьютерных средств для передачи и отображения информации, реального моделирования разнообразных производственных и технологических процессов обслуживания и эксплуатации авиационной техники различных типов дает возможность осуществлять в полном объеме теоретическую и практическую подготовку специалистов инженерно-авиационной службы непосредственно на базе центра, исключая необходимость иметь в центре разнообразные, в том числе и современные, типы самолетов и вертолетов, агрегаты и узлы которых имеют лишь конструктивные различия, более детально изучаемые в ходе производственной практики в войсках. The article treats a relevant issue of using new information technologies in the process of education in higher education institutions. The authors of the article focus on the application of modern information technologies in the process of distance education at a military institution during the coronavirus pandemic. The article maintains that visual communication, various applications and software, electronic textbooks enhance teachers’ and students’ involvement in the educational process and ensure high-quality education. Centers, which are equipped with digitalized information processing systems and the systems of modeling various technological processes associated with the maintenance and operation of different aviation equipment, can ensure comprehensive aircraft engineering training (both theoretical and applied). As for the details of aircraft parts and components, they can be further learned during the army internship program.

The relevance of the issue under consideration in the article is connected with the confusion in scientific publications of the concepts of “electronic educational materials” and “electronic educational resources”. The article discusses the concept of “electronic educational materials” from the perspective of general systems theory. And their system character is proved. This allows them to be represented as a single complex of structured information of a specific subject area and didactic materials. These didactic materials support the learning process at all stages of its didactic cycle in accordance with the chosen learning technology based on the didactic capabilities of information technologies. It is concluded that the system of high school electronic materials allows to expand the boundaries of the design activity of the teacher, provide management of the student’s thinking activity, to implement a competence approach to the learning process at university

Innovations change the world in all spheres of life, and education is not an exception. Modern requirements of time put us new challenges that require the use of new information technologies at all stages of the educational process in higher education institutions, in particular the use of the Internet. In addition, it has been noted that Internet resources increase motivation and contribute to the formation of a fully developed personality. Testing and evaluating students' knowledge and abilities is an integral part of the credit-module system. One of the forms of evaluation of the initial level of knowledge, consolidation and improvement of assimilation of information is testing. It should be noted that in a number of countries, testing has shifted traditional forms of control — oral and written exams and interviews. However, in Ukraine, educators remain adherents of a combination of testing and classical analysis of material. It allows the most efficient distribution of the training time of a practical class, 100% control of the knowledge and the effectiveness of mastering the material of all the students of the academic group. Technical progress stimulates the search for new variants and possibilities of testing, its various variations. One of the options that can help solve this problem was a smartphone. In order to facilitate the work of the teacher at the Department of Microbiology, an online testing system with the use of smartphones was introduced. Online testing is conducted among students with Ukrainian and English language training. With the Google Forms platform, the teacher creates a form which contains the student's records and tests. Students directly from the teacher get a link to fill out an online form directly at the lesson. For testing, a database containing standard KROK-1 licensed test tasks is used. The form can contain any number of test tasks that are in arbitrary order, as well as a changed order of distractors, which makes it impossible to write off. At the same time, all students are in the same conditions: all write one option. After submitting the form, the student receives a notification that his response is recorded. Re-linking is not possible. In turn, the teacher receives a message on the result of the test in the table — the ratio of correct answers to the total number of questions, as well as options for their answers. First and foremost, questions are displayed on which students gave the largest number of incorrect answers. This allows the topic to be considered in the process of discussion of the most difficult tasks from the students perspective, and in the future it will allow more efficiently to create forms for on-line tests and to focus on these issues.

The article discusses the possibilities of automation of legal activities. Special attention is paid to the new branch of the business LegalTech, which allows providing legal services using information technology. Some projects in this area are briefly described: FreshDoc document designer, VideoContract app, and electronic trading platforms such as Legal Space and Pravoved.Ru. Although the legal community is not quite ready to work in such conditions, higher education institutions are already reforming their curricula, developing disciplines that allow gaining professional competence in introducing technologies that automate legal work, and so on. The author, in turn, offers using chat bots in legal clinics, gives examples of new disciplines for master’s degree programs, considers the idea of passing final examinations outside universities in certification centers, etc. It is emphasized that in jurisprudence there are a lot of typical situations in which typical decisions need to be made, and here artificial intelligence will be a good helper, and scientists will have more time to undertake a comprehensive analysis of law. Thus, even with the advent of new technologies, the creative work of lawyers will always be in demand.
