The smart city is one of the modern concepts of development and management of urban infrastructure and the economy of the territory. Thanks to its idea of introducing the best technologies, this concept contributes not only to the development of consumer innovations, but also to the optimization of urban management processes. It also allows making economically sound decisions that are more effective for citizens, taking into account changes in their number and consumer preferences in the future. The article attempts a theoretical study of the concept of «smart city». The city and technologies are considered from the standpoint of a systematic approach, according to which the system is a set of interrelated technologies for managing the territory. The existing variants of «smart city» technologies are summarized, and based on the conducted research, proposals for their development in the city administration in the Russian Federation in the near future are formed.

This article shows that the deployment of modern high-tech companies in the regions affects the development of smart cities. In particular, it was noted that high-tech companies not only create high-tech products, but also are an example of optimization of management processes, economical consumption of various types of resources, and also serve as one of the factors for the accumulation of intellectual capital and the quality of life of the population in the regions. It is shown that modern advanced technologies of a smart city affect not only the social aspects of the region’s development, serve to improve its legislative, managerial and social foundations, but also encourage megacities to solve the problems of efficient use of the environment.


The article considers the features of development of territorial branding in the city of Kazan and in the Republic of Tatarstan. The stages of creation of brands of Kazan, Sviyazhsk and Bolgar, as well as the brands of the Republic of Tatarstan “Heritage of Tatarstan” and “Visit Tatarstan” are researched. The main components of the brand “Heritage of Tatarstan” have been identified and described. The paper shows, that in order to improve the efficiency of territorial branding, the new brand “Visit Tatarstan” was created in the Republic of Tatarstan in 2016. It is designed to complement and strengthen the brand “Heritage of Tatarstan”, which has already existed since 2014. The article reveals the most important tasks of the brand “Visit Tatarstan”, and defines the features of its visual style. The implementation of the project involves two directions - external and internal. The first is based on the advertising program, the second combines all the components of tourism: souvenirs, national attractions and travel agencies.The role of territorial branding in the development of various types of tourism in the Republic of Tatarstan is shown. Thus, the article concludes that the formation of modern territorial brands can give a big return in the form of creation of effective tourist destination in the region. Moreover, this positive experience in the near future can be successfully used not only in the Republic of Tatarstan, but also in other regions of the Russian Federation.

This paper discusses the significance of biomimicry as a design methodology within the context of urban infrastructure planning and design. The application of biomimicry principles to urban infrastructure problems is examined by analysing case studies that used biomimicry inspired designs rather than ‘mainstream’ infrastructure approaches. Biomimicry is presented as an ontology of the city that fosters innovative and collaborative urban infrastructure design and management, supplements dominant future city paradigms like the ‘smart’ city and is worthy of further, detailed study.

Abstract Natural and anthropogenic systems are the result of the transformation of natural systems included in the city boundaries. They form the basis for the formation of the urban landscape and are the centers of action of natural processes. They actively influence the development of urban infrastructure. The city of Naberezhnye Chelny is a large industrial center, the second largest in terms of population (more than 500,000 inhabitants) in the Republic of Tatarstan, which is a part of the Russian Federation. Using this city as an example, the article examines such natural and anthropogenic systems as: river valleys, gully-ravine systems and forest plantations that make up the ecological structure of an urban landscape. They are classified according to the degree of their change as a result of anthropogenic impact. There are revealed peculiarities of their influence on the development of the city’s environment.

Cities are inherently complex and vastly interrelated challenges. Meanwhile, the rapid growth of cities is not commensurate with the capacity to expand their infrastructure and imposes increasing pressure on urban infrastructure. In other words, it is beyond their capacities and capabilities. Therefore, they always suffer from adverse consequences. One of the new concepts to meet the current challenges of cities in the field of urban planning is the development of smart cities that integrate physical and virtual capabilities. The trend of smart cities in Tehran has started a few years ago. In this study, the current situation of Tehran was evaluated and the strengths and weaknesses of Tehran Smart City were identified, and appropriate strategies and measures to continue the trend of moving Tehran City towards Smart City. The research method in this research is descriptive-analytical. SWOT analysis method and internal matrices (IFE) and external (EFE) were used for research. The results of this study show that all the necessities that have led cities in the world to smart approaches are also applicable in Tehran and the situation of Tehran in the trend of smart city in Tehran is appropriate. According to the strategy selected in this research, which is the Maxi-Maxi or SO strategy, the city of Tehran can continue the smart city trend by using its strengths and investing in opportunities and achieve the desired goals.

Rapid urbanization and overpopulation in the cities create a demand for the efficient usage of resources for the cities of the near future. Correspondingly, the need for more effective urban management strategy rises up as a current issue. The understanding behind smart cities can fulfil this need for providing a strategy model for urban management. Based on the literature review, this paper researches BIM usage throughout the lifecycle of the smart city (SC) project. This article focuses on the IoT, GIS and BIM integrated SC project model. This model aims to enhance BIM model by providing real time information from built environment to IoT sensors and geographical data to GIS in BIM model. Utilization of this SC project model can be beneficial for the industry to design and construct the smart city as well as for municipality and city government entities to manage the city.

В данной статье акцент сделан на исследовании программно-целевого обеспечения цифровых про-цессов в крупнейших городах Российской Федерации. Цель исследования – показать зависимость реализа-ции целей национальной программы «Цифровая экономика РФ» в части технологии «умного города» от их отражения в муниципальных целевых програм-мах крупнейших городов на примере г. Перми. Для достижения цели исследования использованы мето-ды научного познания: сравнительный анализ, логи-ческий и системный синтез показателей, отражающих использование технологий Smart City в 15 городах-миллионерах РФ. По результатам исследования уточнена зависимость уровня цифровизации города от отражения ее целей в муниципальных программах за 2018 г.; разработаны программные ориентиры для устранения цифрового неравенства в системе спрос – предложение в г. Перми. Практическая значимость проведенного исследования проявляется в том, что использование предлагаемых научных подходов по-вышает степень достоверности оценки цифровых технологий в процессе принятия решений на уровне муниципального управления. This article focuses on a study program to ensure digital processes in the largest cities of Russia. The purpose of the study is to show the dependence of the realization of the goals of the national programme "digital economy of the Russian Federation" technolo-gy "Smart City" from their reflection in municipal pro-grams of the largest cities on the example of perm. To achieve the goal of the research, methods of scientific knowledge were used: comparative analysis, logical and systemic synthesis of indicators reflecting the use of Smart City technologies in fifteen “millionaire cities” of the Russian Federation. The study clarified the level of digitalization of the city from the reflection of its ob-jectives in the municipal programmes for 2018; devel-oped policy orientations for the removal of digital ine-quality in the system of "demand-supply" in the city of Perm. The practical significance of the study is that the use of the proposed scientific approaches enhances the reliability of the evaluation of digital technology in decision-making at the level of municipal manage-ment.

The article examines the institutional process in a regional economy connected with the infrastructure development. We use the neoinstitutional approach to study factors that influence the behavior of government and business in their interaction in the economy. We also use statistical methods to analyze the dynamics of socio-economic development indicators of the subjects of the Russian Federation as well as the results of measures to attract private investment into infrastructure, including the PPP. We chose the city of Moscow and the Yamalo-Nenets Autonomous District as two empirical case studies which differ in economic and geographic conditions, but both demonstrate success in attracting private investment and implementing infrastructure projects. Our conclusions are consistent with a theory that asserts the primacy of institutional environment in relation to project implementation. We make also some practical recommendations for the development of the institutional environment which are acceptable for all regions solving similar problems of infrastructure development.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.
