Nowadays, the sustainable development of agriculture is impossible without state support at current economic conditions. It is due to the peculiarities of agricultural production, which has a lower productivity, compared with other industries, but plays a vital role in the provision of food, that allows us to solve the problem of strategic national security fully. One of the main forms of state support is targeted allocation of budget subsidies to agricultural enterprises, thus improving the efficiency of their use is only possible through the use of objective information, which is useful for management decision-making, the formation of which provides by accounting system. The carried research in the current conditions allowed us to solve the problem, mentioned in the introduction, make the appropriate general conclusions and recommendations, aimed to more efficient use of government subsidies in the agricultural organizations. In this paper we have identified the main criteria for the evaluation of grants for the purpose of rational distribution and effective use. Today, the operation of agricultural production in all developed countries is entirely based on a system of effective government incentives. In European Union countries through a variety of techniques and actions of government regulation (system of grants and subsidies, preferential loans, the application of special tax regimes, the reduction of tariffs on consumed agricultural resources, the system of credit and insurance compensation from the budget and others) performed less stable support of monopolized agriculture by redistributing income from more monopolized industry, that allows us to develop the agricultural sector at a higher level of innovation. It is extremely important to develop an effective mechanism for compliance with the criteria subsidies. From the point of view of its simplicity, the attractive approach would be to organize a unified Development Bank, which would treat all agricultural enterprises, wishing to implement a project. But the emergence of competent organizations, capable of protecting national interests, nothing is guaranteed, even under the best of circumstances, this will require significant resources and time. In addition, the same amount of money will be more useful, if you use them as subsidies for interest payments of loans, than in the role of capital. The new rules are provided corresponding transparent methods of distribution of subsidies between companies, complemented by the availability of subsidies, aimed to promoting structural reforms in certain sectors of agriculture. Moreover, the rules provided with indicators of not only the quantitative characteristics of achieving concrete results, but also qualitative changes resulting from the effective use of subsidies.

The agricultural production, due to the specificity of the functioning of the agricultural industry, is influenced by factors that have significant impacts on agricultural enterprises and determine the importance of state support. The unpredictable factors of agrarian production such as weather, natural disaster, and epidemics increase the risks of agricultural business. That is why farmers need to attract investments. But some farmers do not attract investment because of government subsidies. Besides, using government subsidies could have a negative impact on agrarian business. So, it is necessary to establish the effectiveness of governance for agricultural production and food security in general.

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.

Abstract. Despite the implementation of production activities in crisis situations, agricultural enterprises are increasing the production of agricultural products. The issues of the development of agricultural production and measures of state support for agricultural business are currently becoming particularly relevant. This article is devoted to the problems of current activities and prospects for the development of the agro-industrial complex in crisis situations. The purpose of our work is to study the causes of uneven development of agricultural enterprises of various forms of ownership, to develop measures that contribute to the creation of favorable conditions in the agro-industrial complex for the production and sale of products. The article emphasizes the necessity of adherence to the insurance principles as a decisive condition for maintenance and growth of mutually beneficial insurance relations in the agricultural sector. It is justified that reconciliation of social and economic interests between parties of the insurance market is based on a framework of principles that serve as guidelines for providing insurance coverage to entrepreneurial entities or individual customers and facilitating the pursuit of insurance / reinsurance activities by insurance companies. With the purpose of streamlining methodologies, the author’s approach to classifying insurance principles is developed. With the aim of striking a fair balance between the property interests of agents and insurance companies, the key insurance principles are divided according to the following three criteria: basic insurance principles; principles that are intended to neutralize financial and economic risks of insurance companies; fundamental principles of agricultural insurance. Given the riskiness of agricultural production, it is found that relations between agricultural enterprises and insurance companies should be built on the following principles: actuarial balance; motivation for insurance protection; maintaining the circulation of current assets of agricultural enterprises; voluntary involvement, accessibility and subsidiarity. Presumably adherence to the above principles will create prerequisites for efficient distribution / redistribution of risks and responsibilities between insurance parties. The need is stressed to practically implement the major principles established in Article 3 of the Law of Ukraine “On peculiarities of agricultural products insurance with state support” of 9 February 2012, which address insurance of agricultural production with state support for efficient interaction between insurers, insured parties and the state. This will guarantee insurance protection of agricultural enterprises, thereby enhancing food safety of the country in space and time.
