This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

Information technology nowadays results in spreading information rapidly. Everyone can easily produce information quickly through several social media, such as Facebook, Twitter, Instagram, or mobile phone messages, such as WhatsApp, Telegram, etc. It is alarming if the information conveyed is inaccurate such as a hoax with a highly provocative title, leading the reader and recipient to obtain a negative opinion. For fighting hoaxes and preventing their negative impacts, the government has adequate legal protection named ITE Law. Apart from the legal product, the government also forms the National Cyber Institution. For example, in West Java, the government has formed West Java Clean Sweep Team (Saber) for Hoaxes, in charge of verifying information distribution in public. The team is built as proactive efforts of the West Java Provincial Government to secure the residents of West Java from disseminating fake news. This article examines how the West Java Saber Hoaxes Team carried out a strategy to minimize the dissemination of fake news (hoaxes) on social media. The research used descriptive studies through in-depth interviews on West Java Saber Hoaxes Team. The result of the research showed that strategies conducted by this team are monitoring, receiving complaints, and educating the public.

Tax award is expected to be able to trigger the West Java people to pay motor vehicle tax. However, there is still an increase in the number of non-re-registered vehicles. Therefore, the regulation of the tax award needs to be reviewed. This study aims to find a solution so that the award can increase the West Java Province’s Locally Generated Revenue and optimize the collection of Motor Vehicle Tax. This study employed a judicial-normative approach that prioritizes library research and the data implementation in practice. It is a descriptive study. It mainly consists of a library research phase, which is the collection of secondary data in the form of primary and secondary legal materials. In addition, to obtain primary data as support, the data is analyzed qualitatively and juridically. The study concludes that the tax award of motorized vehicle tax is correlated directly with the increase of locally generated revenue of the West Java Province. Nevertheless, the award does not substantially affect legal awareness and compliance. In fact, the program does not contribute towards the realization of motor vehicle tax. The main obstacles often felt by the regional income agency in collecting motorized vehicle tax is the low level of awareness and knowledge of the people on taxes. The effort to increase locally generated revenue from the motor vehicle tax sector is represented by programs that indirectly affect legal compliance.

This study aims to determine the extent of the relationship between the Competence of Public Relations Government of West Java Province which includes communication skills, managerial abilities, ability to build relationships, credibility and creativity, with Standardization of Services is measured through the Service Level Agreement concept which includes Accessibility, Reliability, Response Time, and Resolution who were given Public Relations to the Community who visited / visited the Public Relations Government of West Java Province. The method used is the Survey research method, through questionnaires to the people who came to the West Java Provincial Government Public Relations. The testing techniques carried out are frequency distribution tabulation, score ranking and correlation test. The results of the study illustrate that the Public Relations Government of West Java Province has communication and managerial skills in the Very good category, with the ability to foster relationships, credibility and creativity in the category of Good, Whereas the assessment of Standardization of Services to the Community is measured through Accessibility, reliability, response time and resolution in the category of Satisfaction. From the results of testing the correlation data, it can be concluded that There is a strong, unidirectional and significant relationship between PR competencies in West Java Province with the standardization of services to the public. A unidirectional relationship means that the West Java Provincial Government Public Relations Competency is good, Service Standardization also be more satisfying

Globalization as the estuary of cultural changes and values ​​in society brings drastic transformations. The use of mobile phones and the internet which are increasing every year also requires the government to be able to give innovation to the concept of public services that are integrated with technological changes that are currently happening. The Mobile government which is part of e-government is a concept that should be implemented by the government. The West Java Provincial Government as one of the components of government in Indonesia in taking advantage of these opportunities adapts to technology. Adapting technology as part of government governance is the main focus on implementing mobile government, especially on mobile applications to achieve equitable and integrated public services. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government such as Pikobar, Sapawarga, K-MOB, Si Votun Jabar, and Sambara applications.

Abstrak Pariwisata kreatif merupakan bentuk pariwisata alternatif yang prospektif untuk dikembangkan di Desa Sedari. Penelitian yang ada menunjukkan bahwa daya tarik utama kawasan hutan mangrove selama ini semata pemandangan yang cenderung tidak melibatkan partisipasi dan pengalaman wisatawan dalam kegiatan pariwisata. Hal ini mengindikasikan potensi yang ada belum sepenuhnya termanfaatkan optimal. Terlebih kegiatan pariwisata ditunda dan dihentikan sementara dengan adanya Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) untuk mencegah meluasnya penyebaran pandemi COVID-19. Tujuan penelitian ini mengeksplorasi potensi pariwisata kreatif kawasan hutan mangrove di Desa Sedari, Kecamatan Cibuaya, Kabupaten Karawang, Provinsi Jawa Barat, Indonesia. Penelitian ini menggunakan metode deskriptif dengan pendekatan eksploratif. Data primer dan sekunder diperoleh melalui wawancara serta studi pustaka. Penelitian ini menemukan bahwa (1) Hutan mangrove Desa Sedari memiliki potensi untuk pengembangan pariwisata kreatif; (2) Pengembangan ke arah pariwisata kreatif baru dimulai pada tahun 2021 namun belum terlaksana optimal dimana belum ada pengelolaan, pengelola maupun program yang terencana baik. (3) Bentuk pariwisata kreatif yang dapat dikembangkan di kawasan hutan mangrove, diantaranya birdwatching, pengolahan produk berbasis mangrove, maupun kegiatan wisata yang melibatkan partisipasi aktif wisatawan, juga kerjasama wisatawan dengan masyarakat lokal dan pengelola kawasan hutan mangrove. Penelitian ini merekomendasikan dilakukannya renovasi dan revitalisasi sejumlah infrastruktur fisik kawasan hutan mangrove untuk pengembangan kegiatan pariwisata kreatif, peningkatan kompetensi dan kualifikasi sumber daya manusia pariwisata serta penguatan kemitraan kerja diantara para pemangku kepentingan terkait. Kata Kunci: pariwisata kreatif, partisipasi aktif, hutan mangrove, desa sedari, pandemi COVID-19 Explorative Study of the Creative Tourism Potential of the Mangrove Forest Area Sedari Village, Cibuaya District, Karawang Regency, West Java Abstract Creative tourism is an alternative tourism that is prospective to be developed in Sedari Village. Existing research shows that the main tourist attraction of mangrove forest area in Sedari Village so far is mere the scenery which tends not to involve the participation and experience of tourists within the tourism activities. This indicates that the existing potential has not yet fully utilized. Moreover, tourism activities were temporarily postponed and stopped during the Public Activity Restrictions (PPKM) that carried out to prevent the spread of the COVID-19 pandemic. The purpose of this study was to explore the creative tourism potential of mangrove forest area in Sedari Village, Cibuaya District, Karawang Regency, West Java Province, Indonesia. This study utilised descriptive research method with exploratory approach. Primary and secondary data were obtained through interviews and literature study. This study found that (1) The mangrove forest of Sedari Village has the potential for the development of creative tourism; (2) Development towards creative tourism has not yet optimally implemented. It was just started in 2021 that there are no well-planned programs, managers nor management. At present; (3) Types of creative tourism can be developed in Sedari mangrove forest areas, including birdwatching, processing mangrove based tourism products; tourism activities involving tourist active participation, as well as tourist cooperation with local communities and mangrove forest area managers. This study recommends for the renovation and revitalization of a number of physical infrastructures for the development of creative tourism activities; the enhancement of tourism human resources qualifications and competencies; as well as strengthening the working partnership amongst relevant stakeholders. Keywords: creative tourism, active participation, mangrove forest, sedari village, pandemic COVID-19

The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

This study aims to determine the compliance of motor vehicle taxpayers and to find out the obstacles, stimulus, and strategies that are carried out in increasing local tax revenues in East Jakarta’s One Roof System (Samsat). The research method is a Qualitative approach with descriptive research type. The results of the study on Compliance in East Jakarta Samsat are fairly good, this is supported by indicators from research such as good registration because taxpayers have followed and know the procedures well, the reports carried out by East Jakarta samsat are in accordance with the specified schedule, Payment of taxpayers in Samsat is fairly good with increasing taxpayers obeying each year in 2018 the highest percentage of compliant taxpayers reaching 60% with taxpayers totaling 1,296,666 but arrears in tax payable in East Jakarta are quite high in 2017 the amount of arrears from Taxes Motorized vehicles reached Rp. 90,568,276,707, - however, the realization of motor vehicle tax revenues has reached its target each year. Obstacles to the existence of taxpayers are not compliant because Taxpayers' awareness is still lacking due to busyness causing negligence and forgetting to carry out tax obligations and online payment processes are constrained by the lack of understanding of taxpayers about E-Samsat, while other obstacles are due to Taxpayer Data which is not appropriate, taxpayers who postpone payment of tax fines are waiting for the elimination of administrative fines so that the efforts made by East Jakarta Samsat provide strict sanctions to taxpayers who do not pay motor vehicle tax, provide taxpayers in paying taxes, and carry out programs elimination of administrative fines

Design/methodology/approach-This research is an analytical descriptive research with normative juridical approach. The data were obtained from library research and field research through in-depth interviews with related parties including the management of the Micro Waqf Bank Islamic Microfinance Institution Ranah Indah Darussalam Ciamis West Java Indonesia and Commissioner of the Financial Services Authority of Indonesia then analyzed qualitatively. This research was conducted in Ciamis and Bandung West Java Indonesia. Finding- The finding of this study has confirmed that Sharia economic disputes are the absolute competencies of the Religious Courts based on Article 49 of Law Number 3 of 2006 concerning Amendments to Law Number 7 of 1989 concerning Religious Courts including disputes on BWM financing. In disputes that occur in troubled financing BWM the stages of completion are by intensive collection (cash collateral), rescheduling, reconditioning, or restructuring or also known as the stages of fulfillment of performance and deliberation and mediation between BWM management and customers involving other customers both in the scope “umpi” and cluster to be dealt joint responsibility among customers so that the settlement of disputes through litigation in religious courts does not need to be taken by the parties. The implementation of tax autonomy by the central and regional governments separately provides the flexibility to be more independent in tax arrangements in order to increase the income of each region. The objective of this research is to determine whether the West Java provincial government's application of  vehicle tax collection  is effective in increasing Regional Original Income (ROI) in West Java. The methodology used in this research is qualitative. Analysis of the data used is analysis by calculating the effectiveness of tax collection. The results of data analysis show that the efficiency of  vehicle tax collection has an impact on increasing local revenue in West Java.
