The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

The research describes the licensing service innovation model called SIMPATIK JABAR (Licensing Service Information System for the People of West Java) at the Investment and One Stop Service Office of West Java Province. The research was based on the finding that the implementation of SIMPATIK JABAR innovation did not contribute much in elevating the quality of public services at the Investment and One Stop Service Office of West Java Province. This can be seen from the unsatisfactory Public Satisfaction Index over the public service delivery at the Investment and One Stop Service Office of West Java Province, especially due to sluggish licensing service completion. The research employed a qualitative method. The data were obtained through document reviews, observations, and in-depth interviews to 16 (sixteen) informants. Referring to the analysis results, a form of innovation development was formulated by using the approach of USAID Innovation Development Process.Based on the research findings, it is recommended that the implementation of the SIMPATIK JABAR innovation model introduce an improvement in the form of the human resource management for the Technical Team of One Stop Service (PTSP). This can be done by recruiting experts/academicians to become members of the Technical Team. The experts/academicians then collaborate with the civil servants of West Java Provincial Government assigned as the Technical Team to formulate the licensing technical considerations. It is expected that the involvement of experts/academicians at the PTSP Technical Team can help resolve technical recommendations more quickly, so that it can improve the quality of public services at the Investment and One Stop Service Office of West Java Province.

This article describes the process of forming Wehrkreise III as the East Priangan defense area and the transfer of the administrative center of West Java Province to Lebaksiuh in 1947-1948. The research method used is the historical method. The results of this study indicate that the onslaught of the Dutch military in West Java during the years 1947-1948 was faced by the struggle agencies by forming defense pockets called Wehrkreise III. Each defense bag can do its own guerrilla battle. The Commander of Wehrkreise not only oversees the struggle agencies but also oversees the civil administration in West Java. The Wehrkreise command center and the West Java provincial government center were initially in Tasikmalaya. But the Dutch military offensive made the Governor of West Java and the Wehrkreise commander move their seat to Lebaksiuh. This move was intended so that the republican government in West Java could continue to run because Lebaksiuh was a relatively safe area from Dutch attacks..

In the National Medium-Term Development Plan 2015-2019 especially in West Java Province, namely the construction of Kertajati Airport, located in Majalengka Regency. Therefore, the West Java provincial government has drawn up Regional Regulation No. 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Kertajati Aerocity will carry out its duty to promote and strengthen the creation of an engine of economic growth in the western part of Indonesia that will involve the participation of local governments, the central government, investors and the community. So, the purpose of this article is to analyze the investment scheme in the development of Aerocity Kertajati in Majalengka Regency which is oriented to the principles of good corporate governance. The conclusion of this article is the Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java, namely through cooperation between PT BIJB and investors (land authorities) in terms of land acquisition and development cooperation relationships and development of the Aerocity Kertajati area. Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java Oriented Principles of Good Corporate Governance namely by implementing Good Government Governance, namely the government as one of the parties in its role of building and developing the Aerocity Kertajati area must refer to good values, clean and fair, and Good Corporate Governance must be reflected in the management of PT BIJB's business activities as an extension of the West Java provincial government covering transparency, accountability, responsibility, independence, and justice.

This article discusses how public policies on transportation can be communicated to the community in West Bandung, West Java, Indonesia. It is important for the community because the development of transport services has a very close relationship with the social welfare and economic growth of a region. This can be demonstrated with an indication that the region has a complete transportation system works better than other regions, so that these regions tend to have better levels of social welfare and economic growth. Conversely, the less functioning transport would result in the emergence of social problems and environmental problems. The study here used a multiple case method. The cases consist of activities which is the implementation of the government’s program of socialization to the people of West Bandung on transportation. This regency is an expansion of Bandung regency; therefore, there are things that are new in government services, including the field of transportation. Interviews, observation and document analyses were used to collect the data. Face to face interviews using a list of questions were also developed for this study. The findings of the study indicate that in addition to its own designing and implementing transportation development plan in West Bandung regency itself, there is also a transportation development involving West Java provincial government, even the national government of Indonesia. All of the transportation plan could be properly communicated to the public because it uses a variety of media, both traditional and modern.

West Java Provincial Government in order to create innovation in order to accelerate the achievement of the vision of the Governor of West Java through the development of a strong regional economic structure. The innovation in question is to produce policies in the form of Regional Regulation Number 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Various efforts have been made by the West Java Provincial government in order to accelerate the development of BIJB. The problem led to problems in land acquisition which was hampered by the rejection of some residents of the implementation of the BIJB and Kertajati Aerocity development. Another problem also arises related to the analysis of the readiness of the BIJB as the manager and support of the government in implementing BIJB and Kertajati Aerocity policies and related to the carrying capacity of water resources which are important for the sustainability of the existence of an area which is taken into consideration for implementing BIJB and Kertajati Aerocity in Majalengka Regency. West Java province. This basically requires qualified strategic steps for the realization of Kertajati aerocity in Majalengka Regency. The collaboration model of academic, business, government and civil society on Kertajati Aerocity policy is ultimately deemed qualified to realize aerocity Kertajati programs and policies. The West Java Provincial Government has set out to develop the West Java International Airport (BIJB) in Kertajati Subdistrict, Majalengka Regency and to become the spatial layout of the surrounding area integrated into an airport city (aeorocity). This study discusses the development of an airport city or aerotropolis based on the literature study research method (meta analysis) which is then associated with the Kertajati spatial concept. In community empowerment (people empowerment) to increase the ability to choose and open opportunities to choose meaningful means is to increase the ability to make decisions and open opportunities to participate in decision making. The community empowerment strategy, in the Majalengka District Medium-Term Development Plan (RPJMD), has made several efforts to develop the regions and communities in the BIJB region by making policies or regulations that are in line with plans and policies related to BIJB development and Kertajati Aerocity, the RTRW and RDTR which is still a legal process.

AbstrakPenelitian ini bertujuan untuk menganalisis kebijakan pemerintah Jawa Barat dalam upaya pertumbuhan ekonomi daerah dimasa Pandemi Covid-19. Terdapat 9 skala prioritas kebijakan  diantaranya adalah (1) Akses pendidikan untuk semua; (2) Desentralisasi layanan kesehatan; (3) Pertumbuhan ekonomi umat berbasis inovasi; (4) Pengembangan destinasi dan infrastruktur pariwisata; (5) Pendidikan agama dan tempat ibadah juara; (6) Infrastruktur konektivitas wilayah; (7) Gerakan Membangun Desa (Gerbang Desa); (8) Subsidi gratis golongan ekonomi lemah; dan (9) Inovasi pelayanan publik dan penataan daerah.Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitiancase studies, dimana 9 kebijakan pemerintah dianalisis dengan melihat realisasi pelaksanaan kebijakan pemerintah dilapangan. Data diperoleh dari RKPD yang dipaparkan dalam acara BAPPEDA Jabar. Hasil penelitian yang dicapai melalui analisis kualitatif meliputi keselarasan kebijakan pemerintah dengan praktek dilapangan. AbstractThis study aims to analyze the policies of the West Java government in an effort to grow the regional economy during the Covid-19 pandemic. There are 9 policy priority scales including (1) Access to education for all; (2) Decentralization of health services; (3) The economic growth of the people based on innovation; (4) Development of tourism destinations and infrastructure; (5) Religious education and places of worship are champions; (6) Regional connectivity infrastructure; (7) Village Building Movement (Village Gate); (8) Free subsidies for weak economic groups; and (9) Public service innovation and regional arrangement. This research uses a qualitative approach with case studies research methods, where 9 government policies are analyzed by looking at the realization of the implementation of government policies in the field. The data was obtained from the RKPD which was presented at the West Java BAPPEDA event. The research results achieved through qualitative analysis include the alignment of government policies with practice in the field.

Their customary kuta shows a pattern spread out and did not feel certain .This research aims to review the application of local cultural factors in the life of the indigenous people of kampung kuta . The methodology that was used is mixed methods , with a design research used in this research was sequential exploratory designs .The data collection was done by interviews , observation and spreading kampung kuta watchful such research to the community. Populism is a phenomenon of political communication that can be a political strategy for politicians who want to represent themselves. In the campaign period for the Election of West Java Governor Ridwan Kamil as a candidate for governor used a populist strategy to gain political support from the people of West Java. Populism strategy is very important in democracy, the characteristics of Ridwan Kamil's populism can be found in the form of Instagram posts, starting from May 27, 2018 - June 27, 2018 during the campaign period of the West Java Governor General Ridwan Kamil giving Instagram posts that match 9 characteristics of polulism. To find out the characteristics of Ridwan Kamil's populism on Instagram using data collection methods by taking interview data from Mr. Khalid Zabidi, a Golkar Party cadre, Ridwan Kamil's Instagram direct observation, literature study to support research and document studies.Populisme merupakan fenomena komunikasi politik yang dapat menjadi strategi politik bagi politikus yang ingin merepresentasikan dirinya. Dalam masa kampanye Pemilihan Gubernur Jawa Barat Ridwan Kamil sebagai calon gubernur menggunakan strategi populis untuk mendapatkan dukungan politik dari masyarakat Jawa Barat. Strategi populisme sangat penting dalam demokrasi, karakteristik populisme Ridwan Kamil bisa di temui dalam bentuk postingan Instagram,Terhitung dari 27 Mei 2018 – 27 Juni 2018 saat masa kampanye Pemilihan Gubenur Jawa Barat Ridwan Kamil memberikan postingan Instagram yang sesuai dengan 9 karakteristik polulisme. Untuk mengetahui karakteristik populisme Ridwan Kamil di Instagram menggunakan cara pengumpulan data dengan mengambil data wawancara Bapak Khalid Zabidi Kader Partai Golkar, observasi langsung Instagram Ridwan Kamil, studi pustaka untuk mendukung penelitian dan studi dokumen.
