The purpose of the research is to develop a model for managing the innovative activity of textile enterprises in Kazakhstan, taking into account the study of foreign experience, scientific works in the field of managing innovative activity, and also taking into account the peculiarities of the functioning of domestic textile enterprises.Methodology – the article uses generally accepted scientifi c methods of analysis and synthesis, methods of comparison, generalization of research results, methods of expert assessment. We also used a systemic and integrated approach to the study of management problems and the development of socio-economic processes in society.Originality / value of the research. Most of the textile enterprises in the Republic of Kazakhstan are small and all of them belong to the private sector. Despite various measures of state support, the competitiveness of domestic textile enterprises remains at a low level. Therefore, in order to increase the competitiveness of textile enterprises, it is necessary to stimulate their innovative activity. The article examines the need to create a management model for effective management of innovative activities of domestic textile enterprises.Findings. A model for managing innovative activities of textile enterprises has been developed. The model proposed by the authors provides for the creation of a center for the management of innovative activities of textile enterprises and the use of a cross-functional integrated method when forming a team of employees implementing innovations. According to the authors, this will have a positive impact on increasing the competitiveness of domestic textile enterprises.

Dyeing & Weaving Weekly (1935-1941) is a scientific and technological periodical which has been published for a long time and has never been interrupted in the field of textile in modern China. The journal publishes a large number of the latest achievements in textile science and technology, and is an important historical material and typical case for the study of modern science and technology dissemination. Rich in content, Dyeing & Weaving Weekly focuses on solving practical problems in the textile industry and guiding the direction of scientific research, which not only promotes the dissemination of textile science and technology but also contributes to the development of the textile industry. Therefore, from the perspective of science and technology communication and the history of newspapers and periodicals, this paper examines the practice and communication strategies of Dyeing & Textile Weekly, in order to prove that Dyeing & Textile Weekly has a positive impact on science and technology communication in modern China, and also provides experience reference for the development of contemporary science and technology periodicals in China, which has certain reference significance.

The most important motivating factor for enhancing innovation activity is lending as a stimulus for the development of a modern enterprise. The motivation of the Ukrainian enterprise, based on the need for innovative activity lending in ensuring the efficiency of its economic activity, was explored. The authors use different methods of research, for example, analysis and synthesis methods, method of scientific substantiation and comparison of the main indicators of the activity of the investigated enterprise, as well as correlation and regression analysis method. Here is also used the method of correlation and regression analysis to determine the effect of changes in the average annual cost of fixed assets and investments in their modernization on the motivation to increase revenue from the sale of products (goods, products, services), as well as to characterize the functional relationship between income from the sales of products and capital, expenses, investments. The results of the study indicate a close relationship between the indicators, thus there is a high dependence on the increase of the volume of income from the sale of products due to the need to attract financing in the form of lending to innovative products of the investigated enterprise.Lending of innovative activity contributes to the increase of sales volumes and the emergence of its new products, and also serves as a form of strengthening the motivation of enterprise development. As a result of the research, the theoretical principles of using Ukrainian enterprise motivational space with lending involvement for the introduction of innovations have been substantiated.

The article is devoted to the development of innovative processes in the livestock industry of meat sector. The main forms and methods of classification of innovations are studied. The features of innovative activity of enterprises of agro-industrial complex of Kazakhstan are analyzed. Indicators of innovative activity of agricultural entities of the republic in comparison with European countries are presented. The author pays main attention to the formation and development of innovative processes at enterprises for production of meat and products of its processing, which is of considerable interest, since innovative activity in this industry has its own specific features. In agricultural sector, economic and financial state of production directly depends on introduction of innovations, the use of modern innovative technologies that save resources, increase the profitability and efficiency of production system. The assessment of potential resources for the development of beef cattle breeding has been carried out, the tendencies of the growth of livestock, meat production, its import and export in recent years have been studied. The main problems of animal husbandry industry, in particular raising of beef cattle, are highlighted, conclusions about the possibility of increasing the potential of meat products are drawn. On the basis of performed analysis of the level of innovation activity, the identified problems in agricultural production, recommendations were developed for the future development of innovations in the country's beef cattle breeding, since in the new economic conditions, an important role is played by innovative developments and their application in this industry.

Context: Under these conditions innovative focus of the national health care system at all levels and new approaches to encourage innovation in medical organizations, taking into account the characteristics of their activities and needs of the population, become the urgent tasksAims: to study the factors constraining the introduction of new medical technologies in the health care system of Kazakhstan, and to find ways of improving innovation activity in Kazakhstan.Settings and Design: The article presents the results of the reasons that restrain the activity of development and implementation of innovation, the types of innovative technologies and their demand in the Republic of Kazakhstan.Methods and Material: online survey of health professionals on innovation in the Republic of KazakhstanStatistical analysis used: statistical analysis using the SPSS 16. In the analysis we have used descriptive statistics, factor analysis, correlation and multivariate analysis of variance.Results: It was found that in the majority of cases (62.4%), innovations were borrowed (imported from abroad), and they have mostly (63.3%) been introduced into clinical medicine by health care practitioners (66.9%), while the lowest percentage of innovative activity in the country (22.8%) was found among the specialists holding scientific and academic degrees, as well as their participation in the research.Conclusions: The factor analysis or principal components analysis suggests that the main reasons for the low innovation activity in the Republic of Kazakhstan is a lack of awareness of experts about the latest achievements of science, lack of trained personnel and insufficient target financing of innovation in health care.

The article shows the impact of Business Support Instruments (BSIs) on the innovative activity of medium-high and high technology manufacturers in Poland. The analysis includes 1355 industrial enterprises representing medium-high and high-level technology based in Poland. The scope of the research concerns innovation at company-level and takes into account the diffusion to the "new for the company". The work assumes that the innovative activity of MHT & HT manufacturers grows as a result of interaction with BSIs. Technological parks and business consulting centers have the greatest positive impact on stimulating innovation activity.

Introduction. Since it is necessary to increase the efficiency of innovation of enterprises, increase tax revenues to the state budget and reduce the level of losses of the state budget and innovation expenditures of enterprises, there is a need to assess the potential of state regulation for innovation as one of the priority areas of economic development. The purpose of the paper is to carry out the analysis and substantiation of components of an estimation of realization of potential of the state regulation of innovative activity representing indicators of expediency, efficiency and the introduced tools efficiency of the state regulation in innovative activity. Results. To analyze the feasibility, a forecast of the amount of lost budget revenues in the form of provided tax benefits was performed using trend analysis. On a positive note, the projected loss of budget revenues due to the operation of tax benefits, although high, is likely to decline. Given the target orientation of innovation benefits, the main criteria for their effectiveness are materiality for taxpayers (importance as a source of funding for innovation costs) and increase innovation activity. The change in tax benefits may well lead to an increase in tax revenues, tax benefits can have a positive impact on the formation of tax revenues, which is a confirmation of the effectiveness of tax benefits for the state. In order to qualitatively assess the effectiveness of tax benefits, it is necessary to put into practice the concept of tax costs, as well as to optimize the process of collecting and publishing information on the use of tax benefits. Conclusion. Thus, the components of the assessment of the realization of the potential of state regulation of innovation activities of enterprises in terms of providing tax benefits to the regulatory instrument, which reflects the principle of stimulating innovation, were analysed and substantiated. The evaluation of these components makes it possible to substantiate practical recommendations for increasing the level of potential of state regulation by reforming the methods and tools of state support for innovation of enterprises. It is determined that the provision of tax benefits in innovation has positive trends in the components of expediency and effectiveness, but the component of the effectiveness of tax benefits requires further research.

In the article the basic directions of development of innovative activity at mega- and microlevels are considered. The key tasks of scientific and technical policy have been studied with the purpose of determining the most effective innovation strategy that allows introducing the latest technologies into production. The main means for successful development of an enterprise in uncertain and rapidly changing environmental conditions is an effective integrated approach that ensures the formation and implementation of such an innovative activity option that will ensure the best results in the current situation. In these conditions, along with the important role of the production, resource and technological potential of the enterprise, the synergetic effect becomes crucial. The proposed methodology for determining the synergistic effect will link the directions of development of innovation activity using four groups of indicators (equipment, technology, management, sales). It is universal by definition not only of certain directions and projects at the enterprise level, but can be used at the level of the region and the country.

The article presents the results of the study of the problems of the development of the innovation infrastructure of the region and the development of the corresponding regional program. The main problems of innovation activity at the regional level are systematized and the possibilities of their solution through the development of regional innovation infrastructure are identified. On the example of the Republic of Mordovia, the possibilities of applying an integrated approach to the development of the Innovation Infrastructure Development Program in order to increase the competitiveness of the regional economy as a whole are substantiated. Variants of the Program development based on the structuring of its activities according to the main subsystems of the innovation infrastructure and depending on the compliance of the activity profile (“affiliation”) of its organizations with specific stages of the innovation process and processes supporting it are proposed. Examples of project activities of the Program for the development of technological entrepreneurship of the residents of the business incubator and the creation of an innovative databank of the Republic of Moldova are presented as the basis for the formation of a regional Technology Transfer Center. It is concluded that the proposed approach can be applied to the development of the Innovation Infrastructure Development Program in other regions with similar innovative and other parameters of activity.
