The central question in this study concerns the way in which the state intervention is strong enough to reverse the tide of regional uneven development that has been intentionally created by the state. To answer the question, we conduct a case study of the Innovation Cities in South Korea. We use the K-means Cluster Analysis and a Two-way Analysis of Variance with well-defined three indices on regional economic competitiveness. The results reveal that the development of Innovation Cities does not have a desirable impact on converging the regional disparity between core and periphery regions. At best, the regional gap has not widened. The outcomes also imply that the trickle-down effects have not been observed during the time-period of study. The findings suggest that policymakers carefully consider diverse full-factors toward periphery regions with consideration of the regional heterogeneity rather than focusing on the homogeneous approach.

Several U.S. states are considering setting or raising a minimum age of juvenile court jurisdiction. However, there is scant evidence to suggest if a state minimum age law would protect children from developmentally inappropriate proceedings beyond existing capacity and competency statutes. To address this central question, this case study focuses on the state of California and considers (a) existing state laws, (b) state juvenile crime data, and (c) opinions of diverse juvenile justice stakeholders. Triangulated analysis found that a low number of California children below the age of 12 years are petitioned in juvenile court and most are referred for misdemeanor or status offenses. Existing legal protections are present yet inconsistently implemented. A minimum age law would address some of these policy gaps.

The concentration of warehouses in peripheral regions of metropolitan areas in a time period is called logistics sprawl (LS). Identifying this phenomenon could help to reduce externalities related to urban freight transport, mainly, the distance traveled. This paper examines the contribution of the characteristics of metropolitan areas on the logistics sprawl indicator. A case study was carried out considering data from eight metropolitan areas of the state of Paraná (Brazil). The research method is based on the data collection procedure proposed, centrographic method, and linear regression. The results of the centrographic method reveal a positive LS in four metropolitan areas and a negative LS in three metropolitan areas. In general, the warehouses are close to the highways that cross the metropolitan area. In addition, the size of the metropolitan area has a negative relationship with the number of warehouses and the logistics sprawl indicator. The findings highlight the importance of public policies relating to urban freight transport and land use at a metropolitan level.

RESUMO O trabalho analisa a preservação do patrimônio cultural brasileiro pelo Estado, através da intervenção estatal na propriedade privada por meio da desapropriação. Para tanto, valer-se-á do estudo de caso do processo judicial nº. 201050100501, que tramita na justiça estadual de Sergipe. O objeto de estudo refere-se ao processo de desapropriação do quadro “Miséria e Caridade”, datado de 1884, do pintor sergipano Horácio Hora. A metodologia escolhida foi o estudo de caso por possibilitar uma investigação empírica de um evento específico e revelador, permitindo entender a complexidade do fenômeno referente à proteção do patrimônio cultural. Assim, com a análise do referido processo judicial, pôde-se perceber o papel primordial desempenhado pelo instituto da desapropriação como um mecanismo hábil e apto a efetivar o comando constitucional referente à proteção dos bens culturais. PALAVRAS-CHAVE: Patrimônio Cultural; Desapropriação de quadro; Estudo de Caso Concreto. ABSTRACT The paper analyzes the preservation of the Brazilian cultural heritage by the state, through state intervention in private property through expropriation. For this, it will use the case study of the judicial process nº. 201050100501, which is being processed in the state court of Sergipe. The object of study refers to the process of expropriation of the painting "Miséria e Caridade", dated from 1884, executed by the Sergipe painter Horácio Hora. The chosen methodology was the case study for enabling an empirical investigation of a specific and revealing event, allowing to understand the complexity of the phenomenon related to the protection of cultural heritage. Thus, with the analysis of this judicial process, it was possible to perceive the primordial role played by the expropriation institute as a skillful mechanism and able to carry out the constitutional command concerning the protection of cultural goods. KEYWORDS: Cultural Patrimony; Picture Expropriation; Case Law Study.

Studies of the commons grew out of responses to Hardin's bleak prediction of “tragedy of the commons,” that without state intervention or privatization, any commons will eventually be destroyed by allegedly self-interested users. As such, the commons studies traditionally tend to demonstrate cases where common pool resources (CPR) can be sustainably managed by groups of people beyond the state and market interventions. This paper shows a case from Sulawesi, Indonesia, where a state social forestry program can create a space for the program beneficiaries to build a commons. Through fieldwork that involves participant observation and in-depth interviews with program extension workers and beneficiaries in two social forestry farmer groups, this study found that the program can stimulate beneficiary groups to build collective action in managing the state forest plots admitted to them and that the two groups are the only successful ones among 14 neighboring groups that are involved in the same program. The study also shows that the management of the state-sponsored commons requires extension workers with deep knowledge about local people and landscape, economic incentives, and the flexibility of the local state agency in bending the rules based on bottom-up demands. Therefore, the case study shows that, on the one hand, the state program can actually stimulate the creation of the commons. On the other hand, commoning seems to be the only way to ensure a successful social forestry program.

This article presents the result of the business case research based on state interventionism realised by the state-owned financial capital group’s investment in a company from the construction industry. It shows how the transaction can have influence on the sector itself benefits , the investment itself, and finally the Polish state. Two main research questions were asked: 1. Does the state intervention in form of the state-owned financial capital group in a private enterprise from the construction industry make sense from the point of view of the state itself and as well as from the sector? 2. What influence the investment might have on the construction industry future? In order to answer to these questions the case study and interview with people participating in the capital group transaction in company from the construction industry was conducted. Finally, it was recommended to investigate more cases of world state interventions in specific industries to examine the purposefulness and effectiveness of this form of state intervention.

Since the launch of economic reforms in the late 1970s, some cities and regions in China have been growing much faster than others, stimulating scholarly research on the forces underlying uneven development. This paper, through a case study of the emergence of Kunshan in southern Jiangsu (Sunan), shows that the orthodox Sunan model centered on the development of township and village enterprises (TVEs) has become inadequate to account for the recent development and restructuring in Sunan. I argue that spatial development in China is a complicated process incorporating the role of the state, local development conditions, and foreign investment. Moreover, there are strong geographical foundations for the functioning of local states. The arguments are particularly relevant to the transitional nature of provincial China, where the state still plays a significant role in development while local and global forces have emerged as equally important forces.

Fracking has helped to usher in an era of energy abundance in the United States. This advanced drilling procedure has helped the nation to attain the status of the largest producer of crude oil and natural gas in the world, but some of its negative externalities, such as human-induced seismicity, can no longer be ignored. The occurrence of earthquakes in communities located at proximity to disposal wells with no prior history of seismicity has shocked residents and have caused damages to properties. It has evoked individuals’ resentment against the practice of injection of fracking’s wastewater under pressure into underground disposal wells. Though the oil and gas companies have denied the existence of a link between such a practice and earthquakes and the local and state governments have delayed their responses to the unforeseen seismic events, the issue has gained in prominence among researchers, affected community residents, and the media. This case study has offered a glimpse into the varied responses of stakeholders to human-induced seismicity in a small city in the state of Texas. It is evident from this case study that although individuals’ complaints and protests from a small community may not be successful in bringing about statewide changes in regulatory policies on disposal of fracking’s wastewater, they can add to the public pressure on the state government to do something to address the problem in a state that supports fracking.

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.

The research project was conducted to investigate the understanding of E-commerce Application among the SMEs in the state of Kelantan. Focusing on the population of registered members of Dewan Perniagaan Melayu Malaysia, Kelantan, a total of302 respondents were selected to participate in our study. Moving in line with the general assumption of world business community it is agreed that e-commerce application is highly relevant for the survival and meeting the challenges of borderless economy. At the same time, the process of acquiring knowledge and understanding the environment, coping with changes, and speeding up the business decision, able to further enhance the competitive advantage of the SMEs. Using the established model, our investigation focused on 5 identifiable variables to demonstrate its usefulness towards motivating SMEs to adopt e-commerce. Our analysis indicated that all the selected variables were significant towards enhancing the application of e-commerce and thus maintaining competitive advantage in the industry.

Abstract Amendment to the Act on special rules of preparation and implementation of investment in public roads resulted in an accelerated mode of acquisition of land for the development of roads. The decision to authorize the execution of road investment issued on its basis has several effects, i.e. determines the location of a road, approves surveying division, approves construction design and also results in acquisition of a real property by virtue of law by the State Treasury or local government unit, among others. The conducted study revealed that over 3 years, in this mode, the city of Krakow has acquired 31 hectares of land intended for the implementation of road investments. Compensation is determined in separate proceedings based on an appraisal study estimating property value, often at a distant time after the loss of land by the owner. One reason for the lengthy compensation proceedings is challenging the proposed amount of compensation, unregulated legal status of the property as well as imprecise legislation. It is important to properly develop geodetic and legal documentation which accompanies the application for issuance of the decision and is also used in compensation proceedings.
